community and its leaders, with specific attention to cultural and religious specificities. To ensure<br />

proper monitoring and coordination within the region, Regional Census Coordinators (RCC) will be<br />

hired.<br />

The RCC will be responsible for coordination of <strong>UNFPA</strong>’s projects in Bamyan and the region (including<br />

Daikundi and Ghor). These projects include humanitarian assistance, reproductive health and genderbased<br />

violence initiatives. The RCC will act as the operational manager for the projects in the region.<br />

She/he will provide managerial support to the Finance and Logistics Assistants under his/her<br />

supervision.<br />

The RCC will also provide the necessary support to the <strong>CSO</strong> Provincial Statistics Officers (PSO) in the<br />

Census operations including recruitment, logistics, procurement, training, community outreach, field<br />

communication and reporting, security coordination, and other Census related activities. He/she will<br />

act as the operational manager for the APHC Project in the region. She/he will provide managerial<br />

support to the Provincial Census Coordinators and Provincial Security Coordinators under his/her<br />

jurisdiction.<br />

Duties and Responsibilities<br />

Under the direct supervision of the Deputy Representative, the Regional Census Coordinator will carry<br />

out the following activities:<br />

• Coordinate <strong>UNFPA</strong> activities in the entire region according to the various work plans<br />

established;<br />

• Promote regional, provincial and district level cooperation amongst stakeholders;<br />

• Maintain close collaboration with Provincial Governors, District Administrators, community and<br />

religious leaders, Shuras, members of Community Development Council, and other influential<br />

leaders in the region;<br />

• Coordinate <strong>UNFPA</strong> supported activities with other United Nations agencies, especially with the<br />

provincial offices of the United Nations Assistance Mission for Afghanistan (UNAMA);<br />

• Coordinate the preparation of district emergency plans;<br />

• Facilitate monitoring visits by <strong>UNFPA</strong> CO and high-level regional meetings; and<br />

• Provide regular reports on all <strong>UNFPA</strong> activities in the region;<br />

• Undertake any other task(s) assigned by the Deputy Representative or the <strong>UNFPA</strong> <strong>Country</strong><br />

Representative.<br />

Under the direct supervision of the Census Technical Specialist (or Chief Technical Advisor if that<br />

position has been filled), the Regional Census Coordinator will carry out the following activities related<br />

to the census:<br />

• Coordinate the pre-census fieldwork, including the preparation of village sketch maps and<br />

information gathering at the community level;<br />

• Coordinate <strong>UNFPA</strong> and <strong>CSO</strong> activities with other United Nations agencies, especially with the<br />

regional offices of United Nations Assistance Mission for Afghanistan;<br />

• Provide routine reports to CTS on all Census activities in the region;<br />

• Trouble shoots on-behalf of the CTS;<br />

• Through the <strong>CSO</strong> Provincial Statistics Officer (PSO), coordinate with Provincial Census<br />

Outreach Officer (PCOO) to align outreach activities in the region;<br />

• Provide assistance to PSO in the recruitment, training and logistics arrangements for the<br />

conduct of all Census activities in the region;<br />
