<strong>Port</strong> <strong>State</strong> <strong>Control</strong> – Paris MOU and Black Sea MOU Concentrated<br />

Inspection Campaign<br />

Owners and operators of oil tankers, chemical tankers and gas carriers trading to ports<br />

within the Paris and Black Sea MOU regions<br />

The Secretariats of the Paris and Black Sea MOUs have announced they will embark on a<br />

Concentrated Inspection Campaign (CIC) to verify correct damage stability on oil tankers,<br />

chemical tankers and gas carriers. The CIC will last for three months, starting on<br />

September 1, <strong>2010</strong>, and ending on <strong>No</strong>vember 30, <strong>2010</strong>.<br />

The CIC is taking place because it has been concluded that tankers frequently sail:<br />

• when not complying with damage stability requirements<br />

• without a means of assessing damage stability<br />

or<br />

• in a loaded condition not covered by the approved stability book.<br />

In practice, the CIC means that during every port state control inspection of a tanker within<br />

the Paris and Black Sea MOU regions, the stability information book and other applicable<br />

documentation will be verified in more detail for compliance with relevant regulations.<br />

<strong>Port</strong> <strong>State</strong> <strong>Control</strong> Officers (PSCOs) will use a list of nine selected items to verify critical<br />

areas for tanker stability. A copy of the questionnaire they will use is attached and can<br />

also be obtained from the Paris MOU web site www.parismou.org and the Black Sea<br />

MOU web site www.bsmou.org<br />

When deficiencies are found, the actions of PSCOs may range from recording a<br />

deficiency and instructing the Master to rectify it within a certain period, to detaining the<br />

ship until deficiencies have been rectified. Detentions will be published in the monthly list<br />

of detentions available on the Paris and Black Sea MOU web sites.<br />

Owners and operators should ensure that tankers carrying cargo are operated in<br />

accordance with loading conditions specifically approved for the applicable damage<br />

stability requirements, or have been assessed for compliance using approved damage<br />

stability KG/GM limit curves or an onboard damage stability programme acceptable to the<br />

Administration.<br />

The results of the CIC will be analysed and findings will be presented to the governing<br />

bodies of the Paris and Black Sea MOUs for submission to the International Maritime<br />

Organization (IMO).<br />
