I
COMMANDER’S MESSAGE
hope everyone had a Happy Thanksgiving and
enjoyed the traditional turkey or ham feast and the
traditional football game on TV. The Christmas holidays
are just a couple of weeks away as we end this year and
start the New Year with a new President-elect to guide
our country through the next four years. I foresee many
new changes with this new administration. I pray that
those changes are good and hope they do not have a
negative impact on the veterans community and on the
health benefits. Nevertheless, we will have to wait and see
that all goes well.
As most of you already know, this year, due to lack of
financial support from Outback Steakhouse we will not be
having the Purple Santa Benefit Luncheon. For the past
several years this has been one of Chapter 1919’s biggest
events, and it has been an essential part of our budget by
helping raise funds for our chapter’s Welfare Program,
helping needy veterans and veterans families. The
chapter is not broke; we have funds sufficient to sustain
that program. However, it never hurts to have some
cushion for an emergency if one comes up.
On Saturday November 8, Patriot Richard Contreras
and his two daughters, Katherine and Marisol and I
staffed a Rest Stop for the Wurst 100k Bike Ride that
helped raise funds for the Bob Woodruff Family Fund
that focuses on the hidden injuries of the mind such as
combat stress and traumatic brain injury. Over 600
cyclists came through and stopped for a snack and a drink
of Gatorade or water. All the snacks and beverages were
provided by different sponsors and the Purple Heart
volunteers provided the staffing for the rest stop.
The Adult’s and Children’s holiday gatherings held at the
Odd Fellows Lodge #23 this year will both be on the same
day, Sunday, December 14. The Children's party will have
entertainment, and ice cream, cookies, and other goodies
will be served. Purple Santa will make an appearance at
2:00PM and pass out some goodies and he will have an
individual gift for each child. The Adult party will have
finger food, fruit and cheese trays and different beverages.
Come by, sit and visit for a while, say hello to the other
Patriots, and enjoy the camaraderie.
The weather was great for the Veterans Day parade. Many
of our Patriots showed up and participated in the parade.
This year the parade committee honored women who served
in the United States Armed Forces during all wars. There
were women present who served in World War II, Korea,
Vietnam, Iraq and Afghanistan. Additionally, I would like
to thank Patriot Tony Moore again for taking over for me
as Purple Santa. We also had Patriot Bill and Patsy Lane
from Iowa Park, Texas (near Wichita Falls), who came all
the way to Austin just to be with us in the parade this year.
Patriot Lane and his wife Patsy represented our chapter in
the “wreath laying ceremony” at the Capitol.
The January meeting will be another “G.I. Breakfast” held
in the Camp Mabry Cafeteria. The menu will include eggs,
bacon, and the famous and delicious S.O.S. on toast with
coffee or orange juice. More details as January gets closer.
The guest speaker for January will be Ms. Sheri Soltes from
Dripping Springs. Ms. Soltes trains dogs for veterans with
hearing problems and provides them free of charge to the
veterans by means of a grant that the Federal Government
awarded her organization.
I hope everyone can come by for a while on Sunday
December 14, from 1 to 4PM, and enjoy each other's
company. In closing, I wish you and yours a Merry
Christmas and Happy New Year. As well, to other Patriots
I wish you and yours a very Happy Seasons Greetings and
...Department of Defense Announces Change In...
PURPLE HEART AWARD CRITERIA
...To Allow Award for POW’s Who Die In Captivity…
In the 2007 National Defense Authorization
Act, Congress asked for a review of the
eligibility criteria for award of the Purple
Heart.
In response to that request, and after
consultation with several military groups,
the Department of Defense concluded that
the congressional request had merit and on
October 6th, announced that it has
expanded the Purple Heart eligibility
criteria, now allowing the award for
prisoners-of-war who died in captivity.
Previously, the Purple Heart was awarded
only in cases in which it could be proved
that death (of the prisoner-of-war) was a
direct result of enemy action, such as in a
shooting. The change reflects the feeling
that these conditions and circumstances are
difficult to document.
The revised department policy presumes,
for service members who die in captivity as
a qualifying prisoner-of-war, that their
death was the “result of enemy action,” or
was the result of wounds incurred “ in
action with the enemy” during capture, or
as a result of wounds incurred as a “result
of enemy action” during capture, unless
compelling evidence is presented to the
contrary.
The revised policy allows retroactive award
of the Purple Heart to qualifying prisonersof-war
since December 7, 1941.
Posthumous award will be made to the
deceased service member’s representative
as designated by the secretary of the
military department concerned, upon
application to that military department.
It is estimated that the relatives of up to
17,000 deceased POW’s could be eligible
for the award under this new regulation.
Each military department will publish
application procedures and ensure they are
accessible to the general public. Family
members with questions may contact the
T
he National Convention last summer voted in
big changes in membership rules for regular
members and those were reported in the September
issue in this column. The convention also adopted
changes in the rules for Associate Memberships and
those are addressed here. In fact, the changes
affecting Associates are even more sweeping in
nature than were those for regular members, and will
almost certainly result in fewer Associates being
signed up, despite opening up the eligibility to more
family members than before. Here they are:
Spouses (male or female), and siblings
(brothers and sisters) are now also
eligible for Associate Membership.
Previously, only parents or lineal
descendants (including adopted
children) of Purple Heart recipients
were eligible to join. Although this
makes many more persons eligible,
documentation requirements are newly
imposed.
Previously, relationships of applicants
to the sponsoring Purple Heart veteran
had been certified by the veteran or
Chapter Adjutant. From now on, the
documentation of relationship (birth
certificate, adoption papers, or
marriage certificate) to the sponsoring Purple Heart
recipient must accompany the application. If the
applicant is a grandchild of a MOPH member, a
legible copy of the applicant’s parent’s birth
certificate and a legible copy of the applicant’s birth
certificates must be submitted showing the names of
the birth parents in order to establish the relationship.
As has been reported, Associate Membership dues
were changed by the convention, and are the same as
regular MOPH memberships. That is, only life
membership is available and the life dues are $50.
Annual membership is no longer an option. Under
the old rules, which have not changed, life
membership is available only to persons 18 or more
years of age. Annual members could be of any age,
and Chapter 1919 has several annual dues paying
Associate members that are under 18. Conforming
to those new rules, when the Annual memberships
expire for those under age 18, they will not be
eligible to pay the $50 and convert to Life. They
will be dropped from membership. Unfortunate.
Patriot Photos: We have assembled photos from 117
of our members so far, and incorporated them into a
Power Point slide show of Chapter 1919’s members.
The presentation runs about 30 minutes and will be
displayed at the Christmas Party.
Come and see it for yourself, it looks
really good. Why mention it here ?
Because 117 pictures means there are
450 chapter members who haven’t
yet shared a photo with us. If you
are one of those who haven’t, you are
invited to provide a photo of
yourself, preferably in uniform
during the war in which you were
wounded. If you aren’t local and
can’t hand carry it to me at a
meeting, please mail to me at the
return address on the cover of this
newsletter. I promise to scan it
quickly and get it back to you
promptly by return mail. If you do it
right away, it will already be in the
slide show at the Christmas Party. Also, if you are a
WWII vet, John Burkhardt will put it in your entry
in the “Registry of Remembrances” of the National
WWII Memorial in Washington, D.C.
I’m running out of space and these have to be the
last words from me to you in 2008. So, I’ll close by
just saying what a privilege it is to be the Adjutant
for this outfit, made up entirely of people whom I
most profoundly respect, each and every one, and
what an honor it is to get to do our little feature
stories on patriots like these last three, William
Mays, Renessa Gerhardt and Joe Castro. Anyway
Merry Christmas and Happy New Year to all.
Army, WWII, Pacific
Patriot, Chapter 1919
Joe S. Castro was born in 1921, the next-to-youngest born into this large Castro family
of Austin, Texas that would send four sons off to war. His younger brother, also
wounded in action, was our late Patriot, L.C. Castro (chapter charter member and our
first chaplain), featured in the PATRIOT BULLETIN with a story similar to this in the
August 1997 issue and that may also be found on our website. We are overdue for
saying more about Joe and L.C.’s family, and will make up for that here.
PFC JOE CASTRO
WW II
Parents Ladislao and Leonarda Castro had come from Mexico during World War I. They had two daughters
and three sons when they arrived in Austin, making their first home here in a downtown apartment that was
upstairs over a store in the block just west of 5 th and Colorado. After four or five years there they moved (a
few blocks east) near where San Jacinto crossed the railroad tracks (now 4 th Street) and was very close to the
main train station. Three more sons were born to the Castros in Austin, but shortly after the birth of baby,
Ladislao (L.C.) in 1924, the father died leaving Leonarda a widow with eight children. The family had
regularly attended Our Lady of Guadalupe Catholic Church since their arrival in Austin. As the years passed,
the older children left home for employment in various places and faithfully sent money back home enabling
the family, for the first time, to purchase a house of their own on 8 th Street between Navasota and Lydia. It
would remain the Castro family home for many years to come. But then, one day the world suddenly
changed.
News of the Japanese attack at Pearl Harbor on December 7, 1941 instantly excited everyone, especially all
the young men in Austin that the Castro boys knew. Joe and all his friends immediately went down to the
recruiting station and signed up. The Army accepted him, also without delay. On December 11th he was
sworn into service and put on the train to the Induction Center in San Antonio. Joe Castro was sent to Camp
Barkley in Abilene, Texas where he was rushed through training and in February 1942 had qualified as a
Medical Aidman. The men coming out of school at that time were not granted any leave. Joe was put on a
train for San Francisco and, after much confusion and some interesting delays, on April 12, 1942 he arrived
on a troop transport at Hilo, Hawaii.
UNIT CREST
The 27 th Infantry Division (New York Army National Guard) was responsible for beach
defenses of the island. Private Castro, was assigned to the Medical Detachment of the 105 th
Infantry Regiment and attached as a company medic with Company A. Beginning in the fall
of 1942 the 27 th Division was relieved from their island defense mission by the 6 th Infantry
Division. They departed Hilo and from that point until the end of the war the division would
be part of the campaigns committed to taking the Japanese held Pacific islands. For their
part during that time, elements of the 27 th Infantry Division took Makin Island in the Gilbert
Island Group in late 1943. Later, the island of Majuro was occupied without opposition and
next, Eniwetok was captured in early 1944. After that came the invasion of Saipan, in the
Marianas Island Group, where for the first time the entire division was committed together
in intense and prolonged fighting, and where Joe Castro sustained the wound that put him
out of the war for good. Saipan was taken by three divisions during 24 days of bitter
fighting beginning on June 15, 1944. Following several days of intensive naval and air
bombardment, the 2 nd and 4 th Marine Divisions made successful assault landings on the west
side of the island on the first day. The Army’s 27 th Infantry Division, with Joe among them,

Page 9
PATRIOT BULLETIN
landed the next day, coming ashore through the southernmost beachhead and moved to take Aslito, the
Japanese main airfield on the island. Joe shares these memories, “There were hundreds of ships in the
invasion force that stood off the island and the bombardment was still going on when we loaded into the
landing craft. The water was rough and everyone was sick. We came in behind the earlier landing and the
beach was littered with many bodies, killed in the initial landing, that we had to move through, but we had to
keep moving forward. That first day was really rough for us, lots of shooting. It was seven days into the
operation when I was wounded. My unit was very near the front and my company was moving forward in
open terrain that provided little cover. We were taking casualties and I had been having a busy time of it
applying bandages and tourniquets when I was hit in the right leg by gunfire. I was unable to move and it
took about an hour before stretcher bearers could reach where I was and get me to the Aid Station back at
the beach. I was taken off to a Hospital Ship the following day and after two or three days on the ship I was
taken ashore and flown out to a hospital in Hawaii. I had an operation there, but they couldn’t remove all
the metal fragments. I had been hit with an explosive bullet that had done massive damage after entering
the leg and it was slow to heal. After about three months in the hospital they tried to send me back to my unit
(the 27 th Division having returned to Hawaii after the taking of Saipan), but they refused to accept a combat
medic that was still on crutches. After several more months I still wasn’t getting any better, so in February
1945 I was medevac’d from Hawaii to a hospital in Alabama.
In September 1945, I was discharged from the Army and returned home to Austin.” Brother, L.C. was
discharged and arrived back home in Austin in October 1945, a few weeks after Joe, and so too did the other
two brothers, but considering their collective wounds it would be a bit of a stretch to say they had come
home safely. Arthur had been a Sergeant in Company A, 5 th Tank Battalion, 16 th Armored Division,
wounded during the Battle of the Bulge; and Ladislao (L.C.) was a waist gunner on a B-24 Bomber,
wounded when shot down over Occupied France. Ramon, the only one of the four that did not go overseas,
was an Army medic assigned to Bushnell General Hospital at Brigham City, Utah. Concerning when he was
discharged, Joe says, “I was finally off the crutches, but walked with a limp with considerable difficulty, and
when seated, I could not sit straight upright because of pain from the shell fragments still in my leg. Some of
those pieces of metal migrated, causing more misery, but becoming more accessible to treatment and after
two or three years the Waco VA Hospital removed some more of the fragments.” Each of the six Castro
brothers married and most lived and raised families of their own in the Austin area. Although the father had
died early, the mother, Leonarda, lived until 1987 and she was the oldest person ever to have been a member
of Our Lady of Guadalupe Catholic Church when she died at age 107. Today, he is the sole remaining
survivor among Ladislao and Leonarda’s children and this month PATRIOT BULLETIN proudly salutes
FOR MOPH CHAPTERS:
The year is coming to an end in a month
and change. Now is the time to start
planning for the Midyear Conference
coming up on January 9—10 in Killeen.
We will be in a new hotel this time.
Friday is training day for Service
Officers. Chapter 1876 Commander,
Justin Kautz, will send out an agenda
soon. Chapters need to fund their
Service Officer for Friday, and fund one
day for the Commander, Sr.Vice, or
Jr.Vice for the Conference. Call me or
e-mail me if you (Commander) or your
Service Officer cannot come,
ferey@austin.rr.com or 512-339-8034.
It is important that you make your
reservations before the 30 th of
December, at Phone number 254-247-
The Convention made big By-Laws
changes for Associate Memberships, see
those on Page 4, Adjutants Call.
Donations are down this year, not just
because of the bad economy but also the
bad publicity that MOPH received on
TV. This means we have to work much
harder to raise the funds to keep the
chapters and their projects on track. If
asked, Chapters need to inform the
public the money mentioned on TV,
was not money we (departments and
chapters) have available to work with
veterans, active duty service personal
and their families. MOPH does apply
almost all donations for helping Vets.
Your chapter may want to put together
papers stating what the chapter has done
in the past year to help all veterans.
The trailer with the Memorial Wall is
available for display in your area by
appointment. The wall displays the 400
plus native Texans, who have lost their
lives in the two active wars, (Iraq and
Afghanistan). The Department of Texas
wants to display this wall in cities that
have a local chapter. The chapter will be
responsible for storage and transporting
to your area. The wall must be
displayed in a building because it is not
weather proof. You should notify your
local news media to make sure you get
coverage, and also gold star mothers and
widows should be informed about the
coming of the wall. Call me to reserve a
date on the calendar for your chapter to
have it displayed in your area.
I wish you and your family a Merry
Christmas and a Happy New Year.
FOR AUXILIARY UNITS
Holiday Greetings:
We are ushering in fall with winter
nipping at our heels. Ladies Auxiliary
projects are gearing up for the Holidays
and I encourage all the units in the
Dept of Texas to be generous in your
support of holiday projects, both in
time and monies. Let’s not pull back
from volunteering, donations or
meeting attendance. This is the time to
become a “closer knit organization.”
COMMUNICATION! When we are
reaching out to veterans and their
families, let us not forget about our
own MOPH and Ladies Auxiliary
membership. Especially those that can
no longer make it to meetings because
of illness or illness of a spouse.
Widows and widowers need support,
especially during the holidays.
On the first Veterans Day in 1954,
President Dwight Eisenhower called on
all citizens to “remember sacrifices of
those who fought so valiantly.” With
these words, the day previously known
as Armistice Day was expanded into an
annual event to acknowledge all
American Veterans, a group of men
and women committed to principles
without parallel. The aforementioned
statement was part of a letter sent from
Governor Rick Perry in honor of
Veterans Day. We attended the
ceremony at Fort Sam Houston
Cemetery and the day included a
Dedication of the Purple Heart Stamp
and a Naturalization Ceremony of 12
active duty males and females, from all
branches of the service, sworn in by the
Honorable John W. Primono, US
Magistrate Judge of the Western
District of Texas. What an emotional
event that was! The voices of the
Texas Children’s Choir sounded like
angels in the cool, overcast morning.
What a wonderful treat !
I look forward to hearing about your
Christmas Projects. Please start talking
and planning to attend the Mid-Winter
Conference in Killeen in January 2009.
Making the conference a priority is
important to the success and attendance
of members. Further details will be
forthcoming. Please let me hear from
you. Thanks to the two units that sent
