<strong>8.2</strong> <strong>Construction</strong> <strong>of</strong> <strong>Plat<strong>for</strong>m</strong> <strong>for</strong> <strong>Scientific</strong> <strong>Research</strong><br />

<strong>8.2</strong>.1 Phytochemistry Analyzing and Testing Center<br />

The KIB Analysis and Test Center owns first-class, large- and intermediate-sized<br />

facilities in China <strong>for</strong> chemical research on natural drugs. The center has passed<br />

the Yunnan Computation Accreditation and has established the chemistry library<br />

<strong>of</strong> natural products and plat<strong>for</strong>m <strong>for</strong> screening drugs. The center is capable <strong>of</strong><br />

providing 26611 maps, 127 reports <strong>of</strong> metrology accreditation every year and the<br />

annual revenue amounts to RMB 1.76 million yuan.<br />

The center strictly adheres to the tenets <strong>of</strong> 'open to the institute and the entire<br />

society, and serve the institute and the entire society', playing an active role in<br />

technological innovation, international cooperation and education & training apart<br />

from routine work. In 2007, the Center has successfully completed the tasks with<br />

high-quality services and distinguished per<strong>for</strong>mances.<br />

<strong>8.2</strong>.2 Herbarium (KUN)<br />

After reconstruction, Herbarium (KUN) now is capable <strong>of</strong> preserving over four million<br />

specimens. The number <strong>of</strong> specimens preserved at the Herbarium <strong>of</strong> lichens, large fungi,<br />

bryophytes, ferns and seed plants amounts to 1.2 million by 2007 and the data <strong>of</strong> all type<br />

specimens and 1/4 <strong>of</strong> all the specimens have been made available on the Internet. New<br />

accessions <strong>of</strong> specimens at the Herbarium was 23028 in 2007, and the reception times <strong>of</strong><br />

visitors from home and abroad amounted to 1400. Besides, over 2000 specimens have been<br />

exchanged with other large hebaria. Furthermore, a total <strong>of</strong> 2000 specimens have been<br />

identified and 4897 specimens are collected.<br />

Besides routine job, workers in the Herbarium also apply <strong>for</strong> funds, presides programs and<br />

contributes papers. In 2007, the personnle <strong>of</strong> Herbarium has translated one monograph and<br />

published 12 papers, including five SCI-index papers and five CSCD papers.<br />

<strong>8.2</strong>.3 The Southwest China Germplasm Bank <strong>of</strong> Wild Species<br />

The Southwest China Germplasm Bank <strong>of</strong> Wild Species is one <strong>of</strong> the three major<br />

organizations <strong>for</strong> conservation <strong>of</strong> important plant species in the world.<br />

By the end <strong>of</strong> 2007, the total investment <strong>of</strong> the program is RMB 148 million yuan with<br />

amount <strong>of</strong> counterpart funds in position numbering RMB 141 million. Accumulated investment<br />

implemented amounted to 100.27 million and the investment <strong>for</strong> 2007 was 26.69 million.<br />

The projects <strong>for</strong> main body and infrastructural construction have passed the acceptance<br />

evaluation. The installation and testing <strong>of</strong> seed-preservation facilities <strong>of</strong> the underground<br />

warehouse (refrigeratory/drying room) have already been completed and put into use. Public<br />

bidding invitation and procurement <strong>of</strong> main facilities <strong>for</strong> studies on plant genomics and construction <strong>of</strong><br />

DNA library has been finished and research plat<strong>for</strong>m <strong>for</strong> plant genomics been constructed. The testing<br />

<strong>for</strong> fire-fighting facilities and electric detection have been completed and the certificate been obtained.<br />

Acceptance examination <strong>of</strong> fire-fighting will be undertaken in near future and the totally automatic<br />

steel-structure green house is under construction.<br />

In companied with the construction the application <strong>for</strong> approvals <strong>of</strong> field gathering and specimen<br />

collecting has been completed. In 2007, the gathering <strong>of</strong> seeds, data, specimens and<br />

images <strong>of</strong> a total <strong>of</strong> 13708 accessions <strong>of</strong> wild plant species has been finished, 1200<br />

accessions <strong>of</strong> seeds been received and exchanged. And 2326 accessions <strong>of</strong> seeds have<br />

been identified and 194 accessions <strong>of</strong> seed samples have been sent as materials and data<br />

resources <strong>for</strong> scientific studies.<br />

Through the program plat<strong>for</strong>m established, 34 volunteers <strong>for</strong> seed gathers were able to<br />

receive trainings and several social practices have been carried out here including practices<br />

<strong>of</strong> the Departments <strong>of</strong> Biology <strong>of</strong> Wuhan and Tsinghua Universities.<br />

<strong>8.2</strong>.4 The Horticulture Center<br />

A total <strong>of</strong> 667 additional plant taxa have been<br />

introduced by the supporting system <strong>of</strong> KIB Botanical<br />

Garden, and the seed exchange between Chinese and<br />

<strong>for</strong>eign botanical gardens has been resumed after<br />

years <strong>of</strong> intermitting. Over 40 thousand seeds from<br />

more than 50 populations <strong>of</strong> Jatropha curcas as well as<br />

2500 living plantlets and saplings have been collected<br />

and preserved at the center. The construction <strong>of</strong><br />

'Ornamental Foliage and Fruit Plants Garden' occupying<br />

an area <strong>of</strong> 2.4 ha has been completed and opened to<br />

the public. The garden is consisting <strong>of</strong> nine functional<br />

sections, and some 140 thousand plants belonging<br />

to 415 taxa, 260 genera and 116 families have<br />

been planted and exhibited. The gate construction<br />

<strong>of</strong> the station, crawls and a 400 m 2<br />

greenhouse has<br />

been completed at Lijiang Alpine Botanical Garden,<br />

where precise management and maintenances <strong>of</strong><br />

garden <strong>of</strong> an area exceeding 400 mu was per<strong>for</strong>med.<br />

The provisions and rules have also been perfected,<br />

enduring the safety and order <strong>of</strong> visits <strong>of</strong> 416 thousand<br />

visitors during the year. In addition, a series <strong>of</strong> sciencepopularization<br />

activities have been successfully held,<br />

such as CAS Public Science Day, National Science<br />

Popularization Day and secretes <strong>of</strong> green leaves, etc.<br />

All activities were brought to audience <strong>of</strong> millions <strong>of</strong><br />

thousands through coverage and reports by TV and<br />

newspapers.The website <strong>of</strong> the Botanical Garden has<br />

been founded and the main plant taxa <strong>of</strong> different<br />

sections or featured gardens have being made available<br />

<strong>for</strong> online searching by means <strong>of</strong> listing these plants<br />

into a specific column. The workshops on construction<br />

<strong>of</strong> Botanical Garden and their management has been<br />

well organized and initiated, and the translation <strong>of</strong><br />

a famous monograph concerning plant field survey,<br />

'George Forrest-Plant Hunter' has also been completed.<br />

Inddition, a total <strong>of</strong> 1039 plant labels ranked the<br />

international standard level were made and placed on<br />

the plants at the Botanical Garden.<br />

<strong>8.2</strong>.5 <strong>Scientific</strong> & Techological In<strong>for</strong>mation<br />

Center<br />

In 2007, the in<strong>for</strong>mation center strengthened the<br />

planning, construction and management <strong>of</strong> websites<br />

at different levels, successfully implementing the selfcreated<br />

networking in<strong>for</strong>mation security supervision<br />

system. The networking U disk storing system<br />

worked normally and regular check up and service <strong>for</strong><br />

computer security maintenance were carried out. The<br />

center endured the normal running <strong>of</strong> ARP system and<br />

security <strong>of</strong> the data, and successfully deployed V1.0<br />

the searching system. The in<strong>for</strong>mation center made<br />

huge amounts <strong>of</strong> videos and multimedia materials <strong>for</strong><br />

Pr<strong>of</strong>. Wu Zhengyi’s application <strong>for</strong> the state supreme<br />

scientific and technological award. The center as<br />

well set a service area <strong>of</strong> in<strong>for</strong>mation resource and<br />

steady progress have been made <strong>for</strong> the journal, Acta<br />

Botanica Yunnanica. In 2007, the Botanical Society<br />

<strong>of</strong> Yunnan has raised a foundation valuing RMB 180<br />

thousand and the running <strong>of</strong> the society is towering a<br />

correct direction.<br />

The a<strong>for</strong>ementioned ef<strong>for</strong>ts and endeavors made<br />

by the center enormously guarantee the researching<br />

personnel using the Internet more conveniently and<br />

safely and the center provided more convenient, faster<br />

services, saving significant costs <strong>for</strong> the institute. In<br />

summary, the Center well played its role <strong>of</strong> providing<br />

support and service.<br />

9. CONSTRUCTION OF INNOVATIVE CULTURE AND<br />

MANAGEMENT SYSTEM<br />

9.1 Infrastructure Projects during<br />

'Tenth-Five' and Two Major Projects<br />

Passed Acceptance Examination<br />

Infrastructure projects during 'tenth-five' period <strong>of</strong> KIB<br />

already entered the ending stage. As an important<br />

part <strong>of</strong> Knowledge Innovation Program, the program<br />

management team <strong>of</strong> infrastructure program fully<br />

respected the suggestions <strong>of</strong> varied departments,<br />

accepted consciously the supervision <strong>of</strong> the Workers’<br />

Union and discipline inspection, handled the affairs<br />

strictly according to the basic procedures and strictly<br />

controlled the proceeding, quality and investment <strong>of</strong> the<br />

projects so as to ensure the KIB infrastructure project<br />

to proceed steadily and investment to be launched<br />

safely. On Sep. 17 th , the newly-built comprehensive<br />

building <strong>for</strong> scientific research and reconstruction<br />

project <strong>of</strong> the state key laboratory successfully passed<br />

the pr<strong>of</strong>essional acceptance examination sponsored<br />

by CAS Bureau <strong>of</strong> Infrastructure Projects, symbolizing<br />

that the infrastructure projects <strong>of</strong> the second-phase<br />

Knowledge Innovation Program in providing hardware<br />

support <strong>for</strong> scientific research activities has been<br />

further rein<strong>for</strong>ced and recognized. The achievement <strong>of</strong><br />

infrastructure projects <strong>of</strong> KIB is a result <strong>of</strong> combination<br />

<strong>of</strong> full support from KIB leaders and KIB Infrastructure<br />

Projects Leaders’ Group, standardized operation and<br />

strict management <strong>of</strong> the projects,collaborations<br />

among different parties, sticking to planning and<br />

accounting principles and construction <strong>of</strong> incorruption<br />

culture and construction in civilization.<br />

9.2 KIB Maintained its Leading Role in<br />

Public Affairs and Propagandas in CAS<br />

Relying on various ef<strong>for</strong>ts and advantages <strong>of</strong> CAS<br />

members, experts and provincial and national<br />

committee <strong>of</strong> CPPCC and deputy <strong>of</strong> the People’s<br />

Congress, KIB managed to provide services and<br />

suggestions <strong>for</strong> democratic decision-making <strong>of</strong> the<br />

government, sticking to legal administration and<br />

strengthening administrative supervision, actively<br />

<strong>for</strong>warding advice and suggestions <strong>for</strong> social, economic<br />

and S&T development <strong>of</strong> local areas. In addition, we<br />

reported honestly to CAS and government <strong>of</strong> different<br />

levels on public affairs <strong>of</strong> the CPC committee at KIB and<br />

innovations achieved. In 2007, the public affairs work<br />

in 2007 maintained a satisfying development trend<br />

and scored 332, which is ranked No.9 among the 142<br />

institutions <strong>of</strong> CAS. KIB was rated as an 'Outstanding<br />

Institution' in propagandizing in<strong>for</strong>mation about<br />

implementation <strong>of</strong> CAS public affairs management<br />

standards. Of all the in<strong>for</strong>mation concerning public<br />

affairs management reported by KIB in 2007, 103<br />

pieces <strong>of</strong> in<strong>for</strong>mation were adopted by CAS Office and<br />

CAS website including 8 pieces <strong>of</strong> in<strong>for</strong>mation further<br />

<strong>for</strong>warded by CAS Office to CAS Special Reported<br />

In<strong>for</strong>mation, 4 pieces <strong>of</strong> in<strong>for</strong>mation adopted by the<br />

Office <strong>of</strong> CPC Central Committee or Office <strong>of</strong> the State<br />

Council, two pieces <strong>of</strong> in<strong>for</strong>mation included into Top<br />

Leader Reference Materials, one instruction given by<br />

CAS leaders, two issues <strong>of</strong> Innovation Newsletter, and<br />

88 pieces <strong>of</strong> in<strong>for</strong>mation cited by CAS website.<br />

As <strong>for</strong> propagandas work, KIB as well holds a<br />

leading role in CAS. By Dec. 30 th , 2007, the statistical<br />

in<strong>for</strong>mation concerning the ranking <strong>of</strong> institutions in<br />

terms <strong>of</strong> news release<br />

Volumes <strong>of</strong> the Great Encyclopedia <strong>of</strong> China. Such work<br />

greatly expanded KIB’s social influence, creating an<br />

irreplaceable image <strong>of</strong> KIB in research field <strong>of</strong> use and<br />

protection <strong>of</strong> plant resources in China and successfully<br />

popularizing the research achievements <strong>of</strong> KIB.<br />

9.3 Effectively Implementing CAS<br />

attention from KIB leaders, full support and<br />

coordination among different departments, the entire<br />

work was carried out effectively and orderly. Owing to<br />

strenuous ef<strong>for</strong>ts, KIB even made improvements and<br />

adjustments in responses to the advice and suggestions<br />

made during systematic inspection and eventually,<br />

KIB reached two CAS first-class standards in terms <strong>of</strong><br />

security management and in<strong>for</strong>mation propagandas,<br />

two CAS second-class standards in archive processing<br />

and filing management, respectively. KIB was as well<br />

rated as an 'Outstanding Institution' in propagandizing<br />

in<strong>for</strong>mation about implementation <strong>of</strong> CAS public affairs<br />

management standards, and in assets checking.<br />

As an important measure <strong>for</strong> management<br />

innovation during the third-phase Knowledge<br />

Innovation Program <strong>of</strong> CAS, the implementation <strong>of</strong><br />

CAS public affairs management standards would<br />

certainly facilitate the construction <strong>of</strong> management<br />

system <strong>of</strong> modern institutions with more standardized<br />

and effective public affairs management, continually<br />

making basic, strategic and <strong>for</strong>ecasting contributions<br />

<strong>of</strong> great significance to national economic development<br />

and infrastructure.<br />

9.4 Outstanding Individuals and<br />

Organizations Emerging Continuously<br />

in the Institutionalized and Innovative<br />

Culture <strong>Construction</strong><br />

Resulted from unrelenting scientific practice and<br />

intellectual development <strong>of</strong> several generations <strong>of</strong><br />

scientists, the spiritual culture <strong>of</strong> KIB can never be<br />

established in short time, but involves scores <strong>of</strong> years’<br />

accumulation and development. Due to integral ef<strong>for</strong>ts<br />

made by both the staff and graduate students, the<br />

excellent tradition, will character and thought realm <strong>of</strong><br />

KIB have been <strong>for</strong>warded improved and rein<strong>for</strong>ced. And<br />

all <strong>of</strong> us will made due contributions to construction <strong>of</strong><br />

innovation culture <strong>of</strong> KIB.<br />

Pr<strong>of</strong>. Hao Xiaojiang won the honor <strong>of</strong> 'Outstanding<br />

Individual in the Third CAS Innovation Culture<br />

<strong>Construction</strong>'. On Mar. 21 st , 2007, deputy secretary<br />

<strong>of</strong> CPC Branch Committee <strong>of</strong> CAS announced the<br />

'Resolution Concerning Awarding the Outstanding<br />

Institutions and Individuals in the Third CAS Innovation<br />

Culture <strong>Construction</strong>'. A total <strong>of</strong> 10 institutions won<br />

the honor <strong>of</strong> 'Outstanding Institution in the Third CAS<br />

Innovation Culture <strong>Construction</strong>' and 21 persons won<br />

the honor <strong>of</strong> 'Outstanding Individual in the Third CAS<br />

Innovation Culture <strong>Construction</strong>'. Encouraging by the<br />

spirit <strong>of</strong> outstanding institution and individuals, both<br />

the leaders and employees <strong>of</strong> KIB would commit to<br />

the great practice <strong>of</strong> scientific innovation and create an<br />

innovative, competitive, collaborative and harmonious<br />

cultural environment, making continuous contribution<br />

to construction <strong>of</strong> a innovative, ambitious and<br />

harmonious CAS.<br />

The research group <strong>of</strong> origin and evolution <strong>of</strong> alpine<br />

flora <strong>of</strong> KIB won the honor <strong>of</strong> 'Outstanding Group<br />

in Innovation Culture <strong>Construction</strong> CAS Kunming<br />

Branch' and Pr<strong>of</strong>. Hu Hong and Ms. Yin Wen won the<br />

honor <strong>of</strong> 'Outstanding Individual in Innovation Culture<br />

<strong>Construction</strong> CAS Kunming Branch.<br />

9.5 Strengthen Regulation <strong>Construction</strong><br />

and Standardized Management<br />

In order to meet the<br />

requirements <strong>of</strong> 'four<br />

first-class' proposed by<br />

Chinese President, Hu<br />

Jintao <strong>for</strong> prospective<br />

development <strong>of</strong> CAS<br />

and on basis <strong>of</strong> the<br />

tenet <strong>of</strong> 'founding the<br />

institute scientifically,<br />

running it by law and<br />

strengthening it by<br />

moral virtues'. KIB has<br />

gradually established<br />

and completed a<br />

just, efficient and meticulous management system<br />

that perfectly matches the operation mechanism<br />

and management system <strong>of</strong> goals <strong>for</strong> innovation<br />

development <strong>of</strong> KIB. Based on the previous regulations,<br />

the General Administrative Office completed the<br />

compilation <strong>of</strong> 'Document Assembly <strong>of</strong> Regulations<br />

<strong>of</strong> KIB (volume A)' (hereinafter abbreviated as the<br />

Assembly), through abolishing, modifications and<br />

supplementations.<br />

The Assembly consists <strong>of</strong> 12 parts, namely,<br />

public affairs management, organization and<br />

structure, scientific research management, personal<br />

affairs education management, talents cultivation,<br />

in<strong>for</strong>mation popularization and management,<br />

archives management, infrastructure and real estate<br />

management, finance and capital management,<br />

logistics management, securing and safeguard<br />

management and department management. The<br />

Assembly main contains 127 effective regulations<br />

prescribed by different departments from 1996 to<br />

2007.<br />

The Assembly advocates the management thoughts<br />

<strong>of</strong> hierarchical management, fair and open, realistic<br />

and innovative with characteristics <strong>of</strong> guidance,<br />

standardization and feasibility. The Assembly is an<br />

important guarantee <strong>for</strong> law-based management, and<br />

behavior guide lines to encourage all the workers to<br />

fulfill the knowledge innovation goals, which would play<br />

an positive role in terms <strong>of</strong> increasing management<br />

efficiency and work quality and <strong>of</strong> creating a favorable<br />

environment <strong>for</strong> scientific research and a civilized<br />

working environment. With the development <strong>of</strong> KIB,<br />

the Assembly will be further revised accordingly,<br />

toward the goal <strong>of</strong> 'first-class management'.<br />

9.6 Institute-level ARP System<br />

Successfully Upgraded and the Secondphase<br />

Program under Preparation<br />

The institute-level Academic Resource Planning (ARP)<br />

system has been successfully upgraded, providing<br />

high-level plat<strong>for</strong>m <strong>for</strong> the institute’s management<br />

innovation. To date, the ARP System has already<br />

proved to be effective in management, statistical<br />

accuracy, time inquiries, integral in<strong>for</strong>mation and data<br />

sharing. Through continuous practice and testing, the<br />

ultimate goal <strong>of</strong> scientific decision-making, optimum<br />

resources configuration, collaboration <strong>of</strong> management<br />

and normalization <strong>of</strong> workflow and sharing <strong>of</strong><br />

in<strong>for</strong>mation will be achieved.<br />

KIB has carried out an investigation on general<br />

execution plan <strong>of</strong> ARP System the second-phase,<br />

pointing out various problems existing in the current<br />

system and proposing suggestions <strong>for</strong> optimization<br />

<strong>of</strong> the system and requirement <strong>for</strong> innovation<br />

management. In addition, the investigation report<br />

concerning the implementation <strong>of</strong> the second-phase<br />

<strong>of</strong> ARP System has been compiled, contributing to the<br />

increasing completion <strong>of</strong> ARP System.<br />

Some <strong>of</strong> the problems identified about the<br />

ARP system have already been resolved through<br />

deployment and implementation <strong>of</strong> upgrade <strong>of</strong><br />

ARP System V1.1 version. On basis <strong>of</strong> the mature<br />

experience <strong>of</strong> the first-phase, special ef<strong>for</strong>ts would<br />

be concentrated on rein<strong>for</strong>cing collaborations and<br />

interactions among different departments, on<br />

combination <strong>of</strong> practice and application and on training,<br />

during the execution <strong>of</strong> the second-phase ARP System.<br />

9.7 Acceptation Examination <strong>of</strong> First-<br />

Stage Archive Collection to CAS<br />

Successfully Completed<br />

Archives collection is a complicated, integral project<br />

<strong>for</strong> every institution and KIB, as an important<br />

constitutional part <strong>of</strong> CAS, is obliged to carry out the<br />

work <strong>of</strong> archives collecting according to the Archives<br />

Law, guaranteeing the integrity and accuracy <strong>of</strong><br />

historic recordings <strong>of</strong> KIB as well as CAS. Archives<br />

<strong>of</strong> CAS is the permanent base preserving materials<br />

<strong>of</strong> real history and development procedures <strong>of</strong> CAS<br />

as well as its affiliated institutions, and the center<br />

<strong>of</strong> providing useful in<strong>for</strong>mation <strong>for</strong> all circles <strong>of</strong> the<br />

society with diversified purposes. In order to build up<br />

a scientific preservation system <strong>of</strong> Archives <strong>of</strong> CAS, it’s<br />

the prerequisite to collect various archives with historic<br />

pro<strong>of</strong> function and scientific research value from all<br />

the institutions with their own archives to assure<br />

<strong>of</strong> sufficient archives, accumulation <strong>of</strong> in<strong>for</strong>mation<br />

resources and availability <strong>of</strong> useful in<strong>for</strong>mation <strong>of</strong> the<br />

Archives <strong>of</strong> CAS. It’s also the obligatory task <strong>for</strong> every<br />

institution affiliated to CAS.<br />

The acceptance examination <strong>of</strong> KIB’s archives<br />

collection, which was sponsored by an evaluation group<br />

consisting four members including Director <strong>of</strong> Achieves<br />

<strong>of</strong> CAS, was held on Apr. 10 th , 2007. During the<br />

examination, the scopes <strong>of</strong> archives collection, quality<br />
