General Statement of Job<br />

Under limited supervision, supervises and participates in the work of crew members engaged in cleaning<br />

and televising collection system infrastructure, maintenance/repair of water and wastewater<br />

infrastructure. Ensures work is performed in accordance with all applicable policies, procedures,<br />

regulations, and standards of quality and safety by performing the following duties. Reports to the<br />

Assistant Director of Field Services.<br />

Essential Job Functions:<br />

Specific Duties and Responsibilities<br />

Supervises and participates in the work of crews engaged in cleaning and televising (CCTV) of wastewater<br />

gravity mains, manholes, and laterals for condition assessment and preventative maintenance purposes.<br />

Provides training in assessment certification and standards and CCTV/cleaning of gravity mains, manholes,<br />

and laterals.<br />

Supervises and participates in the work of crews engaged in maintenance and repair of water and<br />

wastewater infrastructure.<br />

Supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others;<br />

maintaining standards; coordinating activities; allocating personnel; acting on employee problems; and<br />

recommending employee discipline.<br />

Reviews the work of subordinates for completeness and accuracy; evaluates performance and makes<br />

recommendations as appropriate; offers training, advice and assistance as needed.<br />

Coordinates activities with other division/department foremen and crews.<br />

Ensures the availability of necessary equipment, tools and materials for daily tasks.<br />

Inspects equipment for proper and safe working condition; ensure the maintenance and availability of all<br />

equipment and tools.<br />

Inspects work in progress for compliance with policies and procedures, regulations, schedules, and<br />

standards of quality and safety.<br />

May manage and ensure the timely maintenance of department fleet of vehicles and heavy equipment.<br />

Receives, reviews, prepares and/or submits various records and reports including vehicle maintenance<br />

reports, work orders, equipment maintenance reports, monthly condition assessment reports, fuel<br />

consumption reports, and gain sharing report.<br />

Interviews and participates in hiring new employees, coordinates payroll and performs other administrative<br />

tasks.<br />

Performs vehicle and equipment maintenance.<br />

Additional Job Functions:<br />

Performs any additional duties as required, or through necessity of the situation.<br />

Minimum Education and Training<br />

Requires a high school diploma or GED equivalent supplemented by at least five years of experience in<br />

maintenance and repairs of collection system infrastructure, a valid Class B commercial driver’s license with<br />

airbrake and tanker endorsements issued by the State of Florida, at least a Class B Wastewater Collection<br />

certification issued by FWPCOA.<br />

Preferred Education and Training:<br />

Three to five years of experience in cleaning and CCTV of gravity sewer infrastructure with at least one year<br />

in a supervisory role. Experience in maintenance and troubleshooting various CCTV equipment. Current<br />

PACP certification issued by NASSCO or the ability to obtain within six months. Class A Wastewater<br />

Collection certification issued by FWPCOA.<br />

Physical Requirements:<br />

Minimum Qualifications and Standards Required<br />

Must be physically able to operate a vehicle, construction equipment, various tools and a variety of office<br />

equipment including a computer, and telephone. Tasks involve the regular and, at times, sustained<br />

performance of moderately physically demanding work, typically involving some combination of climbing<br />

and balancing, stooping, kneeling, crouching and crawling, and which involves the lifting, carrying,<br />

pushing and/or pulling of objects and materials of moderately heavy weight (75-100 pounds).<br />

Requires the ability to compare and/or judge the readily observable, functional, structural or<br />

compositional characteristics (whether similar to or divergent from obvious standards) of data, people or<br />

things.<br />

Requires the ability of speaking and/or signaling people to convey or exchange information. Includes<br />

giving assignments and/or directions to subordinates and receiving assignments and/or direction from<br />

supervisor.<br />

Language Ability:<br />

Requires the ability to read a variety of policy and procedure manuals, computer manuals, and codes.<br />

Requires the ability to enter data into the computer and prepare reports, records, and correspondence<br />

with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to speak<br />

with poise, voice control, and confidence and to articulate information to others.<br />

Intelligence:<br />

Requires the ability to apply rational systems to solve practical problems and deal with a variety of<br />

concrete variables in situations where only limited standardization exists; to interpret a variety of<br />

instructions furnished in written, oral, diagrammatic or schedule form. Requires the ability to apply<br />

influence systems in managing crews; to learn and understand principles and techniques; to make<br />

independent judgments in absence of supervision; to acquire knowledge of topics related to primary<br />

occupation. Must have the ability to comprehend and interpret received information.<br />

Verbal Aptitude:<br />

Requires the ability to record and deliver information, to explain procedures, to follow and give verbal<br />

and written instructions; to counsel and teach employees. Must be able to communicate effectively and<br />

efficiently with co-workers and the public.<br />

Numerical Aptitude:<br />

Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and<br />

decimals and to determine time and weight. Must be able to use practical applications of algebra.<br />

Form/Spatial Aptitude:<br />

Requires the ability to inspect items for proper length, width, and shape, and visually read various<br />

information.<br />

Motor Coordination:<br />

Requires the ability to coordinate hands and eyes using office machinery; to operate motors vehicles.<br />

Manual Dexterity:<br />

Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons,<br />

switches, catches, and tools. Must have minimal levels of eye, hand, and foot coordination.<br />

Color Discrimination:<br />

Requires the ability to differentiate colors and shades of color.<br />

Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to<br />

performing under stress when confronted with emergency situations or tight deadlines. The worker may<br />

be subject to danger or risk to a moderate degree.<br />

Physical Communication:<br />

Requires the ability to talk and hear. Talking is defined as expressing or exchanging ideas by means of<br />

spoken word and hearing is defined as perceiving nature of sounds by ear. Must be able to hear and<br />

understand communications through a telephone.<br />
