Port State Control – Vina <strong>de</strong>l Mar* MOU<br />
Owners and operators of all ships trading to ports within the Vina <strong>de</strong>l Mar MOU region<br />
In accordance with agreement reached at the 16 th Meeting of the Committee of the<br />
South American Agreement on Port State Control, the Vina <strong>de</strong>l Mar MOU Secretariat<br />
has advised that a Concentrated Inspection Campaign (CIC) will be carried out from<br />
April 1, 2010, to June 30, 2010.<br />
This campaign is inten<strong>de</strong>d to promote standards of safety and environmental<br />
protection with a view to ensuring:<br />
• compliance with requirements related to structure, subdivision and stability<br />
• provision to the Master and Officers of damage information concerning cargo and<br />
stability<br />
• proper familiarisation of crew members with the steering system and the main and<br />
emergency electrical supply systems among others.<br />
Each port state control (PSC) inspection carried out in the Vina <strong>de</strong>l Mar region will<br />
inclu<strong>de</strong> <strong>de</strong>tailed verification of the means of access to the ship’s structure, emergency<br />
power sources, function and operation of the main and emergency steering systems,<br />
maintenance records of the associated equipment and systems and the operational<br />
aspects of the safety management system in accordance with SOLAS Chapters II-1<br />
and IX.<br />
The PSC Officer will use a ten point checklist <strong>de</strong>signed to address all these areas. A<br />
copy of the English version of the checklist is attached to this Classification News.<br />
In practice, it will mean that during every PSC inspection carried out in this period, the<br />
PSC Officer will use the checklist to verify if the requirements are being maintained.<br />
When <strong>de</strong>ficiencies are found, actions by PSC will vary, from recording a <strong>de</strong>ficiency and<br />
instructing the Master to rectify it within a certain period, to <strong>de</strong>tention of the ship until<br />
the <strong>de</strong>ficiencies have been rectified.<br />
The results of the CIC will be submitted to the Vina <strong>de</strong>l Mar MOU Secretariat for<br />
publication and will be available on the website.<br />

1. Are operational tests of the main and auxiliary steering gear satisfactorily<br />
performed in accordance with the requirements in place? (SOLAS II-1/29<br />
and V/26).<br />
2. Do the means of indication showing at all remote operating positions, at the<br />
navigation bridge, whether the doors and and other closures are open or<br />
closed operate satisfactorily? SOLAS II-1/13 (all passenger ships), 13-1<br />
(cargo ships).<br />
3. Is the emergency power system operating and functioning properly in all<br />
areas and compartments nee<strong>de</strong>d? (SOLAS II-1/42 y 43).<br />
4. Has the emergency power system been tested and have the results of the<br />
