Objectives :<br />
i. Cities play critical role in economic growth of any nation / state, Alwar<br />
should therefore be able to play its due role in economic growth of<br />
Rajasthan.<br />
ii.<br />
While doing so Alwar should be able to take care of social equity and<br />
environmental sustainability aspects.<br />

1. Economic Growth : Opportunities / Constraints<br />
i. Location in close proximity of NCT Delhi / part of NCR.<br />
ii. Located in close proximity of International Airport (Delhi) / Major entry<br />
point to India.<br />
iii. RRTS connecting Alwar to Delhi stands approved.<br />
• Above features would imply availability of large market.<br />

1. Economic Growth : Opportunities / Constraints : (i) Built Heritage (ii) Eco-Heritage<br />
• Built heritage: Alwar located in the middle of Golden Triangle of tourism (Delhi – Jaipur –<br />
Agra) occupies relatively lower position.<br />
• Eco-heritage: Alwar occupies relatively a higher position vis a vis Golden Triangle Towns.<br />
Consequently eco-heritage could be exploited / and entertainment city could be planned.<br />
• Considering about two hours travel time from Delhi (RRTS) and Jaipur,<br />
Alwar could be an ideal week end tourist destination<br />

Crystallisation of Educational and Health Facilities – Alwar<br />
• It has been noted that knowledge Industries have started crystalising at<br />
Alwar. Consequently this sector could be considered as a focus area for<br />
future development of Alwar. Inter alia a knowledge city could be<br />
planned.<br />
• It has also been noted that health sector economic activities have also<br />
started crystalising at Alwar. Consequently Medical tourism could be<br />
considered as an area of focus, Inter alia a Medi city could be planned.<br />

2. Social Equity / Inclusive Development<br />
i. Alwar has been proposed by GoR under RAY programme for making it a<br />
SLUM FREE CITY .<br />
ii. Affordable Housing policy Rajasthan – 2009.<br />
• At least 15% of the dwelling units/plots (or 5% of the total residential<br />
area of the scheme, whichever is higher) are to be earmarked for<br />
EWS/LIG housing.<br />
iii. GoR directions – <strong>Master</strong> <strong>Plan</strong> should address poor section of the society.<br />
iv. 12 th <strong>Plan</strong> recommendation of planning commission – Design compact<br />
cities with special emphasis on lower income category.<br />

3. Environmental sustainability:<br />
i. With a view to reduce trip generation:<br />
• Develop Alwar as a Mass Transport based city.<br />
• Develop Alwar as a walkup neighborhood / work place city.<br />
• Use mixed Land use zoning concept.<br />
• Develop Alwar as a high density – high rise city.<br />
ii. To reduce energy consumption:<br />
• Use green technology in construction of buildings.<br />
• Use non-conventional energy supply sources to support functioning of<br />
city.<br />
iii. To reduce pollution:<br />
• Cover entire urban area with sewerage.<br />
• Use modern methods of solid waste management.<br />

3. Environmental sustainability:<br />
iv. To reduce resource consumption:<br />
• The priority of ground water allocation should be drinking, agriculture<br />
and lastly industrial consumption (recommended by MoE & F, GoI under<br />
Environment MP Alwar)<br />
• To protect the prime agriculture land, diversion of agriculture land for<br />
non-agriculture purpose should be considered only in exceptional cases.<br />
v. To conserve valuable resources:<br />
• Develop city level water harvesting scheme.<br />
• Use recycled water for non drinking purposes.<br />
• Conserve and enhance built / eco-heritage areas.<br />
