<strong>Roswell</strong> Mall Improvements: LaSalsa<br />

Restaurant opened inside the Mall, while<br />

the Mall owners work to get national<br />

retailers into the old Wal-Mart, a furniture<br />

outlet north <strong>of</strong> JC Penney’s and another<br />

restaurant to take over the old Pasta Café.<br />

Nothing new to report.<br />

Out-Parcels for Sam’s & Wal-Mart:<br />

Ashley Furniture is looking to locate north<br />

<strong>of</strong> Wal-Mart at Pine Lodge and North<br />

Main Street. A new strip plaza is going<br />

into the out parcel south <strong>of</strong> Sam’s and I<br />

expect to have more information on the<br />

retailers soon. Checker Auto is in front <strong>of</strong><br />

the Sam’s Club and Starbuck’s is in front<br />

<strong>of</strong> the Wal-Mart SuperCenter. Nothing<br />

new to report.<br />

<strong>Roswell</strong> Regional Hospital: The General<br />

Contractor is waiting for the go-ahead to<br />

remodel the interior <strong>of</strong> the building on<br />

19th Street, whose tenants will relocate<br />

into the Hospital. Once remodel work<br />

begins, reconstruction work will take<br />

about four months. Nothing new to<br />

report. (This is located 1-block east <strong>of</strong> Main Street<br />

on the north side <strong>of</strong> 19th)<br />

Berrendo Center I: The strip plaza<br />

work has been completed and Route<br />

21 will be moving in next to Famous<br />

Footwear. This plaza also includes<br />

PetCo. The developer is working to<br />

complete the out parcel shell closest to<br />

Main Street for future tenants. Nothing<br />

new to report.<br />

(This is located south <strong>of</strong> the Rib Crib<br />

and north <strong>of</strong> the Berrendo River)<br />

Berrendo Center II: We met the<br />

architect and engineer on-site on 4-20-07<br />

to discuss the new Berrendo Center II<br />

development. This will bring in Discount<br />

Tire, possibly a Blockbuster Video and<br />

other national and local retailers when<br />

built-out. We expect to see construction<br />

plans submitted for a Building Permit by<br />

late June or early July. Nothing new to<br />

report. (This is located south <strong>of</strong> the Berrendo River<br />

on the east side <strong>of</strong> North Main Street)<br />

<strong>New</strong> Burger King @ Old Post Plaza:<br />

We met with the developer on 4-10-07.<br />

Burger King submitted a letter-<strong>of</strong>-intent<br />

to locate between the Hasting’s and<br />

Walgreens on North Main Street. The<br />

site developer is also seeking retailers to<br />

build out Phases III & IV. Nothing new to<br />

report. (Located south <strong>of</strong> Walgreen’s across Main<br />

St. from NMMI)<br />

John Hinkle’s - ALL ABOUT SPAS:<br />

The building shell has been completed<br />

and the rough-in work is well under way.<br />

The site work is also beginning to take<br />

shape. (Located on west side <strong>of</strong> north Main Street,<br />

just south <strong>of</strong> the Berrendo River)<br />

Starbucks C<strong>of</strong>fee North: The Building<br />

was turned-over to Starbucks, so they<br />

can finish the interior, hire employees,<br />

train and open for business. They had to<br />

finish multiple stores in Las Cruces before<br />

they could get started on the two <strong>Roswell</strong><br />

stores. Nothing new to report.<br />

Starbucks C<strong>of</strong>fee Central: The Building<br />

owner is in the process <strong>of</strong> remodeling the<br />

old Captain D’s on North Main Street and<br />

he has plans to be open for business at this<br />

location by July 31st. Progress is being<br />

made to meet the deadline.<br />

Alton’s Powerblock Gym: The building<br />

shell is constructed and the rough-in work<br />

should continue through July when the<br />

finish work should begin on the inside,<br />

then outside.<br />

(Located on the northwest corner <strong>of</strong> 13th<br />

Street & Virginia Ave.)<br />

The Branch Cabinetry & Classic<br />

Expressions by Sandi: This business,<br />

in the early stages <strong>of</strong> development will<br />

<strong>of</strong>fer a selection <strong>of</strong> cabinets, kitchens,<br />

interior design services and premium<br />

appliances by Wolf and Sub-Zero for the<br />

discriminating homeowner.<br />

(Located at 1400 North Kentucky Avenue)<br />

Giangrasso Shopping Plaza: Work<br />

includes demolition <strong>of</strong> buildings and<br />

reconstruction <strong>of</strong> the site. Construction<br />

plans have been submitted and a Building<br />

Permit will be issued when the contractor<br />

is determined, whereupon the demolition<br />

work can begin. Nothing new to report.<br />

(This is located on the southwest corner <strong>of</strong> 13th<br />

Street and North Main Street)<br />

Elite Fitness Center: The building shell<br />

has been completed and the rough-in work<br />

has begun.<br />

(This is located on Atkinson Avenue, South <strong>of</strong><br />

Country Club Road)<br />

Town & Country Family Fun Center:<br />

This is the Bowling alley on SE Main.<br />

It will undergo interior alterations and<br />

additions to add family style attractions.<br />

The owner is reviewing bids to determine<br />

the successful contractor, so work can<br />

begin this summer. Nothing new to<br />

report.<br />

Strata Production Company Complex:<br />

The Phase-I <strong>of</strong>fice building has been<br />

completed and the owner has moved<br />

his old <strong>of</strong>fices into the new building.<br />

There are currently no tenants in line to<br />

develop the remaining phases <strong>of</strong> the total<br />

development. (This is located S. <strong>of</strong> Immanuel<br />

Lutheran Church on Sycamore Ave.)<br />

A <strong>New</strong> Hotel: A new hotel is in the<br />

planning stages <strong>of</strong> development on the<br />

West side <strong>of</strong> North Main Street, across<br />

from the new Hampton Inn Suites. The<br />

owner has received approval for financing<br />

and is negotiating between two national<br />

hotel chains. Nothing new to report.<br />

Candlewood Suites by I.H.G.: The<br />

Holiday Inn Express owners want to<br />

build a new 80 room extended living<br />

suites hotel with conference Board Room<br />

and facilities to accommodate 50 to 100<br />

people. The contract for purchase has<br />

been written and is being finalized. We<br />

should know more on the development<br />

schedule for construction by this August.<br />

Nothing new to report.<br />

(This is located west <strong>of</strong> the Holiday Inn Express next<br />

to the N.M.M.I. Golf Course)<br />

A <strong>New</strong> Sonic Drive-Thru: The Sonic<br />

property has been purchased from the City<br />

on the south side <strong>of</strong> West 2nd Street and<br />

east <strong>of</strong> Monterey Shopping Center. We<br />

expect to see plans for a Building Permit<br />

any day now, so construction can begin<br />

this summer. Nothing new to report.<br />

(This is located on the south side <strong>of</strong> West 2nd Street,<br />

West <strong>of</strong> Sunset)<br />

<strong>New</strong> Medical Office Building - III: This<br />

is in the planning stages for a new medical<br />

<strong>of</strong>fice building to mirror the <strong>of</strong>fice<br />

building caddy-corner to the hospital.<br />

Nothing new to report.<br />

(Located on S. side <strong>of</strong> Country Club directly east <strong>of</strong><br />

the <strong>New</strong> Medical Office Building - II)<br />

<strong>New</strong> Pr<strong>of</strong>essional Office Complex:<br />

The site is cleared and plans are being<br />

developed. This <strong>of</strong>fice complex will<br />

utilize the natural topography in the<br />

design. Nothing new to report.<br />

(This is located on the northwest corner <strong>of</strong> 12th<br />

Street and Richardson Ave.)<br />

1st National Bank Branch: The old<br />

building is gone and the site has been<br />

cleared for new construction. Bank<br />

<strong>of</strong>ficials say we should see activity on this<br />

site soon, now that they have finished the<br />

openings for two other new branches in<br />

<strong>New</strong> <strong>Mexico</strong>. Nothing new to report.<br />

(This is located on the Southwest corner <strong>of</strong> Berrendo<br />

Rd. and North Main Street)<br />

Featherstone Development Corp.: This<br />

organization demolished the old Navajo<br />

motel and F.O.P./Piggly-Wiggly grocery<br />

store on the northwest corner <strong>of</strong> 2nd<br />

Street and Union Avenue. The intent is<br />

to make this property more attractive to<br />

prospective developers. Nothing new to<br />

report.<br />

RESIDENTIAL DEVELOPMENTS:<br />

7 new home Building Permits were issued<br />

in June, putting the number <strong>of</strong> homes<br />

under construction at 50. The Tijmor<br />

Subdivision goes to the July City Council<br />

for Final Plat approval to add 68 new<br />

residential lots to the <strong>Roswell</strong> market.<br />

90-Unit - Wilshire Gardens<br />

Apartments: The apartment pod<br />

foundations have been poured and the<br />

framing work is in progress. The building<br />

shells should begin taking shape by late


July or early August, with the rough-in work to<br />

begin immediately thereafter. (Located on the east<br />

side <strong>of</strong> Wilshire Boulevard, south <strong>of</strong> Mescalero Road)<br />

North Sky Estates Subdivision – all <strong>of</strong> the lots<br />

have been sold and only a few lots remain to<br />

be developed. All <strong>of</strong> the lots are expected to be<br />

completely developed by the spring <strong>of</strong> 2008.<br />

(Located ¼ mile west <strong>of</strong> Atkinson on Mescalero)<br />

East Sky Estates Subdivision - all <strong>of</strong> the lots<br />

have been sold and only a few lots remain to<br />

be developed. All <strong>of</strong> the lots are expected to be<br />

completely developed by the spring <strong>of</strong> 2008.<br />

(Located ¼ mile south <strong>of</strong> Mescalero on Atkinson)<br />

La Placita Subdivision – Eight (8) new units<br />

(4-duplexes) are under construction in this 28<br />

lot subdivision. The utilities and main throughstreets<br />

have been installed. Nothing new to<br />

report. (Located on the southwest corner <strong>of</strong> Atkinson and<br />

Mescalero)<br />

Delta West Subdivision – Featherstone<br />

approved the final phase <strong>of</strong> development with<br />

39 lots available, 5 under construction and 4 in<br />

the planning stages. (Located west <strong>of</strong> Washington,<br />

between Berrendo and Mescalero)<br />

Tuscany Subdivision – The utilities and<br />

Cul-De-Sac are in for this Planned-Unit-<br />

Development. 32 lots are available with 8<br />

under construction (4-duplexes). Nothing new<br />

to report. (Located south <strong>of</strong> Mescalero Road and west <strong>of</strong><br />

Kentucky Avenue)<br />

Enchantment West Subdivision - all Phase–I<br />

lots and 15 Phase-II lots are sold, with 15 new<br />

homes currently under construction. More<br />

Phase-II lots are available. (Located west <strong>of</strong> Mullis<br />

Ave. between 8th Street and College)<br />

La Sierra Subdivision – 10 lots sold, 17<br />

are available and 2 new homes are under<br />

construction. (Located on Montana/Union between 19th<br />

and Country Club) Nothing new to report.<br />

La Sierra Town homes - 2 units under<br />

construction with 31 available. Nothing new to<br />

report. (Located south <strong>of</strong> Country Club between<br />

Montana and Washington)<br />

Briar Ridge Unit-B Subdivision – 2 units<br />

(1-duplex) and 5 pad sites are currently under<br />

construction with 19 lots available for sale and<br />

development. Nothing new to report.<br />

(Near the Country Club, lake & Golf Course in Briar Ridge)<br />

Sulimar Subdivision - This has 150 lots and<br />

the Phase-I, (50 lots) should begin development<br />

sometime during the summer months <strong>of</strong> 2007,<br />

according to the developer. (Located between<br />

Berrendo and Mescalero and Kentucky and Washington)<br />

Briar Ridge North Subdivision – This has 57<br />

lots for development. The owner plans to begin<br />

developing new homes in this subdivision in<br />

the near future. Nothing new to report. (Located<br />

inside the Briar Ridge Subdivision, South and East <strong>of</strong> the<br />

<strong>Roswell</strong> Country Club)<br />

OTHER NEW DEVELOPMENTS: The<br />

Alien Apex Resort Theme Park RFP will be<br />

opened July 24th to select the firm to create<br />

the pr<strong>of</strong>essional business services. Over 25<br />

RFP’s have been requested. The selection<br />

committee will have their hands full if only<br />

half <strong>of</strong> these firms submit a proposal. There<br />

is a lot <strong>of</strong> worldwide excitement about this<br />

project.<br />

PRESIDENT’S CLUB “REDCOATS”<br />

COAT TALES<br />

The President’s Club “Redcoats”<br />

July activities included lunch at<br />

Nuthin Fancy. President Wanda<br />

Porter gave an update on activities<br />

for July. The Redcoats July events<br />

included a Grand Opening <strong>of</strong> the<br />

“60” UFO FESTIVAL on July<br />

5th. The Redcoats manned the<br />

Information Booth for the three<br />

day Festival. Pioneer Bank hosted<br />

the ILEA Reception at the main<br />

bank on North Pennsylvania. The<br />

countries attending this session<br />

were Djibouti, Kenya, Malawi &<br />

Zambia. The Redcoats were on<br />

hand for Lynn-Ann’s Boutique on<br />

the 14th. Business After Hours was<br />

hosted by Bank <strong>of</strong> the Southwest,<br />

Main Branch at 226 N. Main on<br />

July 19th. It was a well attended<br />

event. Redcoats were on hand<br />

on the 20th to help open the new<br />

Starbucks C<strong>of</strong>fee Shop at the Wal<br />

Mart Store and on the 26th the new<br />

Goodwill Store located at 2601 N.<br />

Main next to Big Lots.<br />

The 57th Class <strong>of</strong> ILEA is<br />

scheduled for the 3rd <strong>of</strong> August.<br />

They will be graduating the<br />

countries <strong>of</strong> Djibouti, Kenya,<br />

Malawi and Zambia. The <strong>Chamber</strong><br />

<strong>of</strong> <strong>Commerce</strong> is hosting the<br />

Redcoats luncheon on the 13th <strong>of</strong><br />

August at the <strong>Chamber</strong> Office.<br />

President Porter would like to<br />

extend an invitation to all <strong>Chamber</strong><br />

Members to join the Redcoat<br />

organization. The Redcoats are<br />

the Ambassadors for the City <strong>of</strong><br />

<strong>Roswell</strong> and surrounding areas. It<br />

is our Mission to be <strong>of</strong> service to<br />

As my first communication to the<br />

members <strong>of</strong> the <strong>Roswell</strong> <strong>Chamber</strong><br />

<strong>of</strong> <strong>Commerce</strong>, I extend my thanks<br />

and appreciation to Jim Matteucci<br />

for leading the <strong>Chamber</strong> this past<br />

year. Under Jim’s leadership the<br />

<strong>Chamber</strong> is in great financial shape<br />

and was able to serve the members<br />

through increased activity in Santa<br />

Fe during the legislative session,<br />

provide opportunities to network<br />

through Business After Hours and<br />

Rise with <strong>Roswell</strong> events, as well<br />

as being directly involved with the<br />

<strong>Chamber</strong>’s sponsorship <strong>of</strong> Hike<br />

It and Spike It. I also extend my<br />

thanks to the Board members who<br />

served the business community<br />

this past year and look forward<br />

to working with our new and<br />

continuing board members this<br />

year.<br />

Formed in 1918 the <strong>Roswell</strong><br />

<strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> continues<br />

to play a vital leadership role in<br />

local and state issues involving the<br />

business community. Our 89 year<br />

history has seen lean times and<br />

times <strong>of</strong> economic prosperity. As<br />

a young lawyer, I was told by Mr.<br />

Clarence Hinkle how the <strong>Chamber</strong><br />

was instumental in taking the lead<br />

in encouraging retirees to consider<br />

moving to <strong>Roswell</strong> following the<br />

closing <strong>of</strong> Walker Air Force<br />

Base to fill the vacant<br />

homes and to provide some<br />

economic activity. The efforts<br />

that started in this regard continue<br />

to this day. Retirement packages<br />

are frequently sent to interested<br />

retirees who what to relocate in a<br />

friendly, warm weather city that<br />

is affordable and yet <strong>of</strong>fers social<br />

and cultural opportunities. Retirees<br />

continue to have a significant<br />

economic impact in our community<br />

and we will continue our efforts to<br />

attract retirees.<br />

We have seen tremendous growth<br />

in our medical community and<br />

facilities the past few years. A<br />

new hospital opened, new doctors<br />

have located in <strong>Roswell</strong>, and new<br />

technology has been purchased<br />

to allow <strong>Roswell</strong> to become a<br />

regional medical center for all<br />

<strong>of</strong> Southeastern <strong>New</strong> <strong>Mexico</strong>.<br />

The dairy industry continues to<br />

provde tremendous employment<br />

and economic activity to Chaves<br />

County. Agriculture has always<br />

been the backbone <strong>of</strong> our economy.<br />

Dairies, cattle growers, sheep<br />

growers, and farmers continue<br />

to produce the food and fiber<br />

which we depend and Chaves<br />

County continues to be a leader<br />

in agriculture exports. We have<br />

seen a resurgence in oil and gas<br />

activity the past two years. Retail<br />

sales continue to rise and many<br />

new retail outlets are moving to<br />

<strong>Roswell</strong>. The Chaves County<br />

Development Foundation continues<br />

to attract new business to Chaves<br />

County. It is my hope that the<br />

<strong>Chamber</strong> will continue to attract<br />

these businesses as new members<br />

to join with us to make our voice<br />

larger and more effective.<br />

We need all members to take an<br />

active part in <strong>Chamber</strong> events.<br />

IMPORTANT NEWS ABOUT THE NEW<br />

575 AREA CODE IN NEW MEXICO<br />

On October 7, 2007, the state <strong>of</strong> <strong>New</strong> <strong>Mexico</strong> will be split into two<br />

area codes. The northwest region <strong>of</strong> the state will retain its current<br />

area code (505), and the rest <strong>of</strong> the state will get a new area code<br />

(575). This change will apply to wireline and wireless service as<br />

well as other communications services.<br />

Local calls within your area code will continue to be dialed with<br />

7-digit dialing; local calls from one area code to another area code<br />

will require 10-digit dialing. All long-distance calls will require<br />

1+10-digit dialing. Remember to use the new 575 area code as<br />

needed.<br />

Here are answers to some <strong>of</strong> the most frequently asked questions<br />

about the new 575 area code change.<br />

Why is the new area code necessary?<br />

<strong>New</strong> <strong>Mexico</strong> is running out <strong>of</strong> telephone numbers due to growth<br />

in state residents, communications service providers, available<br />

telecommunications products, and additional lines. The state is<br />

adding the new 575 area code to meet the demand for additional<br />

telephone numbers.<br />

When will the new 575 area code go into effect?<br />

The new 575 area code change will be effective October 7, 2007.<br />

For nearly a year afterward, however, callers will be able to use<br />

either the new or old area code to complete their calls. This period<br />

is called a “permissive dialing” period. Mandatory use <strong>of</strong> the new<br />

575 area code will begin October 5, 2008.<br />

Who will have the new 575 area code?<br />

The <strong>New</strong> <strong>Mexico</strong> Public Regulation Commission has divided the<br />

state into two regions. The southern and eastern portions <strong>of</strong> the<br />

state, including Alamogordo, Carlsbad, Clovis, Deming, Hobbs,<br />

Las Cruces, Penasco, <strong>Roswell</strong>, Raton, Silver City, and Taos, will be<br />

served by the new 575 area code. The northwestern region <strong>of</strong> the<br />

state, including Albuquerque, Espanola, Farmington, Gallup, Las<br />

Vegas, Santa Fe, Shiprock, and most <strong>of</strong> the Navajo Nation, will retain<br />

the 505 area code.<br />

What will not change?<br />

Local calling areas will remain the same; the price <strong>of</strong> a call,<br />

coverage area, or other rates and services will not change. Except<br />

for a few <strong>of</strong> our prepaid wireless customers, your 7-digit telephone<br />

number will be the same. You can still dial just three digits to reach<br />

911 and 411. If 211, 311, 511, 611, 711 and 811 are currently<br />

available in your community you can still dial them with just three<br />

digits.<br />

How will the new area code impact my home telephone<br />

service?<br />

You’ll continue to receive the same great service you’re used to;<br />

however you may want to do some <strong>of</strong> the following things to make<br />

sure you continue to receive calls from family and friends:<br />

• Notify those people and businesses who call you <strong>of</strong> the change<br />

if you live in the area <strong>of</strong> the state that is getting the new 575<br />

area code.<br />

• Change your area code to 575 if it appears on things like<br />

checks or stationery.<br />

• If necessary, reprogram equipment like automatic-dialers,<br />

fax machines or computer modems before mandatory dialing<br />

begins.<br />

• Be sure everyone in your household knows your new 575 area<br />

code, paying particular attention to children, the disabled, and<br />

the elderly.<br />

What should I do to be sure my business telephone service<br />

continues to operate smoothly?<br />

• All businesses in <strong>New</strong> <strong>Mexico</strong> should verify that their telephone<br />

equipment is capable <strong>of</strong> completing calls to the new 575 area<br />

code. <strong>New</strong> area codes across the country, like the new 575<br />

area code, use a different format than area codes in the past,<br />

which could only have a “1” or a “0” as the middle digit. Some<br />

telephone equipment used by businesses will not recognize the<br />

new area code until that equipment has been reprogrammed or<br />

upgraded.<br />

• You may need to reprogram or upgrade your equipment if your<br />

business uses specialized communications equipment like a<br />

PBX, electronic telephone sets, auto-dial systems or multi-line<br />

key systems.<br />

• Test your telephone equipment to determine if it recognizes the<br />

new 575 area code beginning October 7, 2007, by calling one<br />

<strong>of</strong> these test numbers: 1 575-600-1234; 1 575-580-0575; or<br />

1 575-295-0000. Remember that you may need to use the “1”<br />

if these numbers are long distance. If a call to the test number<br />

does not go through, contact your equipment provider. If your<br />

equipment is not the cause <strong>of</strong> your problem, please call your<br />

telecommunications service provider.<br />

What do I do if my business is assigned the new 575<br />

area code?<br />

• Change your area code on such things as stationery, business<br />

cards, signs, and advertisements.<br />

• Ask your employees to always include your area code<br />

whenever they give out the phone number for your business.<br />

• Notify all <strong>of</strong> your customers that your area code has changed.<br />

• To ensure you don’t miss important calls, make your customers<br />

aware that they may need to make changes to their equipment<br />

to recognize the new 575 area code.<br />

• Encourage your customers to request assistance if they have<br />

trouble calling you.<br />

What other communication services might be affected?<br />

• Wireless phones that are assigned the new 575 area code may<br />

need to be reprogrammed, or it is possible that service will<br />

cease at the end <strong>of</strong> the permissive dialing period. If you have<br />

a Qwest wireless phone, we will contact you with instructions<br />

about reprogramming your phone. Alternatively, feel free<br />

to visit one <strong>of</strong> the Qwest Solution Centers near you.<br />

• Some prepaid wireless phones will need a number<br />

change, so if you have a Qwest Wireless Prepaid phone,<br />

please contact us at your convenience after October 7,<br />

2007.<br />

• Calling features such as Speed Dialing and Call<br />

Forwarding may need to be updated with the new 575<br />

area code.<br />

• Owners <strong>of</strong> coin-operated telephones must contact their<br />

equipment vendor for any specific equipment<br />

requirements and changes.<br />

• In addition to any changes in your dialing procedures,<br />

services that operate with automatic dialing equipment<br />

may require changes or reprogramming. Some examples<br />

are life safety systems, fax machines, Internet dial-up<br />

numbers, alarm and security systems, security gates,<br />

speed dialers, call forwarding settings, voicemail, and<br />

similar services.<br />

Who is responsible for any costs that might be<br />

incurred?<br />

Because the area code change is the result <strong>of</strong> normal growth<br />

in the state <strong>of</strong> <strong>New</strong> <strong>Mexico</strong>, any costs incurred for updating<br />

customer owned systems and revising printed materials will<br />

be the responsibility <strong>of</strong> the individual telephone customer.<br />
