1. INTRODUCTION<br />
Similar to the previous month there is an increase in the number of complaints received regarding personal<br />
documents namely Birth Certificates and Death Certificates. It was the regions of Puttlam and Vauniya that had<br />
received the most number of such complaints and some of the complainants were able to receive the necessary<br />
documents.<br />
Lacunas in the existing law had always been a bar in protecting the rights of the Internally Displaced Persons.<br />
Discussions were held in the regions of Jaffna and Puttlam with the Government Officials, representatives of NGOs<br />
and INGOs on a draft report prepared by Dr Mario Gomez on analyzing existing laws, policies and administrative<br />
procedures on Internally Displaced Persons. The discussions created a forum where the issues specific to each<br />
region were discussed with the relevant authorities and their recommendations, views and opinions were obtained<br />
regarding the draft report.<br />
Indian Returnees have always remained a burning issue. During this month a mobile service was conducted in the<br />
region of Mannar in both clear and unclear areas with the collaboration of UNHCR where the Indian returnees were<br />
provided with forms which they can use as proof in obtaining personal documents and registering as voters.<br />

4. MOBILE CAMPS<br />
Mannar<br />
UNHCR & NPDS for <strong>IDP</strong> Project has conducted a mobile service on Indian citizenship. At each mobile service, forms has provided for those<br />
holding Indian passports and who fit the criteria and are opting to require Sri Lankan Citizenship and for those who are not holding Indian<br />
passports but wish to receive proof of their new citizenship. The forms has being countersigned and handed back to the applicants. These forms<br />
can then be presented as proof when applying for other documents or when registering as a voter. 18 centers were established in Mannar District<br />
from 13.09.2004-26.09.2004.In every center four persons were deployed. Two Grama Niladharis, a Justice of Peace & a HRA. All the deployed<br />
people had undergone training on 17.09.2004. We have estimated that around 1462 persons received citizenship proof. This campaign covered<br />
clear areas & unclear areas.<br />
