will serve the purpose of incorporat−
ing the agriculture sectors of candi−
date countries into the Common
Agricultural Policy system and
Structural Policy system of the EU.
semi−natural (półnaturalne) – vege−
tation altered by human influence or
managment in the past, which has
taken on a natural aspect owing to
the length of time over which the
influences have persisted.
shrubs, bushes (zakrzewienia, zakrza−
czenia) – a woody plants which
branches below or near ground level
into several main stems so has no
clear trunk.
soil erosion (erozja gleby) – soil
washing on sloping ground (water
erosion). This might lead to the
deformation of the land surface and
destruction of the soil profile. Wind
erosion, i.e. transfer of soil particles
by wind is not of a high significance
in our climate.
Structural Funds (fundusze struktu−
ralne) – these are the four funds
administered by the European Co−
mmission – European Agricultural
Guidance and Guarantee Fund, Euro−
pean Regional Development Fund, the
European Social Fund, Financial In−
strument of Fisheries Guidance. The
objectives of these funds are stipula−
ted under the Uniform European Act
and they operate according to the
following principles:
a) concentration of the financial
resources in financial and geo−
graphic dimension;
usual good farming practice
b) supplementing domestic resour−
ces for the purpose of executing
programs;
c) involvement in the Structural
Funds;
d) strengthening the control sys−
tems.
subsidy (dotacja) – the financial
resources transferred to the recipient
(such as municipality) for the objec−
tive stipulated in detail under the
agreement (or by law). The recipient
by law cannot change the dedication
of the resources and spend the sub−
sidy envisaged, for example to keep
the hospital for the constriction of
a city hall or study visit abroad. The
subsidy serves the purpose of the
recipient to execute priority tasks
from the donor's point of view (like
government).
sustainable (trwały, zrównoważony) –
the ability for the long−term mainte−
nance of the economic/natural stabili−
ty. Sustainable development: the me−
thod of social and economic deve−
lopment compliant with the long−
term stability of the ecological sys−
tems, especially the ones impor−
tant from the perspective of mans
welfare.
usual good farming practice (zwykła
dobra praktyka rolnicza) – verifiable
standard of farming compliant with
existing Polish environmental legali−
sation defined in Good Farming
Practice Code. Those standards must
be applied to the whole farm and
establish a reference level, obliging
all the beneficiaries of agri−environ−
mental programmes. There is no
payment for following UGFP.
