X. <strong>Plan</strong> Development and Maintenance<br />
The 2012 publication of the <strong>Georgia</strong> <strong>Emergency</strong> <strong>Operations</strong> <strong>Plan</strong> shall be<br />
effective for four years and will be reviewed annually. The next version of the<br />
GEOP should be published on or about May 2016.<br />
<strong>Emergency</strong> Support Function Annexes shall be effective for two years, but will<br />
undergo comprehensive reviews annually. ESF Annexes may be updated and<br />
republished as necessary based on lessons learned from exercises or activations<br />
of the GEOP.<br />
For the planning cycle of this latest edition of the GEOP, <strong>GEMA</strong>/HS exercise<br />
coordinators anticipate conducting a full scale statewide exercise as well as<br />
smaller scale, process specific drills. The goal of these exercises is to evaluate<br />
processes and procedures described within this plan. For more information on<br />

Evaluation and continual process improvement are cornerstones of effective<br />
preparedness and progressive emergency management programs. <strong>GEMA</strong>/HS<br />
has incorporated the <strong>Homeland</strong> <strong>Security</strong> Exercise and Evaluation Program<br />
(HSEEP) into its training and exercise programs. Additionally <strong>GEMA</strong>/HS has<br />
integrated principals of developing structured after action evaluations and<br />
corrective action plans.<br />
All agencies listed in the GEOP shall actively participate in after action meetings<br />
to identify areas for improvement in the GEOP or other supporting plans or guides<br />
to ensure the State of <strong>Georgia</strong> is continually improving its operational capability<br />
to respond to natural and manmade disasters. Upon conclusion of an exercise or<br />
the actual activation of the GEOP and or the SOC, ESFs, agencies and<br />
organizations listed in this plan shall evaluate their performance against relevant<br />
capability objectives to identify deficits and institute corrective action plans.<br />
Improvement planning should develop specific recommendations for changes in<br />
practice, timelines for implementation, and assignments for completion.<br />
The <strong>GEMA</strong>/HS <strong>Plan</strong>ning Section has formatted the GEOP so that necessary<br />
changes may be made to ESFs, Support or Incident Annexes without significant<br />
impacts on this base plan or other plan components unless necessary. Any user<br />
of this plan is encouraged to recommend changes that they feel may enhance<br />
or clarify a particular portion. Suggested changes should be submitted to the<br />
<strong>GEMA</strong> <strong>Plan</strong>ning Director for coordination, comment, concurrence and<br />
necessary approval, at the address on the following page. The format of<br />
suggested changes is shown on the following page.<br />
