services must be driven by Mäori<br />
for Mäori, and according <strong>to</strong> Mäori<br />
priorities, processes and<br />
capacities.<br />

strategies need <strong>to</strong> emphasise the<br />
development of whänau and<br />
the strengthening of whänau<br />
capacities <strong>to</strong> nuture and protect<br />
Mäori youth as the fundamental<br />
part of Mäori social organisation.<br />
Cultural development is about<br />
res<strong>to</strong>ring traditional values and<br />
practices which guide how Mäori<br />
interact with each other and<br />
applying them in a contemporary<br />
context, and locating Mäori<br />
expertise <strong>to</strong> impart cultural<br />
training and re-training.<br />
