Reproductive Health Commodity Security Consistent availability of affordable life-saving medicines, contraceptives and other essential health supplies at all levels is a major indicator of an efficient health system that can provide equitable services to its people. UNFPA provides both technical and financial support to contribute to commitment by MOH in meeting the goal of universal access to reproductive health by 2015 and universal access to HIV prevention for improved quality of life. The overall aim is to ensure availability and access to high quality reproductive health commodities at the right place, at the right time, at all times, with adequate variety to meet the needs of every individual who needs them. The products must also be tolerated, accepted and appropriate within the context of individual circumstances. Over the years we have learnt that expiry and stock outs of commodities may be due to poor forecasting, excess/under-procurement, over/under-ordering, factors which are also influenced by poor record keeping, poor quality of reports to guide the forecasting process. UNFPA, in collaboration with other partners such as Supply Chain Management System, strives to build institutional capacities at both national and peripheral levels to strengthen supply chain and logistics management of health commodities including contraceptives and maternal related drugs. Simple inventory control software has been introduced at five Government regional warehouses and some catchment hospitals and clinics to enhance reliable data management, prevention of intermittent stock outs and expiries as well as production of reliable reports. In 2012, UNFPA supported MOH to develop National Condom Strategy, Condom Social Marketing Strategy, Comprehensive Condom Programming training manual and condom IEC Package to enhance accelerated demand creation interventions that should match availability and supply of contraceptives and minimize excess stocks, expiries and wastages. Implementation and monitoring for results will be intensified from 2013. Contraceptive method mix required for a wider range of choice for the prevention of unwanted pregnancies and STIs, including HIV. 15
