crime prevention. Such tools should make<br />

provision for supporting implementation with<br />

guidelines <strong>and</strong> capacity building, including assessment<br />

requirements from the inception <strong>of</strong> the<br />

programme to allow assessment <strong>of</strong> impact. The<br />

sector policing programme <strong>of</strong> the SAPS is one<br />

such tool. It entails a method <strong>of</strong> policing used in a<br />

small, manageable geographical sector in a police<br />

station area, the appointment <strong>of</strong> a police <strong>of</strong>ficial<br />

as a Sector Comm<strong>and</strong>er, who, by acting as a<br />

crime prevention <strong>of</strong>ficial, will involve all role players<br />

in identifying the particular policing needs in each<br />

sector <strong>and</strong> addressing the roots causes <strong>of</strong> crime<br />

as well as the enabling <strong>and</strong> contributing factors,<br />

in order to bring about effective crime prevention.<br />

This has to be achieved through the launching<br />

<strong>of</strong> informed, intelligence-driven crime prevention<br />

projects in collaboration with the local community.<br />

93. Tools used in the implementation <strong>of</strong> crime prevention<br />

strategies are Community Police Forums.<br />

Youth desks at police stations are additional tools<br />

<strong>and</strong> instruments that are used to implement crime<br />

prevention strategies.<br />

94. Targeted partnerships in a certain sector to address<br />

sector specific crime concerns are a further<br />

tool, for example with organised business sectors<br />

like the banking industry, Security industry, Nonferrous<br />

metal industry or Petroleum industry.<br />
