ILEA-<strong>Roswell</strong> to host<br />
3,000th delegate<br />
The International Law<br />
Enforcement Academy in<br />
<strong>Roswell</strong> is passing another<br />
milestone: Session 76,<br />
which begins June 1,<br />
will include its 3,000th<br />
delegate, its general<br />
manager said.<br />
ILEA-<strong>Roswell</strong> has<br />
provided senior law-enforcement<br />
personnel from emerging<br />
democracies the opportunity<br />
to get acquainted with typical<br />
Americans, while broadening the<br />
horizon <strong>of</strong> <strong>Roswell</strong> residents who<br />
interact with students, since it<br />
opened in November 2001.<br />
“With Session 76, we are going to<br />
have, it looks like, 34 delegates,<br />
and that puts us just over our<br />
3,000th,” general manager Frank<br />
Taylor said.<br />
ILEA has included<br />
delegates from 84<br />
countries, speaking 28<br />
languages, Taylor added.<br />
The 76th session, which<br />
runs June 1-26, includes<br />
delegates (students) from<br />
the Bahamas, Barbados,<br />
Guyana, Jamaica, and<br />
Trinidad and Tobago, he said<br />
The program provides management<br />
and crisis-response training to midand<br />
upper-level law enforcement<br />
managers from emerging<br />
democracies. All students —<br />
which the program refers to as<br />
“delegates” — are graduates <strong>of</strong><br />
one <strong>of</strong> one <strong>of</strong> the regional ILEAs,<br />
which are in Budapest, Hungary;<br />
Bangkok, Thailand; Gabarone,<br />
Botswana; and San Salvador, El<br />

14th Annual <strong>Roswell</strong>, <strong>New</strong><br />
<strong>Mexico</strong>, “Hike It! and Spike It!”<br />
4-on-4 Charity Flag Football<br />
Tournament to benefit the<br />
United Way <strong>of</strong> Chaves County<br />
Friday, May 22nd, Saturday,<br />
May 23rd, and Sunday, May<br />
24th, MEMORIAL DAY WEEKEND<br />
2009. A check in the amount<br />
<strong>of</strong> $5,000.00 was presented<br />
to Harvey Robertson from<br />
United Way <strong>of</strong> Chaves County<br />
at Opening Ceremonies<br />
Saturday, May 23rd. Additional<br />
money was raised on site<br />
throughout the “Hike It & Spike<br />
It” weekend.<br />
465 teams (2,800+ players)<br />
from 17 states participated<br />
in the largest “HIKE IT & SPIKE<br />
IT” tournament in the world.<br />
An estimated crowd <strong>of</strong> over<br />
32,000 people was on hand<br />
during the three day football<br />
extravaganza.<br />
1st, 2nd, 3rd, Character<br />
Counts!/Sportsmanship and<br />
Down & Out Bowl awards<br />
were presented in all thirty two<br />
divisions - except the “SHOW<br />
ME THE MONEY” division. This<br />
division featured $15,000.00 in<br />
cash prizes! and maintained<br />
the traditional double<br />
elimination format.<br />
All teams in the regular<br />
divisions were guaranteed<br />
three games, provided<br />
individual player shirts and<br />
sponsor gratuities. Once<br />
again, the Character Counts!<br />
winning team in each division<br />
received a “FREE” entry into<br />
next year’s event. Selected<br />
by the Zebra (Field Monitor)<br />
teams were rewarded for their<br />
“FIRED UP” IN ROSWELL!<br />
outstanding sportsmanship<br />
and for “Pursuing Victory with<br />
Honor”.<br />
We are already actively<br />
pursuing sponsors for all levels<br />
<strong>of</strong> the tournament for next<br />

sponsors. The <strong>Roswell</strong> GridIron<br />

who best exemplified the six<br />
pillars <strong>of</strong> character during<br />

honored the Spring Sports<br />
High School Coaches <strong>of</strong> the<br />
Year at the conclusion <strong>of</strong> the<br />

This year’s Avon Wilson<br />
American Character Awards<br />
Program presented by the<br />
<strong>Roswell</strong> Sertoma Club and<br />
Character Counts! in Chaves<br />
County, was Tuesday, April 07,<br />
2009, at the <strong>Roswell</strong> Convention<br />
and Civic Center. This year’s<br />
honorees were selected<br />
through the nomination process<br />
CHARACTER COUNTS!<br />
IN CHAVES COUNTY<br />
within the various school districts<br />
and mayors’ <strong>of</strong>fices in Chaves<br />
County. We recognized over<br />
120 people <strong>of</strong> character.<br />
The American Character<br />
Awards Program is designed<br />
to identify and honor people<br />
<strong>of</strong>: uncompromising integrity<br />
and courage demonstrated<br />
by a willingness to do the right<br />
thing despite social pressures<br />
or personal risk, generosity <strong>of</strong><br />
spirit and a willingness for selfsacrifice<br />
in devotion to helping<br />
others, community service in<br />
working for the common good,<br />
and perseverance and inner<br />
strength enabling the individual<br />
to overcome physical, financial<br />
or other difficulties.<br />
We were proud to dedicate<br />
the event in memory <strong>of</strong> Avon<br />
Wilson, a community leader<br />
<strong>of</strong> outstanding character, one<br />
whose character counted<br />
throughout her life.<br />
As State Representative for<br />
District 59 from 2000 thru 2006,<br />
Avon was a champion for<br />
Character Counts! in Chaves<br />
County and through her<br />
sacrifice and commitment to<br />
fulfilling her responsibilities as<br />
a State Representative; she<br />
exemplified the pillar <strong>of</strong> good<br />
character citizenship.<br />
Her lifelong dedication to<br />
service <strong>of</strong> others in supporting<br />
thousands <strong>of</strong> adults in<br />
remedying deficits in their<br />
education and her dedication<br />
and commitment to Character<br />
Counts! in Chaves County,<br />
served as an inspiration to us all.<br />

BILLY THE KID OUTLAW GANG<br />
Billy the Kid Outlaw Gang (BTKOG)<br />
is a non-pr<strong>of</strong>it <strong>New</strong> <strong>Mexico</strong> Historical<br />
Society; its purpose is to preserve and<br />
promote the history <strong>of</strong> Billy the Kid Bonney<br />
and Pat Garrett in <strong>New</strong> <strong>Mexico</strong>.<br />
Annual dues are $25 individuals and<br />
$30 for couples or families. Membership<br />
is open to all who are interested in<br />
1880’s era history, not just residents <strong>of</strong><br />
<strong>New</strong> <strong>Mexico</strong>. Members are from many<br />
countries besides USA. Every year in<br />
July the group holds a campout. This<br />
year it is July 16 through July 20. Friday<br />
and Saturday are the primary days,<br />
with campfire meals, guest speakers,<br />
a nearby field trip and games for kids;<br />
the first and last days are dedicated to<br />
setting up and taking down camp. For<br />

In case you haven’t noticed,<br />
the past thirty days has been<br />
a ‘Good <strong>New</strong>s – Bad <strong>New</strong>s’<br />
period <strong>of</strong> time, but fortunately<br />
we’ve had more good than<br />
bad!<br />
Beginning with the good<br />
news, last month’s Hike It-<br />
Spike It event was the largest<br />
and most successful to date.<br />
Participation included a<br />
record 460+ teams from 17<br />
states. That amounts to over<br />
2,800 players, most <strong>of</strong> whom<br />
arrived with friends and family<br />
members who also enjoyed<br />
<strong>Roswell</strong>’s hospitality and<br />
supported our local motels,<br />
restaurants, and businesses.<br />
The residual effects <strong>of</strong> major<br />
events such as this one provide<br />
an enormous boost to our<br />
local economic base, and we<br />
all are thankful to the major<br />
sponsors <strong>of</strong> this world-class<br />
event, the largest flag-football<br />
tournament in the country!<br />
From personal observation, this<br />
was the most well-organized<br />
and best planned event I<br />
have ever seen, and special<br />
thanks to Cla Avery and to Jim<br />
Matteucci for their dedication<br />
and sacrifice in making<br />
everything happen and<br />
meeting every challenge!!<br />
Another good news event<br />
was the graduation <strong>of</strong> this<br />
year’s Leadership <strong>Roswell</strong> class.<br />
You have probably heard this<br />

before, but our program is the<br />
oldest leadership course in<br />
the state, and the volunteer<br />
leadership and direction <strong>of</strong><br />
Rick Kraft truly sets a standard<br />
which all other programs<br />
can strive to achieve. With<br />
the support <strong>of</strong> the <strong>chamber</strong><br />
staff and the <strong>of</strong>ficers <strong>of</strong> last<br />
year’s class, Rick’s efforts<br />
to build future leaders for<br />
our community are truly an<br />
investment from which we will<br />
all benefit. A big Thank You<br />
to Rick and to all those who<br />
continue to make this program<br />
successful!<br />
Now for some bad news. If<br />
you have not seen my recent<br />
e-mail to our membership,<br />
Bernarr Treat, Executive<br />
Director <strong>of</strong> the <strong>Roswell</strong><br />
<strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> for the<br />
past five years, has submitted<br />
his letter <strong>of</strong> resignation. Bernarr<br />
has done an excellent job<br />
and has helped our <strong>chamber</strong><br />
and our programs achieve<br />
a greater level <strong>of</strong> visibility<br />
and appreciation in our<br />
community. He has also been<br />
a voice for our community in<br />
visiting with our state legislators<br />
and various state agencies to<br />
promote and attract interest<br />
in our community and region.<br />
He has worked to include the<br />
rural communities <strong>of</strong> Chaves<br />
County and our agricultural<br />
producers and businesses in<br />
<strong>chamber</strong> events. He has also<br />
been a key part in bringing<br />
financial stability to our budget<br />
and funding requirements.<br />
Bernarr will begin working for<br />
the Bob Armstrong family in<br />
mid-June and will oversee their<br />
various agricultural properties<br />
in <strong>New</strong> <strong>Mexico</strong> and Texas.<br />
More importantly, he and his<br />
family will remain in <strong>Roswell</strong>,<br />
and he has committed to assist<br />
in the transition process as the<br />
executive committee begins<br />
a search for his successor. We<br />
all wish him the very best in<br />
this new opportunity, and I<br />
would encourage everyone<br />
to find the opportunity to<br />
personally congratulate him<br />
on the great job he has done<br />
at the <strong>chamber</strong> and to wish<br />
him all the best in his new<br />
role. On a personal note, I<br />
have known and worked with<br />
Bernarr in some capacity for<br />
a long time (over 20 years –<br />
he was just a pup!), and my<br />
confidence in his abilities was<br />
well-founded when I served<br />
on the committee which<br />
recommended him to be our<br />
executive director.<br />
Just so you know, the<br />
executive committee is<br />
already working on plans to<br />
find Bernarr’s successor – we<br />
won’t be able to replace him,<br />
but we will find a successor!<br />
Finally, this is my final<br />
membership report as<br />
president and it is difficult<br />
to know how the year has<br />
passed so quickly. It has been<br />
my privilege to serve in this<br />
capacity, and I have been<br />
truly blessed to have had the<br />
support <strong>of</strong> a wonderful staff,<br />
a knowledgeable executive<br />
committee, and committed<br />
board members! Those<br />
individuals are the lifeblood<br />
<strong>of</strong> our <strong>chamber</strong>, and I know<br />
the future <strong>of</strong> this organization<br />
is in wonderful hands! Thank<br />
you all, and may God richly<br />
bless you in all your future<br />
endeavors!<br />

<strong>New</strong> <strong>Mexico</strong> Tech operates<br />
the ILEA-<strong>Roswell</strong> program under<br />
a cooperative agreement with<br />
the U.S. State Department.<br />
<strong>New</strong> <strong>Mexico</strong> Tech operates the<br />
program through a consortium<br />
that includes Science<br />
Applications International<br />
Corp., Sam Houston State<br />
University and Eastern <strong>New</strong><br />
<strong>Mexico</strong> University-<strong>Roswell</strong>.<br />
The program is set up to<br />
provide maximum interaction<br />
between delegates and<br />
the local community and<br />
promote relationships between<br />
delegates <strong>of</strong> different countries<br />
and Americans, while providing<br />
advanced training in police<br />
management.<br />
Delegates stay in a local<br />
hotel, take many <strong>of</strong> their meals<br />
in local restaurants and shop<br />
ADVERTISE<br />
in local stores while in <strong>Roswell</strong>.<br />
Local residents also are invited<br />
to participate in ILEA events,<br />
such as the welcome reception<br />
and the graduation ceremony.<br />
When the State Department<br />
was planning its U.S. facility,<br />
Sen. Pete Domenici and Rep.<br />
Joe Skeen thought it should<br />
b established in a mediumsize<br />
American city where<br />
delegates could interact with<br />
typical Americans, rather than<br />
in a metropolitan area. They<br />
decided <strong>Roswell</strong> fit the bill.<br />
<strong>Roswell</strong> has lived up to its<br />
reputation as a friendly city<br />
by welcoming ILEA delegates,<br />
who have returned home with<br />
positive opinions <strong>of</strong> the United<br />
States, based on the people<br />
they met in <strong>Roswell</strong>.<br />
Delegates in each class have<br />
remarked on the friendliness<br />
and helpfulness <strong>of</strong> local<br />
people. It’s not unusual to see<br />
local residents <strong>of</strong>fering rides<br />
to delegates they see walking<br />
to and from their hotel and<br />
area stores. Many delegates<br />
and <strong>Roswell</strong> residents have<br />
developed lasting friendships<br />
through the program.<br />

classes at the ENMU-R<br />
Performing Arts Center, later<br />
moving to the <strong>New</strong> <strong>Mexico</strong><br />

The <strong>Chamber</strong> Connection is<br />
published monthly with over 900<br />

We <strong>of</strong>fer competitive rates for<br />

2005, the current ILEA facility<br />
was constructed at RIAC. The<br />
building, which was dedicated<br />
Feb. 22, 2006, provides upto-date<br />
classroom facilities<br />
that include sophisticated<br />
equipment that allows<br />
simultaneous translation <strong>of</strong><br />
lectures into multiple languages.<br />
The State Department’s Office<br />
<strong>of</strong> Language Services provides<br />
interpreters who translate<br />
lectures, delegate questions<br />
and responses 2-2.5 seconds<br />
behind the speakers.<br />
Dr. Van Romero, vice<br />
president for research and<br />
economic development at<br />
<strong>New</strong> <strong>Mexico</strong> Tech, oversees the<br />
ILEA-<strong>Roswell</strong> program as project<br />
director. Dr. Dan Walsh is ILEA-R<br />

The annual event featured<br />
33 models – all Altrusans or<br />
friends <strong>of</strong> the organization<br />
– wearing fashions from 10<br />
local merchants. (Bealls, Bray<br />
Moore, Cato, Hippie Chicks,<br />
Maurice’s, Pampered Lady,<br />
Pennys, <strong>Roswell</strong> Livestock and<br />
Farm Supply, Rue 21, and Sears)<br />
Models also wore vintage<br />
clothing from 6 decades,<br />
including colonial, the poodle<br />
skirt 50’s, and the Jackie<br />
Kennedy 60’s.<br />
Altrusa, the first national<br />
service organization for women,<br />
was founded in 1917 by Mamie<br />
L. Bass. Organized in 1947, the<br />
Altrusa Club <strong>of</strong> <strong>Roswell</strong> has<br />
grown from 16 members to<br />
over 60 from a cross-section<br />
<strong>of</strong> occupations, business, and<br />
pr<strong>of</strong>essions. Well-known for its<br />
community service and support<br />

STAGE 2 FIRE RESTRICTIONS – TENTATIVE<br />
Alamogordo, NM (May<br />
6, 2009) – “We’re looking<br />
at enacting Stage 2 Fire<br />
Restrictions for the whole<br />
forest tentatively effective<br />
on Thursday, May 14, 2009,”<br />
said Jacque Buchanan,<br />
Lincoln National Forest<br />
Supervisor. “Our decision<br />
is based on the recent<br />
lightning-caused fires as<br />
well as our patrols finding<br />
multiple abandoned<br />
campfires. Since the<br />
weather outlook calls<br />
for continued above<br />
normal temperatures, high<br />
winds and continued dry<br />
conditions, we feel it is<br />
necessary to take these<br />
precautions. We want our<br />
visitors to use fire safely<br />
while enjoying their national<br />
forests.”<br />
Stage II Restrictions include<br />
prohibition <strong>of</strong>:<br />
1. Building, maintaining,<br />
attending or using a fire,<br />
campfire, charcoal, broiler,<br />
coal, or wood stove fire<br />
anywhere within the<br />
forest except at identified<br />
campground locations;<br />
2. Smoking;<br />
3. Using an explosive<br />
(including fireworks);<br />
4. Operating a chainsaw,<br />
or other equipment<br />
powered by an internal<br />
combustion engine, is<br />
prohibited from 10:00 am to<br />
1:00 am;<br />
5. Operating or using<br />
any internal or external<br />
combustion engine<br />
without a spark arresting<br />
device properly installed,<br />
maintained, and in effective<br />
working order;<br />
6. Welding or operating<br />
acetylene or other torch<br />
with open flame;<br />
7. And, possessing or using<br />
a motor vehicle <strong>of</strong>f National<br />
Forest System roads, except<br />
when parking in an area<br />
devoid <strong>of</strong> vegetation within<br />
10 feet <strong>of</strong> the roadway;<br />
and except for parking<br />
overnight in Forest Service<br />
developed campgrounds<br />
and trailheads.<br />
People are allowed to<br />
use pressurized liquid or gas<br />
stoves, lanterns, or spaceheating<br />
devices provided<br />
such devices meet the<br />
Underwriters Laboratory (UL)<br />
specifications for safety.<br />
People are allowed<br />
to create a fire ONLY at<br />
identified Lincoln National<br />
Forest campground or<br />
picnic area using the<br />
provided fire rings or grills.<br />
The public and Forest<br />
personnel cannot prevent<br />
all wildfires, but we can take<br />
the lead on federal lands to<br />
reduce the severity and size<br />
<strong>of</strong> wildfires. Conditions this<br />
year are similar to last year<br />
and with no end in sight, we<br />
all should recognize these<br />
facts and ensure we do not<br />
let a wildfire start.<br />
We need everyone’s<br />
help to keep our forest<br />
free from fires for the<br />
duration <strong>of</strong> this fire season.<br />
Never leave a campfire<br />
unattended. Ensure your fire<br />

is completely extinguished.<br />
Keep water and hand<br />
tools ready in case your fire<br />
should attempt to spread.<br />
Campfire safety is a year<br />
round concern.<br />
As always, fireworks are<br />
prohibited on all national<br />
forest lands and approved<br />
spark arresters are<br />
mandatory on all internal<br />
combustion engines.<br />
