PAGE 2 WINGTIPS MARCH 2003 COMMANDER’S CORNER Colonel Dale Hoium cc@mnwg.cap.gov Civil Air Patrol is no longer the best kept secret in America. In the January 2003 issue of the VFW magazine there was a twopage article entitled "Flying Minutemen Stand Ready to Defend Homeland". The sub headline reads; "Best known for search and rescue, the Civil Air Patrol is poised to play a crucial role in defending the home front." The first sentence of this article is; "Ready to help in America's homeland defense is a little-known civilian auxiliary of the Air Force called Civil Air Patrol." You bet we are!! And, CAP is no longer that little known. In the March issue of World War II magazine there is an article covering four pages giving the history of the Civil Air Patrol. It is a great article telling all about duties we did in WWII. The sad part is the last sentence for it said; "Today, the role of the CAP during World War II is remembered by only a very few." What do we current members know of our proud history? Have any of us done any research into our history? Are we teaching our history in our squadrons? In the February 2003 National Aeronautic Association News the headline is; "CAP Wins Aerospace Education Trophy." The article begins with: "The Civil Air Patrol, the U.S. Air Force Auxiliary best know for its search and rescue duties, has been selected to receive the National Aeronautic Association's prestigious Frank G. Brewer Aerospace Education Trophy for 2002." "This is a great honor for CAP. In the spring addition of Today's Officer", put out by the Military Officers Association of America, the headline on page twenty is "Waiting in the Wings,” The sub-headline is "The Civil Air Patrol's mission expands to meet new challenges as it continues to serve the nation." These four articles in these national publications show we are no longer a secret. Are we ready for prime time? I think we are. I have all faith and confidence in every member of every squadron in MN Wing to be professional as we carry out our duties. I would like to leave you with the closing paragraph of Waiting in the Wings. "Today's CAP members, or USAF Auxiliary members, have a long and prestigious record of valuable service to the nation. As volunteers, they receive no retirement benefits after years of service and usually no publicly acknowledged thanks from the citizens who benefit from their dedication. As the horrific events of Sept. 11 awoke the nation to the true character of firefighters and police officers, whose brave actions and sacrifice are to often taken for granted, so too should we recognize the service and dedication of the Civil Air Patrol." PAGE 3 WINGTIPS MARCH 2003 ST. CROIX SQUADRON CADETS RECEIVE AWARDS Lt Col Roger R. Brogren, St. Croix Composite Squadron Commander of Minnesota Wing, announces that two St. Croix Squadron cadets received their Mitchell Awards and one cadet received the Air Force Association’s Outstanding Civil Air Patrol Cadet of the Year Citation in a ceremony at their Lake Elmo Airport Headquarters on 26 February 2003. RED WING SQUADRON CONDUCTS TRAINING FOR CADETS & LEADERS On March 15th and 16th, 47 cadets attended the Encampment Preparatory School (EPS) held at the Red Wing Squadron Hangar. EPS was not the only thing going on at the hanger that week end. There were also 17 Senior Members from around the Wing that came to learn about the Cadet Programs at the Deputy Commander for Cadets Course. The course was led by 1st Lt Stacy Wegner. EPS is a part of the Minnesota Wing’s Integral Leadership Program (ILP), giving cadets the chance to get a small taste of what to expect should they attend the Minnesota Wing Encampment over the summer. EPS is run by cadets, for cadets, much like the Encampment itself. Receiving the Mitchell Awards were Janna R. Fosterling (Pictured) and Lucinda E. Spreeman both of Hudson, WI. C/2d Lt Fosterling joined CAP in June 2000. C/2d Lt Spreeman became a member in December 1999. Presenting the awards were Major Tom Kettell, Group 3 Commander. The 12 cadets who served in staff positions at the EPS came down on Friday evening for a bit of preparation training on the discipline level expected, as well as how to teach drill and conduct an inspection. On Saturday, at approximately 0745 in the morning, the 35 basic cadets arrived to begin their training. The basic cadets (all of the trainees) spent most of Saturday in training, either on the flight line learning drill, or attending classes in the hangar. The day ended with a quick drill down and then it was off to the sleeping bags and lights out. Sunday began at 0530 (I found out later that many of them did not even know what time it was) with PT and then more training. The day progressed through inspections, written tests, and drill tests. I am proud to say that each cadet in attendance passed all of their exams with flying colors. Many parents came to watch the closing ceremonies which commenced at about 11 am on the Flight Line. Receiving the Air Force Association’s Outstanding Civil Air Patrol Cadet of the Year Citation and Medal was Cadet First Lieutenant Brett A. Kubat of Oakdale, MN. C/1st Lt Kubat joined CAP in April 1999. Presenting his award was Daniel McDowell, Maj-USAF (Ret) a member of the General EF Rawlings Chapter of the AFA.
