ILEA-Roswell to host
3,000th delegate
The International Law
Enforcement Academy in
Roswell is passing another
milestone: Session 76,
which begins June 1,
will include its 3,000th
delegate, its general
manager said.
ILEA-Roswell has
provided senior law-enforcement
personnel from emerging
democracies the opportunity
to get acquainted with typical
Americans, while broadening the
horizon of Roswell residents who
interact with students, since it
opened in November 2001.
“With Session 76, we are going to
have, it looks like, 34 delegates,
and that puts us just over our
3,000th,” general manager Frank
Taylor said.
ILEA has included
delegates from 84
countries, speaking 28
languages, Taylor added.
The 76th session, which
runs June 1-26, includes
delegates (students) from
the Bahamas, Barbados,
Guyana, Jamaica, and
Trinidad and Tobago, he said
The program provides management
and crisis-response training to midand
upper-level law enforcement
managers from emerging
democracies. All students —
which the program refers to as
“delegates” — are graduates of
one of one of the regional ILEAs,
which are in Budapest, Hungary;
Bangkok, Thailand; Gabarone,
Botswana; and San Salvador, El
In case you haven’t noticed,
the past thirty days has been
a ‘Good News – Bad News’
period of time, but fortunately
we’ve had more good than
bad!
Beginning with the good
news, last month’s Hike It-
Spike It event was the largest
and most successful to date.
Participation included a
record 460+ teams from 17
states. That amounts to over
2,800 players, most of whom
arrived with friends and family
members who also enjoyed
Roswell’s hospitality and
supported our local motels,
restaurants, and businesses.
The residual effects of major
events such as this one provide
an enormous boost to our
local economic base, and we
all are thankful to the major
sponsors of this world-class
event, the largest flag-football
tournament in the country!
From personal observation, this
was the most well-organized
and best planned event I
have ever seen, and special
thanks to Cla Avery and to Jim
Matteucci for their dedication
and sacrifice in making
everything happen and
meeting every challenge!!
Another good news event
was the graduation of this
year’s Leadership Roswell class.
You have probably heard this
PRESIDENT’S REPORT
Kenneth Berry
2008-2009
Chamber
President
before, but our program is the
oldest leadership course in
the state, and the volunteer
leadership and direction of
Rick Kraft truly sets a standard
which all other programs
can strive to achieve. With
the support of the chamber
staff and the officers of last
year’s class, Rick’s efforts
to build future leaders for
our community are truly an
investment from which we will
all benefit. A big Thank You
to Rick and to all those who
continue to make this program
successful!
Now for some bad news. If
you have not seen my recent
e-mail to our membership,
Bernarr Treat, Executive
Director of the Roswell
Chamber of Commerce for the
past five years, has submitted
his letter of resignation. Bernarr
has done an excellent job
and has helped our chamber
and our programs achieve
a greater level of visibility
and appreciation in our
community. He has also been
a voice for our community in
visiting with our state legislators
and various state agencies to
promote and attract interest
in our community and region.
He has worked to include the
rural communities of Chaves
County and our agricultural
producers and businesses in
chamber events. He has also
been a key part in bringing
financial stability to our budget
and funding requirements.
Bernarr will begin working for
the Bob Armstrong family in
mid-June and will oversee their
various agricultural properties
in New Mexico and Texas.
More importantly, he and his
family will remain in Roswell,
and he has committed to assist
in the transition process as the
executive committee begins
a search for his successor. We
all wish him the very best in
this new opportunity, and I
would encourage everyone
to find the opportunity to
personally congratulate him
on the great job he has done
at the chamber and to wish
him all the best in his new
role. On a personal note, I
have known and worked with
Bernarr in some capacity for
a long time (over 20 years –
he was just a pup!), and my
confidence in his abilities was
well-founded when I served
on the committee which
recommended him to be our
executive director.
Just so you know, the
executive committee is
already working on plans to
find Bernarr’s successor – we
won’t be able to replace him,
but we will find a successor!
Finally, this is my final
membership report as
president and it is difficult
to know how the year has
passed so quickly. It has been
my privilege to serve in this
capacity, and I have been
truly blessed to have had the
support of a wonderful staff,
a knowledgeable executive
committee, and committed
board members! Those
individuals are the lifeblood
of our chamber, and I know
the future of this organization
is in wonderful hands! Thank
you all, and may God richly
bless you in all your future
endeavors!
New Mexico Tech operates
the ILEA-Roswell program under
a cooperative agreement with
the U.S. State Department.
New Mexico Tech operates the
program through a consortium
that includes Science
Applications International
Corp., Sam Houston State
University and Eastern New
Mexico University-Roswell.
The program is set up to
provide maximum interaction
between delegates and
the local community and
promote relationships between
delegates of different countries
and Americans, while providing
advanced training in police
management.
Delegates stay in a local
hotel, take many of their meals
in local restaurants and shop
ADVERTISE
in local stores while in Roswell.
Local residents also are invited
to participate in ILEA events,
such as the welcome reception
and the graduation ceremony.
When the State Department
was planning its U.S. facility,
Sen. Pete Domenici and Rep.
Joe Skeen thought it should
b established in a mediumsize
American city where
delegates could interact with
typical Americans, rather than
in a metropolitan area. They
decided Roswell fit the bill.
Roswell has lived up to its
reputation as a friendly city
by welcoming ILEA delegates,
who have returned home with
positive opinions of the United
States, based on the people
they met in Roswell.
Delegates in each class have
remarked on the friendliness
and helpfulness of local
people. It’s not unusual to see
local residents offering rides
to delegates they see walking
to and from their hotel and
area stores. Many delegates
and Roswell residents have
developed lasting friendships
through the program.
At first, ILEA-Roswell held
classes at the ENMU-R
Performing Arts Center, later
moving to the New Mexico
STAGE 2 FIRE RESTRICTIONS – TENTATIVE
Alamogordo, NM (May
6, 2009) – “We’re looking
at enacting Stage 2 Fire
Restrictions for the whole
forest tentatively effective
on Thursday, May 14, 2009,”
said Jacque Buchanan,
Lincoln National Forest
Supervisor. “Our decision
is based on the recent
lightning-caused fires as
well as our patrols finding
multiple abandoned
campfires. Since the
weather outlook calls
for continued above
normal temperatures, high
winds and continued dry
conditions, we feel it is
necessary to take these
precautions. We want our
visitors to use fire safely
while enjoying their national
forests.”
Stage II Restrictions include
prohibition of:
1. Building, maintaining,
attending or using a fire,
campfire, charcoal, broiler,
coal, or wood stove fire
anywhere within the
forest except at identified
campground locations;
2. Smoking;
3. Using an explosive
(including fireworks);
4. Operating a chainsaw,
or other equipment
powered by an internal
combustion engine, is
prohibited from 10:00 am to
1:00 am;
5. Operating or using
any internal or external
combustion engine
without a spark arresting
device properly installed,
maintained, and in effective
working order;
6. Welding or operating
acetylene or other torch
with open flame;
7. And, possessing or using
a motor vehicle off National
Forest System roads, except
when parking in an area
devoid of vegetation within
10 feet of the roadway;
and except for parking
overnight in Forest Service
developed campgrounds
and trailheads.
People are allowed to
use pressurized liquid or gas
stoves, lanterns, or spaceheating
devices provided
such devices meet the
Underwriters Laboratory (UL)
specifications for safety.
People are allowed
to create a fire ONLY at
identified Lincoln National
Forest campground or
picnic area using the
provided fire rings or grills.
The public and Forest
personnel cannot prevent
all wildfires, but we can take
the lead on federal lands to
reduce the severity and size
of wildfires. Conditions this
year are similar to last year
and with no end in sight, we
all should recognize these
facts and ensure we do not
let a wildfire start.
We need everyone’s
help to keep our forest
free from fires for the
duration of this fire season.
Never leave a campfire
unattended. Ensure your fire
15
is completely extinguished.
Keep water and hand
tools ready in case your fire
should attempt to spread.
Campfire safety is a year
round concern.
As always, fireworks are
prohibited on all national
forest lands and approved
spark arresters are
mandatory on all internal
combustion engines.
Forest, please visit our web
