8.2 Construction of Platform for Scientific Research 

8.2.1 Phytochemistry Analyzing and Testing Center 

The KIB Analysis and Test Center owns first-class, large- and intermediate-sized 

facilities in China for chemical research on natural drugs. The center has passed 

the Yunnan Computation Accreditation and has established the chemistry library 

of natural products and platform for screening drugs. The center is capable of 

providing 26611 maps, 127 reports of metrology accreditation every year and the 

annual revenue amounts to RMB 1.76 million yuan. 

The center strictly adheres to the tenets of 'open to the institute and the entire 

society, and serve the institute and the entire society', playing an active role in 

technological innovation, international cooperation and education & training apart 

from routine work. In 2007, the Center has successfully completed the tasks with 

high-quality services and distinguished performances. 

8.2.2 Herbarium (KUN) 

After reconstruction, Herbarium (KUN) now is capable of preserving over four million 

specimens. The number of specimens preserved at the Herbarium of lichens, large fungi, 

bryophytes, ferns and seed plants amounts to 1.2 million by 2007 and the data of all type 

specimens and 1/4 of all the specimens have been made available on the Internet. New 

accessions of specimens at the Herbarium was 23028 in 2007, and the reception times of 

visitors from home and abroad amounted to 1400. Besides, over 2000 specimens have been 

exchanged with other large hebaria. Furthermore, a total of 2000 specimens have been 

identified and 4897 specimens are collected. 

Besides routine job, workers in the Herbarium also apply for funds, presides programs and 

contributes papers. In 2007, the personnle of Herbarium has translated one monograph and 

published 12 papers, including five SCI-index papers and five CSCD papers. 

8.2.3 The Southwest China Germplasm Bank of Wild Species 

The Southwest China Germplasm Bank of Wild Species is one of the three major 

organizations for conservation of important plant species in the world. 

By the end of 2007, the total investment of the program is RMB 148 million yuan with 

amount of counterpart funds in position numbering RMB 141 million. Accumulated investment 

implemented amounted to 100.27 million and the investment for 2007 was 26.69 million. 

The projects for main body and infrastructural construction have passed the acceptance 

evaluation. The installation and testing of seed-preservation facilities of the underground 

warehouse (refrigeratory/drying room) have already been completed and put into use. Public 

bidding invitation and procurement of main facilities for studies on plant genomics and construction of 

DNA library has been finished and research platform for plant genomics been constructed. The testing 

for fire-fighting facilities and electric detection have been completed and the certificate been obtained. 

Acceptance examination of fire-fighting will be undertaken in near future and the totally automatic 

steel-structure green house is under construction. 

In companied with the construction the application for approvals of field gathering and specimen 

collecting has been completed. In 2007, the gathering of seeds, data, specimens and 

images of a total of 13708 accessions of wild plant species has been finished, 1200 

accessions of seeds been received and exchanged. And 2326 accessions of seeds have 

been identified and 194 accessions of seed samples have been sent as materials and data 

resources for scientific studies. 

Through the program platform established, 34 volunteers for seed gathers were able to 

receive trainings and several social practices have been carried out here including practices 

of the Departments of Biology of Wuhan and Tsinghua Universities.

8.2.4 The Horticulture Center 

A total of 667 additional plant taxa have been 

introduced by the supporting system of KIB Botanical 

Garden, and the seed exchange between Chinese and 

foreign botanical gardens has been resumed after 

years of intermitting. Over 40 thousand seeds from 

more than 50 populations of Jatropha curcas as well as 

2500 living plantlets and saplings have been collected 

and preserved at the center. The construction of 

'Ornamental Foliage and Fruit Plants Garden' occupying 

an area of 2.4 ha has been completed and opened to 

the public. The garden is consisting of nine functional 

sections, and some 140 thousand plants belonging 

to 415 taxa, 260 genera and 116 families have 

been planted and exhibited. The gate construction 

of the station, crawls and a 400 m 2 

greenhouse has 

been completed at Lijiang Alpine Botanical Garden, 

where precise management and maintenances of 

garden of an area exceeding 400 mu was performed. 

The provisions and rules have also been perfected, 

enduring the safety and order of visits of 416 thousand 

visitors during the year. In addition, a series of sciencepopularization 

activities have been successfully held, 

such as CAS Public Science Day, National Science 

Popularization Day and secretes of green leaves, etc. 

All activities were brought to audience of millions of 

thousands through coverage and reports by TV and 

newspapers.The website of the Botanical Garden has 

been founded and the main plant taxa of different 

sections or featured gardens have being made available 

for online searching by means of listing these plants 

into a specific column. The workshops on construction 

of Botanical Garden and their management has been 

well organized and initiated, and the translation of 

a famous monograph concerning plant field survey, 

'George Forrest-Plant Hunter' has also been completed. 

Inddition, a total of 1039 plant labels ranked the 

international standard level were made and placed on 

the plants at the Botanical Garden. 

8.2.5 Scientific & Techological Information 

Center 

In 2007, the information center strengthened the 

planning, construction and management of websites 

at different levels, successfully implementing the selfcreated 

networking information security supervision 

system. The networking U disk storing system 

worked normally and regular check up and service for 

computer security maintenance were carried out. The 

center endured the normal running of ARP system and 

security of the data, and successfully deployed V1.0 

the searching system. The information center made 

huge amounts of videos and multimedia materials for 

Prof. Wu Zhengyi’s application for the state supreme 

scientific and technological award. The center as 

well set a service area of information resource and 

steady progress have been made for the journal, Acta 

Botanica Yunnanica. In 2007, the Botanical Society 

of Yunnan has raised a foundation valuing RMB 180 

thousand and the running of the society is towering a 

correct direction. 

The aforementioned efforts and endeavors made 

by the center enormously guarantee the researching 

personnel using the Internet more conveniently and 

safely and the center provided more convenient, faster 

services, saving significant costs for the institute. In 

summary, the Center well played its role of providing 

support and service.

9. CONSTRUCTION OF INNOVATIVE CULTURE AND 

MANAGEMENT SYSTEM 

9.1 Infrastructure Projects during 

'Tenth-Five' and Two Major Projects 

Passed Acceptance Examination 

Infrastructure projects during 'tenth-five' period of KIB 

already entered the ending stage. As an important 

part of Knowledge Innovation Program, the program 

management team of infrastructure program fully 

respected the suggestions of varied departments, 

accepted consciously the supervision of the Workers’ 

Union and discipline inspection, handled the affairs 

strictly according to the basic procedures and strictly 

controlled the proceeding, quality and investment of the 

projects so as to ensure the KIB infrastructure project 

to proceed steadily and investment to be launched 

safely. On Sep. 17 th , the newly-built comprehensive 

building for scientific research and reconstruction 

project of the state key laboratory successfully passed 

the professional acceptance examination sponsored 

by CAS Bureau of Infrastructure Projects, symbolizing 

that the infrastructure projects of the second-phase 

Knowledge Innovation Program in providing hardware 

support for scientific research activities has been 

further reinforced and recognized. The achievement of 

infrastructure projects of KIB is a result of combination 

of full support from KIB leaders and KIB Infrastructure 

Projects Leaders’ Group, standardized operation and 

strict management of the projects,collaborations 

among different parties, sticking to planning and 

accounting principles and construction of incorruption 

culture and construction in civilization. 

9.2 KIB Maintained its Leading Role in 

Public Affairs and Propagandas in CAS 

Relying on various efforts and advantages of CAS 

members, experts and provincial and national 

committee of CPPCC and deputy of the People’s 

Congress, KIB managed to provide services and 

suggestions for democratic decision-making of the 

government, sticking to legal administration and 

strengthening administrative supervision, actively 

forwarding advice and suggestions for social, economic 

and S&T development of local areas. In addition, we 

reported honestly to CAS and government of different 

levels on public affairs of the CPC committee at KIB and 

innovations achieved. In 2007, the public affairs work 

in 2007 maintained a satisfying development trend 

and scored 332, which is ranked No.9 among the 142 

institutions of CAS. KIB was rated as an 'Outstanding 

Institution' in propagandizing information about 

implementation of CAS public affairs management 

standards. Of all the information concerning public 

affairs management reported by KIB in 2007, 103 

pieces of information were adopted by CAS Office and 

CAS website including 8 pieces of information further 

forwarded by CAS Office to CAS Special Reported 

Information, 4 pieces of information adopted by the 

Office of CPC Central Committee or Office of the State 

Council, two pieces of information included into Top 

Leader Reference Materials, one instruction given by 

CAS leaders, two issues of Innovation Newsletter, and 

88 pieces of information cited by CAS website. 

As for propagandas work, KIB as well holds a 

leading role in CAS. By Dec. 30 th , 2007, the statistical 

information concerning the ranking of institutions in 

terms of news release 

and propagandas 

revealed that KIB was

of news amounting to 

82 and accumulative 

score of 299. The

irreplaceable image of KIB in research field of use and 

protection of plant resources in China and successfully 

popularizing the research achievements of KIB. 

9.3 Effectively Implementing CAS

management. KIB added the work of implementing

the schedule of public affairs at KIB. With particular 

attention from KIB leaders, full support and 

coordination among different departments, the entire 

work was carried out effectively and orderly. Owing to 

strenuous efforts, KIB even made improvements and 

adjustments in responses to the advice and suggestions 

made during systematic inspection and eventually, 

KIB reached two CAS first-class standards in terms of 

security management and information propagandas, 

two CAS second-class standards in archive processing 

and filing management, respectively. KIB was as well 

rated as an 'Outstanding Institution' in propagandizing 

information about implementation of CAS public affairs 

management standards, and in assets checking. 

As an important measure for management 

innovation during the third-phase Knowledge 

Innovation Program of CAS, the implementation of 

CAS public affairs management standards would 

certainly facilitate the construction of management 

system of modern institutions with more standardized 

and effective public affairs management, continually 

making basic, strategic and forecasting contributions 

of great significance to national economic development 

and infrastructure. 

9.4 Outstanding Individuals and 

Organizations Emerging Continuously 

in the Institutionalized and Innovative 

Culture Construction 

Resulted from unrelenting scientific practice and 

intellectual development of several generations of 

scientists, the spiritual culture of KIB can never be 

established in short time, but involves scores of years’ 

accumulation and development. Due to integral efforts 

made by both the staff and graduate students, the 

excellent tradition, will character and thought realm of 

KIB have been forwarded improved and reinforced. And 

all of us will made due contributions to construction of 

innovation culture of KIB. 

Prof. Hao Xiaojiang won the honor of 'Outstanding 

Individual in the Third CAS Innovation Culture 

Construction'. On Mar. 21 st , 2007, deputy secretary 

of CPC Branch Committee of CAS announced the 

'Resolution Concerning Awarding the Outstanding 

Institutions and Individuals in the Third CAS Innovation 

Culture Construction'. A total of 10 institutions won 

the honor of 'Outstanding Institution in the Third CAS 

Innovation Culture Construction' and 21 persons won 

the honor of 'Outstanding Individual in the Third CAS 

Innovation Culture Construction'. Encouraging by the 

spirit of outstanding institution and individuals, both 

the leaders and employees of KIB would commit to

the great practice of scientific innovation and create an 

innovative, competitive, collaborative and harmonious 

cultural environment, making continuous contribution 

to construction of a innovative, ambitious and 

harmonious CAS. 

The research group of origin and evolution of alpine 

flora of KIB won the honor of 'Outstanding Group 

in Innovation Culture Construction CAS Kunming 

Branch' and Prof. Hu Hong and Ms. Yin Wen won the 

honor of 'Outstanding Individual in Innovation Culture 

Construction CAS Kunming Branch. 

9.5 Strengthen Regulation Construction 

and Standardized Management 

In order to meet the 

requirements of 'four 

first-class' proposed by 

Chinese President, Hu 

Jintao for prospective 

development of CAS 

and on basis of the 

tenet of 'founding the 

institute scientifically, 

running it by law and 

strengthening it by 

moral virtues'. KIB has 

gradually established 

and completed a 

just, efficient and meticulous management system 

that perfectly matches the operation mechanism 

and management system of goals for innovation 

development of KIB. Based on the previous regulations, 

the General Administrative Office completed the 

compilation of 'Document Assembly of Regulations 

of KIB (volume A)' (hereinafter abbreviated as the 

Assembly), through abolishing, modifications and 

supplementations. 

The Assembly consists of 12 parts, namely, 

public affairs management, organization and 

structure, scientific research management, personal 

affairs education management, talents cultivation, 

information popularization and management, 

archives management, infrastructure and real estate 

management, finance and capital management, 

logistics management, securing and safeguard 

management and department management. The 

Assembly main contains 127 effective regulations 

prescribed by different departments from 1996 to 

2007. 

The Assembly advocates the management thoughts 

of hierarchical management, fair and open, realistic 

and innovative with characteristics of guidance, 

standardization and feasibility. The Assembly is an 

important guarantee for law-based management, and 

behavior guide lines to encourage all the workers to 

fulfill the knowledge innovation goals, which would play 

an positive role in terms of increasing management 

efficiency and work quality and of creating a favorable 

environment for scientific research and a civilized 

working environment. With the development of KIB, 

the Assembly will be further revised accordingly, 

toward the goal of 'first-class management'. 

9.6 Institute-level ARP System 

Successfully Upgraded and the Secondphase 

Program under Preparation 

The institute-level Academic Resource Planning (ARP) 

system has been successfully upgraded, providing 

high-level platform for the institute’s management 

innovation. To date, the ARP System has already 

proved to be effective in management, statistical 

accuracy, time inquiries, integral information and data 

sharing. Through continuous practice and testing, the 

ultimate goal of scientific decision-making, optimum 

resources configuration, collaboration of management 

and normalization of workflow and sharing of 

information will be achieved. 

KIB has carried out an investigation on general 

execution plan of ARP System the second-phase, 

pointing out various problems existing in the current 

system and proposing suggestions for optimization 

of the system and requirement for innovation 

management. In addition, the investigation report 

concerning the implementation of the second-phase 

of ARP System has been compiled, contributing to the 

increasing completion of ARP System. 

Some of the problems identified about the 

ARP system have already been resolved through 

deployment and implementation of upgrade of 

ARP System V1.1 version. On basis of the mature 

experience of the first-phase, special efforts would 

be concentrated on reinforcing collaborations and 



interactions among different departments, on 

combination of practice and application and on training, 

during the execution of the second-phase ARP System. 

9.7 Acceptation Examination of First- 

Stage Archive Collection to CAS 

Successfully Completed 

Archives collection is a complicated, integral project 

for every institution and KIB, as an important 

constitutional part of CAS, is obliged to carry out the 

work of archives collecting according to the Archives 

Law, guaranteeing the integrity and accuracy of 

historic recordings of KIB as well as CAS. Archives 

of CAS is the permanent base preserving materials 

of real history and development procedures of CAS 

as well as its affiliated institutions, and the center 

of providing useful information for all circles of the 

society with diversified purposes. In order to build up 

a scientific preservation system of Archives of CAS, it’s 

the prerequisite to collect various archives with historic 

proof function and scientific research value from all 

the institutions with their own archives to assure 

of sufficient archives, accumulation of information 

resources and availability of useful information of the 

Archives of CAS. It’s also the obligatory task for every 

institution affiliated to CAS. 

The acceptance examination of KIB’s archives 

collection, which was sponsored by an evaluation group 

consisting four members including Director of Achieves 

of CAS, was held on Apr. 10 th , 2007. During the 

examination, the scopes of archives collection, quality 

for archival description and compilation of retrieval 

tools for various archives before 1980 collected at 

KIB Archives were carefully inspected. The evaluation 

group deemed that the archives accorded to relative 

standards and requirements and can be preserved at 

the Archives of CAS.
