1 Advocates of external accountability make a number of arguments about the value of accountability systems, including
their power to attract different kinds of workers into the education system, their ability to promote the clarity of goals (and
thereby help teachers figure out how to focus their efforts) and the utility of the information produced by these systems to
inform decision making.
2 Teachers may respond strategically to the incentives by not giving low-stake subjects priority and ignoring critical aspects
of learning that are not explicitly tested. The incentives may backfire (Jacob, 2005).
