1 Advocates of external accountability make a number of arguments about the value of accountability systems, including<br />

their power to attract different kinds of workers into the education system, their ability to promote the clarity of goals (and<br />

thereby help teachers figure out how to focus their efforts) and the utility of the information produced by these systems to<br />

inform decision making.<br />

2 Teachers may respond strategically to the incentives by not giving low-stake subjects priority and ignoring critical aspects<br />

of learning that are not explicitly tested. The incentives may backfire (Jacob, 2005).<br />

3 The health service is an example of a sector in which government management is mixed in a sort of symbiosis with, for<br />

instance, doctors’ interest organisations.<br />

4 However, Stoll (2009) emphasises that prescription can lead to diminished capacity.<br />
