To ensure proper monitoring and coordination within the region, Regional Census Coordinators (RCC) will be hired. The RCC will be responsible for coordination of UNFPA’s projects in Bamyan and the region (including Daikundi and Ghor). These projects include humanitarian assistance, reproductive health and genderbased violence initiatives. The RCC will act as the operational manager for the projects in the region. She/he will provide managerial support to the Finance and Logistics Assistants under his/her supervision. The RCC will also provide the necessary support to the CSO Provincial Statistics Officers (PSO) in the Census operations including recruitment, logistics, procurement, training, community outreach, field communication and reporting, security coordination, and other Census related activities. He/she will act as the operational manager for the APHC Project in the region. She/he will provide managerial support to the Provincial Census Coordinators and Provincial Security Coordinators under his/her jurisdiction. Duties and Responsibilities Under the direct supervision of the Deputy Representative, the Regional Census Coordinator will carry out the following activities: • Coordinate UNFPA activities in the entire region according to the various work plans established; • Promote regional, provincial and district level cooperation amongst stakeholders; • Maintain close collaboration with Provincial Governors, District Administrators, community and religious leaders, Shuras, members of Community Development Council, and other influential leaders in the region; • Coordinate UNFPA supported activities with other United Nations agencies, especially with the provincial offices of the United Nations Assistance Mission for Afghanistan (UNAMA); • Coordinate the preparation of district emergency plans; • Facilitate monitoring visits by UNFPA CO and high-level regional meetings; and • Provide regular reports on all UNFPA activities in the region; • Undertake any other task(s) assigned by the Deputy Representative or the UNFPA Country Representative. Under the direct supervision of the Census Technical Specialist (or Chief Technical Advisor if that position has been filled), the Regional Census Coordinator will carry out the following activities related to the census: • Coordinate the pre-census fieldwork, including the preparation of village sketch maps and information gathering at the community level; • Coordinate UNFPA and CSO activities with other United Nations agencies, especially with the regional offices of United Nations Assistance Mission for Afghanistan; • Provide routine reports to CTS on all Census activities in the region; • Trouble shoots on-behalf of the CTS; • Through the CSO Provincial Statistics Officer (PSO), coordinate with Provincial Census Outreach Officer (PCOO) to align outreach activities in the region; • Provide assistance to PSO in the recruitment, training and logistics arrangements for the conduct of all Census activities in the region; Deliverables:
The Regional census Coordinator will provide the following deliverables during his/her assignment: 1. Workplan for the three-month period based on the duties and responsibilities stated above. 2. Outcome/output of the coordination made including problems that may occur, and corresponding recommendations; 3. Census information and publicity campaign plan and report of its implementation detailing the number of people reached, type of publicity made, possible effect of the activity on the census; 4. Assessment on the quality of census recruitment, training, pre-census work, and actual census enumeration; and 5. Regular reports on all UNFPA activities in the region Qualifications and Experience • Post-graduate level degree in a relevant social science discipline; • At least five-year experience in a government, NGO, or UN agency dealing with development projects’ management, preferably in population and development; • Direct working experience in Afghanistan, especially with sub national level projects will be highly advantageous; • Knowledge/understanding of issues related to the conduct of population and housing census; • Familiarity in UN Operational Rules and Regulations or direct working experience applying UN Operational rules and regulations will be highly advantageous; • Experience in Census project or large scale data collection will be highly advantageous; • Experience in capacity building or training in developing countries is essential; and • Experience in leading teams in a complex and sensitive multi-cultural environment is desirable.
