<strong>Minnesota</strong> Cadets win NCR Color Guard Comp<br />
North Hennepin Squadron’s Color Guard took first<br />
place in the 2003 North Central Region Color Guard<br />
Competition held at Camp Ashland. 4 teams representing<br />
<strong>Minnesota</strong>, South Dakota, Nebraska and<br />
Kansas <strong>Wing</strong>s competed at the <strong>March</strong> 20 th event.<br />
The North Hennepin Squadron’s Color Guard will<br />
compete as the NCR Color Guard at the National<br />
Cadet Competition to be held at Wright-Patterson<br />
AFB, June 25 - 29 th .<br />
Members of the Color Guard also picked up indivi d-<br />
ual recognition. C/CMSgt Amy Her obtained the<br />
High Test Written Score and C/SRA Emily Vinge<br />
won the Female Fleet Foot Award for fastest run<br />
time.<br />

Senior Members Complete Training at St Cloud State<br />
10 senior members completed the Squadron Leadership School <strong>March</strong> 15-16 held at St Cloud State University.<br />

Civil Air Patrol is no longer the<br />
best kept secret in America. In<br />
the January 2003 issue of the<br />
VFW magazine there was a twopage<br />
article entitled "Flying Minutemen<br />
Stand Ready to Defend<br />
Homeland". The sub headline<br />
reads; "Best known for search<br />
and rescue, the Civil Air Patrol is<br />
poised to play a crucial role in defending the home front."<br />
The first sentence of this article is; "Ready to help in America's<br />
homeland defense is a little-known civilian auxiliary of<br />
the Air Force called Civil Air Patrol." You bet we are!!<br />
And, CAP is no longer that little known.<br />
In the <strong>March</strong> issue of World War II magazine there is an<br />
article covering four pages giving the history of the Civil Air<br />
Patrol. It is a great article telling all about duties we did in<br />
WWII. The sad part is the last sentence for it said;<br />
"Today, the role of the CAP during World War II is remembered<br />
by only a very few." What do we current members<br />
know of our proud history? Have any of us done any research<br />
into our history? Are we teaching our history in our<br />
squadrons?<br />
In the February 2003 National Aeronautic Association<br />
News the headline is; "CAP Wins Aerospace Education<br />
Trophy." The article begins with: "The Civil Air Patrol, the<br />
U.S. Air Force Auxiliary best know for its search and rescue<br />
duties, has been selected to receive the National<br />
Aeronautic Association's prestigious Frank G. Brewer<br />
Aerospace Education Trophy for 2002." "This is a great<br />
honor for CAP.<br />
In the spring addition of Today's Officer", put out by the<br />
Military Officers Association of America, the headline on<br />
page twenty is "Waiting in the <strong>Wing</strong>s,” The sub-headline<br />
is "The Civil Air Patrol's mission expands to meet new<br />
challenges as it continues to serve the nation."<br />
These four articles in these national publications show we<br />
are no longer a secret. Are we ready for prime time? I<br />
think we are. I have all faith and confidence in every<br />
member of every squadron in MN <strong>Wing</strong> to be professional<br />
as we carry out our duties.<br />
I would like to leave you with the closing paragraph of<br />
Waiting in the <strong>Wing</strong>s. "Today's CAP members, or USAF<br />
Auxiliary members, have a long and prestigious record of<br />
valuable service to the nation. As volunteers, they receive<br />
no retirement benefits after years of service and usually no<br />
publicly acknowledged thanks from the citizens who benefit<br />
from their dedication. As the horrific events of Sept. 11<br />
awoke the nation to the true character of firefighters and<br />
police officers, whose brave actions and sacrifice are to<br />
often taken for granted, so too should we recognize the<br />
service and dedication of the Civil Air Patrol."<br />

CADETS RECEIVE AWARDS<br />
Lt Col Roger R. Brogren, St. Croix Composite Squadron<br />
Commander of <strong>Minnesota</strong> <strong>Wing</strong>, announces that two St.<br />
Croix Squadron cadets received their Mitchell Awards and<br />
one cadet received the Air Force Association’s Outstanding<br />
Civil Air Patrol Cadet of the Year Citation in a<br />
ceremony at their Lake Elmo Airport Headquarters on 26<br />
February 2003.<br />
RED WING SQUADRON<br />
CONDUCTS TRAINING FOR<br />
CADETS & LEADERS<br />
On <strong>March</strong> 15th and 16th, 47 cadets attended the Encampment<br />
Preparatory School (EPS) held at the Red <strong>Wing</strong><br />
Squadron Hangar.<br />
EPS was not the only thing going on at the hanger that<br />
week end. There were also 17 Senior Members from<br />
around the <strong>Wing</strong> that came to learn about the Cadet Programs<br />
at the Deputy Commander for Cadets Course. The<br />
course was led by 1st Lt Stacy Wegner.<br />
EPS is a part of the <strong>Minnesota</strong> <strong>Wing</strong>’s Integral Leadership<br />
Program (ILP), giving cadets the chance to get a small<br />
taste of what to expect should they attend the <strong>Minnesota</strong><br />
<strong>Wing</strong> Encampment over the summer. EPS is run by cadets,<br />
for cadets, much like the Encampment itself.<br />
Receiving the Mitchell Awards were Janna R. Fosterling<br />
(Pictured) and Lucinda E. Spreeman both of Hudson,<br />
WI. C/2d Lt Fosterling joined CAP in June 2000. C/2d Lt<br />
Spreeman became a member in December 1999. Presenting<br />
the awards were Major Tom Kettell, Group 3<br />
Commander.<br />
The 12 cadets who served in staff positions at the EPS<br />
came down on Friday evening for a bit of preparation<br />
training on the discipline level expected, as well as how to<br />
teach drill and conduct an inspection.<br />
On Saturday, at approximately 0745 in the morning, the<br />
35 basic cadets arrived to begin their training. The basic<br />
cadets (all of the trainees) spent most of Saturday in training,<br />
either on the flight line learning drill, or attending<br />
classes in the hangar. The day ended with a quick drill<br />
down and then it was off to the sleeping bags and lights<br />
out.<br />
Sunday began at 0530 (I found out later that many of them<br />
did not even know what time it was) with PT and then<br />
more training. The day progressed through inspections,<br />
written tests, and drill tests. I am proud to say that each<br />
cadet in attendance passed all of their exams with flying<br />
colors.<br />
Many parents came to watch the closing ceremonies<br />
which commenced at about 11 am on the Flight Line.<br />
Receiving the Air Force Association’s Outstanding Civil<br />
Air Patrol Cadet of the Year Citation and Medal was Cadet<br />
First Lieutenant Brett A. Kubat of Oakdale, MN. C/1st<br />
Lt Kubat joined CAP in April 1999. Presenting his award<br />
was Daniel McDowell, Maj-USAF (Ret) a member of the<br />
General EF Rawlings Chapter of the AFA.<br />

Successful completion of the EPS by any cadet under the<br />
age of 13 secures that cadet the eligibility to attend encampment.<br />
And those that who are already 13 or older<br />
gained the experience that only a <strong>Wing</strong> Activity of this sort<br />
can give them.<br />

SAR Management Course<br />
The <strong>Minnesota</strong> <strong>Wing</strong> Mission Management Course<br />
was held on <strong>March</strong> 8 and 9 at the St. Croix Squadron<br />
Facility. 9 members braved the Saturday Morning<br />
Snow Storm to attend the training. The course<br />
was designed to meet the needs of current and future<br />
air and ground branch directors, planning and<br />
operations section chiefs, and incident commanders.<br />
The course included all 101T "familiarization and<br />
prepatory training" related to the mission management<br />
specialty training tracks. In addition to<br />
"familiarization and prepatory training," several advanced<br />
topics were also presented.<br />
