DEFINITIONS OF SELECTED TERMS DEFINICJE WYBRANYCH TERMINÓW abandoned land (grunt odłogowany) – farm land that has been left lying abandoned for the period longer than two years without agricultural use and cultivation. abandonment (zaniechanie, opusz− czenie, porzucenie) – the possibility of farmland no longer being ma− naged for agriculture or any other purpose. absorption capacity (absorpcyjna zdolność) – the capacity of the given region for effective utilisation of the flowing external financial resources (primarily concerns assistance funds and credits). The absorption capacity generally depends on the conditions, on which these resources are made available and on the level of the social−economic development of the region. acquis communautaire – the entire acquis communautaire of the Euro− pean Communities, which consist of all treaty provisions, executive legis− lation to the treaties, verdicts of the Court of Justice of European Com− munities and the Court of First Instance, international agreements and declarations and resolutions. Each country applying for member− ship in the European Union is obliged to unconditionally accept the acquis communautaire. afforestation, forestry planting (zale− sianie) – the establishment of forest by natural succession or by the application window planting of trees on land where they did not grow formerly. Agency for Restructuring and Moder− nisation of Agriculture, ARMA (Agencja Restrukturyzacji i Moder− nizacji Rolnictwa, ARiMR) – a pay− ment institution in Poland whose mission is to support actions aimed at accelerating structural changes in agriculture and rural areas. agri−environmental activity (działal− ność rolnośrodowiskowa) – agricul− tural activity for nature and environ− ment protection and maintenance of rural heritage. agri−environment incentives (zachęty rolnośrodowiskowe) – payments to farmers for environmentally−friendly practices or land use changes. agri−environment measures (działa− nia rolnośrodowiskowe) – the set of measures associated with agri− culture that have a positive impact on man's natural environment. The measures are aimed at balancing the circulation of natural elements in the agricultural ecosystem, reducing the negative impact of the economy on the environment, increasing biolo− gical diversity, maintenance of typi− cal agricultural landscapes etc. agri−environmental package (pakiet rolnośrodowiskowy) – complex of conditions and activities leading to realisation of the package goal. allelopathy (allelopatia) – the sup− pression of the growth of one plant species by another. application window („okno aplika− cyjne”, okres składania wniosków) – the period of time (several weeks to the whole year) during which appli− A 41
B 42 beneficiary cations are accepted from farmers for agri−environment schemes. beneficiary (beneficjent) – a private individual or legal entity benefiting from the EU assistance funds sup− port. biodiversity (różnorodność biologicz− na) – the variety of species and eco− systems and the ecological processes of which they are part; includes eco− system or habitat complexity, spe− cies richness and genetic variety. buffer zone (strefa buforowa) – a strip of land at least 1m wide on which no fertilizers or pesticides are used, grown with grassy plants or bushes and trees. Buffer zones are made for the protection of water reservoirs, watercourses, land threatened by erosion or to isolate of areas that may be endangered by pollution. Birds Directive (Dyrektywa Ptasia) – the EU directive about the protection of wild birds. The directive requires legislative, protection, control and monitoring activities in order to im− plement its provisions. The objec− tives of the Directive concern the protection and preservation of all bird populations living naturally in wild conditions, the legal regulation of trade and acquisition of game− −birds and counteracting some me− thods of catching and killing them. The Birds Directive consists of 19 arti− cles and 5 attachments, which deter− mine in more detail the methods of its implementation. climax (klimaks) – the final stage in plant succession in which the vege− tation attains equilibrium with the environment and provided the en− vironment is not disturbed, the plant community becomes more or less self−perpetuating. Subsequent chan− ges occur much more slowly than those during earlier successional stages. CAP, Common Agricultural Policy of the EU (WPR, Wspólna Polityka Rolna Unii Europejskiej) – the do− cuments defining mutual gains, prio− rities, rules of functioning of the sin− gle market, legal basis and applica− tion of financial support to European Union agriculture. The Common Agri− cultural Policy was made after the establishment of the European Eco− nomic Community under the Rome Treaty of 1957. It was recognised that agriculture requires special treatment because of the long pro− duction period, frequently affected by factors independent from man and investments, where the incurred out− lays are returned a lot later compared to other sectors of the economy, and the capital turnover is slower. It was also assumed that agriculture does not have conditions to meet the com− petition on the global market. The special treatment of the agricultural sector was also influenced by con− straints associated with the preser− vation of the cultural rural heritage and the protection of the natural environment with the parallel protec− tion of rural areas as an integral part of Europe's landscape. Under the common agricultural market cus− toms fees and quantitative barriers were eliminated in trade between the member states, the common cus− toms tariff and trade policy was
