146. The JCPS Business Information System: This<br />

system assists the JCPS Ministers in defining the<br />

cluster’s key performance indicators for measuring<br />

its performance.<br />

147. Operational Planning <strong>and</strong> Monitoring System<br />

(OPAM): This system was enhanced to cater<br />

for all events leading up to a national election,<br />

capture policing activities relating to the 2009<br />

Confederation Cup <strong>and</strong> 2010 Soccer World Cup.<br />

This system combines a reporting structure with<br />

intelligence capability <strong>and</strong> a Geographical Information<br />

System (GIS).<br />

148. South Africa’s <strong>Department</strong> <strong>of</strong> Home Affairs<br />

(DHA) is entrusted with issuing enabling documents<br />

to citizens <strong>and</strong> foreign visitors for identification,<br />

travel, <strong>and</strong>/or migration purposes. High<br />

quality, accurate, reliable, consistent <strong>and</strong> trusted<br />

data are required for producing the relevant<br />

documents. Citizen data <strong>and</strong> records are kept in<br />

different business system databases <strong>and</strong> in paper<br />

files housed in the department’s registries <strong>and</strong><br />

archives. This data form the core <strong>of</strong> the department’s<br />

corporate data/information holding.<br />

149. The integrity <strong>of</strong> corporate data holding is important<br />

<strong>and</strong> this information is used to create documents<br />

that help citizens to access government<br />

<strong>and</strong> other important resources from private sector.<br />

These resources vary from grants, pensions,<br />

loan access to banks, etc.<br />

150. The following information security projects in<br />

the <strong>Department</strong> <strong>of</strong> Home Affairs aim to eradicate<br />

identity theft:<br />

• Biometrics Access Control Management.<br />

This is a combination <strong>of</strong> biometrics (fingerprints)<br />

<strong>and</strong> smart card to access DHA<br />

systems.<br />

• The Intellinx system sends alerts to respective<br />

managers about what has been accessed<br />

in the system so that irregularities<br />

can be known immediately.<br />

• The Intrusion Prevention System to be<br />

implemented works by immediately verifying<br />

information in a local <strong>of</strong>fice instead <strong>of</strong> going<br />

via head <strong>of</strong>fice.<br />

• The DHA has also introduced the Advanced<br />

Passenger Processing (APP) system. This<br />

links airlines with the department’s systems<br />

to ensure that people boarding flights for<br />

South Africa have security clearance. A<br />

24-hour operational centre within the department<br />

oversees the functioning <strong>of</strong> the APP.<br />
