The SOC remains operational throughout the response phase of an event. As<br />

recovery operations begin the coordination shifts to a Joint Field Office (JFO)<br />

which will be established near the affected area, and staffed by appropriate<br />

local, state and federal personnel, if there is a federal disaster declared. Once<br />

the JFO is established the SOC returns to an active monitoring status and the JFO<br />

takes on the primary responsibility of communicating information specific to the<br />

recovery operations for the initial disaster.<br />

In order to disseminate accurate emergency or disaster information, it is<br />

imperative that disaster impact assessments be made quickly by local officials,<br />

to determine the necessary state response or federal assistance following any<br />

major or catastrophic disaster. To accomplish this, the SOC, through the<br />

<strong>GEMA</strong>/HS Field Coordinators have developed protocols to ensure the effective<br />

and efficient reporting of local assessments and conditions following a disaster or<br />

emergency occurring. These protocols and key pieces of information include:<br />

• Jurisdiction<br />

• Contact Information of Reporting Party<br />

• Date, Time, Locations of Incident<br />

• Initial Summary of Damages<br />

• Number of Injuries<br />

• Number of Deaths<br />

• Evacuations Ordered (If Applicable)<br />

• Status of Shelter <strong>Operations</strong><br />

• Road Closures<br />

• School Closures<br />

• Media Response<br />
