PRESIDENT’S MESSAGE
John Taylor
Winter is over and spring is here, or least I hope it is by the time
you are reading this. They say we had the most snow since the
2000-01 winter, and one of the coldest in quite some time. Being
one of those people who love winter, grooms cross country ski trials
and also skis, I loved it.
During the winter your board was busy. As you will see in an article
later in the newsletter we decided to take another step in our
continuing efforts to protect the Gull Chain of Lakes by leasing
three video monitoring camera’s. If successful, we want to make
this a permanent system and one day buy the equipment. In order
for this to continue even next year we need your approval by sending
donations to keep this up.
A couple of years ago we had what we call a dock drop, where we
dropped off the summer newsletter and some educational materials
to every dock on the Chain. This will be done sometime in
early July.
We also started winter lake testing done by A&W Research on a
trial basis and will possibly continue to do this in the future. This
also depends on funds being available.
This summer the annual meeting will again be held at the Zapffe
Compound as it has the past several summers. Please keep the
evening of July 16 open on your calendar.
Another project we will be investigating is the possibility of the
Association doing some chemical treatment for curly leaf
pondweed in some areas of the Chain. This will be done if the necessary
funds are raised.
As you see your board has started many projects and has many
more we would like to do. The one thread you may notice is when
and if we have the money. I realize these are hard economic times
for us all. I firmly feel that your investment in your home on Gull
Lake or the Chain (whether you’re main home or a seasonal home)
will be enhanced by helping us. The government agencies are cutting
back in many areas, and in order to protect our resource we
have to give some money. I could go on, but if you all could dig a
little deeper in your pockets each year maybe we could; 1) stop the
spread of exotics’ or prolong its spread for many years, 2) help
with the enforcement to make the lakes safe, 3) test the waters and
investigate programs to keep our waters clean, 4) keep the buoy
system updated with replacement buoys and lights, 5) and many
other programs.
So, now take this newsletter, and if your at the lake go out on a
lawn chair and enjoy it. Or if your not in the Brainerd area yet, just
know that its only a few short weeks before you will be here.
LAKES PRINTING CONFIDENTIALITY POLICY
Lakes Printing in Brainerd is the only business that is allowed access to
our Association member list and only for the purpose of mailing our
newsletter. They have issued the following confidentiality policy.
We have a strict policy of confidentiality. We will not sell, trade, swap or
in any other way use your list for anything except mailing your newsletter.
We understand fully that you are the owner of the list and we simply
have an electronic copy on our system for your use. This policy is not just
for the Gull Chain of Lakes Association, it is applied to all customers.
WINTER WATER TESTING – 2009 RESULTS
Dr. Robert Eliason, Board Member
On 5 February, A. W. Research Laboratories collected water samples from Nisswa, Roy, Spider, and
Margaret lakes. The following parameters were measured: total phosphorous, chloride, dissolved oxygen,
temperature, conductivity, and acidity (pH). The results were compared to MPCA reference values for
our Northern Lakes and Forests Ecoregion (NLFE).
The concentration of dissolved oxygen (DO) was measured as a function of depth in Margaret, Nisswa,
and Roy lakes but not in Spider because it is too shallow. DO decreased with increasing depth and, in all
cases, became less than 2 mg/L at 20 feet. This is of concern as an oxygen concentration below 2 mg/L
indicates anoxia. Most aquatic organisms (including game fish) have difficulty surviving under anoxia
conditions.
The range for total phosphorous (TP) concentration for unpolluted lakes in our Northern Lakes and
Forests Ecoregion is 0.014-0.027 mg/L. The TP concentrations in Nisswa, Roy, and Spider lakes were
within the NLFE range. The TP concentration in Margaret was above the range, which was expected
since it is on the EPA list of impaired lakes.
The NLFE reference range for chloride is 0.6-1.2 mg/L. The chloride concentrations in Nisswa, Roy, and
Spider lakes were about 10 times the upper value (1.2 mg/L) for unpolluted lakes, and the concentration
in Margaret was about 3 times the upper
value. This is of particular concern
because it indicates that the lakes are experiencing
pollution by chloride containing
salts. The common chloride compounds
are sodium chloride, potassium chloride
and calcium chloride. Sodium and potassium
chlorides are used in
water softening and can enter lakes from
sewer systems. Sodium and calcium chlorides
are used as deicing compounds and
can enter lakes from storm sewer runoff
and from road runoff.
Highway 371, Nisswa
(218) 963-2584
800-322-3525
Specific conductivity, which measures
the conductance of electricity
through water, indicates the presence
of ions (salts) in the water. The reference
NLFE conductivity range is 50-
250 µs/cm. In all lakes at all depths,
the specific conductance was above
the upper value. These results were
expected because chloride salts
increase electrical conductance and
would contribute to a high specific
conductance. The specific conductance
for Lake Margaret was much
higher than that for the other lakes.
This was unexpected because its
chloride concentration was one third
of that for the other lakes. This indicates
that there must be other nonchloride
containing salt compounds
in the lake. Often these other compounds
contain metal ions, e.g.
arsenic, lead, mercury, which contribute
to pollution.
GCOLA SET TO USE NEW TECHNOLOGY AGAINST INVASIVE SPECIES
Ron Faust, Board Member
The Gull Chain of Lakes Association will be installing three new devices on Gull Lake to increase the
level of protection against introduction of invasive species into the Gull Chain. New technology has been
used to develop the devices, called Internet Landing Installed Device Sensors (I-LIDS). They can monitor
and record each boat launch during all daylight hours all season long. They will be working when DNR
watercraft interns are not on duty.
Developed by a Minnesota company named Environmental Sentry Protection,
(www.environmentalsentry.com) in Plymouth, the sensor devices will be mounted this
spring at the three major boat launches on Gull Lake. The I-LIDS enclose video cameras
and solar panels in stainless steel enclosures. When approaching vehicles are
detected, the camera turns on to record short videos. In addition to boat license numbers,
the video clips show whether or not plants can be spotted on the trailer or boat
motor. This video is then transmitted wirelessly to a nearby high speed data access
point, and then to a central monitoring area at Environmental Sentry Protection headquarters.
Some video clips will also be monitored by Gull Chain of Lakes Association
members on the company’s web site.
The devices have been shown to be very effective on other lakes in creating an environment where boat
owners are more aware of the possibility of invasive species transmission and more responsible about
cleaning their boats and trailers before launch. New warning signs explaining the functioning of the
video devices will also be installed.
Although zebra mussels and Eurasian water-milfoil have become established in many
Minnesota and Wisconsin lakes, the Gull Chain of Lakes has remained free of these
infections thus far. The mussels can totally cover dock equipment and present many
sharp edges that are a problem for swimmers. Eurasian water-milfoil is a submergent,
rooted aquatic plant which grows in water 3 to 15 feet deep. It can become so
thick that boats cannot get through it and swimming is impossible. Once established,
treatment options for these problems are very expensive and have limited effectiveness.
Data on Lake Minnetonka showed that introduction of I-LIDS reduced the number of
boats launching weeds from 7.4% to 0.3%. The GCOLA Board of Directors is aware
that most boat owners are very careful that their boats and trailers are clean before entering the water. It
is hoped this monitoring system will be effective in changing the habits of those not careful enough.
GCOLA AWARDED DNR INVASIVES SPECIES PREVENTION GRANT
For the second year in a row, GCOLA has been awarded a $5,000 matching grant
from the MN Department of Natural Resources to help prevent the spread of aquatic
invasive species. The grant will be used to hire trained college interns to conduct
watercraft inspections at the three public landings on Gull Lake. Inspectors will be
working on weekends and the three major summer holidays when the majority of
boat launchings take place. In addition to checking for weeds on watercraft about
to be launched, interns will provide educational handouts to watercraft owners.
When you see the “Stop Aquatic Hitchikers” flag at a landing, you know an inspector
is there.
An additional $150 matching grant will be used to purchase “Stop Aquatic
Hitchhikers” brochures which will be placed in the GCOLA water safety brochure
boxes at the public landings, distributed to property owners and placed in bait
shops and marine businesses in the Nisswa area.
DNR DOCK RULE REVISIONS
Rosemary Goff, Board Member
DNR DOCK RULE REVISIONS
Rosemary Goff, Board Member
In 2007, the Minnesota State Legislature required the DNR to revise its rules for the regulation of structures
in public waters by 2010. This came about because there were concerns about the number of larger
nonconforming platform docks that were appearing on lakes along with the number of structures in front
of some properties. The structures affected by the new rules will include docks and boat lifts. The intent
is to establish revised guidelines on the allowable size and number of structures placed in public waters
and to define a maximum allowable aquatic impact zone based on what is reasonable.
Some of the issues under discussion include the maximum allowable size of docks and platforms, the size
of Aquatic Impact Zones, grandfathering of nonconforming docks, permit criteria and the issue of
enforcement. The DNR has been conducting public hearings and taking comments, including an online
survey. An advisory committee has been meeting throughout the first half of 2009 to provide input in
determining what is reasonable use of public waters by lakeshore property owners. Many interesting
comments from people around the state and summaries of advisory committee meetings can be found on
the DNR website listed below.
Final proposed rules will be drafted later this year and released for public comment with additional hearings
possible. An Administrative Law Judge will then review the rule and determine if the DNR has
demonstrated the need and reasonableness of the proposed rule and whether or not they have legal
authority to adopt the rules. The rule goes into effect once it is published in the State Register.
Anyone interested in receiving updates on the rule revision process can register with the DNR by going
to:
www.dnr.state.mn/.us/waters/watermgmt_section/pwpermits/structures_rules.html.
More background on the revision process is also available on the DNR web site. Comments, suggestions
or questions on the structures rules can also be sent to: structures@dnr.state.mn.us For more information you
can also contact Tom Hovey at DNR Waters: 651-259-5654 or tom.hovey@dnr.state.mn.us
DOCK DROP
Watch for the summer newsletter to appear at your dock in early July. In an effort to expand membership
we will be leaving a packet of information, along with the summer newsletter, at every dock on the Gull
Chain of Lakes. Anyone interested in helping distribute the packets should call Rosemary at 218-963-3542.
RAIN BARRELS: A WAY OF COLLECTING & USING RAINWATER
Have you ever watched a river of rainwater run down your driveway into the lake or storm sewer? Or even worse,
seep into your basement? Collecting roof runoff in rain barrels is a good solution to these problems and it also helps
alleviate stressed water systems and conserve limited resources. Although rain barrels have been around for thousands
of years, people are now encouraged more than ever to use them as a way to protect our lakes and rivers while
saving money on water bills.
WHAT IS A RAIN BARREL?
A rain barrel is any type of container used to catch water flowing from a downspout. Rain barrels reduce
the amount of stormwater runoff by collecting roof runoff and storing the rainwater for future use.
HOW DOES IT WORK?
The rain barrel is placed underneath a shortened downspout, diverting the roof runoff into the rain barrel.
Placing the rain barrel on a STURDY platform will allow for more clearance under the spigot, and it
will also increase the rate of flow if you are attaching a hose to the barrel’s spigot.
HOW DO I MAINTAIN THE RAIN BARREL?
During the spring and summer months routinely inspect your rain barrel. Remove any debris that has
accumulated on the lid that might block the screen mesh. You should also routinely clean the inside of
your rain barrel. During the winter months, remember to take your barrel out of operation. Simply turn it
upside down or store it inside and redirect the downspout away from the foundation.
BENEFITS OF USING A RAIN BARREL
• They provide an alternative to tap water for watering lawns and flower gardens.
• They will help reduce peak volume and velocity of stormwater runoff reaching lakes and rivers.
• They will help reduce peak water demands during the summer months.
RAIN BARRELS: A WAY OF COLLECTING & USING RAINWATER
RESTRICTIONS ON RAIN BARREL USE
• Water collected from rain barrels is not suitable for human or pet consumption.
• Due to lack of research data, water collected in a rain barrel is not recommended for watering fruit or
vegetable gardens.
• The water flow (and pressure) will be less than from your outdoor spigot, making sprinklers ineffective.
Plan to use soaker hoses, handheld spray nozzles and/or watering cans. Elevating your rain barrel
on a sturdy platform will increase the flow.
INTERESTING FACTS ABOUT RAIN BARRELS
• Rainwater can actually help improve the health of your gardens, lawn and trees. Rainwater is naturally
“soft” and devoid of minerals, chlorine and other chemicals found in city water.
• During a one-inch rain event 0.6 gallons of water will fall on a square foot of roof and 54 gallons will
fall on 90 square feet of roof—enough to fill a 55 gallon rain barrel. To collect twice this volume from the
same downspout, connect the overflow hose from the first rain barrel to a second rain barrel.
• A plastic rain barrel may be painted any color you wish. Use spray paint specially formulated to bond
well to plastic surfaces.
• Rain barrels can be purchased at a cost between $70-$300. Or, you can reduce your costs considerably
by making your own.
Start a new trend—by placing rain barrels around your house, you will be teaching and
encouraging others in your neighborhood to do the same!
RESERVOIR WATER LEVELS
US Army Corps of Engineers
As of April 3, 2009, the water level on Gull Lake is 1194.02 feet, with a discharge from the dam of approximately
550 cfs. Staff at Gull Lake measured approximately 7.0 inches of snow with 0.7 inches of water
content in the snow. It is also estimated that the ice thickness is approximately18-22 inches
CURRENT RESERVOIR OPERATIONS
Due to the 3 inches of rain over a 4 day period in the end of March,
Gull Lake is currently above the summer band. This is 0.5 feet higher
than the 10 year average elevation on this date.
Currently the lake level is falling steady. The plan is to continue releases such that the lake level will continue
to fall and be in line with the elevation the lake should be before the ice goes out and the current
snow in the basin runs off.
Reasons why this operation is being followed are due to:
1. Ice thickness and higher than normal lake elevations can cause serious damage to shoreline and any
items such as boat lifts, docks, etc
2. There is 0.7 inches of water content in the snow along with deep frost depths. When warmer
temperatures are seen, this will create run off into Gull Lake and therefore increased elevations.
3. The water control plan states that when the pool is above 1194.00 feet the gates will be wide open in
order to bring the reservoir down in order to provide the needed flood control storage.
Number 3 is the most important. The Total Operating Limit for Gull Lake is 1194.75 feet. It is absolutely
necessary to regulate the dam in order not to reach this limit. During this last snow melt, the lake level at
Gull rose 0.6 feet in just 5 days! So, to say that an elevation of 1194.75 feet is not possible would be an
incorrect statement.
At this time the regulation of Gull Lake Dam is following the Water Control Manual for Gull Lake
Reservoir dated January 2003.
FOCUS ON INVASIVE SPECIES
This is an ongoing series of information articles talking about exotic aquatic plants and species
that could be a threat to the Gull Chain of Lakes.
NEW ZEALAND MUDSNAILS
New Zealand mudsnails are tiny invasive snails that threaten the food
webs of trout streams & other waters. Native to New Zealand, they were
first found in Idaho’s Snake River in 1987. They quickly spread to other
Western rivers, sometimes reaching densities over 500,000 per square
meter. In the Great Lakes, mudsnails were first found in Lake Ontario in
the early 1990s. In 2001, they were found in Lake Superior in Thunder
Bay, Ontario, and in 2005 in the Duluth-Superior Harbor, likely spread by
ballast water discharged from ships.
Anglers pose a risk for spreading New Zealand mudsnails because they can be moved on waders and
gear. They can close their shells allowing them to survive out of water for days. One snail can reproduce
and start a new infestation. Eradicating infestations is nearly impossible. Your help in detecting
and reporting new infestations is vital for preventing their spread.
What you can do:
Inspect and remove aquatic plants, animals and mud from waders, hip boots,
and field gear before transporting.
Drain lake or river water from livewell and bolge.
Rinse waders, hip boots, and gear with hot water (120 o F ) OR
Dry gear for five days before reuse.
SAFETY AND RECREATIONAL REPORT
Bob Toborg 218-963-3542 togo@uslink.net • John Taylor 218-963-2229 taylorjc@uslink.net - Co-Chairpersons
In a few short weeks we will again be installing the buoys. This year may be a little different. We will be
working on a budget with a reduction to spending just what is donated by you to the buoys. The funds
set aside from the general fund will be spent on the video monitoring camera at the three public landings.
An article on this is in the newsletter. So when you send in your contributions, send in some for
the buoys and some for the video project.
As in the past we are coordinating with the Crow Wing Sheriffs office and sponsoring two water safety
classes. They will be held on June 9 th and June 30 th . More information is available in a separate article
in this newsletter.
The DNR enforcement will again have a boat patrolling the Chain this summer. If you see a boat noise
violation, a fishing violation, an unsafe boating activity or anything else that falls under the DNR
Enforcement canopy you can call #tip (#847) from any major cell phone and get the DNR Tip hotline. I
spoke with one of our area DNR Enforcement officers and they are notified immediately on these calls.
You can also call the Sheriff for help.
As in past summers I would appreciate all of you calling either Bob or I (contacts at top this article) about
any buoys that wander, need repair, or just general questions, suggestions, or comments about the buoy
system. Please remember that the buoys’ placement is dictated by The Crow Wing and Cass County
water patrols, and we have no control over those decisions. Please call the sheriff’s office from the county
in the area about which you have questions. The Crow Wing Sheriff’s number is: 218-829-4749 and
Cass County Sheriff is: 218-547-1424. Let’s have a safe and enjoyable summer.
MEET YOUR BOARD MEMBERS
Bob Toborg
An article in the ECHO back in 1994 looking for
volunteers to help with the buoys on Gull Lake
brought Bob Toborg to the Gull Chain of Lakes
Association (GCOLA). He not only has been
helping with the maintenance of the buoys on the
Chain since that time but has also served on the
GCOLA Board since 1995. In recent years Bob
has also been conducting weekly secchi dish readings
and taking water samples in several locations
on the Gull Lake Chain to test for phosphorous
and chloropyphl A.
Bob grew up in St. Paul, MN and spent 30 years in
the trucking industry. He has been spending summers
on Gull Lake since he was eight years old.
He and his wife, Rosemary Goff, purchased their home on Lake Margaret in 1992 and have been permanent
residents since 2001. Bob has two sons, five stepchildren, 17 grandchildren and two great grandchildren.
He also serves on the boards of the Lake Margaret Conservation Association and the Lake Shore
Conservation Club and volunteers for the Fishing Has No Boundaries event. In his spare time he does
contract work for Crow Wing Power.
GULL LAKE PROFILES
Quarterdeck
This is an ongoing column focusing on local businesses and community leaders in the Gull Chain of Lakes area.
The Quarterdeck Resort (a.k.a. Pleasant Acres Resort) on Gull
Lake was originally developed in the 50’s at the site of a homesteaded
turkey farm. Alan and Jane Gunsbury purchased it in
1976 from the second owner and eventually doubled the occupancy,
marking the restaurant and resort as a well known destination.
The opportunity to prepare their five children for their
future through working with guests and understanding business
was the reason that Alan and Jane had decided to move their
family from suburban Chicago to buy the Quarterdeck.
Originally from the East Coast, the Gunsburys moved to
Minnesota after living in Illinois for eleven years, after seeing an
ad in the Chicago Tribune, “Change your Lifestyle, Buy a
Resort” - a lure to change no one could have predicted. The city family learned to love rural, lakeside resort life
and the kids became school leaders, learning work ethics that carried over to success in college, careers and community
Alan & Jane, along with their daughter, Lee Seipp (sales and marketing) and many loyal employees, including
Maxine Schultz (resort manager) continue to operate the resort and restaurant.
The resort doubled in size over the years, from 21 cabins to a total of 44 villas and cabins, all of which are right on
the lake or have a lake view. The additional Villas feature in-room whirlpools, fieldstone gas or wood-burning fireplaces,
GULL LAKE PROFILES
Quarterdeck
who entertain overflow guests, the resort lodging features a variety of year-round choices and many neighbors have
referred their guests to the Quarterdeck. The size and location of the Quarterdeck makes it a perfect destination for
family reunions. Romantic getaway packages attract couples all seasons. Hot Deals, special packages, nightly, split
week and long term stays can be found online at www.quarterdeckresort.com or call Alan & Jane, Maxine or Lee if
they can help you with your lodging needs.
After a fire started by a lightening strike destroyed the restaurant in 1997 a new restaurant was built with more of a
family than nightclub atmosphere. The Quarterdeck’s Boathouse continues to be a dining attraction to local residents
as well as guests and is known for its fresh popovers, tasty sandwiches, grilled choice steaks and burgers,
walleye, creative pasta dishes, seafood, house crab cakes, famous BBQ pork ribs, delicious desserts, and buffets.
New this year is an extended appetizer menu and more authentic Italian dishes. Walleye remains #1 in popularity
with the succulent BBQ ribs a close second. A quick Saturday Breakfast Buffet or weekend lunch are favorites with
boaters and the Friday & Saturday night Prime Rib and Crab Leg Buffet and Sunday Brunch have been awarded
“Best Brunch/Buffets” for six years in Lake Country Journal Magazine Reader’s Choice Awards. “Dock and Dine”
by pulling up to the main docks in front of the Lakeside Villas - just follow the sidewalk to the Boathouse for outside
patio dining or casual inside dining. Stop for a cold beverage at the Boat Bar, which is crafted from a 1950
Dunphy wooden boat. “Food and Float” by calling us at 218.963.2482 or 218.963.7537 to order most items on the
menu to take out and enjoy on your boat or in your lake home. Come by car, boat, float plane, or snowmobile! In
addition to fishing boat and pontoon rentals, premium gas is available on the lakefront. Call and let us know when
you are getting close to the dock, or simply pull up and one of our staff members will help you. Take the Visual
Tour of The Quarterdeck Resort and Boathouse on our home page, and see the full menu and daily specials online
at www.quarterdeckresort.com
“Thank you for dining and staying with us during our past 33 years in business, “said Jane Gunsbury, “we look forward
to hosting you, our neighbors, as our guests for years to come.”
BOAT AND WATER SAFETY CLASSES OFFERED
According to Minnesota state law, all teens 13-17 years old are required to have a permit to operate a
