VOL. LXXII, NO. 12 SERVING THE GRAND COULEE DAM AREA, WASHINGTON STATE JUNE 20, 2012
Newsbriefs
Money OK’d
for park
district
Mayor Jerry Sands at Electric
City got an OK from the council
to sign an agreement for the city
to provide $10,000 to the Coulee
Area Park & Recreation District,
to help fund maintenance activity
at North Dam Park. The city had
already budgeted that amount
from its hotel/motel tax monies.
Records
clerk
wage set
The Coulee Dam Council voted
at its last meeting to set the
wage for its new records clerk
at $17.31 a hour. The records
clerk will be responsible, among
other things, to follow through on
public records requests.
Bird
to retire
The current head of the Lake
Roosevelt National Recreation
Area will retire at the end of this
month. Superintendent Debbie
Bird announced her retirement
at the weekly luncheon of the
Grand Coulee Dam Area Chamber
of Commerce last week.
Bird took the position in
November, 2002 after 25 years
with NPS.
She and her husband plan to
stay in the area for some time.
Curb
appeal
Electric City council awarded
a curb replacement project to
Jackson Construction at last
Tuesday night’s meeting.
Jackson Construction had
the low bid of $4,154.15, including
sales tax. The curb replacement
is at Crest and Hillcrest.
Fugitive
arrested in
Coulee City
Grant County Sheriff’s
deputies and Coulee City police
searched for a wanted felon who
fled the scene of a shots-fired
call Tuesday morning.
By 4 p.m., deputies found
Cody Seely hiding in a field near
town and arrested him.
It started about 5:30 a.m.
when, deputies believe, several
people at 617 West Douglas
Street were using drugs and
shooting guns, not at anybody,
just shooting.
Cody Seeley was sought by
the U.S. Marshals Task Force on
a warrant for residential burglary.
Two others were also arrested.
No stealing
the rocks
Two people from the Spokane
area got in a bit of trouble
for taking rocks from the wall
near the top of Grand Coulee
Dam.
The Bureau of Reclamation’s
Plant Protection notified police
that there was a theft in progress
after security cameras revealed
that the two were loading rocks
into their sedan.
Police got a description of the
vehicle and stopped it near the
north entrance to Grand Coulee.
The two, one from Cheney
and the other from Spokane,
said they didn’t think it was a
problem picking up rocks.
Police asked them to return
the rocks to where they had gotten
them. After the pair returned
the rocks, they were permitted to
go on their way.
Saturday market starts up
The Saturday Market kicked off its second season
last Saturday, and will continue each Saturday
through September. The chamber of commerce-sponsored
market is open from 9 a.m. to 1 p.m. on Morrison
Street across from Safeway in Grand Coulee.
Those wishing to have a booth in the market can
call market master Leroy Perry, 631-2032, for a space
reservation or additional information.
Food vendors and crafts vendors are welcome to
place booths along the market area, Perry said.
City gets new rules of
conduct for council meetings
by Roger S. Lucas
There will be no “hooting” at
Electric City council meetings.
Nor any “jeering,” according to
new rules laid down by council
members last Tuesday night.
One section, called “Conduct of
Audience” states that you can be
removed from the council chambers
if you clap, cheer, hoot, holler,
gesture, whistle, guffaw, jeer, boo,
hiss, make remarks out of turn,
use profanity or the like.
The council had a difficult time
explaining to itself and a few residents
scattered in the chambers
how citizens should address the
council.
Mayor Jerry Sands explained
that complaints should go to city
hall, where they can be written up
and sent to respective department
heads to solve.
Jeff Ihlers, who lives on Goodfellow
and has been regularly attending
council meetings, asked
if the audience could still bring
things up.
Sands explained that some
items were “complaint, complaints”
and other things were just a complaint.
The mayor said there was a
fine line between the two. You can
take “complaints” to city hall and
write them up on a form provided.
The “complaint, complaints” you
could still bring to council.
Ihlers was still confused and
said that it was stated that the
council would follow Robert’s
Rules of Order in the conduct of
city business, but according to the
new policy the council will follow
Robert’s Rules of Order, except
when it doesn’t.
The new rules state that all
votes shall be by “roll call,” which
the council violated the rest of the
meeting. Discussion on this two
weeks ago centered on which side
the mayor would follow on taking
roll call votes.
Another interesting item in the
new council procedures is in voting.
“If any council member refuses
to vote aye or nay, their vote shall
be counted as a nay vote and their
conduct shall be considered disorderly
and malfeasance of office.”
When Ihlers asked who wrote
the new policy, he was told the
city’s attorney.
Earlier in the meeting, the
council voted to add a citizen on
all council committees in an effort
to get residents involved.
Ihlers said it was confusing that
the council wanted participation
but then passed a policy that made
it more difficult.
America walker having
the time of his life
by Roger S. Lucas
It all started for Bruce Maynard
at the Peace Arch in Blaine. Where
it will end is anybody’s guess.
Will he be walking to Alaska, or
from Lisbon to Beijing, China?
Maynard was weaving his way
back across to Blaine when we
caught up with him here in Grand
Coulee.
Near 78 years old, Maynard,
like Forsest Gump, just started
walking one day -- from the Peace
Arch to Key West, Florida. It was
March 20, 2010, when he took off,
contrary to the wishes of his four
sons and daughter, who thought
then, and still do, that he should
end it here and now.
He’s walked through most
states, after traveling the world
during a variety of jobs, and claims
to be healthier now than most
35-year-old men.
He walked to La Push, Wash.,
took the coastal highway to California,
then over to Bakersfield,
across the Mohave through New
Mexico to El Paso, and along the
Gulf Highway to Key West. It took
eight months.
“I try to average about 32 miles
a day,” Maynard said. “Some days
it’s more, some less.”
After losing his wife, due to an
illness, Maynard said he got “restless.”
That’s when he made the big
decision to walk across America.
There was no axe to grind, no
compelling reason, no place that
drew him -- he just decided to
walk.
“See the corner in the road?”
Maynard said, pointing to the
bend across from The Star newspaper.
“Around that corner there
may be something interesting.
That’s what motivates me.”
After Key West, Maynard made
his way to the Carolinas, where he
assisted in hurricane relief, and
then March 20, started his way
back. Coming back, he’s driving a
motor home, and was scheduled to
be back in Blaine June 25.
That’s when he will decide
whether the next walk is along the
Alcan Highway to Alaska — one
of the few states he hasn’t been
in — or from Lisbon, Portugal to
Beijing.
“I have never been away from
home,” Maynard contended. He
looks upon where ever he is as
home. See WALKER page 2
Bruce Maynard, who at 78, has walked
across America, stopped over in Grand
Coulee last week for an overnight stay
before returning to the Peace Arch in
Blaine to complete his trip. He plans
to either walk to Alaska next or from
Lisbon to Beijing. — Roger S. Lucas
Despite resistance,
town moves on
with plant plans
DOE brushes off
Elmer City concerns
by Roger S. Lucas
The Coulee Dam Town Council
voted last Wednesday night to
sign a loan agreement with the
state Department of Ecology for a
$4.992 million loan for its proposed
wastewater treatment plant.
In addition the council voted to
move ahead and give the okay for
Gray & Osborne, the town’s engineering
firm, to proceed with the
design for the plant.
The action was taken in spite of
questions raised by a local resident
Greg Wilder and the town of Elmer
City, who have questioned the size
of the plant and some of the redundancies
in equipment as well as
other aspects of the project.
Elmer City’s Council on Thursday
asked Mayor Mary Jo Carey to
set up a meeting with the town’s
attorney, K & L Gates, a Spokane
firm. The council is still trying to
figure out if a 50-year agreement
between the towns of Coulee Dam
and Elmer City establish whether
Elmer City is a partner in the
proposed wastewater treatment
plant or just a customer of Coulee
Dam. Elmer City will spend $275
per hour of its attorney’s time to
find out.
Meanwhile, a copy of a letter
sent to the Department of Ecology
by the Colville Confederated Tribes
asks that its loan agreement with
Coulee Dam be held up while a
number of the issues being raised
are reviewed.
That letter was dated June 7,
and was sent to the United States
Department of Environmental Protection
and the Washington State
Department of Ecology, with copies
to Washington’s two U.S. senators,
Patty Murray and Maria Cantwell,
as well as State Senator Linda
Evans Parlette.
While listed to receive a copy
of that letter, town officials said
Monday that they have not received
it.
The state’s Department of Ecology
had already sent a letter to
Elmer City’s Mayor Carey, dated
May 15, essentially brushing aside
the concerns that she raised about
the wastewater project.
In that letter, DOE went through
the grant and loan process and
stated that Coulee Dam’s wastewater
treatment plant project ranked
21 out of 90 received and will be
funded at an interest rate of 2.7
percent over the 20-year period.
The DOE letter states that
at each juncture in the process
Petitions ask council
to reconsider project
by Roger S. Lucas
Petitions are circulating this
week that will ask residents of
Coulee Dam and Elmer City, and
other areas served by Coulee Dam’s
wastewater treatment plant, to
ask town council members to reconsider
the present wastewater
treatment plant project as it now
stands.
The petition reads: “Notice is
hereby given that we, the undersigned,
oppose the Coulee Dam
Wastewater Treatment Plant
Project as adopted by the Coulee
Dam Town Council. “Although
we know that this petition is not
a legal instrument, nor binding
we hope it will serve to cause the
Town council to reconsider the
more modest $2.1 million (or less)
proposal instead of the $6.2 million
proposal; and/or delay the project
pending additional public involvement
that includes the people of
Coulee Dam, Elmer City, and the
Colville Confederated Tribes.”
The drive has been spearheaded
by Sharon Cox of the Tee Pee
Drive-In in Grand Coulee, who
lives in Elmer City.
The sewer plant upgrade proposal
as it now stands could cause
sewer rates to spiral up to $70
a month for those served by the
system.
Petitions are posted at the Tee
Pee Drive-in and CR Lumber.
Other locations might be added
later, Cox stated.
One incumbent
survives
tribal election
by Roger S. Lucas
One lone incumbent, Colville
Business Council Chairman Michael
O. Finley, kept his seat after
polling results Saturday. Six others
either lost their seats in the
primary election or trailed by a
significant vote after Saturday’s
polling.
In Nespelem District, William
“Billy” Nicholson, who ran on giving
half of a $193 million settlement
with the federal government
directly to tribal members, outpolled
incumbent Harvey Moses, Jr.,
134-97 for Pos. 1. And challenger
Nancy C. Johnson is leading incumbent
Ricky Gabriel, 126-106
for Pos. 2.
In Omak District’s Pos. 1 race,
Nancy “Lynn” Palmanteer-Holder
has a significant lead over incumbent
Aaron “Scarbo” Marchand,
226-96.
See PLANT page 2
While polling results are official,
absentee ballots could still change
final results. They will be counted
on Thursday and official results
announced then. Successful candidates
will be sworn in July 12.
Sylvia Tatshama Peasley in the
Keller District and Ernie A, Williams
in the Omak District both
lost out in the May primary.
If Saturday’s numbers hold up,
they will be replaced by Joseph L.
Somday at Keller, who had 41 votes
to Jack W. Ferguson’s 34; and John
Sirois, who polled 194-129 against
Ben E. Marchand in Omak Pos. 2.
Finley outpolled his opponent,
Lou Stone, 121 to 74, in Inchelium
District Pos. 2; and Jim Boyd outpolled
incumbent Doug Seymour,
114-89 for Pos. 1.
The Star will post results online
as soon as they are available
Thursday.

Colville Tribes to be more involved
in the prosecution of federal crimes
on our Reservation,” Finley said.
“She can assist the U.S. attorney's
office in the prosecution of crimes,
the processing of federal search
warrants, and be a resource to both
the Tribes and the US Attorney on
criminal matters.”
Simonsen graduated cum laude
from Gonzaga University School of
Law in 2007. She also worked for
two years in the Office of the Public
Defender for American Samoa,
from 2008-2010.
“This appointment indicates the
U.S. Attorney's confidence in the
Colville Tribes Prosecuting Attorney's
office, and I am very pleased
to receive it,” Simonsen said today.
“I will be reporting to the Colville
Business Council soon on the work
that I do as a SAUSA.”
Bill Elliott, director of the tribes'
the appointment will benefit the
Tribes in number of ways, including
the possible usage of the U.S.
Code of Federal Regulations (CFR)
to provide a more comprehensive
response to the complex jurisdictional
issues on the Colville
Reservation.
U.S. Attorney Michael Ormsby
was notified of the appointment by
a letter from Jane F. Reimus, of the
Executive Office for U.S. Attorneys,
District takes
bids for
Wright
by Roger S. Lucas
The Grand Coulee Dam School
District started advertising for
bids for the demolition of Wright
Elementary School this week.
The preliminary estimate for
the base bid was $320,000, the bid
request stated.
Superintendent Dennis Carlson
said the district will cease taking
bids at 3 p.m., July 11, and that
he plans to have a special school
board meeting that evening to
award the bid.
A pre-bid conference is planned
for interested bidders June 26, at
11 a.m.
The bid calls for removing
the existing Wright Elementary
School building, including asphalt
paving and abatement of hazardous
materials.
A consulting firm had visited
the school, opened up walls to examine
the building for hazardous
materials, and this information
will be made available to bidders.
The bid material calls for the
demolition work to be completed
within 75 days of notice to proceed.
The district held a garage sale
of surplus materials at the school
last week and took in $1,300, Carlson
stated.
Little-known insights
about ruling rules
In a flash of progressive openness (or an attempt
to control discussion, depending on your
perspective) the Electric City Council adopted
new rules about how that legislative body’s meetings
are conducted.
It’s a noble gesture, and perhaps a step in the
right direction, but could be devastating to the
newspaper business. If council leaders around
here start following rules of discussion, they’ll
probably cut back way too much on public gaffes,
which would make things less interesting for
reporters and their readers.
But relax, in my experience — 23 years of attending
local government meetings — it’s never
been done.
Oh, sure, they all profess to be guided by Robert’s
Rules of Order, but none of them actually
are. If they followed those rules, council meeting
times would all be cut in half.
One of those rules, you see, says discussion on
a motion should not be undertaken until a motion
has been made and seconded. That way, if
someone offers a motion that no one else thinks
is a good idea, no one has to take time to discuss
it. It’s dead. This forces back-room politicking up
a notch, but from what we hear, that would pose
no challenge for Electric City’s council members
Letters From Our Readers
anyway and could only help local drinking establishments.
But what did Henry Martyn Robert know,
anyway. His rules, first published in 1876, came
about because he was embarrassed after having
failed miserably at conducting a public meeting
held in a church. The rules have only just been
published in their 11th edition.
One provision of the city’s new rules is actually
not new at all. The part that calls a council member’s
failure to vote on a motion “malfeasance of
office” is written in state statute. It’s against the
law for someone occupying a seat on a city council
to not vote when it comes time, and they can only
“abstain” for a very few legitimate reasons, which
must be stated. No cowardice allowed. Bravo for
reinforcing that provision.
The part that demands that jeering be outlawed
at council, on the other hand, would suggest
Electric City will conduct itself with more
decorum than the British Parliament. Kinda
doubt that.
But good luck with the rest of it.
Scott Hunter
editor and publisher
Electric City citizens, do you know what’s going on?
My name is Sam Stanczak and
I’m writing this letter to try to inform
our readers on what is going
on in our city government (Electric
City). Now don’t get me wrong, I’m
not a pot stirrer or a troublemaker;
what I am writing is the truth and
my opinion on the matter. After
reading this letter, please form
your own opinion.
I’ve been going to the council
meetings for about two years
trying to learn how the system is
supposed to work (what a pain).
Now, after attending these meetings,
and doing some research,
my opinion is that our council is
(elected) into office to work for the
people. We trust them to do what
is right. Now, I understand it is
difficult to balance what is right
for the people and what is good
for the city, but I feel they are not
looking out for the people.
Now, here are some things that
have been changed or passed in the
last two years. They have changed
the zoning without homeowners
knowing about it; a council member
even made that statement in
a business downtown about the
fact. They have annexed land into
the city against the homeowner’s
protest. They have adopted an
ordinance that is very extreme
for our little town (oh sorry, we
are not a town anymore, we are
a city). They have stopped taping
the meetings, and now they have
passed a new ordinance about public
comments. You can’t just go to
the meetings and ask questions or
complain about anything without
going into city hall first and filling
Say “Thanks” to your community!
Recently my cousin and I were
traveling on vacation and passed
through your community. We were
only a few miles from your town
when our small motor home developed
a rather serious mechanical
problem. Of course, where it happened
there was no cell service to
call for help. That is when our true
adventure began.
We were partially blocking
the two-lane highway headed up
toward Wilbur. Within a very few
minutes, folks started stopping to
offer assistance. Two good Samaritans
headed in opposite directions
offered to call for a tow truck. One
very kind young man pulled out a
tow strap and towed us out of the
road to a better spot where we
could wait safely for help. A state
policeman arrived all the way from
Arrogance or malfeasance?
The Colville Confederated
Tribes took the high-road regarding
the overly expensive Coulee
Dam Sewer Treatment plant
project. The tribe offered to help,
in exchange for involvement …
for a legitimate place at the table.
In a letter to the Environmental
Protection Agency (EPA), the tribe
stated that they would involve
the Indian Health Service and
bring a needed project review and
financial assistance to help with
the costs for this $5 million - $7
million project. This could reduce
the cost impact for all of us — the
native and non-native community
alike. The tribe went so far as to
suggest that they would work with
the town AND the other regulators
to review (and possibly relax)
the discharge standards so that
the Sewer Treatment Plant could
continue to operate without permit
violations… so long as there was a
meaningful dialogue between the
primary stakeholders (the tribe
and the towns of Elmer City and
Coulee Dam). The letter from the
tribe ends with, “… we remain
willing to cooperate and coordinate
with them (Coulee Dam),
and the other regulatory agencies,
the Spokane area.
Soon, the tow truck from Tim's
Towing arrived to load us up and
haul us back to town. We can't
say enough good things about
the whole crew at Tim's. We were
treated with such kindness and
generosity. Since this happened
on a Saturday afternoon nothing
could be done till Monday, and
we spent the weekend … and the
next three days … in the parking
lot. When the part arrived, it was
installed much quicker than we
anticipated and we were on the
road Wednesday afternoon.
We passed some of our time in
town walking around. We visited
most of the stores that were open,
stopped in the Chamber office and
were given some great information.
The library was warm and
to achieve a mutually beneficial
outcome.”
Good news, I think (or thought)!
Good news, most of us would think.
Finally, an opportunity to do this
thing right and maybe both get
(and save) some money in the
process. But, and again, no rational
thinking in Town Hall! The
town of Coulee Dam’s answer to
the tribe (and the rest of us) was
to immediately take the action
necessary to move ahead with
the $5-plus million project and to
authorize the expenditure of about
$400,000 for engineering services.
They know well and good that a
$2 million project will do the job
just fine! So get ready for your
$75- to $90-a-month sewer bills
just to fund a growing arrogance
and open defiance of the better
public good. And do you know, the
increased rates will include over
$65,000 a year for things having
absolutely nothing to do with the
utility? In other words the town
will profit, or additionally enrich
itself, by over $2 million during
the useful life of the facility.
The town was quick to ask the
tribe for money, but quicker still to
exclude them from any meaningful
out a request so they have it prior
to the meeting.
There are already rules of order
and laws that address this. Do we
really need this new ordinance?
What is really going on here? If
there is anyone concerned about
this, please start coming to the
meetings. The meetings are two
nights a month, the second and
fourth Tuesdays of every month.
They start at 7 p.m., and they
last about an hour. I know I would
rather be fishing, but it is important
for us as citizens to attend
these meetings to find out what
is going on.
inviting and we were grateful to
have the use of wifi. The ladies
at the senior center invited us to
play cards with them. Dinner at
the Eagles was delicious. Fuller
& Sons Rental was kind enough
to accommodate us with a rental
car for a few hours with no previous
reservation and that enabled
us to sightsee a bit further than
walking.
What a great community you
live in. We want to say THANK
YOU to all of you! Your kindness
and friendliness to two stranded
women meant more to us than you
can ever know!
Molly & MaryAnn
Sandy, Ore.
participation … again! This matter
brings me back to a discussion
I had with Mayor Snow (before the
great rift) about coordinated tribal/
town programs and actions: “Greg,
you don’t understand how hard
it is to work with ‘those’ people.”
I wrote it off as just an ignorant
comment from an arrogant mayor;
given the town council’s action last
week, I wonder if my dismissing
the comment was equally wrong.
Now I know, and shame on me!
The tribe has leverage, the tribe
has authority, and the tribe is a coregulator
with the EPA. The tribe
should exercise all of these tools to
force what they could not achieve
by reasonable protocol! Over 250
native families will pay a combined
sewer rate increase of over,
probably well over, $135,000 per
year when less than half of that
will build all we need! Then, too,
there are those of us retired and on
fixed incomes — how about us?
Recalls happen when arrogance
evolves to malfeasance … just
some food for thought.
by Roger S. Lucas
The Grand Coulee Dam School
District will enter a two-year
“guaranteed education” pilot
project beginning with the senior
graduating class of 2014.
Superintendent Dennis Carlson
has been talking about the idea for
some time and last Wednesday
asked the board to embark on a
two-year pilot project to which the
board readily agreed.
The program would guarantee
graduating seniors, for one year,
that if they had difficulty moving
on in college, the military, or a
work situation, the district would
come to their aid.
Carlson said the program would
pay to provide tutoring at a college
or university level if a student
tried and failed an entrance examination.
He also stated the same would
be true if a graduating senior tried
to enter the military, but couldn’t
pass the test.
And, Carlson told the school
board, if a student tries to enter
the workforce and has trouble
passing any test, a tutor would
be made available to assist the
applicant, also at the district’s
expense.
Carlson told the board that this
would increase public trust in the
district’s program.
Carlson said there would be
some restraints on the program
— namely, that parents would
have to sign on, and there would
have to be an agreement on such
things as attendance, conduct and
grades.
The grade point average suggested
by the board ranged from
2.4 - 2.7.
Lady Raiders will
be stronger,
says new coach
by John R. McNeil II
Nathan Piturachsatit is taking
over as the head coach for
Lake Roosevelt volleyball with
a strength and fitness emphasis
which he hopes will make for a
better Lady Raider team.
Coach Piturachsatit is a sixthgrade
teacher at Grand Coulee
Dam Middle School, where he has
been the head track coach for the
Pirates. His emphasis there on
fitness has lead to league championships.
This is the first time Nathan
Piturachsatit has coached volleyball,
but his assistant, and wife
Raehanne has coached volleyball
before at Rogers High School in
Spokane.
Piturachsatit will bring his
“Piratesentics” to the Lady Raider
volleyball program that has few
returning starters from last fall.
That being said, Piturachsatit
had 26 upperclassmen attend
an interest meeting this spring.
Along with six incoming freshmen,
the Lady Raiders have 32
athletes turning out. That means
for the first time in years Lake
Roosevelt could have a C Squad
for volleyball.
The Lady Raiders will be competing
in the Central Washington 2B
League that has only eight member
schools for this classification cycle.
The combo North Central League
with the 1B schools that appeared
to be a done deal last winter has
fallen apart for unknown reasons.
Now the Lady Raiders will travel
not only to White Swan but to Oroville
for league play.
With Riverside Christian fielding
a volleyball squad, the Lady
Raiders will be playing 14 league
matches, leaving only two nonleague
matches compared to last
year's six.
With the longer league play and
the fact that Kittitas and Riverside
Christian are returning much of
their starting lineups, the Lady
Raiders must start now to be in
competitive shape to challenge for
a state berth.
To do just that, Piturachsatit has
instituted a new policy: In order
to play, players must come to the
workouts on Monday, Wednesday,
Friday in the evenings, starting
at 7 p.m. in the Lake Roosevelt
weight room. The Lady Raiders
will be traveling to Whitworth for
a team camp August 14-16 before
starting fall training, which starts
on August 20.

difference in the Burdin Blvd. clean up.
I appreciate all the junk and debris that
you removed from the neighborhood,
and also for creating the play area for the
the whole neighborhood look nice, but what
a welcome sight. Again Thank you, and
keep up the good work.
Grand Coulee
Police
6/8 - A man on Sunset in Electric
City advised police of automatic
gunfire from the Osborn Bay
area. Police responded and found
a person shooting with a “slide
stock” creating near-automatic
firing speed.
- A Nespelem man was stopped
because he and a passenger were
not wearing seatbelts. The two
were cited for this and the driver
was cited for not having registration
present and not having
insurance.
6/11 - A dog named “Kujo”
backed an Electric City worker up
against his truck and made threatening
motions on West Grand Ave.
Police advised the owners of the
dog that they needed to keep it
penned up or on a leash and that
the next time police were called
about the dog, owners would be
cited.
- A woman reported to police
that she was being harassed by
a couple via text messaging. She
not to answer them, and hold them
for police.
- A woman who lives on Crest
Drive in Electric City called police
to say she had in her possession
two dogs that had been running
unlicensed, the dogs were taken to
the veterinary clinic.
a glass-top table on her deck had
the broken table.
6/13 - A woman running on
Ludolph Road in Electric City said
a medium-sized dog came out and
City and cited for failing to stop at
an intersection, having no insurance
and no registration.
- A Moses Lake driver was cited
in Electric City for talking on her
cell phone while driving.
6/14 - Having an open beer
container, and then tossing it in
the back of a pickup when he saw
an officer in a patrol car, earned
an Electric City driver a ticket.
He was also cited for not wearing
his seatbelt.
6/15 - A woman from Electric
City told officers that her billfold
was stolen from her car while she
was in Safeway cashing a check.
- An 18-year-old Grand Coulee
man was cited for not wearing
his seatbelt and for not having
insurance.
man who had fallen along
the side of the road across from
Pepper Jack’s Restaurant. He
told the officer that he wanted to
take a nap.
6/16 - A Tonasket driver was
stopped after an officer saw children
to be a slingshot. The officer
learned that a 17-year-old and a
15-year-old where shooting “Dots
Candy” out the window. Neither
of the two youths was wearing
a seatbelt. The driver was cited
for the 15-year-old not wearing a
seatbelt and the 17-year-old was
also cited.
- A Seattle man was arrested
for calling 911 falsely, violating
a no-contact court order, plus lying
to an officer. He was taken to
Grant County jail.
6/17 - Police stopped a known
suspended driver in Electric City
and cited him for not having insurance.
The report went to the
prosecutor’s office for possible citing
for driving suspended.
- Police checked on three youths
reportedly standing in front of
Safeway yelling. The officer found
the three in front of the Variety
Store. They said they were trying
to get a poster in a frame on the
building.
- A Safeway official asked police
to get a person out of the store
because he was bothering customers.
Police learned the man was
wanted on two warrants for his
arrest. He was told to wait for his
ride across the street.
There is a man in Seaton's Grove that has
wisdom beyond a lot of us.
I can first remember meeting this Wizard
of Wisdom when I was a small child. I would
go to his shop and look at all the fish. Tank
after tank of colors and swimmers, crabs and
fish. His greenhouse was a warm, misty walk
of blooms that matched the color of his fish.
The outside was just as glorious as the inside,
a garden walk that was capped off with a frog
pond. As I grew up in the area, I wandered into
Seaton's Grove Green House a few times not
knowing about John Francis and his wonderful
gifts.
My next memory of the Greenhouse was
when it was on fire in the middle of the night
in the fall of 1994. It was my first major fire as
a firefighter and it might be my hottest one of
memory. It was a total loss. No more fish, no
more flowers and as I learned recently, almost
no more John.
He almost didn’t make it out of the greenhouse
that night. He had to crawl out on hands
and knees, searching for an unlocked door. He
had dropped his keys while trying to unlock
the front door and couldn’t find them because
of the thick, black smoke. Thankfully for all of
us, he made it out. For a while we thought in
the Coulee that we may have just lost a major
landmark in our community. But with determination
and sweat and tears the business made
Unsecured loads
getting charged
Transfer Station manager
Randy Gumm advised local residents
to make certain that loads
brought to the Delano site are
covered or secured.
The transfer station is now
making additional charges for
loads that are not either covered
or secured so that they won’t fall
off enroute to the dumping site.
Gumm told the Regional
Board of Mayors last week that
he has had to make four different
charges of $5 for unsecured
loads. The added fee could be as
much as $15, depending on the
load size.
Electric City Mayor Jerry
Wisdom in a grove
a full recovery.
Today I know the wonderful man that sits
behind a small counter, piled with flowers and
greenery around him, making a bow with ease,
while asking if I know “any new gossip.” His
displays and bouquets are some of the most
beautiful and thought out you will ever see.
It’s almost as if he makes each one for the
individual it represents. John doesn’t have a
master gardener certification. (He does have a
degree in adult education.) He has been planting
a garden since he was in second grade and
hasn’t missed a season since.
We once had to use a flower shop on the
coast and we paid twice as much and the flowers
looked like they were put together by blind
monkeys. My family truly appreciates the talent
John has put to good use, as do many of the
Sands noted that one person going
to the transfer station with an
unsecured load had dropped off a
large black bag of material along
the highway.
The charges are required by
Grant County.
people of our community and beyond.
But this is not his only gift. Flowers, kitties,
and vegetables are just a small part of the great
person. His greatest gift is his willingness to
share — sharing his thoughts and ideas, all
the while listening to yours. His advice may
be edgy and hard to listen to, but it is spot
on. John doesn’t get out of his little corner of
Seaton’s Grove much; he says he has only left
twice in the last year.
But if you friend him on Facebook, you will
get daily treasures straight from his level
headed mind. Although that doesn’t do him
justice. You must go see and sit with John and
you will learn not only the latest gossip, but
you might learn about life. You tell him your
stories, and he will share his, and you leave
feeling really good that you just spent time
with a great, wise man.
The last few years, the business end of
things have been a struggle for John. He has on
many occasions thought of retiring and moving
on. So here is my challenge, Coulee Country.
Go to Seaton's Grove and seek out a plant, a
flower, seeds or a vase. Or maybe just sit and
enjoy the company and wisdom of the guy at
the flower shop. Be warned, he might try and
give you a cat as you leave.
Thanks, John, for your service to our community
and to your heartfelt words to me. Your
dad would be proud.
