Well, here we are, celebrating of achievement in making our world a safer place by making<br />

sure that individuals, politicians <strong>and</strong> corporates are kept safe.<br />

There is no doubt that data collecting <strong>and</strong> counter terrorism is high stake for IBSSA.<br />

But so is our promotion of individual self-preservation. It is a fact that a government can<br />

only do so much to make people physically safe. With IBSSA teaching people how to protect<br />

their families <strong>and</strong> employees, we are helping the state to do better. The message, it<br />

seems, is being clearly understood by many strata of society, <strong>and</strong> that is as it should be.<br />

friends who have helped made IBSSA what it is today. You may be sure that your help,<br />

Dear reader,<br />

With great pleasure we introduce you the 10th Anniversary publication of IBSSA.<br />

The leading international federation of security was founded in 1994 by 14 representatives of 8 countries of 5 continents.<br />

As you can read our history in the following pages, today IBSSA is present nearly in every country of the world.<br />

We are having close cooperation with numerous important international federations on peace, security, drug fighting <strong>and</strong><br />

many other law enforcement <strong>and</strong> humanitarian organisations.<br />

The members of IBSSA are large security companies, security federations <strong>and</strong> organisations, security experts, instructors,<br />

master teachers <strong>and</strong> world famous personalities of security.<br />

IBSSA has nearly 50 departments, which deal with many important subjects, such as: education, VIP protection, security<br />

of cities, rescue operations, security of nuclear power stations, airports, internet, event security, etc.<br />

Many world famous experts are teaching in the IBSSA system, we have universities, high schools <strong>and</strong> training facilities in<br />

over 20 countries.<br />

When you go through this issue you will be acquainted with many parts of the activities of IBSSA.<br />

I believe you agree with me that the 10 years activities <strong>and</strong> work of IBSSA were very successful. IBSSA today is the<br />

world Nr.1 security organisation. An NGO with worldwide respect.<br />

Leaders of IBSSA are presidents of states, members of royal families, world famous experts, Knights of Malta <strong>and</strong> other<br />

orders, high-ranking church leaders of different religions, presidents <strong>and</strong> high officers of other international federations <strong>and</strong><br />

prestigious companies, high ranked officers of police, army <strong>and</strong> law enforcement.<br />

To reach the fantastic results was only possible with a very professional team.<br />

Hereby I would like to express my thanks to all my colleagues, all active IBSSA members,<br />

INTRODUCTION<br />

International <strong>Bodyguard</strong> & <strong>Security</strong> Services Association<br />

The official international association of<br />

private security, manpower <strong>and</strong> technical<br />

resources, technological companies <strong>and</strong><br />

individual members of the profession.<br />

The IBSSA is a non-profit international association<br />

involved in organizing, coordinating,<br />

giving assistance, technical help <strong>and</strong> development<br />

to its members worldwide in the field of<br />

security in all its forms.<br />

The association was registered in France in<br />

1994. The Honorary Founding President of the<br />

IBSSA is H.R.H. Prince Adan CZARTORYSKI<br />

BORBON. The IBSSA is represented today in<br />

more than 100 countries, through its members<br />

IBSSA represents hundred thous<strong>and</strong>s of different<br />

security companies, security experts or<br />

organizations.<br />

The information services of IBSSA:<br />

The IBSSA publishes a biannual booklet listing<br />

its Member corporations, Individuals,<br />

Instructors <strong>and</strong> <strong>Bodyguard</strong>s with their specialty<br />

expertise, the languages they speak, etc. In all<br />

issues members are offered special services as<br />

well as reduced prices in various fields.<br />

The IBSSA circulates its members with all<br />

technical news <strong>and</strong> personal information concerning<br />

security, bodyguards <strong>and</strong> their work.<br />

The IBSSA offers the services <strong>and</strong> possible partnership<br />

of its members to a worldwide audience.<br />

The IBSSA holds a Congress each year.<br />

During the Congress a security exhibition is<br />

organized. Members have the right to introduce<br />

their activities <strong>and</strong> products during the<br />

Congress or other such events.<br />

The IBSSA Training Program:<br />

The main training centres are located in Italy,<br />

Israel, Hungary, France, the Netherl<strong>and</strong>s,<br />

Switzerl<strong>and</strong>, <strong>and</strong> Northern Irel<strong>and</strong>. The<br />

training centres, recognized by the IBSSA,<br />

incorporate the expertise of international<br />

instructors <strong>and</strong> Master Teachers of the profession.<br />

Training seminars last from 1 week to 3<br />

months. There are basic <strong>and</strong> advanced courses<br />

as well as general <strong>and</strong> special thematic such as<br />

shooting, self-defence, martial arts, specialist<br />

driving, close combat, bodyguarding, etc.<br />

Training sessions are always available. After<br />

every training course, an internationally recognized<br />

diploma <strong>and</strong> identity card with photograph<br />

of the participant will be issued, <strong>and</strong><br />

their names are included on the IBSSA list of<br />

recognized bodyguards. <strong>Security</strong> guards, bodyguards<br />

<strong>and</strong> other experts or instructors are<br />

entitled to carry an IBSSA passport also. It is<br />

available from any IBSSA Regional or Country<br />

Representative.<br />

Based on the same program (thematic) there<br />

are training camps organized in Romania,<br />

Russia, Great Britain, USA, Latvia, Czech<br />

Republic, Slovenia, Ivory Coast, Gambia, South<br />

Africa <strong>and</strong> Hungary, or in the case of a dem<strong>and</strong><br />

in any other country. The member country,<br />

organizing the training camp, is fully responsible<br />

<strong>and</strong> will ensure all necessary insurance is<br />

provided for the members.<br />

IBSSA International<br />

Organizing Committee:<br />

The IBSSA has its own international organizing<br />

committee, which is a well trained team with<br />

vast of experience in organizing cultural, sport,<br />

business events <strong>and</strong> conferences. It has worldwide<br />

representation with special security conditions<br />

<strong>and</strong> protocol services. The IBSSA international<br />

organizing team may be hired or contracted.<br />

IBSSA Quality Control:<br />

The IBSSA has numerous teams of technical<br />

experts <strong>and</strong> these teams can test any security<br />

product. The product can be marketed more<br />

successfully if it has been tested by IBSSA.<br />

- IBSSA also offers the services of its legal advisors<br />

worldwide<br />

services<br />

Among its members there are world respected<br />

The IBSSA story<br />

In 1989 the world changed by the collapsing of<br />

the Communist Empire. Many new countries<br />

with different level of democratization were<br />

founded in Europe <strong>and</strong> Asia. All of those faced<br />

many new problems from which privatization<br />

<strong>and</strong> security are common. As a result of natural<br />

development private security companies were<br />

founded. One of the leading countries of the<br />

changes is Hungary with its 10 million population<br />

<strong>and</strong> about 3000 security companies.<br />

In 1990 some Hungarian Jiu-Jitsu <strong>and</strong> Karate sportsmen<br />

founded the “Testõr Nemzetközi<br />

Biztonságszolgálati Kft” (<strong>Bodyguard</strong> International<br />

<strong>Security</strong> Service Ltd. Co.). The company was a<br />

Canadian-Hungarian Joint venture with the presidency<br />

of H.R.H. Prince Adan CZARTORYSKI BORBON.<br />

The company was growing very dynamic <strong>and</strong> 4<br />

years later it already had over 1000 workers <strong>and</strong><br />

became one of the leading security companies of<br />

Hungary. International relations were also more <strong>and</strong><br />

more active. A delegation of the Romanian National<br />

Protguard Company visited Hungary <strong>and</strong> an agreement<br />

of cooperation was signed with “Testõr”. Many<br />

other contacts were established with German, Israeli<br />

<strong>and</strong> other companies.<br />

During an international meeting on the cooperation<br />

in 1994 the idea was born to join the Official<br />

International Federation of Private <strong>Security</strong> Field, but<br />

soon it was discovered that however there are numerous<br />

companies who organise international fairs, security<br />

exhibitions <strong>and</strong> conferences - an independent<br />

international federation for the security profession<br />

does not exist. Many questions were raised for which<br />

there was no answer at that time, for instance: Which<br />

are the officially recognized professions? At which<br />

level should a security worker be hired? What are the<br />

requirements to became a security agent, security<br />

guard, an international bodyguard or a security director?<br />

How <strong>and</strong> where you can get that kind of education<br />

<strong>and</strong> where will it be accepted? How can a security<br />

guard or a bodyguard prove his education level<br />

abroad? What kind of internationally recognized ID<br />

exists for international bodyguards? Working abroad:<br />

how can a bodyguard prove that he is working? Etc.<br />

Of course hundreds of questions were unanswered<br />

<strong>and</strong> it was clear that because of the legislative differences<br />

among the various countries complications<br />

might occur, the necessity for cooperation, coordination<br />

<strong>and</strong> to elaborate general st<strong>and</strong>ards was the reality.<br />

This was the moment when the decision was done<br />

to set up such an organisation.<br />

7th April 1994, the founding Congress was held in<br />

Budapest / HUNGARY, where 14 representatives from<br />

8 countries (Egypt, France, Germany, Great Britain,<br />

Hungary, Spain, South Africa <strong>and</strong> the USA) decided to<br />

set up IBSSA the non-profit international federation for<br />

BORBON was elected as president for a 5-year period.<br />

8 – 10 September 1995<br />

2nd IBSSA Congress in Budapest / HUNGARY<br />

Over 36 delegates representing more than 100 members<br />

from 12 countries attended the congress. The<br />

Patrons of the event were His Excellency Árpád<br />

GÖNCZ – President of the Hungarian Republic, Mr.<br />

Gábor KUNCZE – Minister of the Interior <strong>and</strong> Mr.<br />

Sándor PINTÉR – Chief of the Hungarian Police<br />

Office. Many delegates gave brief report about their<br />

work in the respective countries. The Hungarian<br />

IBSSA member companies hosted the congress on a<br />

very high level with professional <strong>and</strong> interesting sideevents<br />

for the foreign delegates. The international<br />

Press <strong>and</strong> TV reported about the event.<br />

25 – 27 October 1996<br />

3rd IBSSA Congress in Tel Aviv / ISRAEL<br />

It was a great success <strong>and</strong> a very high level event<br />

only 1 year after the assassination of the Prime<br />

Minister, Rabin. Main attraction of the event was the<br />

program hosted by IMI (Israeli Military Industry),<br />

who invited all Congress delegates for a special gunshow<br />

<strong>and</strong> demonstration.<br />

As a result of the active work of many IBSSA representatives<br />

the number of members increased in a staggering<br />

way<br />

In April 1997 IBSSA had about 400 members from<br />

60 countries <strong>and</strong> many of those were large companies<br />

or organisations as the Chinese Taipei <strong>Bodyguard</strong><br />

Federation.<br />

21 – 23 November 1997<br />

4th IBSSA Congress in Miami Beach – Florida / USA<br />

The highlight of the event was the cooperation<br />

between IBSSA <strong>and</strong> DEA (Drug Enforcement Agency).<br />

DEA invited the IBSSA leadership for a very special<br />

program to their Headquarters.<br />

27 – 29 November 1998<br />

5th IBSSA Congress in Budapest / HUNGARY<br />

The fifth congress was held in the new Hungarian<br />

Police Palace to symbolise the necessity <strong>and</strong> importance<br />

of cooperation between the police <strong>and</strong> the private<br />

security companies.<br />

The congress was a real milestone in the history of<br />

IBSSA: 95 representatives were present from 42 countries<br />

of 5 continents. The new guidelines <strong>and</strong> targets<br />

for the future were decided; IBSSA had to become a<br />

professional International Federation for the <strong>Security</strong><br />

Profession. Professionalism was needed on every field,<br />

new structure of the organisation <strong>and</strong> new working<br />

methods of the leadership.<br />

A new leadership was elected for the coming 5-year<br />

The congress also agreed to establish the IBSSA<br />

International Sport Federation in order to organise<br />

6th IBSSA Congress in Caorle (Venice) / ITALY<br />

Italy showed to h<strong>and</strong>le good with the patronage of 2 ministers:<br />

Oliviero DILIBERTO – Minister of Justice <strong>and</strong><br />

Katia BELLILLO – Minister for equal opportunities. The<br />

main subject of the Special Conference <strong>and</strong> Congress was:<br />

“The cooperation between police <strong>and</strong> private security on<br />

international <strong>and</strong> national level”, which is a common <strong>and</strong><br />

very important question worldwide. The congress pointed<br />

out the managerial skills of the Italian leaders <strong>and</strong> presented<br />

an innovative technical team – prepared <strong>and</strong> coordinated<br />

by Roberto GOBBI. High DEA <strong>and</strong> Interpol representatives<br />

were invited to attend this event.<br />

25 – 30 April 2001<br />

7th IBSSA Congress in Bucharest / ROMANIA<br />

The congress was organised on a very high level of professionalism<br />

<strong>and</strong> with the support <strong>and</strong> patronage of<br />

General Florin SANDU – Chief of the Romanian<br />

Police, General dr. Tudor CEARAPIN – Chief of the<br />

Romanian Gendarmerie <strong>and</strong> General Ion STEFANUT<br />

– Chief of the Romanian Antiterrorist Unit.<br />

The <strong>1st</strong> IBSSA <strong>Bodyguard</strong> Demonstration World<br />

Championships was organised during the congress<br />

with large number of contestants <strong>and</strong> with great<br />

attraction, such as the excellent Martial Arts demonstration,<br />

or the special dog show of the Romanian<br />

Gendarmerie. The delegates of the congress represented<br />

20 countries of 5 continents, representing security<br />

organisations, large companies, police <strong>and</strong> security<br />

services, investigation agencies, etc.<br />

4 – 7 April 2002<br />

8th IBSSA Congress in St. Pölten / AUSTRIA<br />

Nearly 100 representatives arrived from 20 countries of<br />

4 continents <strong>and</strong> numerous associated international<br />

organisations <strong>and</strong> invited guests attended the congress.<br />

H.R.H. Prince Michael James Alex<strong>and</strong>er STEWART<br />

Count of Albany accepted the position as Honorary<br />

President of IBSSA, which was a great honour <strong>and</strong><br />

recognition for the association.<br />

The Executive Committee nominated the following<br />

personalities to Honorary Members:<br />

Ms. Cynthia ROTHROCK, Mr. Anthony<br />

SCHIENA <strong>and</strong> Mr. Florentin MARINESCU<br />

IBSSA awards were given for the first time to several<br />

members of the association as recognition <strong>and</strong><br />

appreciation of their prominent work in the year 2001.<br />

The successful 2nd IBSSA <strong>Bodyguard</strong><br />

Demonstration World Championships was held in<br />

St. Pölten with the participation of numerous countries.<br />

The congress delegates <strong>and</strong> invited guests<br />

could see the following demonstrations: Martial<br />

Arts demo <strong>and</strong> IAIDO show; special driving<br />

demonstration; VIP Protection; professional<br />

demonstration of the IBSSA International Team.<br />

27 – 30 November 2003<br />

9th IBSSA Congress in Budapest / HUNGARY<br />

The 9th Congress of IBSSA was organised at the<br />

Government Residency in Budapest.<br />

The 151 delegates at the event represented<br />

nearly 40 countries of 5 continents, <strong>and</strong> also representing<br />

20 international organisations. Leaders<br />

of security companies, police <strong>and</strong> security services,<br />

investigation agencies <strong>and</strong> also associated<br />

international organisations attended the event.<br />

The Congress was organised on a very high-level<br />

of professionalism with excellent seminars (Ju Jitsu,<br />

Krav Maga, VIP Protection, Real Aikido), a very good<br />

<strong>and</strong> exciting Shooting Championship, <strong>and</strong> the 3rd<br />

real IBSSA <strong>Bodyguard</strong> Demonstrations World<br />

Championships.<br />

The IBSSA Congress was honoured with the<br />

presence of His Beatitude Dom Lorenzo O.S.B. –<br />

the Regent of the “Sovereign Order of Saint John<br />

of Jerusalem, Knights of Malta, Federation of<br />

Autonomous Priories”, <strong>and</strong> H.R.H. Prince<br />

IBSSA Officials took place, one basic rule was proposed<br />

by the Board: keep those who gave a good<br />

work <strong>and</strong> change those, who did not fulfil the<br />

This was the short story of the first 10 years of<br />

IBSSA-history.<br />

Sportsy enthusiasm of laymen vs. real expertise in security issues<br />

Nobody having a clear recollection of the last<br />

10-year history of development <strong>and</strong> qualitycentric<br />

trans-formation of IBSSA would doubt<br />

the proficiency of the organization. In the<br />

early years, I met police experts whose smile<br />

reflected their dubiety concerning the<br />

Association’s goals <strong>and</strong> its professional capabili-ties.<br />

After all, they encountered an NGO<br />

that tried to solve problems related to personal<br />

<strong>and</strong> property security, relying on civil<br />

resources. True, they were civil people, however,<br />

most of them returned to civil life after<br />

having absorbed a solid inventory of professional<br />

expertise as former members of the regular<br />

staff of security agencies.<br />

During the first years of operations, sheer force<br />

<strong>and</strong> sporty attitudes dominated. It was a natural<br />

conse-quence of the background acquired by each<br />

member of the Hungarian senior executives of the<br />

organization in one or several branches of martial<br />

arts <strong>and</strong> the functions they had discharged in various<br />

national <strong>and</strong> international organizations of a given<br />

branch of sport. In addition to that heritage, the<br />

importance of professional work <strong>and</strong> the number of<br />

professionals of protection of people <strong>and</strong> property<br />

grew quite substantially. The members of the<br />

Hungarian Board <strong>and</strong> foreign management of IBSSA<br />

have accumulated firm expertise <strong>and</strong> experience in<br />

this trade. A click on personal data of some senior<br />

executives shown in various web-sites clearly highlights<br />

that a multitude of criminal prosecution<br />

experts, lawyers, engineers <strong>and</strong> other people of<br />

extensive qualifications have lent their specific<br />

knowledge to contribute to IBSSA’s success.<br />

Undoubtedly, also their work contributed to the fact<br />

that an ever growing number of our organizations<br />

obtained an ISO certificate.<br />

The same statement applies also to the various<br />

training courses where physical power is associated<br />

with well-balanced professional thinking. The<br />

names of many world-famous trainers have been<br />

mentioned with much respect, both in Europe <strong>and</strong><br />

overseas. For example, leading trainers of one of the<br />

world’s most acknowledged universities specializing<br />

in military self-defense have visited the international<br />

further training camps organized by IBSSA<br />

in different countries. Since last summer, a special<br />

SAS trainer, a former comm<strong>and</strong>er of a special task<br />

force joined us; a motion-picture produced to perpetuate<br />

his activities<br />

guarantee the best possible quality of training.<br />

In addition to other factors, the quality of our<br />

professional activities has been acknowledged by<br />

the presence of the IBSSA members <strong>and</strong> their<br />

active participation in the different international<br />

professional organizations. The diversity of their<br />

activities is reflected by their presence in various<br />

forums of the United Nations <strong>and</strong> their participation<br />

in the development <strong>and</strong> implementation of<br />

local programs designed in several countries to<br />

enhance the safety <strong>and</strong> security of civil population.<br />

Experts coming from different countries<br />

have exchanged their experience <strong>and</strong> contributed<br />

to the reinforcement of cross-boundary relationships<br />

of professionals. This is true to both the<br />

actual <strong>and</strong> honorary members <strong>and</strong> the patrons of<br />

IBSSA. Existing <strong>and</strong> former heads of states, ministers<br />

<strong>and</strong> other respected celebrities sponsor <strong>and</strong><br />

support the quality of work performed in this<br />

organization.<br />

Both we ourselves <strong>and</strong> the staff members of all<br />

ranks are interested in establishing security. It is<br />

just the reinforcement of the civil organizations<br />

which guarantees that no detail will sink into oblivion.<br />

NGOs can solve details <strong>and</strong> problems beyond<br />

the capacity of the responsible public organizations.<br />

Each day, members of IBSSA join the doing<br />

of routine work, in more than 100 countries.<br />

Training of citizens in acquiring the knacks of selfdefense,<br />

efficient reduction of the number of stolen<br />

cars, protection of safety <strong>and</strong> security of homes:<br />

these are only a few examples that illustrate the<br />

multitude of tasks met by the members while<br />

meeting their classical tasks, i.e. the protection of<br />

people <strong>and</strong> property.<br />

SEC-tember<br />

IBSSA International Special <strong>Security</strong> Training Course<br />

Everything started with a little group of friends, who<br />

wished to create something extraordinary, to launch a special<br />

<strong>and</strong> professional course among the numerous different security<br />

trainings. It was a real challenge with hard work, which<br />

could not came to life without the support of the IBSSA<br />

Leadership! Yet after the second year SEC-tember was a reality,<br />

people already knew what kind of quality <strong>and</strong> professionalism<br />

the name st<strong>and</strong>s for, <strong>and</strong> the information about<br />

this course spread rapidly all around the world.<br />

The IBSSA Headquarters organised its <strong>1st</strong> International<br />

Special <strong>Security</strong> Training Course between 25 – 29<br />

September 2002 in Budapest / Hungary with the support of<br />

the Hungarian Police Department <strong>and</strong> with the patronage<br />

of Prof. George POPPER, Executive President of IBSSA,<br />

Gr<strong>and</strong> Knight Officer, dr. János LÁZÁR police brigade-general,<br />

Deputy Director of the Criminal Department of the<br />

National Police Office, Mr. Géza SIMON police colonel,<br />

Director of Training Center of the National Police<br />

Department.<br />

The 2nd International Special <strong>Security</strong> Training Course<br />

was held between 10 – 14 September 2003 in Budapest /<br />

Hungary with the support of the Hungarian Police Academy<br />

<strong>and</strong> the Adyliget Law Enforcement College. Patrons were:<br />

Prof. George POPPER, GCKM, Executive President of IBSSA,<br />

<strong>and</strong> dr. János LÁZÁR police brigade-general, Deputy Director<br />

of the Criminal Department of the National Police Office.<br />

The 3rd International ADVANCED Special <strong>Security</strong><br />

Training Course – with special regard to Counter Terrorism<br />

<strong>and</strong> VIP Protection – was organised between 21 – 25<br />

September 2004 in Budapest / Hungary. This special training<br />

course was the main event of the year in the region with the<br />

support of the Hungarian Police Academy (RTF – RVTKI),<br />

the Adyliget Law Enforcement College <strong>and</strong> well-known<br />

international experts, Master Teachers <strong>and</strong> highly qualified<br />

Instructors of IBSSA. Patrons of the event were: Prof. George<br />

POPPER, GCKM – President of IBSSA, Dr. József BEREG-<br />

NYEI, board-guard colonel – Director of Adyliget Law<br />

Enforcement College, <strong>and</strong> Dr. Valér DÁNOS, ret. police<br />

brigadier-general – Director of RTF-RVTKI.<br />

Besides numerous IBSSA leaders <strong>and</strong> chief instructors<br />

from all over the world, who were present at these professional<br />

events, many qualified bodyguards, high-ranking officers,<br />

Master Teachers <strong>and</strong> even Instructors of the special units<br />

of the police <strong>and</strong> the army participated at the training. The<br />

attendees <strong>and</strong> instructors arrived from Hungary, Austria,<br />

Bosnia-Herzegovina, France, Germany, Great Britain, Greece,<br />

Israel, Italy, the Netherl<strong>and</strong>s, Northern Irel<strong>and</strong>, Romania,<br />

Singapore <strong>and</strong> Slovenia.<br />

The purpose of these special courses was to bring the<br />

IBSSA members together from all around the world <strong>and</strong> also<br />

non-members – who are interested in taking part such courses<br />

– in order to change ideas, knowledge, to solve simulated<br />

"real world" self-defence scenarios so to test the skill <strong>and</strong> ability<br />

of the individual, to improve physical skills, to further<br />

develop shooting skills <strong>and</strong> to extend professional experience.<br />

The training included the following fields:<br />

- Firearms techniques <strong>and</strong> safe use / practical part<br />

- Three days antiterrorist training in Special Police Forces’<br />

Center<br />

- VIP tactics / theoretical & practical part<br />

- Technique <strong>and</strong> technology of security<br />

- Krav Maga / Self defence<br />

October at 20.00 during the main program. The Hungarian<br />

Duna Television <strong>and</strong> other representatives of the media will<br />

report about the training <strong>and</strong> the demonstrations soon. An<br />

IBSSA official video record was also taken.<br />

Numerous TV stations (Hungarian ATV, RTL Klub,<br />

Hungarian Duna Television) <strong>and</strong> representatives of the<br />

media (Shogun Magazine, “Harcm_vészek” Magazine,<br />

“Népszabadság” Magazine, Detektor Plusz Magazine <strong>and</strong><br />

the Italian Sportivo & <strong>Security</strong> Magazine) reported about<br />

the demonstrations <strong>and</strong> the training courses. IBSSA official<br />

video <strong>and</strong> DVD records were also taken.<br />

In consideration of the success <strong>and</strong> professionalism of<br />

these years’ courses <strong>and</strong> the experiences of other special<br />

training courses, IBSSA Headquarters will organise the continuation<br />

of this training – an even higher-level training<br />

seminar – the IV. “SEC-tember” in Budapest / HUN-<br />

GARY between 13 – 17 September 2005. The training<br />

course will be held with the support of the Hungarian Police<br />

Academy <strong>and</strong> the Adyliget Law Enforcement College.<br />

Honourable <strong>and</strong> fatiguing duty<br />

There are body-guards of great reputation<br />

established in both Europe <strong>and</strong> the Americas.<br />

One of them, Attila Farkas has assumed, for<br />

some 15 years, responsibility for the protection<br />

of celebrities of world fame. Due to his proven<br />

reliability, his business card can be found in the<br />

wallet of every US film actor deliberating a visit<br />

to Central European countries. He dislikes<br />

being photographed for publicity purposes<br />

however his private album is swollen with the<br />

pictures of celebrities he once served. In addition<br />

to a private letter written to acknowledge<br />

his performance, we present a picture to<br />

demonstrate the difficulties any body-guard<br />

will certainly encounter. In Belfast, a disabled<br />

girl deserved the right to receive her diploma<br />

from the internationally acknowledged bodyguard,<br />

in the presence of the Mayor of the<br />

town.<br />

Counter terrorism<br />

The developments <strong>and</strong> the process that the US<br />

army <strong>and</strong> the coalition countries have to deal<br />

with, all together combined with Al- Kaida's<br />

terror development in the western world, is<br />

obliging all those factors to pay more attention,<br />

involvement <strong>and</strong> professional actions in the<br />

fields of combat activities.<br />

Recently, the Israeli College For <strong>Security</strong> &<br />

Investigations (ICSI) had received requests from several<br />

factors, to formulate a professional training concept<br />

for those who are involved in the security field<br />

in order to fulfil the need of getting acquaintance<br />

with the issue of Terrorism prevention <strong>and</strong> of gathering<br />

instructions <strong>and</strong> behaviour regulations in cases<br />

of suicide terror events.<br />

ICSI has decided to use the professional abilities<br />

<strong>and</strong> the experience, which grew bigger over the<br />

years, especially as the College located in Israel,<br />

which fights terrorism for many years.<br />

The lecturers <strong>and</strong> experts staff of ICSI had formulated<br />

a unique professional training program, which<br />

focuses on suicide bombers behaviour norms, suspicions<br />

signals, which can be recognized <strong>and</strong> on gathering<br />

the professional techniques <strong>and</strong> skills which are<br />

necessary for dealing with suicide terrorists.<br />

In addition, ICSI had compiled an emergency regulation<br />

for times of security events dealing with terrorism<br />

threats <strong>and</strong> suicide terrorism.<br />

We would like to inform all IBSSA members<br />

about the option of having a professional training,<br />

which will be executed by ICSI 's top lecturers during<br />

3 days of seminar.<br />

Here are the main subjects of the program:<br />

- Introduction to the veterans of Afghanistan<br />

- Justifying suicide bomber terrorist attacks<br />

- Recruitment process <strong>and</strong> the suicide bomber terrorist<br />

- Training suicide bombers for their “godly task”<br />

- Modus oper<strong>and</strong>i of the suicide bomber<br />

- Technical aspects of explosive devices carried on<br />

the suicide bomber’s body<br />

- Technical aspects <strong>and</strong> characteristics of a car bomb<br />

- Effects of an explosion in a closed space <strong>and</strong> in an<br />

open space<br />

- Order of actions required to thwart a suicide<br />

bomber terrorist attack<br />

- H<strong>and</strong>ling an armed suicide bomber terrorist<br />

Filmed excerpts (approved for release) of Israeli<br />

security service activities during recent operations<br />

will be screened at the Seminar. During these operations,<br />

Israeli security forces also seized training films<br />

used by terrorist organizations for the preparation of<br />

explosive devices worn by suicide bombers. These<br />

films will also be screened.<br />

At the Seminar, terrorist attacks that occurred in<br />

Israel <strong>and</strong> other parts of the world will be reviewed<br />

<strong>and</strong> analysed.<br />

The Seminar program will focus on a range of topics<br />

relating to international terror with special attention<br />

given to acts of terror perpetrated by suicide<br />

bombers, methods <strong>and</strong> modus oper<strong>and</strong>i, dispatching<br />

organizations, recruitment <strong>and</strong> operation methods,<br />

personal background <strong>and</strong> social environment from<br />

which potential suicide bombers emerge on the road<br />

to martyrdom under the cover of “following<br />

God’s will”.<br />

ICSI is also throwing 1-day seminar, dealing with<br />

the next topics:<br />

- Terrorism threat definition.<br />

- Characteristics of terrorism threat in the past <strong>and</strong><br />

these days.<br />

- The answer to terrorism threat:<br />

Local (Israel for example) <strong>and</strong> international war<br />

strategy against today’s terror.<br />

Professional training improves the professional<br />

capabilities of those who are working in the security<br />

field <strong>and</strong> with no doubts, we are sure that those seminars<br />

can be market to officials institutions like the<br />

police, military, security companies, industrial companies,<br />

Even more chances for competition is needed<br />

Shooters put their thoughts into these words<br />

because of the scarcity of opportunities when<br />

<strong>and</strong> where people working in the field of civil<br />

protection of human life <strong>and</strong> property can amicably<br />

measure swords with each other in the<br />

frame of a contest. This is the reason why<br />

IBSSA’s rifle-corps organizes shooting competitions,<br />

inviting regular members of police,<br />

army <strong>and</strong> militia <strong>and</strong> the members of the<br />

Guards of the Parliament. Each participant considers<br />

taking scalps of either fellow-shooter a<br />

point of honor.<br />

Of course, anyone can participate in both the<br />

contests <strong>and</strong> the preliminary training programs<br />

because IBSSA wants to assist the participants<br />

in gathering know-how <strong>and</strong> ex-perience<br />

from the most diverse areas of their professional<br />

life. To this end, also the trainers <strong>and</strong> instructors<br />

represent the most different trades <strong>and</strong><br />

professions.<br />

Center for Narcotics Information Support<br />

The organization’s fundamental objective<br />

includes the fight against the use of drugs, containment<br />

of drug induced criminality <strong>and</strong> the<br />

reduction of drug consumption. The scope of the<br />

organization’s mission includes supply of information<br />

to the various law enforcement organizations<br />

(incl. anti-drug services, crime prevention<br />

agencies) <strong>and</strong> provision of accurate <strong>and</strong> updated<br />

information to the respective professional communi-ties.<br />

In addition, the scope of mission comprises<br />

support to prevention of drug abuse<br />

(including the related research, development,<br />

educational <strong>and</strong> training activities), development<br />

of methodologies <strong>and</strong> anti-drug strategies <strong>and</strong><br />

the manufacture of assets needed to implement<br />

the above tasks. Also providing support to the<br />

enhancement of safety <strong>and</strong> security of public<br />

transport (with particular regard to the safety<br />

<strong>and</strong> security of civil aviation) belong to the scope<br />

of CNIS’s activities.<br />

In accordance with the Hungarian <strong>and</strong> international<br />

anti-drug strategies, the Center for Narcotics<br />

Information Support (CNIS) intends to meet its antidrug<br />

responsibilities by reducing both the supply of<br />

<strong>and</strong> dem<strong>and</strong> for drugs. We have launched our programs<br />

in the neighboring Central <strong>and</strong> Eastern<br />

European countries; the first results have been<br />

achieved in Romania, the Slovak Republic, Austria <strong>and</strong><br />

Moldavia.<br />

We co-operate with the Central <strong>and</strong> Eastern<br />

European countries in the joint management with the<br />

common problems <strong>and</strong> in repelling any drug-abuse<br />

phenomenon. Our ideology focuses on herald-ing<br />

advantages of the pursuit of sports <strong>and</strong> the useful<br />

options of leisure-time activities, in contrast to the<br />

detrimental consequences of drug-abuse.<br />

One of the Center’s key missions is to build a<br />

bridge between the civil defense organizations <strong>and</strong> the<br />

law enforcement agencies furthermore to alleviate any<br />

tension or difference of opinions that can evolve. It<br />

should be highlighted that the law enforcement agencies’<br />

primary intention is to reduce the supply of<br />

drugs, in contrast to the NGOs which try to hold back<br />

the rate of growth of dem<strong>and</strong> for drugs, however, the<br />

success of the two sides is strongly interrelated. The<br />

key objective implies coordinated co-operation of the<br />

organizations concerned <strong>and</strong> finding common solutions<br />

to the problems <strong>and</strong> difficulties.<br />

CNIS develops strategies geared to constrain the<br />

network of drug distribution. The operator <strong>and</strong> security<br />

firms, the law enforcement agencies <strong>and</strong> the NGOs<br />

must assume unconditional commitment <strong>and</strong> coordinate<br />

their efforts for the success of these strategies.<br />

The Center <strong>and</strong> its partners are able to conduct<br />

informative <strong>and</strong> training programs to contribute to<br />

restraining of the drug-abuse phenomena <strong>and</strong> to the<br />

interactive association of strategies related to the persecution<br />

of criminal offenses <strong>and</strong> to the reduction or<br />

prevention of any related harm <strong>and</strong> detriment.<br />

Of course, achievement of the above explained goals<br />

requires the development of anti-drug strategies at the<br />

level of companies <strong>and</strong> organizations; the CNIS<br />

experts shall render assistance to designing such<br />

methodology. Special emphasis should be laid on our<br />

participation in large-scale events normally characterized<br />

by frequent <strong>and</strong> intensive presence of drugs. We<br />

can not overemphasize the importance of co-operation<br />

among the NGOs <strong>and</strong> the law enforcement agencies<br />

<strong>and</strong> the enforcement of professional actions against<br />

persons being under the influence of drugs.<br />

Another goal set by Center for Narcotics<br />

Information Support is aimed at equipping the antidrug<br />

agencies’ experts with special devices, including<br />

equipment that can directly assist the experts in recognizing<br />

any sign indicative of the presence of drugs<br />

<strong>and</strong> in identifying persons already addicted to drugs.<br />

The Center acts as a direct representative of the<br />

Anti-Drug department of IBSSA NPD, in close relation<br />

with the Program of Safe Entertainment Facilities. We<br />

participate in the training of companies responsible for<br />

civil security <strong>and</strong> provide professional support to them.<br />

In 2002, we established formal relationship with the<br />

International Training Center of the Minis-try of<br />

Interior. CNIS has maintained continuous relations<br />

with the International Narcotic En-forcement<br />

Officers’ Association (INEOA) that lays a special<br />

appointed “regional representatives” in several counties<br />

IBSSA CZ personnel proved their courage <strong>and</strong><br />

professionalism during the 97´flooding of<br />

Moravia <strong>and</strong> 2002 flooding of Bohemia. IBSSA<br />

CZ worked closely with the police <strong>and</strong> military<br />

to save numerous people in danger from the<br />

high water. Not only did IBSSA provide direct<br />

relief during the floods but also after the flooding<br />

had subsided. IBSSA together with<br />

PRAGOKONCERT BOHEMIA agency begun<br />

immediately organizing charity benefits for<br />

those adversely affected by the floods.<br />

The effectiveness of help provided was proven<br />

by lots of thanks from places where IBSSA CZ<br />

rescue operations were performed. These include<br />

the international prestigious humanitarian<br />

award Via Bona awarded by the Via Bona foundation<br />

by the ambassador Jennone Walker for<br />

unselfishness during rescue operations conducted<br />

during the flooding in Moravia in 1997 <strong>and</strong><br />

the award for “Heroism during rescue operations”<br />

conducted during flooding in Bohemia in<br />

2002 that IBSSA obtained from the<br />

International <strong>Bodyguard</strong> Association <strong>and</strong> IBSSA<br />

<strong>and</strong> as also the humanitarian award from the<br />

Knights of Malta.<br />

During the floods in 1997 <strong>and</strong> 2002 in the Czech Republic the IBSSA CZ personnel proved their courage <strong>and</strong> solidarity <strong>and</strong> they help immediately to people<br />

adversely affected by floods to remove catastrophic effects. Most of them was awarded by the IBSSA CZ .<br />

IBSSA CZ personnel is regularly trained in shooting, they pass the antistress <strong>and</strong><br />

physical training <strong>and</strong> also training of first aid <strong>and</strong> the immediate reaction.<br />

The multifunctional area GRADDOLAND provides high-quality forms of<br />

training <strong>and</strong> security events are organized there.<br />

The indoor shooting range, rappeling wall, obstacle course, gyms <strong>and</strong> other<br />

facilities are used as a material base of GRADDOLAND for training.<br />

Introduction<br />

The expansion of the terrorism, the international<br />

(vehicle) crime, the increasing economical influence<br />

of the underworld is forcing the protection<br />

from the democratic systems. In the new member<br />

state of the exp<strong>and</strong>ing EU, in Hungary, the collected<br />

<strong>and</strong> saved experiences in the crime- prevention<br />

(vehicles <strong>and</strong> documents) might be utilized to<br />

achieve the common protection’s success. By the<br />

support of IBSSA Technical Department <strong>and</strong><br />

Vehicle Protection Department IBSSA<br />

International <strong>Bodyguard</strong> & <strong>Security</strong> Services<br />

Association sets up a new initiative <strong>and</strong> proposal<br />

for governments to make efficient steps for crime<br />

prevention. The fancy name of the initiative „Bit<br />

by bit against crime!" explaining addressing <strong>and</strong><br />

meaning the eVIS Project is an informatics based<br />

integrated solution following <strong>and</strong> supporting the<br />

main European Union related development initiatives<br />

especially the EVI project means <strong>and</strong> realizes<br />

an ePolice Strategy element. IBSSA as an international<br />

security service related organization represented<br />

in 100’s of countries efficiently can integrate<br />

the experiences <strong>and</strong> knowledge of its national<br />

members <strong>and</strong> it can result clear <strong>and</strong> efficient<br />

answers against crime to protect the transportation<br />

<strong>and</strong> the safety of citizens. The eVIS Project<br />

(Electronic Vehicle Identification System) has<br />

been launched <strong>and</strong> exhibited successfully between<br />

24th-26th of May, 2004 in Budapest at the<br />

Congress & Exhibition „ITS in Europe" on the<br />

IBSSA booth. The project-leader is IBSSA eVIS<br />

Project Guiding Board <strong>and</strong> the Managing<br />

Coordinator is RAMSYS Inc. (please find details<br />

below). IBSSA delegates will participate on the<br />

next „International Parliament for Safety <strong>and</strong><br />

Peace" in Palermo on 25-26 September, 2004 so the<br />

new initiative <strong>and</strong> proposal will be explained <strong>and</strong><br />

shown at this important event. It is also planned<br />

to make a practical demonstration in Brussel<br />

before the end of 2004 supported by ERTICO.<br />

Due to the high international interest, the head of the Hungarian delegation,<br />

Dr. András Czapáry-Martincsevics, gave a lecture about the same subject in<br />

Palermo, during the last session of the International Parliament for Safety<br />

<strong>and</strong> Peace.<br />

Task<br />

The vehicle-crime’s task is to achieve money,<br />

which money eventually might finance the terrorism.<br />

The task of the vehicle- <strong>and</strong> document<br />

crime is the sales of the stolen vehicles of to<br />

achieve illegal tasks. (Escape, forbidden linecrossing,<br />

cl<strong>and</strong>estine matters….). One of the<br />

tasks is to hinder the criminals in the achievement<br />

of their tasks by continuously developing,<br />

new solutions <strong>and</strong> to eliminate illegal money<br />

laundry.<br />

Solution: „If he can’t sell it,<br />

he won’t steal it".<br />

The „e-police" is technically suitable to the electronic<br />

identification of all vehicles, it can be operated in<br />

the EU, <strong>and</strong> it is in accordance with any public<br />

authority’s user dem<strong>and</strong>. It can be connected to<br />

the existing architectures of high levels, to technological<br />

<strong>and</strong> administration systems. The population’s<br />

general feeling will be changed; their quietness<br />

(terrorism) <strong>and</strong> property- safety (vehicles) will<br />

be increased. The system enables – without language<br />

obstacles- the quick <strong>and</strong> efficient public road<br />

<strong>and</strong> border control of the vehicles <strong>and</strong> documents,<br />

<strong>and</strong> it makes the border registration automatically.<br />

The electronic system is suited for the individual<br />

check (non- destructive check) of vehicles<br />

<strong>and</strong> documents, in case of real data, it is able to<br />

issue chip- matrices ensuring the vehicles’ identification:<br />

• It belongs of a protected <strong>and</strong> closed test<br />

station (finger prints <strong>and</strong> card), (computer,<br />

peripheries, testing tools, experts’ programs),<br />

of a telecommunication network<br />

connecting the test stations, compatible<br />

with high level centers, of technological<br />

rules controlling the operation.<br />

• Each vehicle should be identified, included<br />

also the vehicles passing the territory<br />

of Europe. The matrices glued on the<br />

windscreen, to be removed exclusively<br />

with the damage of the chip are weather<br />

proof, these are operable 10 years at least,<br />

the recorded data can be read with table<br />

<strong>and</strong> mobile phones (chip phone). The<br />

readers are protected, bounded to the<br />

given person; the data content of the<br />

chip can not be changed. The structure<br />

ensures the chip- legitimization possibility<br />

for the different authorities. (Sales,<br />

technical validity, etc.).<br />

The security of information<br />

The Hungarian IT <strong>Security</strong> Section of IBSSA was<br />

established in late 2000. The Board of IBSSA requested<br />

the Electronics Directorate of the Electronic, Logistical<br />

<strong>and</strong> Property Management Inc. of the Ministry of<br />

Defense (HM EI Inc.) to establish <strong>and</strong> manage the activities<br />

of the organization. HM EI Inc. is a member of<br />

IBSSA.<br />

The new Section is expected to meet the following tasks:<br />

- creation of a forum, to provide IBSSA members with<br />

an opportunity to get information regarding the security<br />

of IT operations <strong>and</strong> the variety of the available<br />

products <strong>and</strong> normative st<strong>and</strong>ards,<br />

- provision of training, consulting <strong>and</strong> exchange of<br />

experiences, in order to facilitate implementation of<br />

the objectives,<br />

- in agreement with the Board of IBSSA, coordination<br />

of the Section’s international activities.<br />

The Hungarian IT <strong>Security</strong> Section of IBSSA has considered<br />

the following issues a part of its tasks:<br />

- in order to achieve its goals, the generally accepted<br />

international set of IT security requirements should,<br />

primarily, be naturalized <strong>and</strong> made accessible in the<br />

form of a national database or by other ways <strong>and</strong><br />

means,<br />

- a database should be created to disseminate the variety<br />

of IT security related norms, st<strong>and</strong>ards <strong>and</strong> products<br />

already available in the domestic <strong>and</strong> international<br />

market environment <strong>and</strong> considered by the<br />

Section a knowledge of importance <strong>and</strong> worthy of<br />

attention,<br />

- methodologies should be recommended to support IT<br />

security related tests, both general ones <strong>and</strong> others tailored<br />

to members of IBSSA,<br />

- organizational units tailored to the training <strong>and</strong> consultancy<br />

systems to be organized by the Hungarian IT<br />

<strong>Security</strong> Section of IBSSA should be established.<br />

These units shall receive professional support needed<br />

to implement their respective mission by means of<br />

relying on marketing opportunities provided to information<br />

experts <strong>and</strong> security companies,<br />

- the Board of IBSSA should facilitate international<br />

coordination of the respective activities.<br />

Mrs. Nagy Dr. Maria SZILVÁSI, director of HM EI<br />

Inc.’s Electronics Directorate chairs the IT <strong>Security</strong><br />

Section of IBSSA.<br />

During the Section’s establishment, the organizers<br />

made efforts to provide, in addition to members of<br />

IBSSA, also the experts of HM EI Inc. with an opportunity<br />

to contribute to the implementation of the organization’s<br />

objectives. An Information Protection <strong>and</strong><br />

<strong>Security</strong> Division set up within the organization of HM<br />

EI Inc.’s Electronics Directorate has carried out practical<br />

tasks <strong>and</strong> manufacturing activities, in addition to performing<br />

theoretical/scientific research. The Division’s<br />

experts of great attainments <strong>and</strong> rich professional experience<br />

render assistance to the Section in the following<br />

fields <strong>and</strong> aspects:<br />

- the Section should be able to offer efficient support to<br />

members of IBSSA regarding information technology<br />

<strong>and</strong> other issues related to security of information,<br />

- presentations be held under the Section’s auspices on<br />

issues related to security of information <strong>and</strong> similar<br />

subjects.<br />

Aspiration of this sort is reflected in the Rules of<br />

Organization <strong>and</strong> Operations of the Hungarian IT <strong>Security</strong><br />

Section of IBSSA. This set of rules permits that both<br />

individuals <strong>and</strong> companies <strong>and</strong> interest groups assume<br />

membership in the Section.<br />

Since the date of its foundation, both Miklós<br />

SZALAY, CEO of HM EI Inc. <strong>and</strong> the Chamber of<br />

Personal <strong>and</strong> Property Protection Agencies <strong>and</strong> Private<br />

Detectives have taken great interest in observing the Section’s<br />

activities. The management of the Hungarian<br />

Division of IBSSA coordinates the Section’s international<br />

activities. IBSSA decided to put the Section <strong>and</strong> its<br />

operations on its web-site.<br />

According to a goal set by the Presidium of the<br />

Section, IBSSA members should join in increasing numbers,<br />

in order to improve the efficiency of their activities,<br />

using the information acquired as a result of joint efforts.<br />

The management of the Section has recognized the<br />

importance of exp<strong>and</strong>ing the scope of the Section’s activities<br />

because the classical term of IT security covers, in<br />

the current situation, a definition which is narrower<br />

than the definition of security of information. The<br />

Management System of Information <strong>Security</strong> (based on<br />

the respective ISO st<strong>and</strong>ard) gave a new impulse to such<br />

expansion aspirations.<br />

The Section organizes regular (monthly) meetings<br />

<strong>and</strong> presentations for the IBSSA members on subjects<br />

like security of information <strong>and</strong> logistical information.<br />

Also, the concept of digital signature <strong>and</strong> its ex-pected<br />

introduction in Hungary was discussed at length. The<br />

audience listened with much enthusiasm to presentations<br />

concerning the world web <strong>and</strong> opportunities for<br />

the use of various information services.<br />

The Electronic Directorate of HM EI Inc. holds conferences<br />

<strong>and</strong> presentations several times a year. Those<br />

events have been supplemented by exhibitions arranged<br />

to demonstrate various explanatory exhibits.<br />

The conference held during the days of<br />

“SECUREX” (International Trade Exhibition of Labor<br />

Safety <strong>and</strong> <strong>Security</strong> Protection) has become a traditional<br />

event where most of the presentations discuss the<br />

subject of security of information. Also the members of<br />

the Section participate in such events <strong>and</strong> hold presen-<br />

tations (e.g. “Protection of data in wide area network IT<br />

systems” or “Personal security issues related to the creation<br />

<strong>and</strong> management of <strong>and</strong> access to data”).<br />

Likewise, the audience took a lively interest in listening<br />

to other pres-entations (“<strong>Security</strong> of data <strong>and</strong> information”<br />

<strong>and</strong> “<strong>Security</strong> of information in business”).<br />

A conference organized by HM EI Inc. under the auspices<br />

of the Hungarian Section of IBSSA in autumn of<br />

2003 (“Common Criteria”) was considered a pathbreaker<br />

event in the field of evaluation methodology<br />

(ISO/IEC 15408). The participants’ attention was<br />

focused on the possibility of implementation of security<br />

of information relying on IT resources <strong>and</strong> the application<br />

of systems of common aspects of evaluation of IT<br />

related security. This subject was discussed in accordance<br />

with the requirements then underlying Hungary’s<br />

accession to the European Union.<br />

The Section participated in, <strong>and</strong> contributed to, various<br />

events held by IBSSA, e.g. the “SEC-tember” special<br />

international training event where we joined to a<br />

common exhibition st<strong>and</strong> to demonstrate the capabilities<br />

of a shooting simulator.<br />

Our goal is to ensure that both the Hungarian Section<br />

of IBSSA <strong>and</strong> the Electronic Directorate of HM EI Inc <strong>and</strong><br />

the rest of the Company’s directorates carry out their<br />

respective activities, making use of the mutual benefits<br />

derived from the two organizations’ co-operation.<br />

Singapore – The small lion of South East Asia<br />

First <strong>and</strong> foremost, I would like to say here that I am very<br />

proud <strong>and</strong> happy to be a member of the prestigious IBSSA <strong>and</strong><br />

be its representative for Singapore.<br />

As you are well aware, in South East Asia, security plays a<br />

vanguard role, especially in anti-terrorism. Recently, terrorists<br />

have caused an uproar in Asia with their threats <strong>and</strong> suicide<br />

attacks. The bombings in Bali, Indonesia took many precious<br />

lives, <strong>and</strong> since then, security has been stepped up throughout<br />

the region.<br />

Singapore, being a financial hub where many international<br />

countries trade, takes security as its topmost priority.<br />

Personally, I hope that there will be more security agencies<br />

working closely with IBSSA to<br />

improve their security services.<br />

This is due to the fact that<br />

IBSSA provides systematic programmes<br />

to train its staff. This<br />

will come in useful in h<strong>and</strong>ling<br />

many difficult situations.<br />

Lastly, I wish IBSSA all the<br />

best in its future activities <strong>and</strong><br />

look forward to the day it<br />

becomes a top security academy<br />

Urban <strong>Security</strong><br />

(operation <strong>and</strong> objectives of the Urban <strong>and</strong> Settlement <strong>Security</strong> Department of IBSSA)<br />

The Urban <strong>and</strong> Settlement <strong>Security</strong> Department was established<br />

under the auspices of the International Association of<br />

Body-guard <strong>and</strong> <strong>Security</strong> Services.<br />

The founders:<br />

-- Dr. TÓTH, Ferenc, chairman (Hungary)<br />

-- Dr. BUZATU, Constantin (Romania)<br />

-- Dr. REICZ, Lajos (Hungary).<br />

At the time of the Department’s foundation, the very term<br />

of urban security was not, as a matter of fact, known either in<br />

Hungary or the neighboring countries, despite the increasing<br />

fear, since the early nineties, of people of encountering or being<br />

subjected to criminal actions. This phenomenon can primarily<br />

be attributed to the increasing degree of violence of escalating<br />

criminality experienced in urban areas.<br />

Let’s take the case of Budapest as the most characteristic<br />

example. Nearly 20 per cent of the total population lives in the<br />

capital where 27 to 30 % of all the identified <strong>and</strong> registered criminal<br />

actions are committed. The per capita ratio of criminality in<br />

Hungary is approx. 450 to 500 criminal actions per 10,000<br />

inhabitants, compared to the 650 to 680 cases/10,000 inhabitants<br />

recorded in Budapest, i.e. the capital has played a “leading<br />

role” in shaping the criminality statistics.<br />

During the past period, this concept has gained an increasing<br />

ground in the domestic literature <strong>and</strong> this trend can, in addition<br />

to other factors, be attributed to the activities performed by the<br />

Urban <strong>and</strong> Settle-ment <strong>Security</strong> Department of IBSSA (hereafter<br />

referred to as: “Department”).<br />

As to justify the above statements, the following priorities<br />

have been chosen from the action program titled “National<br />

Strategy for Crime Prevention by the Hungarian Society”:<br />

-- containment of childhood <strong>and</strong> juvenile delinquency<br />

-- improvement of urban security<br />

-- prevention of violence within families<br />

-- prevention of becoming a victim, assistance <strong>and</strong> compensation<br />

provided to victims of criminal actions<br />

-- prevention of recidivism.<br />

Thus, the concept of urban safety <strong>and</strong> security has been<br />

phrased <strong>and</strong>, on the other h<strong>and</strong>, it has been elevated to the rank<br />

of the second most vital task.<br />

The concept of urban security<br />

The progress of urbanization contributed to turning the need<br />

for security an increasingly substantive factor. Today, urban citizens<br />

consider the personal <strong>and</strong> property protection guaranteed<br />

by the municipality an elementary right. Simultaneously, the<br />

concept of living in a secure <strong>and</strong> comfortable urban environment<br />

emerged, however, the memory of September 11, 2001<br />

<strong>and</strong> the collateral risks of terrorism jeopardize the turning of<br />

that much desired vision into reality.<br />

According to the basic concept of urban security, people have<br />

proper ground to expect the state, the local municipality <strong>and</strong><br />

authorities that they create a safe <strong>and</strong> secure environment <strong>and</strong><br />

take efficient actions against any plot <strong>and</strong> plan that can jeopardize<br />

or violate the citizens’ right to safety <strong>and</strong> security.<br />

The concept of urban security acknowledges the right of each<br />

individual <strong>and</strong> citizen to expect the public governance to warrant<br />

protection, in general, <strong>and</strong> personal security, in particular.<br />

Urban security is the responsibility of several persons <strong>and</strong><br />

organizations <strong>and</strong>, in this respect, the municipalities must<br />

assume principal role in meeting that responsibility. At the same<br />

time, urban security is a “complex product” to be delivered<br />

also by the security companies <strong>and</strong> their staff, in addition to the<br />

municipality <strong>and</strong> the police.<br />

“In the course of organizing crime prevention actions, one<br />

should take into account also the guard duty <strong>and</strong> security firms<br />

which do exist in each member state <strong>and</strong> manufacture, sell <strong>and</strong><br />

install technical equipment furthermore render services to contribute<br />

to the enhancement of protection provided to persons<br />

<strong>and</strong> property. They contribute to the prevention of crime <strong>and</strong><br />

the protection of potential victims, in order to:<br />

-- preclude <strong>and</strong> thwart criminal actions <strong>and</strong> improve chances<br />

for the identification of potential of-fenders,<br />

-- alleviate the protected persons’ fear of becoming victim of<br />

criminal actions,<br />

-- ensure the security of certain zones, equipment, buildings or<br />

individuals <strong>and</strong>, thus, assist the police in using their resources<br />

more efficiently.”<br />

The concept of urban security implies that:<br />

the rule of law maintained within the city/settlement<br />

limits ensures the protection of both the life,<br />

health, honor, freedom <strong>and</strong> property of the citizens<br />

<strong>and</strong> the unobstructed operation of economic <strong>and</strong><br />

social institutions, organizations <strong>and</strong> interest groups<br />

active within the territory governed by the local<br />

municipality, from any criminal action <strong>and</strong> breach of<br />

law (incl. offenses <strong>and</strong> violation of the rules set by<br />

the municipality).<br />

Urban security is a state of conditions which:<br />

-- is established by numerous people,<br />

-- can be created by people,<br />

-- can be measured, <strong>and</strong><br />

-- is subject to continuous changes.<br />

The quality of activities performed by the Department is indicated<br />

by the Honorary Doctor’s degree awarded by Pro-deo<br />

Universitas Patriarchal Studium Generale to Dr. Ferenc TÓTH<br />

in 2001, to acknowledge the merits of his study on the theoretical<br />

<strong>and</strong> practical aspects of urban <strong>and</strong> settlement security.<br />

Krav Maga, Israeli system of self defense<br />

Krav Maga means h<strong>and</strong> to h<strong>and</strong> combat (in<br />

Hebrew). The system designed <strong>and</strong> established<br />

by the late Master Imi Lichtenfeld.<br />

The Master thoughts of the soldiers <strong>and</strong> security<br />

personals needs during their work at field. He collected<br />

techniques <strong>and</strong> principles, which by their<br />

nature built upon human intuition <strong>and</strong> natural<br />

reaction.<br />

The basic idea is that soldiers <strong>and</strong> <strong>Security</strong><br />

agents are not martial arts trained, <strong>and</strong> they train<br />

only for a very short <strong>and</strong> limited time. This training<br />

doesn’t enable them to master a technique<br />

or a system, they need, natural reaction <strong>and</strong><br />

mainly to build <strong>and</strong> strengthen the Spirit of<br />

Warrior. The characteristics of Krav Maga are<br />

basic punches, kicks (basically with army boots),<br />

Elbow strikes, locks <strong>and</strong> all kind of situation solving<br />

excesses, anti gun, revolver <strong>and</strong> knives moves,<br />

aggression controlling <strong>and</strong> balancing exercises.<br />

Krav Maga also deals with typical army <strong>and</strong> security<br />

forces like situations.<br />

IBSSA General Secretary organized the first<br />

course for Basics of Krav Maga in his HQ Dojo in<br />

Israel. The first International Course was a great<br />

success with 15 participants from Hungary,<br />

Austria <strong>and</strong> Romania. The course was a very<br />

intensive one, with very Spartan daily program,<br />

sleeping in “sleeping bags”, morning running,<br />

<strong>and</strong> very intense army type training program.<br />

The program includes basics of Krav Maga techniques,<br />

principles, <strong>and</strong> some lectures about crisis<br />

management, aggression balancing, the art of<br />

teaching.<br />

The System is a modern development <strong>and</strong> realization<br />

of our present times. The System is aims<br />

to answer the need to a practical, simple way of<br />

self defense especially for the use of the <strong>Security</strong><br />

Forces as well as citizens needs for basic self<br />

defense.<br />

Dr. Rony Kluger served as a Krav Maga<br />

Instructor during his service in the Israeli Defense<br />

Forces, <strong>and</strong> during many years he served as an<br />

Analyzer <strong>and</strong> Expert Advisor to various official<br />

security agencies in Israel <strong>and</strong> world wide.<br />

Dr. Kluger established<br />

<strong>and</strong> led the Martial Arts<br />

department in Israel’s<br />

main Institute of Sport<br />

<strong>and</strong> Physical Education<br />

the well known “Wingate<br />

Institute”, after serving<br />

the government for over<br />

19 years, he serves today<br />

as Faculty Rector, in the<br />

Israeli College for <strong>Security</strong><br />

<strong>and</strong> Investigation.<br />

Dr Rony KLUGER<br />

Naturally the System<br />

found its home within the frame of IBSSA<br />

(International <strong>Bodyguard</strong> <strong>and</strong> <strong>Security</strong><br />

Services Association). Dr. Rony Kluger is the<br />

Chairman of the Education & Qualification<br />

department of IBSSA <strong>and</strong> responsible for the<br />

Educational <strong>and</strong> Qualification procedures of<br />

the official IBSSA courses. The Israeli<br />

System of Military Self Defense, Krav Maga<br />

courses are recognized <strong>and</strong> certified by<br />

IBSSA.<br />

The discipline has become an integral part of all<br />

IBSSA courses.<br />

Dr. Rony Kluger, has a very firm background in<br />

traditional Martial arts too. He is the Dean of the<br />

International Budo Academy <strong>and</strong> the Head of<br />

Karate Do International Renmei.<br />

He is a recognized officer of the historical Dai<br />

Nippon Butokukai <strong>and</strong> certified Hachi Dan in<br />

Karate Do, <strong>and</strong> the holder of Dai Nippon<br />

Butokukai’s title of Kyoshi (Teacher of<br />

Teacher’s).<br />

He also recognized as an official Shibucho of<br />

Okinawa Goju Ryu Karate Do Kyokai, Jundokan,<br />

Dr. Kluger is one of the most Senior western student<br />

of the late MIYAZATO Eichi, Hanshi, Ju<br />

Dan.<br />

Rony Kluger is certified 8th Dan Ju Jitsu<br />

(WJJKO).<br />

He studied <strong>and</strong> certified in Traditional<br />

We, IBSSA, must be again, in the leading line<br />

in the world war against the terror<br />

One of the major conclusions of the investigations<br />

of the four aircrafts, crashed on 11 September<br />

in New York <strong>and</strong> Washington, is the great danger<br />

in helpless aircraft crew during the terrorists attack<br />

with knifes. It must be realized that basic selfdefense<br />

<strong>and</strong> knife fighting skills would may change<br />

the total outcome of that tragedy.<br />

I would like to offer to our members, our professional<br />

team to run courses, clinics <strong>and</strong> seminars<br />

in the field of Self-Defense, Krav Maga,<br />

<strong>and</strong> special program of Knife Fighting.<br />

We would like to advise to all, those professional<br />

His whole professional career was dedicated to real aikido<br />

– authentic style of self defense,that he spent years<br />

perfecting. In the late sixties when Europe first started<br />

with training of aikido, Ljubomir Vracarevic was one of<br />

the first. In 1971 he become a master, black belt 1 Dan.<br />

Master Vracarevic international reputation was<br />

received through the programs for special training of<br />

military, police <strong>and</strong> bodyguards. In the<br />

past twenty years he instructed the<br />

security <strong>and</strong> bodyguards for Presidents<br />

of Zimbabwe, Libia, Macedonia,<br />

Republic of Serbia <strong>and</strong> Slovenia. So far<br />

in his carrear master Vracarevic held<br />

more than 150 seminares world wide.<br />

Clubs of real aikido were host to more<br />

than 120,000 students.<br />

Master Vracarevic is the author of<br />

12 books <strong>and</strong> video types dealing with<br />

real aikido <strong>and</strong> self-defense.<br />

There are many domestic <strong>and</strong> international<br />

awards <strong>and</strong> callings that master<br />

Vracarevic received in his incredible<br />

carrear. He is a master in Judo 1. Dan <strong>and</strong> Jiujitsu 8.<br />

Dan. He is technical director of Russian Real Aikido<br />

Federation, member of Euro-Asian Committee<br />

Kyokushinkai, honour president<br />

of Wushu Federation area<br />

Shenyang-China, president of<br />

sports commission for Royal<br />

national centre -Yugoslavia,<br />

honour member of MAA (internacional<br />

associacion of combat skills with headquarters<br />

in Germany), founder <strong>and</strong> president of<br />

World Centre of Real Aikido.<br />

Master Vracarevic is the instructor in<br />

IBSSA (International <strong>Bodyguard</strong> &<br />

<strong>Security</strong> Association). He is the professor<br />

in College for sport trainers in<br />

Belgrade. He is a regular member of<br />

Russian Science Academy of Earth, <strong>and</strong><br />

regular member of International<br />

Science Academy for National <strong>Security</strong><br />

Problems.<br />

His biggest honor was received from<br />

America in August of 2002. On the proposal<br />

of United States Martial Arts<br />

Association Ljubomir Vracarevic has<br />

been elected in Hall of Fame, among with the biggest<br />

names of the world sport for the highest rank –<br />

• Name of Head Master, his degree <strong>and</strong> origin of certification.<br />

(Please, enclose the CV of the Head<br />

Master <strong>and</strong> copies of his degree certificates <strong>and</strong><br />

diplomas).<br />

• Number of years of the school activity.<br />

• Number of instructors <strong>and</strong> apprentices in the<br />

school.<br />

• Number of Black Belt certifications issued by the<br />

school.<br />

• Address <strong>and</strong> phone number of school, organization<br />

or Budo coordinator.<br />

The accreditation is valid for a period as stated in<br />

the official contract. The accreditation period will be<br />

renewed automatically on each renewal of the contract.<br />

accreditation by the Academy confers the following<br />

benefits:<br />

• Registration <strong>and</strong> publication of the newly accredited<br />

institution within the Academy's publications.<br />

• Entitling the school to set <strong>and</strong> organize official<br />

courses, gradings <strong>and</strong> qualification procedures of<br />

the International Budo Academy. The accredited<br />

institutions will use <strong>and</strong> award official<br />

International Budo Academy's Dan degree certificates<br />

to their Teachers <strong>and</strong> apprentices.<br />

Accreditation <strong>and</strong> Upgrading of Degrees in<br />

Martial Art<br />

The Academy of Martial Arts will validate DAN<br />

degrees <strong>and</strong> upgrade a DAN degree (considering specific<br />

Following the upgrading, the relevant DAN certificate<br />

I am honored to accept invitation from IBSSA<br />

Tony SCHIENA, threefold world champion<br />

of karate <strong>and</strong> honorary member of IBSSA,<br />

paid a brief visit to Hungary in 2003. He<br />

attended the International Ball of <strong>Bodyguard</strong>s,<br />

met the senior executives of the<br />

international organization <strong>and</strong> quickly<br />

returned to the production of a movie just<br />

being shot. “I’ll be happy to return to<br />

Budapest any time”, he said to bid farewell.<br />

“Who is this nice guy?” asked many people. A<br />

short question can be answered quickly: he is a<br />

movie actor who did not learn the knacks of<br />

karate for the sake of being invited to a casting<br />

but he is a much wanted movie actor because<br />

he is a master of karate.<br />

Following a short retrospection, we requested<br />

IBSSA’s international coordinator based in<br />

London to keep us regularly informed about<br />

Tony’s success in the world of movie.<br />

John DORA, <strong>and</strong> Tony SCHIENA<br />

What we know about Mr. Tony SCHIENA:<br />

Traditional World Karate Champion Tony<br />

SCHIENA is famous for his reverse punch, which is<br />

reputed to have the power to snap the spine of a<br />

charging bull.<br />

He has been appointed as an international<br />

spokesman for the Frank Dux Presents Kumite<br />

International Challenge, which is scheduled to<br />

take place in Las Vegas, Nevada <strong>and</strong> Mexico<br />

City during late 2003. The event aims to bring<br />

together the greatest martial arts champions<br />

from ninety-different participating countries,<br />

each representing different styles in an event<br />

designed so that individual styles cannot use<br />

the event environment <strong>and</strong> rules to their unfair<br />

advantage. This is made finally possible with<br />

the advent of a patent-pending new technology<br />

that removes the risk of death or maiming.<br />

According to Jules NASSO, the producer of<br />

the Steven Seagal film franchise, Tony<br />

SCHIENA is slated to replace Steven SEAGAL<br />

as the next martial arts film sensation. Tony is<br />

blessed with natural ability, speed, technique,<br />

timing <strong>and</strong> a total lack of fear.<br />

Tony has been competing since the age of six<br />

<strong>and</strong> is champion of numerous karate tournaments.<br />

He was a member of the South African<br />

National Karate Team <strong>and</strong> became involved<br />

with the security industry after being asked to<br />

coach South Africa police officers in unarmed<br />

combat. He went on to enlist in the police force<br />

<strong>and</strong> became a member of its Narcotics & Armed<br />

Bureau (affiliated to Interpol) through which he<br />

kept an eye on the drug trade <strong>and</strong> illegal smuggling.<br />

Tony is a member of International Police<br />

Association. He is relocated to London in 1998<br />

<strong>and</strong> set up First <strong>Security</strong> Solutions (FSS), which<br />

is specialised in staffing London’s night life<br />

with well-skilled door supervisors, security<br />

guards <strong>and</strong> in bodyguarding royal family members,<br />

dignitaries <strong>and</strong> celebrities such as Prince.<br />

Tony SCHIENA’s company now operates<br />

under the name Trafalgar <strong>Security</strong> Systems.<br />

Tony left Engl<strong>and</strong> for New York where he<br />

became an official guest instructor of the NYPD<br />

Academy. He resumed his competition career<br />

<strong>and</strong> captained a US karate team to a second<br />

place in Engl<strong>and</strong> <strong>and</strong> a triple gold in the World<br />

Traditional Karate Championships held in New<br />

York City.<br />

Tony SCHIENA has sought out the best of<br />

the best in the martial arts <strong>and</strong> security industry<br />

but has yet to find satisfaction in what he<br />

has achieved.<br />

Action Star<br />

Since my last visit to Budapest <strong>and</strong> the 2004<br />

IBSSA Congress, I’ve finally managed to<br />

catch-up with Tony SCHIENA. The first<br />

topic of conversation, as always, was when<br />

would we be returning to Budapest for<br />

another trip. Tony attended the 2003 IBSSA<br />

Congress <strong>and</strong> was overwhelmed by our<br />

Hungarian hospitality.<br />

Well! It has been difficult sitting him down,<br />

as he has been really busy this past year.<br />

Martial arts wise, he returned to competition<br />

one last time, October 2003 in Engl<strong>and</strong>. The US<br />

Karate team asked him to compete one on the<br />

Kumite team, as one of the members suffered a<br />

training injury <strong>and</strong> Tony happened to be in<br />

London preparing for a movie project. Tony<br />

responded to the invitation from the US coach<br />

with a negative answer as the year before he<br />

had an accident resulting in two broken ankles<br />

<strong>and</strong> surgery <strong>and</strong> as a result he was unable to<br />

defend his world titles. After some persuasion<br />

he gave-in to the coach’s request <strong>and</strong> without<br />

training <strong>and</strong> total restriction from kicking he<br />

entered the championship. For the first time in<br />

20 years of competing, his nose was broken. It<br />

was an inspiration to see Tony continue to<br />

fight, equalise <strong>and</strong> win his remaining fights.<br />

After the championship, Tony commented on,<br />

perhaps, his unwise decision to fight, with “in<br />

general, in the street, a wounded<br />

prey is an easy prey”. Tony<br />

SCHIENA was awarded WTKO<br />

Athlete of the year, which now<br />

completes his retirement from<br />

competition.<br />

Five weeks after the competition<br />

Tony jetted-off to film Wake<br />

of Death with Jean-Claude Van<br />

Damme. Tony <strong>and</strong> Van Damme<br />

play best friends who are gangsters<br />

that have a conflict with the<br />

Chinese Triads. Wake of Death is<br />

being premiered <strong>and</strong> released in LA<br />

Malibu - L.A.<br />

in August <strong>and</strong> will be screened at Cannes this<br />

year. Tony then travelled to Venice, Italy to film<br />

Merchant of Venice with Al Pacino, Jeremy Irons<br />

<strong>and</strong> Joseph Fiennes. Tony plays the part of<br />

Leonardo. The film is period <strong>and</strong> almost concise<br />

with Shakespeare’s original play.<br />

After Merchant of Venice Tony filmed Action<br />

Star in London with Vinnie Jones. It is an action<br />

movie spoof. Tony plays an action movie star that<br />

is invited to London to be a judge at a beauty pageant.<br />

His character falls in love with the wrong<br />

girl, causing a climatic series of fights at the end.<br />

Tony has reflected on his speedy rise to leading<br />

man, having shot four movies in eight months.<br />

He said from filming the John Irvin film Dot Kill<br />

with Arm<strong>and</strong> Assante, he got noticed <strong>and</strong> just<br />

kept working. His plan is now to take it a litter<br />

slower <strong>and</strong> make the right choices. He has many<br />

offers to do an array of action martial arts movies<br />

<strong>and</strong> have declined on the offers as he does not<br />

want to be type-cast. He loves action<br />

movies <strong>and</strong> loves making them,<br />

however, he doesn’t just want to<br />

make any movie.<br />

He stated, “I’m an actor that<br />

does martial arts not a martial arts<br />
