<strong>The</strong> <strong>Coulee</strong> Dam Council voted<br />

at its last meeting to set the<br />

wage for its new records clerk<br />

at $17.31 a hour. <strong>The</strong> records<br />

clerk will be responsible, among<br />

other things, to follow through on<br />

public records requests.<br />

Bird<br />

to retire<br />

<strong>The</strong> current head <strong>of</strong> the Lake<br />

Roosevelt National Recreation<br />

Area will retire at the end <strong>of</strong> this<br />

month. Superintendent Debbie<br />

Bird announced her retirement<br />

at the weekly luncheon <strong>of</strong> the<br />

<strong>Grand</strong> <strong>Coulee</strong> Dam Area Chamber<br />

<strong>of</strong> Commerce last week.<br />

Bird took the position in<br />

November, 2002 after 25 years<br />

with NPS.<br />

She and her husband plan to<br />

stay in the area for some time.<br />

Curb<br />

appeal<br />

Electric City council awarded<br />

a curb replacement project to<br />

Jackson Construction at last<br />

Tuesday night’s meeting.<br />

Jackson Construction had<br />

the low bid <strong>of</strong> $4,154.15, including<br />

sales tax. <strong>The</strong> curb replacement<br />

is at Crest and Hillcrest.<br />

Fugitive<br />

arrested in<br />

<strong>Coulee</strong> City<br />

Grant County Sheriff’s<br />

deputies and <strong>Coulee</strong> City police<br />

searched for a wanted felon who<br />

fled the scene <strong>of</strong> a shots-fired<br />

call Tuesday morning.<br />

By 4 p.m., deputies found<br />

Cody Seely hiding in a field near<br />

town and arrested him.<br />

It started about 5:30 a.m.<br />

when, deputies believe, several<br />

people at 617 West Douglas<br />

Street were using drugs and<br />

shooting guns, not at anybody,<br />

just shooting.<br />

Cody Seeley was sought by<br />

the U.S. Marshals Task Force on<br />

a warrant for residential burglary.<br />

Two others were also arrested.<br />

No stealing<br />

the rocks<br />

Two people from the Spokane<br />

area got in a bit <strong>of</strong> trouble<br />

for taking rocks from the wall<br />

near the top <strong>of</strong> <strong>Grand</strong> <strong>Coulee</strong><br />

Dam.<br />

<strong>The</strong> Bureau <strong>of</strong> Reclamation’s<br />

Plant Protection notified police<br />

that there was a theft in progress<br />

after security cameras revealed<br />

that the two were loading rocks<br />

into their sedan.<br />

Police got a description <strong>of</strong> the<br />

vehicle and stopped it near the<br />

north entrance to <strong>Grand</strong> <strong>Coulee</strong>.<br />

<strong>The</strong> two, one from Cheney<br />

and the other from Spokane,<br />

said they didn’t think it was a<br />

problem picking up rocks.<br />

Police asked them to return<br />

the rocks to where they had gotten<br />

them. After the pair returned<br />

the rocks, they were permitted to<br />

go on their way.<br />

Saturday market starts up<br />

<strong>The</strong> Saturday Market kicked <strong>of</strong>f its second season<br />

last Saturday, and will continue each Saturday<br />

through September. <strong>The</strong> chamber <strong>of</strong> commerce-sponsored<br />

market is open from 9 a.m. to 1 p.m. on Morrison<br />

Street across from Safeway in <strong>Grand</strong> <strong>Coulee</strong>.<br />

Those wishing to have a booth in the market can<br />

call market master Leroy Perry, 631-2032, for a space<br />

reservation or additional information.<br />

Food vendors and crafts vendors are welcome to<br />

place booths along the market area, Perry said.<br />

City gets new rules <strong>of</strong><br />

conduct for council meetings<br />

<strong>The</strong>re will be no “hooting” at<br />

Electric City council meetings.<br />

Nor any “jeering,” according to<br />

new rules laid down by council<br />

members last Tuesday night.<br />

One section, called “Conduct <strong>of</strong><br />

Audience” states that you can be<br />

removed from the council chambers<br />

if you clap, cheer, hoot, holler,<br />

gesture, whistle, guffaw, jeer, boo,<br />

hiss, make remarks out <strong>of</strong> turn,<br />

use pr<strong>of</strong>anity or the like.<br />

<strong>The</strong> council had a difficult time<br />

explaining to itself and a few residents<br />

scattered in the chambers<br />

how citizens should address the<br />

council.<br />

Mayor Jerry Sands explained<br />

that complaints should go to city<br />

hall, where they can be written up<br />

and sent to respective department<br />

heads to solve.<br />

Jeff Ihlers, who lives on Goodfellow<br />

and has been regularly attending<br />

council meetings, asked<br />

if the audience could still bring<br />

things up.<br />

Sands explained that some<br />

items were “complaint, complaints”<br />

and other things were just a complaint.<br />

<strong>The</strong> mayor said there was a<br />

fine line between the two. You can<br />

take “complaints” to city hall and<br />

write them up on a form provided.<br />

<strong>The</strong> “complaint, complaints” you<br />

could still bring to council.<br />

Ihlers was still confused and<br />

said that it was stated that the<br />

council would follow Robert’s<br />

Rules <strong>of</strong> Order in the conduct <strong>of</strong><br />

city business, but according to the<br />

new policy the council will follow<br />

Robert’s Rules <strong>of</strong> Order, except<br />

when it doesn’t.<br />

<strong>The</strong> new rules state that all<br />

votes shall be by “roll call,” which<br />

the council violated the rest <strong>of</strong> the<br />

meeting. Discussion on this two<br />

weeks ago centered on which side<br />

the mayor would follow on taking<br />

roll call votes.<br />

Another interesting item in the<br />

new council procedures is in voting.<br />

“If any council member refuses<br />

to vote aye or nay, their vote shall<br />

be counted as a nay vote and their<br />

conduct shall be considered disorderly<br />

and malfeasance <strong>of</strong> <strong>of</strong>fice.”<br />

When Ihlers asked who wrote<br />

the new policy, he was told the<br />

city’s attorney.<br />

Earlier in the meeting, the<br />

council voted to add a citizen on<br />

all council committees in an effort<br />

to get residents involved.<br />

Ihlers said it was confusing that<br />

the council wanted participation<br />

but then passed a policy that made<br />

it more difficult.<br />

America walker having<br />

the time <strong>of</strong> his life<br />

It all started for Bruce Maynard<br />

at the Peace Arch in Blaine. Where<br />

it will end is anybody’s guess.<br />

Will he be walking to Alaska, or<br />

from Lisbon to Beijing, China?<br />

Maynard was weaving his way<br />

back across to Blaine when we<br />

caught up with him here in <strong>Grand</strong><br />

<strong>Coulee</strong>.<br />

Near 78 years old, Maynard,<br />

like Forsest Gump, just started<br />

walking one day -- from the Peace<br />

Arch to Key West, Florida. It was<br />

March 20, 2010, when he took <strong>of</strong>f,<br />

contrary to the wishes <strong>of</strong> his four<br />

sons and daughter, who thought<br />

then, and still do, that he should<br />

end it here and now.<br />

He’s walked through most<br />

states, after traveling the world<br />

during a variety <strong>of</strong> jobs, and claims<br />

to be healthier now than most<br />

35-year-old men.<br />

He walked to La Push, Wash.,<br />

took the coastal highway to California,<br />

then over to Bakersfield,<br />

across the Mohave through New<br />

Mexico to El Paso, and along the<br />

Gulf Highway to Key West. It took<br />

eight months.<br />

“I try to average about 32 miles<br />

a day,” Maynard said. “Some days<br />

it’s more, some less.”<br />

After losing his wife, due to an<br />

illness, Maynard said he got “restless.”<br />

That’s when he made the big<br />

decision to walk across America.<br />

<strong>The</strong>re was no axe to grind, no<br />

compelling reason, no place that<br />

drew him -- he just decided to<br />

walk.<br />

“See the corner in the road?”<br />

Maynard said, pointing to the<br />

bend across from <strong>The</strong> <strong>Star</strong> newspaper.<br />

“Around that corner there<br />

may be something interesting.<br />

That’s what motivates me.”<br />

After Key West, Maynard made<br />

his way to the Carolinas, where he<br />

assisted in hurricane relief, and<br />

then March 20, started his way<br />

back. Coming back, he’s driving a<br />

motor home, and was scheduled to<br />

be back in Blaine June 25.<br />

That’s when he will decide<br />

whether the next walk is along the<br />

Alcan Highway to Alaska — one<br />

<strong>of</strong> the few states he hasn’t been<br />

in — or from Lisbon, Portugal to<br />

Beijing.<br />

“I have never been away from<br />

home,” Maynard contended. He<br />

looks upon where ever he is as<br />

Despite resistance,<br />

town moves on<br />

with plant plans<br />

DOE brushes <strong>of</strong>f<br />

Elmer City concerns<br />

<strong>The</strong> <strong>Coulee</strong> Dam Town Council<br />

voted last Wednesday night to<br />

sign a loan agreement with the<br />

state Department <strong>of</strong> Ecology for a<br />

$4.992 million loan for its proposed<br />

wastewater treatment plant.<br />

In addition the council voted to<br />

move ahead and give the okay for<br />

Gray & Osborne, the town’s engineering<br />

firm, to proceed with the<br />

design for the plant.<br />

<strong>The</strong> action was taken in spite <strong>of</strong><br />

questions raised by a local resident<br />

Greg Wilder and the town <strong>of</strong> Elmer<br />

City, who have questioned the size<br />

<strong>of</strong> the plant and some <strong>of</strong> the redundancies<br />

in equipment as well as<br />

other aspects <strong>of</strong> the project.<br />

Elmer City’s Council on Thursday<br />

asked Mayor Mary Jo Carey to<br />

set up a meeting with the town’s<br />

attorney, K & L Gates, a Spokane<br />

firm. <strong>The</strong> council is still trying to<br />

figure out if a 50-year agreement<br />

between the towns <strong>of</strong> <strong>Coulee</strong> Dam<br />

and Elmer City establish whether<br />

Elmer City is a partner in the<br />

proposed wastewater treatment<br />

plant or just a customer <strong>of</strong> <strong>Coulee</strong><br />

Dam. Elmer City will spend $275<br />

per hour <strong>of</strong> its attorney’s time to<br />

find out.<br />

Meanwhile, a copy <strong>of</strong> a letter<br />

sent to the Department <strong>of</strong> Ecology<br />

by the Colville Confederated Tribes<br />

asks that its loan agreement with<br />

<strong>Coulee</strong> Dam be held up while a<br />

number <strong>of</strong> the issues being raised<br />

are reviewed.<br />

That letter was dated June 7,<br />

and was sent to the United States<br />

Department <strong>of</strong> Environmental Protection<br />

and the Washington State<br />

Department <strong>of</strong> Ecology, with copies<br />

to Washington’s two U.S. senators,<br />

Patty Murray and Maria Cantwell,<br />

as well as State Senator Linda<br />

Evans Parlette.<br />

While listed to receive a copy<br />

<strong>of</strong> that letter, town <strong>of</strong>ficials said<br />

Monday that they have not received<br />

it.<br />

<strong>The</strong> state’s Department <strong>of</strong> Ecology<br />

had already sent a letter to<br />

Elmer City’s Mayor Carey, dated<br />

May 15, essentially brushing aside<br />

the concerns that she raised about<br />

the wastewater project.<br />

In that letter, DOE went through<br />

the grant and loan process and<br />

stated that <strong>Coulee</strong> Dam’s wastewater<br />

treatment plant project ranked<br />

21 out <strong>of</strong> 90 received and will be<br />

funded at an interest rate <strong>of</strong> 2.7<br />

percent over the 20-year period.<br />

<strong>The</strong> DOE letter states that<br />

at each juncture in the process<br />

Petitions ask council<br />

to reconsider project<br />

Petitions are circulating this<br />

week that will ask residents <strong>of</strong><br />

<strong>Coulee</strong> Dam and Elmer City, and<br />

other areas served by <strong>Coulee</strong> Dam’s<br />

wastewater treatment plant, to<br />

ask town council members to reconsider<br />

the present wastewater<br />

treatment plant project as it now<br />

stands.<br />

<strong>The</strong> petition reads: “Notice is<br />

hereby given that we, the undersigned,<br />

oppose the <strong>Coulee</strong> Dam<br />

Wastewater Treatment Plant<br />

Project as adopted by the <strong>Coulee</strong><br />

Dam Town Council. “Although<br />

we know that this petition is not<br />

a legal instrument, nor binding<br />

we hope it will serve to cause the<br />

Town council to reconsider the<br />

more modest $2.1 million (or less)<br />

proposal instead <strong>of</strong> the $6.2 million<br />

proposal; and/or delay the project<br />

pending additional public involvement<br />

that includes the people <strong>of</strong><br />

<strong>Coulee</strong> Dam, Elmer City, and the<br />

Colville Confederated Tribes.”<br />

<strong>The</strong> drive has been spearheaded<br />

by Sharon Cox <strong>of</strong> the Tee Pee<br />

Drive-In in <strong>Grand</strong> <strong>Coulee</strong>, who<br />

lives in Elmer City.<br />

<strong>The</strong> sewer plant upgrade proposal<br />

as it now stands could cause<br />

sewer rates to spiral up to $70<br />

a month for those served by the<br />

system.<br />

Petitions are posted at the Tee<br />

Pee Drive-in and CR Lumber.<br />

Other locations might be added<br />

later, Cox stated.<br />

One incumbent<br />

survives<br />

tribal election<br />

Business Council Chairman Michael<br />

O. Finley, kept his seat after<br />

polling results Saturday. Six others<br />

either lost their seats in the<br />

primary election or trailed by a<br />

significant vote after Saturday’s<br />

polling.<br />

In Nespelem District, William<br />

“Billy” Nicholson, who ran on giving<br />

half <strong>of</strong> a $193 million settlement<br />

with the federal government<br />

directly to tribal members, outpolled<br />

incumbent Harvey Moses, Jr.,<br />

134-97 for Pos. 1. And challenger<br />

Nancy C. Johnson is leading incumbent<br />

Ricky Gabriel, 126-106<br />

for Pos. 2.<br />

In Omak District’s Pos. 1 race,<br />

Nancy “Lynn” Palmanteer-Holder<br />

has a significant lead over incumbent<br />

Aaron “Scarbo” Marchand,<br />

226-96.<br />

deputy prosecutor named<br />

special assistant U.S. attorney<br />

A deputy prosecuting attorney<br />

for the Colville Tribes has been appointed<br />

as a special assistant U.S.<br />

attorney (SAUSA), Colville Business<br />

Council Chairman Michael O.<br />

Finley announced Monday with a<br />

written statement.<br />

Melissa V. Simonsen has has<br />

worked for the Colville Tribes since<br />

April <strong>of</strong> 2010.<br />

“This is an honor for Ms. Simonsen,<br />

and an opportunity for the<br />

Colville Tribes to be more involved<br />

in the prosecution <strong>of</strong> federal crimes<br />

on our Reservation,” Finley said.<br />

“She can assist the U.S. attorney's<br />

<strong>of</strong>fice in the prosecution <strong>of</strong> crimes,<br />

the processing <strong>of</strong> federal search<br />

warrants, and be a resource to both<br />

the Tribes and the US Attorney on<br />

criminal matters.”<br />

Simonsen graduated cum laude<br />

from Gonzaga University School <strong>of</strong><br />

Law in 2007. She also worked for<br />

two years in the Office <strong>of</strong> the Public<br />

Defender for American Samoa,<br />

from 2008-2010.<br />

“This appointment indicates the<br />

U.S. Attorney's confidence in the<br />

Colville Tribes Prosecuting Attorney's<br />

<strong>of</strong>fice, and I am very pleased<br />

to receive it,” Simonsen said today.<br />

“I will be reporting to the Colville<br />

Business Council soon on the work<br />

that I do as a SAUSA.”<br />

Bill Elliott, director <strong>of</strong> the tribes'<br />

Public Safety Department, said<br />

the appointment will benefit the<br />

Tribes in number <strong>of</strong> ways, including<br />

the possible usage <strong>of</strong> the U.S.<br />

Code <strong>of</strong> Federal Regulations (CFR)<br />

to provide a more comprehensive<br />

response to the complex jurisdictional<br />

issues on the Colville<br />

Reservation.<br />

U.S. Attorney Michael Ormsby<br />

was notified <strong>of</strong> the appointment by<br />

a letter from Jane F. Reimus, <strong>of</strong> the<br />

Executive Office for U.S. Attorneys,<br />

on June 13. <strong>The</strong> appointment is for<br />

one year, until June 12, 2013.<br />

<strong>The</strong> DOE further stated that<br />

the life <strong>of</strong> a wastewater treatment<br />

plants is anywhere between 20-25<br />

years and <strong>Coulee</strong> Dam’s plant is<br />

nearly 40 years old.<br />

Currently, <strong>Coulee</strong> Dam is going<br />

through the final environmental<br />

evaluation, which the town says<br />

is just about over.<br />

DOE stated that <strong>Coulee</strong> Dam<br />

could not spend any money on the<br />

design until this was complete.<br />

He started out as a stenographer<br />

in the Air Force and was involved<br />

with the peace talks between the<br />

two Koreas, after the “police action”<br />

there. He has worked at Cape<br />

Kennedy and with Lockheed as a<br />

crane operator, and been in and<br />

around the space program.<br />

When’s he going to hang up the<br />

“tenny-runners?” Not anytime<br />

soon, he says.<br />

<strong>The</strong> <strong>Grand</strong> <strong>Coulee</strong> Dam School<br />

District started advertising for<br />

bids for the demolition <strong>of</strong> Wright<br />

Elementary School this week.<br />

<strong>The</strong> preliminary estimate for<br />

the base bid was $320,000, the bid<br />

request stated.<br />

Superintendent Dennis Carlson<br />

said the district will cease taking<br />

bids at 3 p.m., July 11, and that<br />

he plans to have a special school<br />

board meeting that evening to<br />

award the bid.<br />

A pre-bid conference is planned<br />

for interested bidders June 26, at<br />

11 a.m.<br />

<strong>The</strong> bid calls for removing<br />

the existing Wright Elementary<br />

School building, including asphalt<br />

paving and abatement <strong>of</strong> hazardous<br />

materials.<br />

A consulting firm had visited<br />

the school, opened up walls to examine<br />

the building for hazardous<br />

materials, and this information<br />

will be made available to bidders.<br />

Little-known insights<br />

about ruling rules<br />

In a flash <strong>of</strong> progressive openness (or an attempt<br />

to control discussion, depending on your<br />

perspective) the Electric City Council adopted<br />

new rules about how that legislative body’s meetings<br />

are conducted.<br />

It’s a noble gesture, and perhaps a step in the<br />

right direction, but could be devastating to the<br />

newspaper business. If council leaders around<br />

here start following rules <strong>of</strong> discussion, they’ll<br />

probably cut back way too much on public gaffes,<br />

which would make things less interesting for<br />

reporters and their readers.<br />

But relax, in my experience — 23 years <strong>of</strong> attending<br />

local government meetings — it’s never<br />

been done.<br />

Oh, sure, they all pr<strong>of</strong>ess to be guided by Robert’s<br />

Rules <strong>of</strong> Order, but none <strong>of</strong> them actually<br />

are. If they followed those rules, council meeting<br />

times would all be cut in half.<br />

One <strong>of</strong> those rules, you see, says discussion on<br />

a motion should not be undertaken until a motion<br />

has been made and seconded. That way, if<br />

someone <strong>of</strong>fers a motion that no one else thinks<br />

is a good idea, no one has to take time to discuss<br />

it. It’s dead. This forces back-room politicking up<br />

a notch, but from what we hear, that would pose<br />

no challenge for Electric City’s council members<br />

anyway and could only help local drinking establishments.<br />

But what did Henry Martyn Robert know,<br />

anyway. His rules, first published in 1876, came<br />

about because he was embarrassed after having<br />

failed miserably at conducting a public meeting<br />

held in a church. <strong>The</strong> rules have only just been<br />

published in their 11th edition.<br />

One provision <strong>of</strong> the city’s new rules is actually<br />

not new at all. <strong>The</strong> part that calls a council member’s<br />

failure to vote on a motion “malfeasance <strong>of</strong><br />

<strong>of</strong>fice” is written in state statute. It’s against the<br />

law for someone occupying a seat on a city council<br />

to not vote when it comes time, and they can only<br />

“abstain” for a very few legitimate reasons, which<br />

must be stated. No cowardice allowed. Bravo for<br />

reinforcing that provision.<br />

<strong>The</strong> part that demands that jeering be outlawed<br />

at council, on the other hand, would suggest<br />

Electric City will conduct itself with more<br />

decorum than the British Parliament. Kinda<br />

doubt that.<br />

But good luck with the rest <strong>of</strong> it.<br />

Electric City citizens, do you know what’s going on?<br />

My name is Sam Stanczak and<br />

I’m writing this letter to try to inform<br />

our readers on what is going<br />

on in our city government (Electric<br />

City). Now don’t get me wrong, I’m<br />

not a pot stirrer or a troublemaker;<br />

what I am writing is the truth and<br />

my opinion on the matter. After<br />

reading this letter, please form<br />

your own opinion.<br />

I’ve been going to the council<br />

meetings for about two years<br />

trying to learn how the system is<br />

supposed to work (what a pain).<br />

Now, after attending these meetings,<br />

and doing some research,<br />

my opinion is that our council is<br />

(elected) into <strong>of</strong>fice to work for the<br />

people. We trust them to do what<br />

is right. Now, I understand it is<br />

difficult to balance what is right<br />

for the people and what is good<br />

for the city, but I feel they are not<br />

looking out for the people.<br />

Now, here are some things that<br />

have been changed or passed in the<br />

last two years. <strong>The</strong>y have changed<br />

the zoning without homeowners<br />

knowing about it; a council member<br />

even made that statement in<br />

a business downtown about the<br />

fact. <strong>The</strong>y have annexed land into<br />

the city against the homeowner’s<br />

protest. <strong>The</strong>y have adopted an<br />

ordinance that is very extreme<br />

for our little town (oh sorry, we<br />

are not a town anymore, we are<br />

a city). <strong>The</strong>y have stopped taping<br />

the meetings, and now they have<br />

passed a new ordinance about public<br />

comments. You can’t just go to<br />

the meetings and ask questions or<br />

complain about anything without<br />

going into city hall first and filling<br />

Say “Thanks” to your community!<br />

Recently my cousin and I were<br />

traveling on vacation and passed<br />

through your community. We were<br />

only a few miles from your town<br />

when our small motor home developed<br />

a rather serious mechanical<br />

problem. Of course, where it happened<br />

there was no cell service to<br />

call for help. That is when our true<br />

adventure began.<br />

We were partially blocking<br />

the two-lane highway headed up<br />

toward Wilbur. Within a very few<br />

minutes, folks started stopping to<br />

<strong>of</strong>fer assistance. Two good Samaritans<br />

headed in opposite directions<br />

<strong>of</strong>fered to call for a tow truck. One<br />

very kind young man pulled out a<br />

tow strap and towed us out <strong>of</strong> the<br />

road to a better spot where we<br />

could wait safely for help. A state<br />

policeman arrived all the way from<br />

Arrogance or malfeasance?<br />

<strong>The</strong> Colville Confederated<br />

Tribes took the high-road regarding<br />

the overly expensive <strong>Coulee</strong><br />

Dam Sewer Treatment plant<br />

project. <strong>The</strong> tribe <strong>of</strong>fered to help,<br />

in exchange for involvement …<br />

for a legitimate place at the table.<br />

In a letter to the Environmental<br />

Protection Agency (EPA), the tribe<br />

stated that they would involve<br />

the Indian Health Service and<br />

bring a needed project review and<br />

financial assistance to help with<br />

the costs for this $5 million - $7<br />

million project. This could reduce<br />

the cost impact for all <strong>of</strong> us — the<br />

native and non-native community<br />

alike. <strong>The</strong> tribe went so far as to<br />

suggest that they would work with<br />

the town AND the other regulators<br />

to review (and possibly relax)<br />

the discharge standards so that<br />

the Sewer Treatment Plant could<br />

continue to operate without permit<br />

violations… so long as there was a<br />

meaningful dialogue between the<br />

primary stakeholders (the tribe<br />

and the towns <strong>of</strong> Elmer City and<br />

<strong>Coulee</strong> Dam). <strong>The</strong> letter from the<br />

tribe ends with, “… we remain<br />

willing to cooperate and coordinate<br />

with them (<strong>Coulee</strong> Dam),<br />

and the other regulatory agencies,<br />

the Spokane area.<br />

Soon, the tow truck from Tim's<br />

Towing arrived to load us up and<br />

haul us back to town. We can't<br />

say enough good things about<br />

the whole crew at Tim's. We were<br />

treated with such kindness and<br />

generosity. Since this happened<br />

on a Saturday afternoon nothing<br />

could be done till Monday, and<br />

we spent the weekend … and the<br />

next three days … in the parking<br />

lot. When the part arrived, it was<br />

installed much quicker than we<br />

anticipated and we were on the<br />

road Wednesday afternoon.<br />

We passed some <strong>of</strong> our time in<br />

town walking around. We visited<br />

most <strong>of</strong> the stores that were open,<br />

stopped in the Chamber <strong>of</strong>fice and<br />

were given some great information.<br />

<strong>The</strong> library was warm and<br />

to achieve a mutually beneficial<br />

outcome.”<br />

Good news, I think (or thought)!<br />

Good news, most <strong>of</strong> us would think.<br />

Finally, an opportunity to do this<br />

thing right and maybe both get<br />

(and save) some money in the<br />

process. But, and again, no rational<br />

thinking in Town Hall! <strong>The</strong><br />

town <strong>of</strong> <strong>Coulee</strong> Dam’s answer to<br />

the tribe (and the rest <strong>of</strong> us) was<br />

to immediately take the action<br />

necessary to move ahead with<br />

the $5-plus million project and to<br />

authorize the expenditure <strong>of</strong> about<br />

$400,000 for engineering services.<br />

<strong>The</strong>y know well and good that a<br />

$2 million project will do the job<br />

just fine! So get ready for your<br />

$75- to $90-a-month sewer bills<br />

just to fund a growing arrogance<br />

and open defiance <strong>of</strong> the better<br />

public good. And do you know, the<br />

increased rates will include over<br />

$65,000 a year for things having<br />

absolutely nothing to do with the<br />

utility? In other words the town<br />

will pr<strong>of</strong>it, or additionally enrich<br />

itself, by over $2 million during<br />

the useful life <strong>of</strong> the facility.<br />

<strong>The</strong> town was quick to ask the<br />

tribe for money, but quicker still to<br />

exclude them from any meaningful<br />

out a request so they have it prior<br />

to the meeting.<br />

<strong>The</strong>re are already rules <strong>of</strong> order<br />

and laws that address this. Do we<br />

really need this new ordinance?<br />

What is really going on here? If<br />

there is anyone concerned about<br />

this, please start coming to the<br />

meetings. <strong>The</strong> meetings are two<br />

nights a month, the second and<br />

fourth Tuesdays <strong>of</strong> every month.<br />

<strong>The</strong>y start at 7 p.m., and they<br />

last about an hour. I know I would<br />

rather be fishing, but it is important<br />

for us as citizens to attend<br />

these meetings to find out what<br />

is going on.<br />

us to sightsee a bit further than<br />

brings me back to a discussion<br />

I had with Mayor Snow (before the<br />

great rift) about coordinated tribal/<br />

town programs and actions: “Greg,<br />

you don’t understand how hard<br />

it is to work with ‘those’ people.”<br />

I wrote it <strong>of</strong>f as just an ignorant<br />

comment from an arrogant mayor;<br />

given the town council’s action last<br />

week, I wonder if my dismissing<br />

the comment was equally wrong.<br />

Now I know, and shame on me!<br />

<strong>The</strong> tribe has leverage, the tribe<br />

has authority, and the tribe is a coregulator<br />

with the EPA. <strong>The</strong> tribe<br />

should exercise all <strong>of</strong> these tools to<br />

force what they could not achieve<br />

by reasonable protocol! Over 250<br />

native families will pay a combined<br />

sewer rate increase <strong>of</strong> over,<br />

probably well over, $135,000 per<br />

year when less than half <strong>of</strong> that<br />

will build all we need! <strong>The</strong>n, too,<br />

there are those <strong>of</strong> us retired and on<br />

fixed incomes — how about us?<br />

Recalls happen when arrogance<br />

evolves to malfeasance … just<br />

some food for thought.<br />

After years <strong>of</strong> working around<br />

the problem, a permanent solution<br />

to the water damage at the <strong>Grand</strong><br />

<strong>Coulee</strong> Dam Middle School should<br />

soon begin. <strong>Grand</strong> <strong>Coulee</strong> Dam<br />

School District Head <strong>of</strong> Special<br />

Instruction Leon Johnson said the<br />

district received a $100,000 state<br />

grant, mainly to repair the ro<strong>of</strong> on<br />

the middle school.<br />

<strong>The</strong> employees <strong>of</strong> <strong>Grand</strong> <strong>Coulee</strong>’s<br />

Wastewater Treatment Plant<br />

recently received an accolade recognizing<br />

their dedication to the<br />

job. At the June 4 <strong>Grand</strong> <strong>Coulee</strong><br />

City Council meeting, state <strong>of</strong>ficials<br />

presented a plaque that<br />

recognized an outstanding performance<br />

in 2001 by the plant’s Chief<br />

Rotary Club.<br />

A local ceremony scheduled<br />

from 2-3 p.m. at <strong>Grand</strong> <strong>Coulee</strong><br />

Dam will help mark the U.S. Bureau<br />

<strong>of</strong> Reclamation’s 90 years<br />

<strong>of</strong> service in the West. Governor<br />

everyone provided for me.<br />

Special thanks to a wonderful<br />

lady in Elmer City and her grandchildren,<br />

for Willy (Runt) Willy is<br />

doing a good job at keeping me<br />

busy as I lost my dog in the fire. I<br />

forgot how much work comes with<br />

Fulton grew up in<br />

Washington and Oregon.<br />

He served in<br />

the Army from 1946 -<br />

1947, and graduated<br />

at the University <strong>of</strong><br />

Oregon in 1953. He<br />

spent most <strong>of</strong> his career<br />

in supervision <strong>of</strong><br />

heavy construction<br />

projects while residing in Orinda,<br />

Calif. He retired in Gresham in<br />

2001 where he enjoyed walking<br />

<strong>The</strong> <strong>Grand</strong> <strong>Coulee</strong> Dam School<br />

District will enter a two-year<br />

“guaranteed education” pilot<br />

project beginning with the senior<br />

graduating class <strong>of</strong> 2014.<br />

Superintendent Dennis Carlson<br />

has been talking about the idea for<br />

some time and last Wednesday<br />

asked the board to embark on a<br />

two-year pilot project to which the<br />

board readily agreed.<br />

<strong>The</strong> program would guarantee<br />

graduating seniors, for one year,<br />

that if they had difficulty moving<br />

on in college, the military, or a<br />

work situation, the district would<br />

come to their aid.<br />

Carlson said the program would<br />

pay to provide tutoring at a college<br />

or university level if a student<br />

tried and failed an entrance examination.<br />

He also stated the same would<br />

some restraints on the program<br />

— namely, that parents would<br />

have to sign on, and there would<br />

have to be an agreement on such<br />

things as attendance, conduct and<br />

grades.<br />

<strong>The</strong> grade point average suggested<br />

by the board ranged from<br />

2.4 - 2.7.<br />

<strong>The</strong> board asked Carlson to<br />

bring a draft <strong>of</strong> the proposal to the<br />

Nathan Piturachsatit is taking<br />

over as the head coach for<br />

Lake Roosevelt volleyball with<br />

a strength and fitness emphasis<br />

which he hopes will make for a<br />

better Lady Raider team.<br />

Coach Piturachsatit is a sixthgrade<br />

teacher at <strong>Grand</strong> <strong>Coulee</strong><br />

Dam Middle School, where he has<br />

been the head track coach for the<br />

Pirates. His emphasis there on<br />

fitness has lead to league championships.<br />

This is the first time Nathan<br />

Piturachsatit has coached volleyball,<br />

but his assistant, and wife<br />

Raehanne has coached volleyball<br />

before at Rogers High School in<br />

Spokane.<br />

Piturachsatit will bring his<br />

“Piratesentics” to the Lady Raider<br />

volleyball program that has few<br />

returning starters from last fall.<br />

That being said, Piturachsatit<br />

had 26 upperclassmen attend<br />

an interest meeting this spring.<br />

Along with six incoming freshmen,<br />

the Lady Raiders have 32<br />

athletes turning out. That means<br />

for the first time in years Lake<br />

in the Central Washington 2B<br />

League that has only eight member<br />

schools for this classification cycle.<br />

<strong>The</strong> combo North Central League<br />

with the 1B schools that appeared<br />

to be a done deal last winter has<br />

fallen apart for unknown reasons.<br />

Now the Lady Raiders will travel<br />

not only to White Swan but to Oroville<br />

for league play.<br />

With Riverside Christian fielding<br />

a volleyball squad, the Lady<br />

Raiders will be playing 14 league<br />

matches, leaving only two nonleague<br />

matches compared to last<br />

year's six.<br />

With the longer league play and<br />

the fact that Kittitas and Riverside<br />

Christian are returning much <strong>of</strong><br />

their starting lineups, the Lady<br />

Raiders must start now to be in<br />

competitive shape to challenge for<br />

a state berth.<br />

To do just that, Piturachsatit has<br />

instituted a new policy: In order<br />

to play, players must come to the<br />

workouts on Monday, Wednesday,<br />

Friday in the evenings, starting<br />

at 7 p.m. in the Lake Roosevelt<br />

weight room. <strong>The</strong> Lady Raiders<br />

will be traveling to Whitworth for<br />

a team camp August 14-16 before<br />

starting fall training, which starts<br />

on August 20.

6/8 - A man on Sunset in Electric<br />

City advised police <strong>of</strong> automatic<br />

gunfire from the Osborn Bay<br />

area. Police responded and found<br />

a person shooting with a “slide<br />

stock” creating near-automatic<br />

firing speed.<br />

- A Nespelem man was stopped<br />

because he and a passenger were<br />

not wearing seatbelts. <strong>The</strong> two<br />

were cited for this and the driver<br />

was cited for not having registration<br />

present and not having<br />

insurance.<br />

6/11 - A dog named “Kujo”<br />

backed an Electric City worker up<br />

against his truck and made threatening<br />

motions on West <strong>Grand</strong> Ave.<br />

Police advised the owners <strong>of</strong> the<br />

dog that they needed to keep it<br />

penned up or on a leash and that<br />

the next time police were called<br />

about the dog, owners would be<br />

cited.<br />

- A woman reported to police<br />

that she was being harassed by<br />

a couple via text messaging. She<br />

said she had received so many text<br />

messages that her phone wouldn’t<br />

work. Police said to inform those<br />

sending the messages to stop, and<br />

not to answer them, and hold them<br />

for police.<br />

- A woman who lives on Crest<br />

Drive in Electric City called police<br />

to say she had in her possession<br />

two dogs that had been running<br />

loose. When police couldn’t reach<br />

the owners <strong>of</strong> the dogs, which were<br />

unlicensed, the dogs were taken to<br />

the veterinary clinic.<br />

6/12 - A woman reported that<br />

a glass-top table on her deck had<br />

broken during the night. Police<br />

could not find any explanation for<br />

the broken table.<br />

6/13 - A woman running on<br />

Ludolph Road in Electric City said<br />

a medium-sized dog came out and<br />

snarled and showed its teeth. Police<br />

told owners <strong>of</strong> the dog to keep<br />

it indoors.<br />

- A Spokane driver was stopped<br />

on West <strong>Grand</strong> Avenue in Electric<br />

City and cited for failing to stop at<br />

an intersection, having no insurance<br />

and no registration.<br />

- A Moses Lake driver was cited<br />

in Electric City for talking on her<br />

cell phone while driving.<br />

6/14 - Having an open beer<br />

container, and then tossing it in<br />

the back <strong>of</strong> a pickup when he saw<br />

an <strong>of</strong>ficer in a patrol car, earned<br />

an Electric City driver a ticket.<br />

He was also cited for not wearing<br />

his seatbelt.<br />

6/15 - A woman from Electric<br />

City told <strong>of</strong>ficers that her billfold<br />

was stolen from her car while she<br />

was in Safeway cashing a check.<br />

- An 18-year-old <strong>Grand</strong> <strong>Coulee</strong><br />

man was cited for not wearing<br />

his seatbelt and for not having<br />

insurance.<br />

- Police checked on an Okanogan<br />

man who had fallen along<br />

the side <strong>of</strong> the road across from<br />

Pepper Jack’s Restaurant. He<br />

told the <strong>of</strong>ficer that he wanted to<br />

take a nap.<br />

6/16 - A Tonasket driver was<br />

stopped after an <strong>of</strong>ficer saw children<br />

shoot something out the<br />

back window with what appeared<br />

to be a slingshot. <strong>The</strong> <strong>of</strong>ficer<br />

learned that a 17-year-old and a<br />

15-year-old where shooting “Dots<br />

Candy” out the window. Neither<br />

<strong>of</strong> the two youths was wearing<br />

a seatbelt. <strong>The</strong> driver was cited<br />

for the 15-year-old not wearing a<br />

seatbelt and the 17-year-old was<br />

also cited.<br />

- A Seattle man was arrested<br />

for calling 911 falsely, violating<br />

a no-contact court order, plus lying<br />

to an <strong>of</strong>ficer. He was taken to<br />

Grant County jail.<br />

6/17 - Police stopped a known<br />

suspended driver in Electric City<br />

and cited him for not having insurance.<br />

<strong>The</strong> report went to the<br />

prosecutor’s <strong>of</strong>fice for possible citing<br />

for driving suspended.<br />

- Police checked on three youths<br />

reportedly standing in front <strong>of</strong><br />

Safeway yelling. <strong>The</strong> <strong>of</strong>ficer found<br />

the three in front <strong>of</strong> the Variety<br />

Store. <strong>The</strong>y said they were trying<br />

to get a poster in a frame on the<br />

building.<br />

- A Safeway <strong>of</strong>ficial asked police<br />

to get a person out <strong>of</strong> the store<br />

because he was bothering customers.<br />

Police learned the man was<br />

wanted on two warrants for his<br />

arrest. He was told to wait for his<br />

ride across the street.<br />

<strong>The</strong>re is a man in Seaton's Grove that has<br />

wisdom beyond a lot <strong>of</strong> us.<br />

I can first remember meeting this Wizard<br />

<strong>of</strong> Wisdom when I was a small child. I would<br />

go to his shop and look at all the fish. Tank<br />

after tank <strong>of</strong> colors and swimmers, crabs and<br />

fish. His greenhouse was a warm, misty walk<br />

<strong>of</strong> blooms that matched the color <strong>of</strong> his fish.<br />

<strong>The</strong> outside was just as glorious as the inside,<br />

a garden walk that was capped <strong>of</strong>f with a frog<br />

pond. As I grew up in the area, I wandered into<br />

Seaton's Grove Green House a few times not<br />

knowing about John Francis and his wonderful<br />

gifts.<br />

My next memory <strong>of</strong> the Greenhouse was<br />

when it was on fire in the middle <strong>of</strong> the night<br />

in the fall <strong>of</strong> 1994. It was my first major fire as<br />

a firefighter and it might be my hottest one <strong>of</strong><br />

memory. It was a total loss. No more fish, no<br />

more flowers and as I learned recently, almost<br />

no more John.<br />

He almost didn’t make it out <strong>of</strong> the greenhouse<br />

that night. He had to crawl out on hands<br />

and knees, searching for an unlocked door. He<br />

had dropped his keys while trying to unlock<br />

the front door and couldn’t find them because<br />

<strong>of</strong> the thick, black smoke. Thankfully for all <strong>of</strong><br />

us, he made it out. For a while we thought in<br />

the <strong>Coulee</strong> that we may have just lost a major<br />

landmark in our community. But with determination<br />

and sweat and tears the business made<br />

<strong>The</strong> transfer station is now<br />

making additional charges for<br />

loads that are not either covered<br />

or secured so that they won’t fall<br />

<strong>of</strong>f enroute to the dumping site.<br />

Board <strong>of</strong> Mayors last week that<br />

he has had to make four different<br />

charges <strong>of</strong> $5 for unsecured<br />

loads. <strong>The</strong> added fee could be as<br />

much as $15, depending on the<br />

load size.<br />

Today I know the wonderful man that sits<br />

behind a small counter, piled with flowers and<br />

greenery around him, making a bow with ease,<br />

while asking if I know “any new gossip.” His<br />

displays and bouquets are some <strong>of</strong> the most<br />

beautiful and thought out you will ever see.<br />

It’s almost as if he makes each one for the<br />

individual it represents. John doesn’t have a<br />

master gardener certification. (He does have a<br />

degree in adult education.) He has been planting<br />

a garden since he was in second grade and<br />

hasn’t missed a season since.<br />

We once had to use a flower shop on the<br />

coast and we paid twice as much and the flowers<br />

looked like they were put together by blind<br />

monkeys. My family truly appreciates the talent<br />

John has put to good use, as do many <strong>of</strong> the<br />

Sands noted that one person going<br />

to the transfer station with an<br />

unsecured load had dropped <strong>of</strong>f a<br />

large black bag <strong>of</strong> material along<br />

the highway.<br />

But this is not his only gift. Flowers, kitties,<br />

and vegetables are just a small part <strong>of</strong> the great<br />

person. His greatest gift is his willingness to<br />

share — sharing his thoughts and ideas, all<br />

the while listening to yours. His advice may<br />

be edgy and hard to listen to, but it is spot<br />

on. John doesn’t get out <strong>of</strong> his little corner <strong>of</strong><br />

Seaton’s Grove much; he says he has only left<br />

twice in the last year.<br />

But if you friend him on Facebook, you will<br />

get daily treasures straight from his level<br />

headed mind. Although that doesn’t do him<br />

justice. You must go see and sit with John and<br />

you will learn not only the latest gossip, but<br />

you might learn about life. You tell him your<br />

stories, and he will share his, and you leave<br />

feeling really good that you just spent time<br />

with a great, wise man.<br />

<strong>The</strong> last few years, the business end <strong>of</strong><br />

things have been a struggle for John. He has on<br />

many occasions thought <strong>of</strong> retiring and moving<br />

on. So here is my challenge, <strong>Coulee</strong> Country.<br />

Go to Seaton's Grove and seek out a plant, a<br />

flower, seeds or a vase. Or maybe just sit and<br />

enjoy the company and wisdom <strong>of</strong> the guy at<br />

the flower shop. Be warned, he might try and<br />

give you a cat as you leave.<br />
