9 We offer numerous ‘support services’ at Doha,<br />

Ras Laffan, Mesaieed, Al Shaheen Terminal, Halul<br />

Terminal, Al Rayyan Terminal and Abu Samra.<br />

These include visa applications, crew meet & greet<br />

services, flight/hotel bookings, transport of crew<br />

and cargo – landside and/or offshore-based – and<br />

general procurement.<br />

9 We offer stevedoring at the <strong>Qatar</strong> Flour Mills private<br />

berth/terminal for all imported bagged cargoes.<br />

We are the only private sector agent holding this<br />

stevedoring licence, other than the various ports’<br />

contracted stevedore.<br />

9 We offer key account personnel as a single point of<br />

contact to every customer, ensuring effective<br />

communication, cost-saving initiatives and a timely<br />

and consistent personalised service.<br />

9 We have a track record of issuing seafarer/business<br />

visas within two working days, provided all<br />

documentation is clean and valid.<br />

Procurement, Installation & Commissioning)<br />

sector. We have a record of achieving significant<br />

FAQ <strong>Qatar</strong><br />

9 What is the Customs duty amount applicable on<br />

cargoes? Is there a freight tax applicable for vessels<br />

calling <strong>Qatar</strong>? What about a Free Trade Zone?<br />

Customs duty is 5% on CIF value for all commodities<br />

except liquor and tobacco products. This includes duty of 5% of value charged on ship’s spares. There is nil<br />

freight tax applicable at <strong>Qatar</strong> ports. There is no Free Trade Zone at present but <strong>Qatar</strong> is planning a facility.<br />

9 Are <strong>Qatar</strong>i ports ISPS compliant?<br />

Yes, all ports are ISPS compliant.<br />

9 Are crew changes permitted? Which documents are required and how long does it take to obtain a visa?<br />

Crew changes are permitted in <strong>Qatar</strong> with restrictions applicable only to the offshore terminals. A clear copy<br />

of the seafarer’s book and/or passport is required. In most cases it takes three to four working days to obtain<br />

a seafarer’s visa but ISS <strong>Qatar</strong> on average secures a visa within two working days – sometimes less.<br />

9 Is shore handling gear available in <strong>Qatar</strong>? Are gearless vessels permitted?<br />

Mobile cranes are available in <strong>Qatar</strong>, but not gantry cranes. Cranes with a SWL (safe working load) of<br />

25-100 tonnes are readily available. Cranes with 200-400 tonnes SWL are subject to availability. Forklifts in the<br />

3-7 tonnes range are readily available and up to 25 tonnes are subject to availability. Slings/shackles for<br />

general cargo discharge are available. Port regulations state that all cargo gear required for heavy lift<br />

operations is to be carried / provided by the vessel. In most cases, gearless vessels are not permitted in<br />

<strong>Qatar</strong> but special permission can sometimes be granted by the port prior to vessel fixture.<br />

9 Are anchorage services available?<br />

Generally there are no anchorage services but ISS <strong>Qatar</strong> can arrange numerous services with sufficient<br />

9 Is Emergency Departure Procedure (EDP) permitted in <strong>Qatar</strong>?<br />

Yes, in compliance with port regulations.<br />

9 Are there any restrictions regarding vessel flag?<br />

There are no restrictions on flag.<br />

9 What husbandry services can be arranged?<br />

Repairs, maintenance, supply of stores and provisions, cash to master, medical/safety training, surveys, and<br />

supply by road tanker of bunkers and water can all be arranged.<br />

9 Is temporary import of cargo permitted in <strong>Qatar</strong>?<br />

Yes, subject to prior approval from Customs, on application from consignee. ISS <strong>Qatar</strong> can assist in these<br />

formalities. A deposit of 5% of CIF value has to be lodged with Customs; this amount is refunded after re-export<br />

of the cargo. Cargo must have permanent identification, which will be verified during import and re-export.<br />

9 Are there restrictions on import/export of hazardous materials?<br />

Import/export of hazardous materials is permitted only if the consignee has prior approval from the<br />

Environment Protection Council / Civil Defence establishment. ISS <strong>Qatar</strong> can advise on this procedure.<br />

9 Are there any restrictions on import of telecoms/computer equipment?<br />

Importation of this type of equipment is subject to permission being gained by the consignee, from the<br />

Supreme Council of Information and Communication Technology, prior to arrival of the shipment.<br />
