sure that individuals, politicians and corporates are kept safe.
There is no doubt that data collecting and counter terrorism is high stake for IBSSA.
But so is our promotion of individual self-preservation. It is a fact that a government can
only do so much to make people physically safe. With IBSSA teaching people how to protect
their families and employees, we are helping the state to do better. The message, it
seems, is being clearly understood by many strata of society, and that is as it should be.

friends who have helped made IBSSA what it is today. You may be sure that your help,

Dear reader,
With great pleasure we introduce you the 10th Anniversary publication of IBSSA.
The leading international federation of security was founded in 1994 by 14 representatives of 8 countries of 5 continents.
As you can read our history in the following pages, today IBSSA is present nearly in every country of the world.
We are having close cooperation with numerous important international federations on peace, security, drug fighting and
many other law enforcement and humanitarian organisations.
The members of IBSSA are large security companies, security federations and organisations, security experts, instructors,
master teachers and world famous personalities of security.
IBSSA has nearly 50 departments, which deal with many important subjects, such as: education, VIP protection, security
of cities, rescue operations, security of nuclear power stations, airports, internet, event security, etc.
Many world famous experts are teaching in the IBSSA system, we have universities, high schools and training facilities in
over 20 countries.
When you go through this issue you will be acquainted with many parts of the activities of IBSSA.
I believe you agree with me that the 10 years activities and work of IBSSA were very successful. IBSSA today is the
world Nr.1 security organisation. An NGO with worldwide respect.
Leaders of IBSSA are presidents of states, members of royal families, world famous experts, Knights of Malta and other
orders, high-ranking church leaders of different religions, presidents and high officers of other international federations and
prestigious companies, high ranked officers of police, army and law enforcement.
To reach the fantastic results was only possible with a very professional team.
Hereby I would like to express my thanks to all my colleagues, all active IBSSA members,
who did their best in their place. Without their support, knowledge, hard work and other
activities this development would not be possible!

INTRODUCTION
International Bodyguard & Security Services Association
The official international association of
private security, manpower and technical
resources, technological companies and
individual members of the profession.
The IBSSA is a non-profit international association
involved in organizing, coordinating,
giving assistance, technical help and development
to its members worldwide in the field of
security in all its forms.
The association was registered in France in
1994. The Honorary Founding President of the
IBSSA is H.R.H. Prince Adan CZARTORYSKI
BORBON. The IBSSA is represented today in
more than 100 countries, through its members
IBSSA represents hundred thousands of different
security companies, security experts or
organizations.
The information services of IBSSA:
The IBSSA publishes a biannual booklet listing
its Member corporations, Individuals,
Instructors and Bodyguards with their specialty
expertise, the languages they speak, etc. In all
issues members are offered special services as
well as reduced prices in various fields.
The IBSSA circulates its members with all
technical news and personal information concerning
security, bodyguards and their work.
The IBSSA offers the services and possible partnership
of its members to a worldwide audience.
The IBSSA holds a Congress each year.
During the Congress a security exhibition is
organized. Members have the right to introduce
their activities and products during the
Congress or other such events.
The IBSSA Training Program:
The main training centres are located in Italy,
Israel, Hungary, France, the Netherlands,
Switzerland, and Northern Ireland. The
training centres, recognized by the IBSSA,
incorporate the expertise of international
instructors and Master Teachers of the profession.
Training seminars last from 1 week to 3
months. There are basic and advanced courses
as well as general and special thematic such as
shooting, self-defence, martial arts, specialist
driving, close combat, bodyguarding, etc.
Training sessions are always available. After
every training course, an internationally recognized
diploma and identity card with photograph
of the participant will be issued, and
their names are included on the IBSSA list of
recognized bodyguards. Security guards, bodyguards
and other experts or instructors are
entitled to carry an IBSSA passport also. It is
available from any IBSSA Regional or Country
Representative.
Based on the same program (thematic) there
are training camps organized in Romania,
Russia, Great Britain, USA, Latvia, Czech
Republic, Slovenia, Ivory Coast, Gambia, South
Africa and Hungary, or in the case of a demand
in any other country. The member country,
organizing the training camp, is fully responsible
and will ensure all necessary insurance is
provided for the members.

The IBSSA has its own international organizing
committee, which is a well trained team with
vast of experience in organizing cultural, sport,
business events and conferences. It has worldwide
representation with special security conditions
and protocol services. The IBSSA international
organizing team may be hired or contracted.

IBSSA Quality Control:
The IBSSA has numerous teams of technical
experts and these teams can test any security
product. The product can be marketed more
successfully if it has been tested by IBSSA.

The IBSSA story
By George Popper
In 1989 the world changed by the collapsing of
the Communist Empire. Many new countries
with different level of democratization were
founded in Europe and Asia. All of those faced
many new problems from which privatization
and security are common. As a result of natural
development private security companies were
founded. One of the leading countries of the
changes is Hungary with its 10 million population
and about 3000 security companies.
In 1990 some Hungarian Jiu-Jitsu and Karate sportsmen
founded the “Testõr Nemzetközi
Biztonságszolgálati Kft” (Bodyguard International
Security Service Ltd. Co.). The company was a
Canadian-Hungarian Joint venture with the presidency
of H.R.H. Prince Adan CZARTORYSKI BORBON.
The company was growing very dynamic and 4
years later it already had over 1000 workers and
became one of the leading security companies of
Hungary. International relations were also more and
more active. A delegation of the Romanian National
Protguard Company visited Hungary and an agreement
of cooperation was signed with “Testõr”. Many
other contacts were established with German, Israeli
and other companies.
During an international meeting on the cooperation
in 1994 the idea was born to join the Official
International Federation of Private Security Field, but
soon it was discovered that however there are numerous
companies who organise international fairs, security
exhibitions and conferences - an independent
international federation for the security profession
does not exist. Many questions were raised for which
there was no answer at that time, for instance: Which
are the officially recognized professions? At which
level should a security worker be hired? What are the
requirements to became a security agent, security
guard, an international bodyguard or a security director?
How and where you can get that kind of education
and where will it be accepted? How can a security
guard or a bodyguard prove his education level
abroad? What kind of internationally recognized ID
exists for international bodyguards? Working abroad:
how can a bodyguard prove that he is working? Etc.
Of course hundreds of questions were unanswered
and it was clear that because of the legislative differences
among the various countries complications
might occur, the necessity for cooperation, coordination
and to elaborate general standards was the reality.
This was the moment when the decision was done
to set up such an organisation.
7th April 1994, the founding Congress was held in
Budapest / HUNGARY, where 14 representatives from
8 countries (Egypt, France, Germany, Great Britain,
Hungary, Spain, South Africa and the USA) decided to
set up IBSSA the non-profit international federation for

8 – 10 September 1995
2nd IBSSA Congress in Budapest / HUNGARY
Over 36 delegates representing more than 100 members
from 12 countries attended the congress. The
Patrons of the event were His Excellency Árpád
GÖNCZ – President of the Hungarian Republic, Mr.
Gábor KUNCZE – Minister of the Interior and Mr.
Sándor PINTÉR – Chief of the Hungarian Police
Office. Many delegates gave brief report about their
work in the respective countries. The Hungarian
IBSSA member companies hosted the congress on a
very high level with professional and interesting sideevents
for the foreign delegates. The international
Press and TV reported about the event.
25 – 27 October 1996
3rd IBSSA Congress in Tel Aviv / ISRAEL
It was a great success and a very high level event
only 1 year after the assassination of the Prime
Minister, Rabin. Main attraction of the event was the
program hosted by IMI (Israeli Military Industry),
who invited all Congress delegates for a special gunshow
and demonstration.
As a result of the active work of many IBSSA representatives
the number of members increased in a staggering
way
In April 1997 IBSSA had about 400 members from
60 countries and many of those were large companies
or organisations as the Chinese Taipei Bodyguard
Federation.
21 – 23 November 1997
4th IBSSA Congress in Miami Beach – Florida / USA
The highlight of the event was the cooperation
between IBSSA and DEA (Drug Enforcement Agency).
DEA invited the IBSSA leadership for a very special
program to their Headquarters.

27 – 29 November 1998
5th IBSSA Congress in Budapest / HUNGARY
The fifth congress was held in the new Hungarian
Police Palace to symbolise the necessity and importance
of cooperation between the police and the private
security companies.
The congress was a real milestone in the history of
IBSSA: 95 representatives were present from 42 countries
of 5 continents. The new guidelines and targets
for the future were decided; IBSSA had to become a
professional International Federation for the Security
Profession. Professionalism was needed on every field,
new structure of the organisation and new working
methods of the leadership.

6th IBSSA Congress in Caorle (Venice) / ITALY
Italy showed to handle good with the patronage of 2 ministers:
Oliviero DILIBERTO – Minister of Justice and
Katia BELLILLO – Minister for equal opportunities. The
main subject of the Special Conference and Congress was:
“The cooperation between police and private security on
international and national level”, which is a common and
very important question worldwide. The congress pointed
out the managerial skills of the Italian leaders and presented
an innovative technical team – prepared and coordinated
by Roberto GOBBI. High DEA and Interpol representatives
were invited to attend this event.
25 – 30 April 2001
7th IBSSA Congress in Bucharest / ROMANIA
The congress was organised on a very high level of professionalism
and with the support and patronage of

Romanian Gendarmerie and General Ion STEFANUT
– Chief of the Romanian Antiterrorist Unit.
The 1st IBSSA Bodyguard Demonstration World
Championships was organised during the congress
with large number of contestants and with great
attraction, such as the excellent Martial Arts demonstration,
or the special dog show of the Romanian
Gendarmerie. The delegates of the congress represented
20 countries of 5 continents, representing security
organisations, large companies, police and security
services, investigation agencies, etc.
4 – 7 April 2002
8th IBSSA Congress in St. Pölten / AUSTRIA
Nearly 100 representatives arrived from 20 countries of
4 continents and numerous associated international
organisations and invited guests attended the congress.

Count of Albany accepted the position as Honorary
President of IBSSA, which was a great honour and
recognition for the association.
The Executive Committee nominated the following

IBSSA awards were given for the first time to several
members of the association as recognition and

The successful 2nd IBSSA Bodyguard
Demonstration World Championships was held in
St. Pölten with the participation of numerous countries.
The congress delegates and invited guests
could see the following demonstrations: Martial
Arts demo and IAIDO show; special driving
demonstration; VIP Protection; professional
demonstration of the IBSSA International Team.
27 – 30 November 2003
9th IBSSA Congress in Budapest / HUNGARY
The 9th Congress of IBSSA was organised at the
Government Residency in Budapest.
The 151 delegates at the event represented
nearly 40 countries of 5 continents, and also representing
20 international organisations. Leaders
of security companies, police and security services,
investigation agencies and also associated
international organisations attended the event.
The Congress was organised on a very high-level
of professionalism with excellent seminars (Ju Jitsu,
Krav Maga, VIP Protection, Real Aikido), a very good
and exciting Shooting Championship, and the 3rd
real IBSSA Bodyguard Demonstrations World
Championships.
The IBSSA Congress was honoured with the
presence of His Beatitude Dom Lorenzo O.S.B. –
the Regent of the “Sovereign Order of Saint John
of Jerusalem, Knights of Malta, Federation of
Autonomous Priories”, and H.R.H. Prince

As this year elections and appointment of
IBSSA Officials took place, one basic rule was proposed
by the Board: keep those who gave a good
work and change those, who did not fulfil the
obligations and did not do the promised work!

courses and the demonstrations. An IBSSA official

This was the short story of the first 10 years of
IBSSA-history.

Sportsy enthusiasm of laymen vs. real expertise in security issues
Nobody having a clear recollection of the last
10-year history of development and qualitycentric
trans-formation of IBSSA would doubt
the proficiency of the organization. In the
early years, I met police experts whose smile
reflected their dubiety concerning the
Association’s goals and its professional capabili-ties.
After all, they encountered an NGO
that tried to solve problems related to personal
and property security, relying on civil
resources. True, they were civil people, however,
most of them returned to civil life after
having absorbed a solid inventory of professional
expertise as former members of the regular
staff of security agencies.
During the first years of operations, sheer force
and sporty attitudes dominated. It was a natural
conse-quence of the background acquired by each
member of the Hungarian senior executives of the
organization in one or several branches of martial
arts and the functions they had discharged in various
national and international organizations of a given
branch of sport. In addition to that heritage, the
importance of professional work and the number of
professionals of protection of people and property
grew quite substantially. The members of the
Hungarian Board and foreign management of IBSSA
have accumulated firm expertise and experience in
this trade. A click on personal data of some senior
executives shown in various web-sites clearly highlights
that a multitude of criminal prosecution
experts, lawyers, engineers and other people of
extensive qualifications have lent their specific
knowledge to contribute to IBSSA’s success.
Undoubtedly, also their work contributed to the fact
that an ever growing number of our organizations
obtained an ISO certificate.
The same statement applies also to the various
training courses where physical power is associated
with well-balanced professional thinking. The
names of many world-famous trainers have been
mentioned with much respect, both in Europe and
overseas. For example, leading trainers of one of the
world’s most acknowledged universities specializing
in military self-defense have visited the international
further training camps organized by IBSSA
in different countries. Since last summer, a special
SAS trainer, a former commander of a special task
force joined us; a motion-picture produced to perpetuate
his activities
has been shown by
local TV-channels in
many countries. I
think that having

educational activities of many other celebrities
guarantee the best possible quality of training.
In addition to other factors, the quality of our
professional activities has been acknowledged by
the presence of the IBSSA members and their
active participation in the different international
professional organizations. The diversity of their
activities is reflected by their presence in various
forums of the United Nations and their participation
in the development and implementation of
local programs designed in several countries to
enhance the safety and security of civil population.
Experts coming from different countries
have exchanged their experience and contributed
to the reinforcement of cross-boundary relationships
of professionals. This is true to both the
actual and honorary members and the patrons of
IBSSA. Existing and former heads of states, ministers
and other respected celebrities sponsor and
support the quality of work performed in this
organization.
Both we ourselves and the staff members of all
ranks are interested in establishing security. It is
just the reinforcement of the civil organizations
which guarantees that no detail will sink into oblivion.
NGOs can solve details and problems beyond
the capacity of the responsible public organizations.
Each day, members of IBSSA join the doing
of routine work, in more than 100 countries.
Training of citizens in acquiring the knacks of selfdefense,
efficient reduction of the number of stolen
cars, protection of safety and security of homes:
these are only a few examples that illustrate the
multitude of tasks met by the members while
meeting their classical tasks, i.e. the protection of
people and property.

SEC-tember
IBSSA International Special Security Training Course
Everything started with a little group of friends, who
wished to create something extraordinary, to launch a special
and professional course among the numerous different security
trainings. It was a real challenge with hard work, which
could not came to life without the support of the IBSSA
Leadership! Yet after the second year SEC-tember was a reality,
people already knew what kind of quality and professionalism
the name stands for, and the information about
this course spread rapidly all around the world.
The IBSSA Headquarters organised its 1st International
Special Security Training Course between 25 – 29
September 2002 in Budapest / Hungary with the support of
the Hungarian Police Department and with the patronage
of Prof. George POPPER, Executive President of IBSSA,
Grand Knight Officer, dr. János LÁZÁR police brigade-general,
Deputy Director of the Criminal Department of the
National Police Office, Mr. Géza SIMON police colonel,
Director of Training Center of the National Police
Department.
The 2nd International Special Security Training Course
was held between 10 – 14 September 2003 in Budapest /
Hungary with the support of the Hungarian Police Academy
and the Adyliget Law Enforcement College. Patrons were:
Prof. George POPPER, GCKM, Executive President of IBSSA,
and dr. János LÁZÁR police brigade-general, Deputy Director
of the Criminal Department of the National Police Office.
The 3rd International ADVANCED Special Security
Training Course – with special regard to Counter Terrorism
and VIP Protection – was organised between 21 – 25
September 2004 in Budapest / Hungary. This special training
course was the main event of the year in the region with the
support of the Hungarian Police Academy (RTF – RVTKI),
the Adyliget Law Enforcement College and well-known
international experts, Master Teachers and highly qualified
Instructors of IBSSA. Patrons of the event were: Prof. George
POPPER, GCKM – President of IBSSA, Dr. József BEREG-
NYEI, board-guard colonel – Director of Adyliget Law
Enforcement College, and Dr. Valér DÁNOS, ret. police
brigadier-general – Director of RTF-RVTKI.
Besides numerous IBSSA leaders and chief instructors
from all over the world, who were present at these professional
events, many qualified bodyguards, high-ranking officers,
Master Teachers and even Instructors of the special units
of the police and the army participated at the training. The
attendees and instructors arrived from Hungary, Austria,
Bosnia-Herzegovina, France, Germany, Great Britain, Greece,
Israel, Italy, the Netherlands, Northern Ireland, Romania,
Singapore and Slovenia.
The purpose of these special courses was to bring the
IBSSA members together from all around the world and also
non-members – who are interested in taking part such courses
– in order to change ideas, knowledge, to solve simulated
"real world" self-defence scenarios so to test the skill and ability
of the individual, to improve physical skills, to further
develop shooting skills and to extend professional experience.

RTL Klub reported about the training course on the 1st
October at 20.00 during the main program. The Hungarian
Duna Television and other representatives of the media will
report about the training and the demonstrations soon. An
IBSSA official video record was also taken.
Numerous TV stations (Hungarian ATV, RTL Klub,
Hungarian Duna Television) and representatives of the
media (Shogun Magazine, “Harcm_vészek” Magazine,
“Népszabadság” Magazine, Detektor Plusz Magazine and
the Italian Sportivo & Security Magazine) reported about
the demonstrations and the training courses. IBSSA official
video and DVD records were also taken.
In consideration of the success and professionalism of
these years’ courses and the experiences of other special
training courses, IBSSA Headquarters will organise the continuation
of this training – an even higher-level training
seminar – the IV. “SEC-tember” in Budapest / HUN-
GARY between 13 – 17 September 2005. The training
course will be held with the support of the Hungarian Police
Academy and the Adyliget Law Enforcement College.
Honourable and fatiguing duty
There are body-guards of great reputation
established in both Europe and the Americas.
One of them, Attila Farkas has assumed, for
some 15 years, responsibility for the protection
of celebrities of world fame. Due to his proven
reliability, his business card can be found in the
wallet of every US film actor deliberating a visit
to Central European countries. He dislikes
being photographed for publicity purposes
however his private album is swollen with the
pictures of celebrities he once served. In addition
to a private letter written to acknowledge
his performance, we present a picture to
demonstrate the difficulties any body-guard
will certainly encounter. In Belfast, a disabled
girl deserved the right to receive her diploma
from the internationally acknowledged bodyguard,
in the presence of the Mayor of the
town.

Counter terrorism
The developments and the process that the US
army and the coalition countries have to deal
with, all together combined with Al- Kaida's
terror development in the western world, is
obliging all those factors to pay more attention,
involvement and professional actions in the
fields of combat activities.
Recently, the Israeli College For Security &
Investigations (ICSI) had received requests from several
factors, to formulate a professional training concept
for those who are involved in the security field
in order to fulfil the need of getting acquaintance
with the issue of Terrorism prevention and of gathering
instructions and behaviour regulations in cases
of suicide terror events.
ICSI has decided to use the professional abilities
and the experience, which grew bigger over the
years, especially as the College located in Israel,
which fights terrorism for many years.
The lecturers and experts staff of ICSI had formulated
a unique professional training program, which
focuses on suicide bombers behaviour norms, suspicions
signals, which can be recognized and on gathering
the professional techniques and skills which are
necessary for dealing with suicide terrorists.
In addition, ICSI had compiled an emergency regulation
for times of security events dealing with terrorism
threats and suicide terrorism.
We would like to inform all IBSSA members
about the option of having a professional training,
which will be executed by ICSI 's top lecturers during
3 days of seminar.

- Introduction to the veterans of Afghanistan
- Justifying suicide bomber terrorist attacks

Filmed excerpts (approved for release) of Israeli
security service activities during recent operations
will be screened at the Seminar. During these operations,
Israeli security forces also seized training films
used by terrorist organizations for the preparation of
explosive devices worn by suicide bombers. These
films will also be screened.
At the Seminar, terrorist attacks that occurred in
Israel and other parts of the world will be reviewed
and analysed.
The Seminar program will focus on a range of topics
relating to international terror with special attention
given to acts of terror perpetrated by suicide
bombers, methods and modus operandi, dispatching
organizations, recruitment and operation methods,
personal background and social environment from
which potential suicide bombers emerge on the road
to martyrdom under the cover of “following
God’s will”.
ICSI is also throwing 1-day seminar, dealing with
the next topics:
- Terrorism threat definition.
- Characteristics of terrorism threat in the past and
these days.
- The answer to terrorism threat:
Local (Israel for example) and international war
strategy against today’s terror.

Even more chances for competition is needed
Shooters put their thoughts into these words
because of the scarcity of opportunities when
and where people working in the field of civil
protection of human life and property can amicably
measure swords with each other in the
frame of a contest. This is the reason why
IBSSA’s rifle-corps organizes shooting competitions,
inviting regular members of police,
army and militia and the members of the
Guards of the Parliament. Each participant considers
taking scalps of either fellow-shooter a
point of honor.
Of course, anyone can participate in both the
contests and the preliminary training programs
because IBSSA wants to assist the participants
in gathering know-how and ex-perience
from the most diverse areas of their professional
life. To this end, also the trainers and instructors
represent the most different trades and
professions.

Center for Narcotics Information Support
The organization’s fundamental objective
includes the fight against the use of drugs, containment
of drug induced criminality and the
reduction of drug consumption. The scope of the
organization’s mission includes supply of information
to the various law enforcement organizations
(incl. anti-drug services, crime prevention
agencies) and provision of accurate and updated
information to the respective professional communi-ties.
In addition, the scope of mission comprises
support to prevention of drug abuse
(including the related research, development,
educational and training activities), development
of methodologies and anti-drug strategies and
the manufacture of assets needed to implement
the above tasks. Also providing support to the
enhancement of safety and security of public
transport (with particular regard to the safety
and security of civil aviation) belong to the scope
of CNIS’s activities.
In accordance with the Hungarian and international
anti-drug strategies, the Center for Narcotics
Information Support (CNIS) intends to meet its antidrug
responsibilities by reducing both the supply of
and demand for drugs. We have launched our programs
in the neighboring Central and Eastern
European countries; the first results have been
achieved in Romania, the Slovak Republic, Austria and
Moldavia.
We co-operate with the Central and Eastern
European countries in the joint management with the
common problems and in repelling any drug-abuse
phenomenon. Our ideology focuses on herald-ing
advantages of the pursuit of sports and the useful
options of leisure-time activities, in contrast to the
detrimental consequences of drug-abuse.
One of the Center’s key missions is to build a
bridge between the civil defense organizations and the
law enforcement agencies furthermore to alleviate any
tension or difference of opinions that can evolve. It
should be highlighted that the law enforcement agencies’
primary intention is to reduce the supply of
drugs, in contrast to the NGOs which try to hold back
the rate of growth of demand for drugs, however, the
success of the two sides is strongly interrelated. The
key objective implies coordinated co-operation of the
organizations concerned and finding common solutions
to the problems and difficulties.
CNIS develops strategies geared to constrain the
network of drug distribution. The operator and security
firms, the law enforcement agencies and the NGOs
must assume unconditional commitment and coordinate
their efforts for the success of these strategies.
The Center and its partners are able to conduct
informative and training programs to contribute to
restraining of the drug-abuse phenomena and to the
interactive association of strategies related to the persecution
of criminal offenses and to the reduction or
prevention of any related harm and detriment.
Of course, achievement of the above explained goals
requires the development of anti-drug strategies at the
level of companies and organizations; the CNIS
experts shall render assistance to designing such
methodology. Special emphasis should be laid on our
participation in large-scale events normally characterized
by frequent and intensive presence of drugs. We
can not overemphasize the importance of co-operation
among the NGOs and the law enforcement agencies
and the enforcement of professional actions against
persons being under the influence of drugs.
Another goal set by Center for Narcotics
Information Support is aimed at equipping the antidrug
agencies’ experts with special devices, including
equipment that can directly assist the experts in recognizing
any sign indicative of the presence of drugs
and in identifying persons already addicted to drugs.
The Center acts as a direct representative of the
Anti-Drug department of IBSSA NPD, in close relation
with the Program of Safe Entertainment Facilities. We
participate in the training of companies responsible for
civil security and provide professional support to them.
In 2002, we established formal relationship with the
International Training Center of the Minis-try of
Interior. CNIS has maintained continuous relations
with the International Narcotic En-forcement
Officers’ Association (INEOA) that lays a special
emphasis on the reduction of de-mand for drugs, within
the complex set of anti-drug activities.
The Center for Narcotics Information Support
appointed “regional representatives” in several counties
of Hungary. These persons are expected to become
soon active members of the local anti-drug committees
responsible for maintaining the law and order in the
respective region’s places of entertainment, analyzing
corporate anti-drug strategies and other key areas of
fight against the use of narcotic substances.

offices of IBSSA worldwide. IBSSA CZ provides

IBSSA already has access to GRADDOLAND
which acts as multifunctional facility. There
they can use the indoor shooting range, rappelling
wall, obstacle course, gyms and other
facilities for training. GRADDOLAND is also
used by governmental agencies, the Czech
Karate Federation and a number of VIP´s.
IBSSA CZ personnel proved their courage and
professionalism during the 97´flooding of
Moravia and 2002 flooding of Bohemia. IBSSA
CZ worked closely with the police and military
to save numerous people in danger from the
high water. Not only did IBSSA provide direct
relief during the floods but also after the flooding
had subsided. IBSSA together with
PRAGOKONCERT BOHEMIA agency begun
immediately organizing charity benefits for
those adversely affected by the floods.
The effectiveness of help provided was proven
by lots of thanks from places where IBSSA CZ
rescue operations were performed. These include
the international prestigious humanitarian
award Via Bona awarded by the Via Bona foundation
by the ambassador Jennone Walker for
unselfishness during rescue operations conducted
during the flooding in Moravia in 1997 and
the award for “Heroism during rescue operations”
conducted during flooding in Bohemia in
2002 that IBSSA obtained from the
International Bodyguard Association and IBSSA
and as also the humanitarian award from the
Knights of Malta.

During the floods in 1997 and 2002 in the Czech Republic the IBSSA CZ personnel proved their courage and solidarity and they help immediately to people
adversely affected by floods to remove catastrophic effects. Most of them was awarded by the IBSSA CZ .
IBSSA CZ personnel is regularly trained in shooting, they pass the antistress and
physical training and also training of first aid and the immediate reaction.
The multifunctional area GRADDOLAND provides high-quality forms of
training and security events are organized there.
The indoor shooting range, rappeling wall, obstacle course, gyms and other
facilities are used as a material base of GRADDOLAND for training.
IBSSA cooperates closely with the Police, Military and the Czech Republic
Department of Trade and Industry.

ePolice Strategy - Bit by bit against crime!
New initiative and proposal for governments
for efficient crime prevention from
IBSSA named eVIS (Electronic Vehicle
Identification System) launched on „ITS in
Europe" Congress & Exhibition in
Budapest between 24th-26th of May, 2004
Introduction
The expansion of the terrorism, the international
(vehicle) crime, the increasing economical influence
of the underworld is forcing the protection
from the democratic systems. In the new member
state of the expanding EU, in Hungary, the collected
and saved experiences in the crime- prevention
(vehicles and documents) might be utilized to
achieve the common protection’s success. By the
support of IBSSA Technical Department and
Vehicle Protection Department IBSSA
International Bodyguard & Security Services
Association sets up a new initiative and proposal
for governments to make efficient steps for crime
prevention. The fancy name of the initiative „Bit
by bit against crime!" explaining addressing and
meaning the eVIS Project is an informatics based
integrated solution following and supporting the
main European Union related development initiatives
especially the EVI project means and realizes
an ePolice Strategy element. IBSSA as an international
security service related organization represented
in 100’s of countries efficiently can integrate
the experiences and knowledge of its national
members and it can result clear and efficient
answers against crime to protect the transportation
and the safety of citizens. The eVIS Project
(Electronic Vehicle Identification System) has
been launched and exhibited successfully between
24th-26th of May, 2004 in Budapest at the
Congress & Exhibition „ITS in Europe" on the
IBSSA booth. The project-leader is IBSSA eVIS
Project Guiding Board and the Managing
Coordinator is RAMSYS Inc. (please find details
below). IBSSA delegates will participate on the
next „International Parliament for Safety and
Peace" in Palermo on 25-26 September, 2004 so the
new initiative and proposal will be explained and
shown at this important event. It is also planned
to make a practical demonstration in Brussel
before the end of 2004 supported by ERTICO.

Due to the high international interest, the head of the Hungarian delegation,
Dr. András Czapáry-Martincsevics, gave a lecture about the same subject in
Palermo, during the last session of the International Parliament for Safety
and Peace.
Task
The vehicle-crime’s task is to achieve money,
which money eventually might finance the terrorism.
The task of the vehicle- and document
crime is the sales of the stolen vehicles of to
achieve illegal tasks. (Escape, forbidden linecrossing,
clandestine matters….). One of the
tasks is to hinder the criminals in the achievement
of their tasks by continuously developing,
new solutions and to eliminate illegal money
laundry.

Solution: „If he can’t sell it,
he won’t steal it".
The „e-police" is technically suitable to the electronic
identification of all vehicles, it can be operated in
the EU, and it is in accordance with any public
authority’s user demand. It can be connected to
the existing architectures of high levels, to technological
and administration systems. The population’s
general feeling will be changed; their quietness
(terrorism) and property- safety (vehicles) will
be increased. The system enables – without language
obstacles- the quick and efficient public road
and border control of the vehicles and documents,
and it makes the border registration automatically.
The electronic system is suited for the individual
check (non- destructive check) of vehicles
and documents, in case of real data, it is able to
issue chip- matrices ensuring the vehicles’ identification:
• It belongs of a protected and closed test
station (finger prints and card), (computer,
peripheries, testing tools, experts’ programs),
of a telecommunication network
connecting the test stations, compatible
with high level centers, of technological
rules controlling the operation.
• Each vehicle should be identified, included
also the vehicles passing the territory
of Europe. The matrices glued on the
windscreen, to be removed exclusively
with the damage of the chip are weather
proof, these are operable 10 years at least,
the recorded data can be read with table
and mobile phones (chip phone). The
readers are protected, bounded to the
given person; the data content of the
chip can not be changed. The structure
ensures the chip- legitimization possibility
for the different authorities. (Sales,
technical validity, etc.).

The security of information
The Hungarian IT Security Section of IBSSA was
established in late 2000. The Board of IBSSA requested
the Electronics Directorate of the Electronic, Logistical
and Property Management Inc. of the Ministry of
Defense (HM EI Inc.) to establish and manage the activities
of the organization. HM EI Inc. is a member of
IBSSA.
The new Section is expected to meet the following tasks:
- creation of a forum, to provide IBSSA members with
an opportunity to get information regarding the security
of IT operations and the variety of the available
products and normative standards,
- provision of training, consulting and exchange of
experiences, in order to facilitate implementation of
the objectives,
- in agreement with the Board of IBSSA, coordination
of the Section’s international activities.
The Hungarian IT Security Section of IBSSA has considered
the following issues a part of its tasks:
- in order to achieve its goals, the generally accepted
international set of IT security requirements should,
primarily, be naturalized and made accessible in the
form of a national database or by other ways and
means,
- a database should be created to disseminate the variety
of IT security related norms, standards and products
already available in the domestic and international
market environment and considered by the
Section a knowledge of importance and worthy of
attention,
- methodologies should be recommended to support IT
security related tests, both general ones and others tailored
to members of IBSSA,
- organizational units tailored to the training and consultancy
systems to be organized by the Hungarian IT
Security Section of IBSSA should be established.
These units shall receive professional support needed
to implement their respective mission by means of
relying on marketing opportunities provided to information
experts and security companies,
- the Board of IBSSA should facilitate international
coordination of the respective activities.
Mrs. Nagy Dr. Maria SZILVÁSI, director of HM EI
Inc.’s Electronics Directorate chairs the IT Security
Section of IBSSA.
During the Section’s establishment, the organizers
made efforts to provide, in addition to members of
IBSSA, also the experts of HM EI Inc. with an opportunity
to contribute to the implementation of the organization’s
objectives. An Information Protection and
Security Division set up within the organization of HM
EI Inc.’s Electronics Directorate has carried out practical
tasks and manufacturing activities, in addition to performing
theoretical/scientific research. The Division’s
experts of great attainments and rich professional experience
render assistance to the Section in the following
fields and aspects:
- the Section should be able to offer efficient support to
members of IBSSA regarding information technology
and other issues related to security of information,
- presentations be held under the Section’s auspices on
issues related to security of information and similar
subjects.
Aspiration of this sort is reflected in the Rules of
Organization and Operations of the Hungarian IT Security
Section of IBSSA. This set of rules permits that both
individuals and companies and interest groups assume
membership in the Section.
Since the date of its foundation, both Miklós
SZALAY, CEO of HM EI Inc. and the Chamber of
Personal and Property Protection Agencies and Private
Detectives have taken great interest in observing the Section’s
activities. The management of the Hungarian
Division of IBSSA coordinates the Section’s international
activities. IBSSA decided to put the Section and its
operations on its web-site.
According to a goal set by the Presidium of the
Section, IBSSA members should join in increasing numbers,
in order to improve the efficiency of their activities,
using the information acquired as a result of joint efforts.
The management of the Section has recognized the
importance of expanding the scope of the Section’s activities
because the classical term of IT security covers, in
the current situation, a definition which is narrower
than the definition of security of information. The
Management System of Information Security (based on
the respective ISO standard) gave a new impulse to such
expansion aspirations.
The Section organizes regular (monthly) meetings
and presentations for the IBSSA members on subjects
like security of information and logistical information.
Also, the concept of digital signature and its ex-pected
introduction in Hungary was discussed at length. The
audience listened with much enthusiasm to presentations
concerning the world web and opportunities for
the use of various information services.
The Electronic Directorate of HM EI Inc. holds conferences
and presentations several times a year. Those
events have been supplemented by exhibitions arranged
to demonstrate various explanatory exhibits.
The conference held during the days of
“SECUREX” (International Trade Exhibition of Labor
Safety and Security Protection) has become a traditional
event where most of the presentations discuss the
subject of security of information. Also the members of
the Section participate in such events and hold presen-

tations (e.g. “Protection of data in wide area network IT
systems” or “Personal security issues related to the creation
and management of and access to data”).
Likewise, the audience took a lively interest in listening
to other pres-entations (“Security of data and information”
and “Security of information in business”).
A conference organized by HM EI Inc. under the auspices
of the Hungarian Section of IBSSA in autumn of
2003 (“Common Criteria”) was considered a pathbreaker
event in the field of evaluation methodology
(ISO/IEC 15408). The participants’ attention was
focused on the possibility of implementation of security
of information relying on IT resources and the application
of systems of common aspects of evaluation of IT
related security. This subject was discussed in accordance
with the requirements then underlying Hungary’s
accession to the European Union.
The Section participated in, and contributed to, various
events held by IBSSA, e.g. the “SEC-tember” special
international training event where we joined to a
common exhibition stand to demonstrate the capabilities
of a shooting simulator.
Our goal is to ensure that both the Hungarian Section
of IBSSA and the Electronic Directorate of HM EI Inc and
the rest of the Company’s directorates carry out their
respective activities, making use of the mutual benefits
derived from the two organizations’ co-operation.
Singapore – The small lion of South East Asia
First and foremost, I would like to say here that I am very
proud and happy to be a member of the prestigious IBSSA and
be its representative for Singapore.
As you are well aware, in South East Asia, security plays a
vanguard role, especially in anti-terrorism. Recently, terrorists
have caused an uproar in Asia with their threats and suicide
attacks. The bombings in Bali, Indonesia took many precious
lives, and since then, security has been stepped up throughout
the region.
Singapore, being a financial hub where many international
countries trade, takes security as its topmost priority.
Personally, I hope that there will be more security agencies
working closely with IBSSA to
improve their security services.
This is due to the fact that
IBSSA provides systematic programmes
to train its staff. This
will come in useful in handling
many difficult situations.
Lastly, I wish IBSSA all the
best in its future activities and
look forward to the day it
becomes a top security academy
worldwide.

Urban Security
(operation and objectives of the Urban and Settlement Security Department of IBSSA)
The Urban and Settlement Security Department was established
under the auspices of the International Association of
Body-guard and Security Services.
The founders:
-- Dr. TÓTH, Ferenc, chairman (Hungary)
-- Dr. BUZATU, Constantin (Romania)
-- Dr. REICZ, Lajos (Hungary).
At the time of the Department’s foundation, the very term
of urban security was not, as a matter of fact, known either in
Hungary or the neighboring countries, despite the increasing
fear, since the early nineties, of people of encountering or being
subjected to criminal actions. This phenomenon can primarily
be attributed to the increasing degree of violence of escalating
criminality experienced in urban areas.
Let’s take the case of Budapest as the most characteristic
example. Nearly 20 per cent of the total population lives in the
capital where 27 to 30 % of all the identified and registered criminal
actions are committed. The per capita ratio of criminality in
Hungary is approx. 450 to 500 criminal actions per 10,000
inhabitants, compared to the 650 to 680 cases/10,000 inhabitants
recorded in Budapest, i.e. the capital has played a “leading
role” in shaping the criminality statistics.
During the past period, this concept has gained an increasing
ground in the domestic literature and this trend can, in addition
to other factors, be attributed to the activities performed by the
Urban and Settle-ment Security Department of IBSSA (hereafter
referred to as: “Department”).
As to justify the above statements, the following priorities
have been chosen from the action program titled “National
Strategy for Crime Prevention by the Hungarian Society”:
-- containment of childhood and juvenile delinquency
-- improvement of urban security
-- prevention of violence within families
-- prevention of becoming a victim, assistance and compensation
provided to victims of criminal actions
-- prevention of recidivism.
Thus, the concept of urban safety and security has been
phrased and, on the other hand, it has been elevated to the rank
of the second most vital task.
The concept of urban security
The progress of urbanization contributed to turning the need
for security an increasingly substantive factor. Today, urban citizens
consider the personal and property protection guaranteed
by the municipality an elementary right. Simultaneously, the
concept of living in a secure and comfortable urban environment
emerged, however, the memory of September 11, 2001
and the collateral risks of terrorism jeopardize the turning of
that much desired vision into reality.
According to the basic concept of urban security, people have
proper ground to expect the state, the local municipality and
authorities that they create a safe and secure environment and
take efficient actions against any plot and plan that can jeopardize
or violate the citizens’ right to safety and security.
The concept of urban security acknowledges the right of each
individual and citizen to expect the public governance to warrant
protection, in general, and personal security, in particular.
Urban security is the responsibility of several persons and
organizations and, in this respect, the municipalities must
assume principal role in meeting that responsibility. At the same
time, urban security is a “complex product” to be delivered
also by the security companies and their staff, in addition to the
municipality and the police.
“In the course of organizing crime prevention actions, one
should take into account also the guard duty and security firms
which do exist in each member state and manufacture, sell and
install technical equipment furthermore render services to contribute
to the enhancement of protection provided to persons
and property. They contribute to the prevention of crime and
the protection of potential victims, in order to:
-- preclude and thwart criminal actions and improve chances
for the identification of potential of-fenders,
-- alleviate the protected persons’ fear of becoming victim of
criminal actions,
-- ensure the security of certain zones, equipment, buildings or
individuals and, thus, assist the police in using their resources
more efficiently.”
The concept of urban security implies that:
the rule of law maintained within the city/settlement
limits ensures the protection of both the life,
health, honor, freedom and property of the citizens
and the unobstructed operation of economic and
social institutions, organizations and interest groups
active within the territory governed by the local
municipality, from any criminal action and breach of
law (incl. offenses and violation of the rules set by
the municipality).
Urban security is a state of conditions which:
-- is established by numerous people,
-- can be created by people,
-- can be measured, and
-- is subject to continuous changes.
The quality of activities performed by the Department is indicated
by the Honorary Doctor’s degree awarded by Pro-deo
Universitas Patriarchal Studium Generale to Dr. Ferenc TÓTH
in 2001, to acknowledge the merits of his study on the theoretical
and practical aspects of urban and settlement security.

Krav Maga, Israeli system of self defense
Krav Maga means hand to hand combat (in
Hebrew). The system designed and established
by the late Master Imi Lichtenfeld.
The Master thoughts of the soldiers and security
personals needs during their work at field. He collected
techniques and principles, which by their
nature built upon human intuition and natural
reaction.
The basic idea is that soldiers and Security
agents are not martial arts trained, and they train
only for a very short and limited time. This training
doesn’t enable them to master a technique
or a system, they need, natural reaction and
mainly to build and strengthen the Spirit of
Warrior. The characteristics of Krav Maga are
basic punches, kicks (basically with army boots),
Elbow strikes, locks and all kind of situation solving
excesses, anti gun, revolver and knives moves,
aggression controlling and balancing exercises.
Krav Maga also deals with typical army and security
forces like situations.
IBSSA General Secretary organized the first
course for Basics of Krav Maga in his HQ Dojo in
Israel. The first International Course was a great
success with 15 participants from Hungary,
Austria and Romania. The course was a very
intensive one, with very Spartan daily program,
sleeping in “sleeping bags”, morning running,
and very intense army type training program.
The program includes basics of Krav Maga techniques,
principles, and some lectures about crisis
management, aggression balancing, the art of
teaching.
The System is a modern development and realization
of our present times. The System is aims
to answer the need to a practical, simple way of
self defense especially for the use of the Security
Forces as well as citizens needs for basic self
defense.
Dr. Rony Kluger served as a Krav Maga
Instructor during his service in the Israeli Defense
Forces, and during many years he served as an
Analyzer and Expert Advisor to various official
security agencies in Israel and world wide.

and led the Martial Arts
department in Israel’s
main Institute of Sport
and Physical Education
the well known “Wingate
Institute”, after serving
the government for over
19 years, he serves today
as Faculty Rector, in the
Israeli College for Security

found its home within the frame of IBSSA
(International Bodyguard and Security
Services Association). Dr. Rony Kluger is the
Chairman of the Education & Qualification
department of IBSSA and responsible for the
Educational and Qualification procedures of
the official IBSSA courses. The Israeli
System of Military Self Defense, Krav Maga
courses are recognized and certified by
IBSSA.
The discipline has become an integral part of all
IBSSA courses.
Dr. Rony Kluger, has a very firm background in
traditional Martial arts too. He is the Dean of the
International Budo Academy and the Head of
Karate Do International Renmei.
He is a recognized officer of the historical Dai
Nippon Butokukai and certified Hachi Dan in
Karate Do, and the holder of Dai Nippon
Butokukai’s title of Kyoshi (Teacher of
Teacher’s).
He also recognized as an official Shibucho of
Okinawa Goju Ryu Karate Do Kyokai, Jundokan,
Dr. Kluger is one of the most Senior western student
of the late MIYAZATO Eichi, Hanshi, Ju
Dan.
Rony Kluger is certified 8th Dan Ju Jitsu
(WJJKO).
He studied and certified in Traditional
Okinawa Kobudo, Tai Chi and Iai.
Dr. Kluger is a full time professional Teacher of
Fighting Arts.

One of the major conclusions of the investigations
of the four aircrafts, crashed on 11 September
in New York and Washington, is the great danger
in helpless aircraft crew during the terrorists attack
with knifes. It must be realized that basic selfdefense
and knife fighting skills would may change
the total outcome of that tragedy.

Ljubomir Vracarevic
His whole professional career was dedicated to real aikido
– authentic style of self defense,that he spent years
perfecting. In the late sixties when Europe first started
with training of aikido, Ljubomir Vracarevic was one of
the first. In 1971 he become a master, black belt 1 Dan.
Master Vracarevic international reputation was
received through the programs for special training of
military, police and bodyguards. In the
past twenty years he instructed the
security and bodyguards for Presidents
of Zimbabwe, Libia, Macedonia,
Republic of Serbia and Slovenia. So far
in his carrear master Vracarevic held
more than 150 seminares world wide.
Clubs of real aikido were host to more
than 120,000 students.
Master Vracarevic is the author of
12 books and video types dealing with
real aikido and self-defense.
There are many domestic and international
awards and callings that master
Vracarevic received in his incredible
carrear. He is a master in Judo 1. Dan and Jiujitsu 8.
Dan. He is technical director of Russian Real Aikido
Federation, member of Euro-Asian Committee
Kyokushinkai, honour president
of Wushu Federation area
Shenyang-China, president of
sports commission for Royal
national centre -Yugoslavia,
honour member of MAA (internacional
associacion of combat skills with headquarters
in Germany), founder and president of
World Centre of Real Aikido.
Master Vracarevic is the instructor in
IBSSA (International Bodyguard &
Security Association). He is the professor
in College for sport trainers in
Belgrade. He is a regular member of
Russian Science Academy of Earth, and
regular member of International
Science Academy for National Security
Problems.
His biggest honor was received from
America in August of 2002. On the proposal
of United States Martial Arts
Association Ljubomir Vracarevic has
been elected in Hall of Fame, among with the biggest
names of the world sport for the highest rank –
Grandmaster.

organization that has distinguished itself in
such a short period of time. In a world that has
maddened itself with high tech criminals and
terrorists, the IBSSA is a beacon of light that
champions the cause of the innocent in the pursuit
of global peace. Through many of its
Congresses, Lectures, Training Programs,
Athletic Events, and Educational Materials especially
in the Martial Arts, the IBSSA Members

Through ten years of careful stewardship, the
IBSSA is a unique global organization that is

The International Budo Academy is an independent
Educational Institute.
The Academy sets courses, seminars, and workshops
of different levels for senior Budoka.
The Academy provides full academic courses of
Martial arts towards an accredited academic degree.
Reaffirming and accrediting diplomas from
Martial Arts schools worldwide.
• The Academy provides a formal educational program
for Budo practitioners.
• The Academy prepares Martial Artists for quality
teaching and certifies Instructors and Teachers of
various levels: Assistant Instructor, Instructor,
Teacher, Senior Teacher Master (Accredited by
the Ministry of Education, Culture and Sport).
• The goal of the Academy is to broaden the professional
horizons of senior Budoka, and to encourage
research, developing, writing and publishing of
professional material and learning agendas.
• The Academy functions as an independent professional
body to improve and broaden the education

• The Academy has set down a professional code of
ethics and is promoting the public image of the

Courses, advanced training and certification studies
The request for all academic courses and advanced
training can be reserved by direct application to the
Dean's Chamber.
The academic Board will approve the final terms
of the course/ training.
Courses can be organized and managed all over the
world.
The minimum number of participants for all
courses: 15 students.
The following organizations are entitled to reserve
courses: Ryuhas, Martial Arts Organizations,
Schools, Martial Art Dojos and Authorities.

Budo Academy Accreditation
A school or institute will be accepted by the
Academy as an accredited Budo school upon receipt
of the following information at the Dean's Chamber
for final approval:
• Name of Head Master, his degree and origin of certification.
(Please, enclose the CV of the Head
Master and copies of his degree certificates and
diplomas).
• Number of years of the school activity.
• Number of instructors and apprentices in the
school.
• Number of Black Belt certifications issued by the
school.
• Address and phone number of school, organization
or Budo coordinator.
The accreditation is valid for a period as stated in
the official contract. The accreditation period will be
renewed automatically on each renewal of the contract.
accreditation by the Academy confers the following
benefits:
• Registration and publication of the newly accredited
institution within the Academy's publications.
• Entitling the school to set and organize official
courses, gradings and qualification procedures of
the International Budo Academy. The accredited
institutions will use and award official
International Budo Academy's Dan degree certificates
to their Teachers and apprentices.
Accreditation and Upgrading of Degrees in
Martial Art
The Academy of Martial Arts will validate DAN
degrees and upgrade a DAN degree (considering specific
cases).
Following the upgrading, the relevant DAN certificate
will be awarded.
Prerequisites for degree accreditation
• photocopies of the latest DAN certificate and all
former DAN certificates from Budo
Ryuha(s)/Organization(s)/School(s)/ Dojo(s).
• CV regarding Martial Arts, which include:
• Applicant's age and the start date of Martial Arts
studies.
• Data regarding schools attended by the applicant
and applicant's Teachers.
• Other relevant issues.
• Formal education, and profession, etc.
• Recommendation from an accredited Teacher.
Prerequisites for degree upgrading
• Recommendation from an accredited Teacher.
• Receipt of CV as mentioned above.
Teacher and Instructor Certification
• Photocopy of photo identification of applicant,
such as identity card\ passport. · Photocopy of all
DAN Diplomas.
• Recommendation from an accredited Teacher.
• Detailed professional CV
• Certificate of graduation of qualification course
(held by the Academy staff)

I am honored to accept invitation from IBSSA
Tony SCHIENA, threefold world champion
of karate and honorary member of IBSSA,
paid a brief visit to Hungary in 2003. He
attended the International Ball of Bodyguards,
met the senior executives of the
international organization and quickly
returned to the production of a movie just
being shot. “I’ll be happy to return to
Budapest any time”, he said to bid farewell.
“Who is this nice guy?” asked many people. A
short question can be answered quickly: he is a
movie actor who did not learn the knacks of
karate for the sake of being invited to a casting
but he is a much wanted movie actor because
he is a master of karate.
Following a short retrospection, we requested
IBSSA’s international coordinator based in
London to keep us regularly informed about
Tony’s success in the world of movie.

What we know about Mr. Tony SCHIENA:
Traditional World Karate Champion Tony
SCHIENA is famous for his reverse punch, which is
reputed to have the power to snap the spine of a
charging bull.
He has been appointed as an international
spokesman for the Frank Dux Presents Kumite
International Challenge, which is scheduled to
take place in Las Vegas, Nevada and Mexico
City during late 2003. The event aims to bring
together the greatest martial arts champions
from ninety-different participating countries,
each representing different styles in an event
designed so that individual styles cannot use
the event environment and rules to their unfair
advantage. This is made finally possible with
the advent of a patent-pending new technology
that removes the risk of death or maiming.
According to Jules NASSO, the producer of
the Steven Seagal film franchise, Tony
SCHIENA is slated to replace Steven SEAGAL
as the next martial arts film sensation. Tony is
blessed with natural ability, speed, technique,
timing and a total lack of fear.
Tony has been competing since the age of six
and is champion of numerous karate tournaments.
He was a member of the South African
National Karate Team and became involved
with the security industry after being asked to
coach South Africa police officers in unarmed
combat. He went on to enlist in the police force
and became a member of its Narcotics & Armed
Bureau (affiliated to Interpol) through which he
kept an eye on the drug trade and illegal smuggling.
Tony is a member of International Police
Association. He is relocated to London in 1998
and set up First Security Solutions (FSS), which
is specialised in staffing London’s night life
with well-skilled door supervisors, security
guards and in bodyguarding royal family members,
dignitaries and celebrities such as Prince.
Tony SCHIENA’s company now operates
under the name Trafalgar Security Systems.
Tony left England for New York where he
became an official guest instructor of the NYPD
Academy. He resumed his competition career
and captained a US karate team to a second
place in England and a triple gold in the World
Traditional Karate Championships held in New
York City.
Tony SCHIENA has sought out the best of
the best in the martial arts and security industry
but has yet to find satisfaction in what he
has achieved.

Action Star

Since my last visit to Budapest and the 2004
IBSSA Congress, I’ve finally managed to
catch-up with Tony SCHIENA. The first
topic of conversation, as always, was when
would we be returning to Budapest for
another trip. Tony attended the 2003 IBSSA
Congress and was overwhelmed by our
Hungarian hospitality.
Well! It has been difficult sitting him down,
as he has been really busy this past year.
Martial arts wise, he returned to competition
one last time, October 2003 in England. The US
Karate team asked him to compete one on the
Kumite team, as one of the members suffered a
training injury and Tony happened to be in
London preparing for a movie project. Tony
responded to the invitation from the US coach
with a negative answer as the year before he
had an accident resulting in two broken ankles
and surgery and as a result he was unable to
defend his world titles. After some persuasion
he gave-in to the coach’s request and without
training and total restriction from kicking he
entered the championship. For the first time in
20 years of competing, his nose was broken. It
was an inspiration to see Tony continue to
fight, equalise and win his remaining fights.
After the championship, Tony commented on,
perhaps, his unwise decision to fight, with “in
general, in the street, a wounded
prey is an easy prey”. Tony
SCHIENA was awarded WTKO
Athlete of the year, which now
completes his retirement from
competition.
Five weeks after the competition
Tony jetted-off to film Wake
of Death with Jean-Claude Van
Damme. Tony and Van Damme
play best friends who are gangsters
that have a conflict with the
Chinese Triads. Wake of Death is
being premiered and released in LA
Malibu - L.A.

in August and will be screened at Cannes this
year. Tony then travelled to Venice, Italy to film
Merchant of Venice with Al Pacino, Jeremy Irons
and Joseph Fiennes. Tony plays the part of
Leonardo. The film is period and almost concise
with Shakespeare’s original play.
After Merchant of Venice Tony filmed Action
Star in London with Vinnie Jones. It is an action
movie spoof. Tony plays an action movie star that
is invited to London to be a judge at a beauty pageant.
His character falls in love with the wrong
girl, causing a climatic series of fights at the end.
Tony has reflected on his speedy rise to leading
man, having shot four movies in eight months.
He said from filming the John Irvin film Dot Kill
with Armand Assante, he got noticed and just
kept working. His plan is now to take it a litter
slower and make the right choices. He has many
offers to do an array of action martial arts movies
and have declined on the offers as he does not
want to be type-cast. He loves action
movies and loves making them,
however, he doesn’t just want to
make any movie.
He stated, “I’m an actor that
does martial arts not a martial arts
actor and I think that so far, the few
movies I’ve done, already reflect this
and therefore speak for themselves.”
Tony’s already completed
movies will be released during this
year. I hope to be reporting soon on
more about our friend Tony Schiena,
very soon.
