1. INTRODUCTION
Similar to the previous month there is an increase in the number of complaints received regarding personal
documents namely Birth Certificates and Death Certificates. It was the regions of Puttlam and Vauniya that had
received the most number of such complaints and some of the complainants were able to receive the necessary
documents.
Lacunas in the existing law had always been a bar in protecting the rights of the Internally Displaced Persons.
Discussions were held in the regions of Jaffna and Puttlam with the Government Officials, representatives of NGOs
and INGOs on a draft report prepared by Dr Mario Gomez on analyzing existing laws, policies and administrative
procedures on Internally Displaced Persons. The discussions created a forum where the issues specific to each
region were discussed with the relevant authorities and their recommendations, views and opinions were obtained
regarding the draft report.
Indian Returnees have always remained a burning issue. During this month a mobile service was conducted in the
region of Mannar in both clear and unclear areas with the collaboration of UNHCR where the Indian returnees were
provided with forms which they can use as proof in obtaining personal documents and registering as voters.
