Not everything that counts can be counted,
and not everything that can be counted counts.
Albert Einstein ∗
Fred Hamlin, one of my architectural professors, ranted about
the poetic principle. We didn’t know what he was talking about.
He applied it to architecture, engineering, planning, landscape
– the fact that there was a common thread through it all, the
whole of which was greater than the sum of its parts.
Ted Kooser and Bob Hanna have been providing poetry and
sketches for this newsletter since its initial issue in May, 1991.
The combination of literature and graphics is powerful and,
although the various marriages were not made in heaven, the
poetry seems to enhance the sketch and vice-versa. Maybe
that’s the poetic principle.
Ted has recently been named U.S. Poet Laureate,
a position previously held by, among others,
Robert Frost and Karl Shapiro. In announcing
the appointment, Librarian of Congress James
H. Billington said, “Ted Kooser is a major
poetic voice for rural and small town America,
and the first Poet Laureate chosen from the
Great Plains. His verse reaches beyond his
native region to touch on universal themes
in accessible ways.”
Sketch by Frank Webb,
AWS ~ Pittsburgh, PA
Sketch by Bob Hanna
Bob has been an architect in Nebraska since
1967. He has produced two books of sketches
defining Nebraska, where he was born above
a beer tavern in Ewing. He grew up in Grand
Island, having biked every square inch of the city.
He is a delineator whose architectural renderings
regularly transcend computer-generated
competition.
Ted grew up in Ames, Iowa. After a flirtation with architecture,
he graduated from Iowa State University in English and later
obtained a Masters Degree from the University of Nebraska,
having studied there under Karl Shapiro.
Some may consider sketches and poetry strange fare, even malfeasance,
for a state agency newsletter. I commend the Nebraska
Board for their realization that this might be something that
counts, if not something that can be counted.
Raising the Bar: The Nebraska Board Is on Board
Board Perspective
by
Michael J. Conzett, P.E.
During the past ten years the American Society of Civil Engineers (ASCE)
has been formulating a program to encourage “raising the bar” in engineering
education. During the last half-century, the practice of civil engineering
has grown more complex and demanding while the number of credit hours
required to receive an undergraduate CE degree has steadily declined.
These opposing trends, the ASCE believes, create a compelling need to
“raise the bar” in engineering education to continue to adequately protect
public health and safety.
The ASCE proposal is to establish a Body of Knowledge (BOK) consisting
of a bachelor’s degree plus 30 semester credits of acceptable “advanced
level” courses in technical and/or professional practice topic areas. This
BOK would then become the new education prerequisite for licensure in
civil engineering. The details of the BOK can be found in documents available
at: http://www.asce.org/professional/educ/bodyofknowledge.cfm
and
Roger M. Helgoth, P.E.
In March of 2004, the ASCE licensure committee prepared an article for the
Licensure Exchange, published by the National Council of Examiners for
Engineering and Surveying (NCEES). The article makes a case for raising
the bar, resulting from the reduction in the core technical subjects, technical
breadth, and technical depth in the face of increased complexity and
technical specialization of the civil engineering profession. This initiative
by the ASCE has brought the topic “front and center” to the NCEES and
made it a national focus for state licensing organizations.
There is enormous detail in the proposed BOK that is beyond the scope of
this article. In addition, there are several issues to be worked out such as
how mobility and comity would be maintained and how “grandfathering”
provisions might work as additional engineering education is required.
Further, due to the very nature of this Board’s regulation of the Architecture
profession, which already requires extended education criteria, we
must be sensitive to this matter as to how it may apply to all the various
architecture and engineering professionals practicing in Nebraska.
This issue of educational
requirements
directly ties to one of the
key responsibilities of
the Nebraska Board of
Engineers and Architects…
to safeguard life, health
and property and promote
the public welfare.
This issue of educational requirements directly ties to one of the key
responsibilities of the Nebraska Board of Engineers and Architects. The
Engineers and Architects Regulation Act requires the regulation of architecture
and engineering in Nebraska to safeguard life, health and property
and promote the public welfare.
Suffice it to say that the Nebraska Board of Engineers and Architects
believes the ASCE proposal has definite merit. Accordingly, the Board
has expressed interest to ASCE regarding early implementation of requiring
additional engineering education as a condition for civil engineering
licensure. We believe Nebraska should be one of the states leading the
nation in promoting higher standards for our regulated professions.
While there is a long way to go (some say 15 to 20 years) before the concept
is fully implemented across all the U.S. jurisdictions, we believe that now
is the time for high-level discussion and input from both the regulated
professions and the public. If you would like to weigh in on this issue, we
invite you to contact one of us via e-mail. You can reach Mike Conzett at
New Board Policy
22.05.2004
03.04 A professional engineer and his client’s draftsman were alleged to have
engaged in plan stamping and unlicensed practice. Action: James J. Musilek,
E-5935, has signed a Settlement Agreement with the Board containing
stipulations for a two-year period and payment of $1,000 in costs.
03.12 A professional engineer has been accused of incompetence, negligence,
and possibly plan stamping in placing his seal on drawings of an exempt
residential project. Action: The Board has retained legal counsel to investigate
the matter and to seek resolution.
04.02 A firm owned and operated by an Engineer Intern holds a Certificate of
Authorization to practice engineering by virtue of a full time licensed professional
engineer employed by the firm. The complaint alleges that the
P.E. is not full-time and that the owner is practicing engineering without
a license. Action: It was determined, from payroll records, that the PE in
responsible charge was a full-time employee during the period in question.
04.03 A State agency alleges that a professional engineer did not act with reasonable
care and competence in designing and administering construction of
a wastewater system for a housing development. Action: A disinterested
professional engineer has investigated the documentation submitted with
the complaint and issued an opinion to the board. The respondent has
responded to the allegations of the complaint. The Board has requested reaction
of the complainant and the disinterested engineer to the response.
04.05 A draftsman was accused of the unlicensed practice of architecture when
his client’s attorney referred to him as the architect for a project before a
planning commission. Action: The project was determined to be exempt
from the law, and the draftsman instructed the attorney to refrain from
referring to him as an architect.
04.06 A firm with no certificate of authorization to practice engineering, and no
known professional engineers, submitted an application for a State permit
that requires the seal of a licensed professional engineer on application
documents. Action: The matter has been referred to an investigator.
04.07 A telephone Yellow Pages directory listed organizations under ‘Architects’
that allegedly employed no licensed architects. Action: A letter was sent to
the publisher of the book, with copies to the organizations listed, explaining
that such listings are unlawful.
04.08 An architect was accused of incompetence and of withholding refund of
unearned retainer funds. Action: Under investigation.
04.09 An architect is alleged to have sealed structural engineering documents.
Action: Pending board review.
The following policy has been established by the Board:
After Years
Today, from a distance, I saw you
walking away, and without a sound
the glittering face of a glacier
slid into the sea. An ancient oak
fell in the Cumberlands, holding only
a handful of leaves, and an old woman
scattering corn to her chickens looked up
for an instant. At the other side
of the galaxy, a star thirty-five times
the size of our own sun exploded
and vanished, leaving a small green spot
on the astronomer’s retina
as he stood in the great open dome
of my heart with no one to tell.
