THE POLICY CONTEXT<br />

This section briefly outlines the policy context within which <strong>Kia</strong> <strong>Piki</strong> <strong>Te</strong> <strong>Ora</strong> O <strong>Te</strong> Taitamariki has been<br />

developed. In particular, stated commitments <strong>to</strong> address the specific needs of Mäori are identified and<br />

included as <strong>support</strong> for a distinctive approach <strong>to</strong> the prevention of Mäori youth suicide as part of the<br />

prevention of youth suicide generally.<br />

M ĀORI HEALTH POLICY<br />

The Government’s Mäori health goal requires that health agencies (Ministry of Health, Transitional Health<br />

Authority (now the Health Funding Authority), Crown Health Enterprises) work <strong>to</strong> ensure that Mäori have<br />

the opportunity <strong>to</strong> enjoy at least the same level of health as non-Mäori. Furthermore, Mäori health and<br />

mental health are health gain priority areas where the Government expects <strong>to</strong> achieve improvements.<br />

In working <strong>to</strong> meet this goal, government agencies are also encouraged <strong>to</strong> apply three defined principles.<br />

These are:<br />

• recognise Mäori aspirations and structures,<br />

• promote positive health for Mäori and,<br />

• encourage greater Mäori participation. 16<br />

M ĀORI MENTAL HEALTH POLICY<br />

The broad goal for Mäori health applies directly <strong>to</strong> Mäori mental health policy. This means that the<br />

Ministry of Health, the Transitional Health Authority (now the Health Funding Authority), the Mental Health<br />

Commission and other agencies working in mental health are required <strong>to</strong> work <strong>to</strong> advance the Government’s<br />

Mäori health goal, and Mäori health and mental health as health gain priority areas.<br />

M ĀORI DEVELOPMENT POLICY<br />

The Ministry of Mäori Development (<strong>Te</strong> Puni Kökiri) is a policy agency with a statu<strong>to</strong>ry obligation <strong>to</strong><br />

promote improved Mäori achievement levels in education, training and employment, health, and economic<br />

resource development.<br />

<strong>Te</strong> Puni Kökiri has another role <strong>to</strong> moni<strong>to</strong>r and liaise with departments and agencies who provide services<br />

<strong>to</strong> Mäori in order <strong>to</strong> ensure that these agencies provide adequate services for Mäori.<br />
