Catholic Social Teaching (CST)<br />

The Church’s social teaching is a rich treasure <strong>of</strong><br />
wisdom about building a just society and living lives<br />
<strong>of</strong> holiness amidst <strong>the</strong> challenges <strong>of</strong> modern society.<br />
Modern Catholic social teaching has been articulated<br />
through a tradition <strong>of</strong> papal, conciliar, and episcopal<br />
documents. The depth and richness <strong>of</strong> this tradition<br />
can be understood best through a direct reading <strong>of</strong><br />
<strong>the</strong>se documents. The following brief reflections<br />
highlight several <strong>of</strong> <strong>the</strong> key <strong>the</strong>mes that are at <strong>the</strong><br />
heart <strong>of</strong> our Catholic social tradition.<br />
Life and Dignity <strong>of</strong> <strong>the</strong> Human Person<br />
The Catholic Church proclaims that human life is<br />
sacred and that <strong>the</strong> dignity <strong>of</strong> <strong>the</strong> human person is <strong>the</strong><br />
foundation <strong>of</strong> a moral vision <strong>for</strong> society. This belief is<br />
foundational to all <strong>of</strong> <strong>the</strong> principles <strong>of</strong> our social<br />
teaching. In our society, human life is under direct attack<br />
from abortion and euthanasia. The value <strong>of</strong> human<br />
life is being threatened by human trafficking,<br />
cloning, embryonic stem cell research, and <strong>the</strong> use <strong>of</strong><br />
<strong>the</strong> death penalty. The intentional targeting <strong>of</strong> civilians<br />
in war or terrorist attacks is always wrong. Catholic<br />
teaching also calls on us to work to avoid war.<br />
Nations must protect <strong>the</strong> right to life by finding increasingly<br />
effective ways to prevent conflicts and resolve<br />
<strong>the</strong>m by peaceful means. We believe that every<br />
person is precious, that people are more important<br />
than things, and that <strong>the</strong> measure <strong>of</strong> every institution<br />
is whe<strong>the</strong>r it threatens or enhances <strong>the</strong> life and dignity<br />
<strong>of</strong> <strong>the</strong> human person.<br />
Rights and Responsibilities<br />
The Catholic tradition teaches that human dignity<br />
can be protected and a healthy community can be<br />
achieved only if human rights are protected and responsibilities<br />
are met. There<strong>for</strong>e, every person has a<br />
fundamental right to life and a right to those things<br />
required <strong>for</strong> human decency. Corresponding to <strong>the</strong>se<br />
rights are duties and responsibilities--to one ano<strong>the</strong>r,<br />
to our families, and to <strong>the</strong> larger society.<br />
Call to Family, Community, and Participation<br />
The person is not only sacred but also social.<br />
How we organize our society -- in economics and<br />
politics, in law and policy -- directly affects human<br />
dignity and <strong>the</strong> capacity <strong>of</strong> individuals to grow in<br />
community. Marriage and <strong>the</strong> family are <strong>the</strong> central<br />
social institutions that must be supported and<br />
streng<strong>the</strong>ned, not undermined. We believe people<br />
have a right and a duty to participate in society, seeking<br />
toge<strong>the</strong>r <strong>the</strong> common good and well-being <strong>of</strong> all,<br />
especially <strong>the</strong> poor and vulnerable.<br />
Option <strong>for</strong> <strong>the</strong> Poor and Vulnerable<br />
A basic moral test is how our most vulnerable<br />
members are faring. In a society marred by deepening<br />
divisions between rich and poor, our tradition recalls<br />
<strong>the</strong> story <strong>of</strong> <strong>the</strong> Last Judgment (Mt 25) and instructs<br />
us to put <strong>the</strong> needs <strong>of</strong> <strong>the</strong> poor and vulnerable first.<br />
The Dignity <strong>of</strong> Work and <strong>the</strong> Rights <strong>of</strong> Workers<br />
The economy must serve people, not <strong>the</strong> o<strong>the</strong>r<br />
way around. Work is more than a way to make a living;<br />
it is a <strong>for</strong>m <strong>of</strong> continuing participation in Gods<br />
creation. If <strong>the</strong> dignity <strong>of</strong> work is to be protected,<br />
<strong>the</strong>n <strong>the</strong> basic rights <strong>of</strong> workers must be respected--<br />
<strong>the</strong> right to productive work, to decent and fair wages,<br />
to <strong>the</strong> organization and joining <strong>of</strong> unions, to private<br />
property, and to economic initiative.<br />
Solidarity<br />
We are one human family whatever our national,<br />
racial, ethnic, economic, and ideological differences.<br />
We are our bro<strong>the</strong>rs and sisters keepers, wherever<br />
<strong>the</strong>y may be. Loving our neighbor has global dimensions<br />
in a shrinking world. At <strong>the</strong> core <strong>of</strong> <strong>the</strong> virtue <strong>of</strong><br />
solidarity is <strong>the</strong> pursuit <strong>of</strong> justice and peace. Pope<br />
Paul VI taught that if you want peace, work <strong>for</strong> justice.<br />
The Gospel calls us to be peacemakers. <strong>Our</strong> love<br />
<strong>for</strong> all our sisters and bro<strong>the</strong>rs demands that we promote<br />
peace in a world surrounded by violence and<br />
conflict.<br />
Care <strong>for</strong> God's Creation<br />
We show our respect <strong>for</strong> <strong>the</strong> Creator by our stewardship<br />
<strong>of</strong> creation. Care <strong>for</strong> <strong>the</strong> earth is not just an<br />
Earth Day slogan, it is a requirement <strong>of</strong> our faith. We<br />
are called to protect people and <strong>the</strong> planet, living our<br />
faith in relationship with all <strong>of</strong> God’s creation. This<br />
environmental challenge has fundamental moral and<br />
ethical dimensions that cannot be ignored.<br />

and widowers at OLA.<br />
They are not seeking a <strong>for</strong>mal support group but<br />
an outreach and social opportunity <strong>for</strong> those who<br />
wish to occasionally get toge<strong>the</strong>r with o<strong>the</strong>rs who<br />
have lost a spouse. The purpose would be friendship<br />
and casual support in a welcoming and familiar environment.<br />

assess whe<strong>the</strong>r or not <strong>the</strong>re is enough interest to organize<br />

In<strong>for</strong>mation meeting will explain<br />
<strong>for</strong>mation <strong>of</strong> archdiocesan deacons<br />
The Diaconate Formation Office will be hosting an in<strong>for</strong>mation<br />
meeting Sunday, <strong>July</strong> 21, <strong>for</strong> all men interested in learning<br />
more about becoming a permanent deacon in <strong>the</strong> Archdiocese <strong>of</strong><br />
Los Angeles. The Diaconate Formation Program and <strong>the</strong> role <strong>of</strong><br />
deacon will be explained. Men must be between <strong>the</strong> ages <strong>of</strong> 30 and<br />
60 years to enter <strong>the</strong> <strong>for</strong>mation program. It is important <strong>for</strong> men<br />
who are married to attend with <strong>the</strong>ir wives. Pastors are also welcome.<br />

Outreach<br />
Action Alert...<br />
Ask your assembly member to vote NO on SB131<br />
A controversial measure by a Bay Area legislator that would temporarily eliminate <strong>the</strong> civil statute <strong>of</strong><br />
limitations <strong>for</strong> a select minority <strong>of</strong> child abuse victims – but prevent <strong>the</strong> overwhelming majority <strong>of</strong> victims<br />
from ever getting <strong>the</strong>ir day in court – is being considered by <strong>the</strong> Cali<strong>for</strong>nia Assembly.<br />
Your emails made an impact in <strong>the</strong> Senate. They influenced many Senators to vote NO or not to vote at<br />
all, so please [go to www.cacatholic.org and click “Take Action/Action Alert”] now to tell your Assembly<br />
Member to stop this bill!<br />
The bill is controversial because it says one thing and does ano<strong>the</strong>r. It says it helps victims and protects<br />
children when in reality it does nothing <strong>for</strong> most victims, nothing to most abusers, and makes a mockery <strong>of</strong><br />
equal protection under <strong>the</strong> law.<br />
1. SB 131 will prevent most <strong>of</strong> today’s victims from ever getting <strong>the</strong>ir day in court. Victims who were<br />
abused by teachers or o<strong>the</strong>r public school workers are not covered by <strong>the</strong> bill. Public schools cannot be<br />
sued <strong>for</strong> any abuse that took place be<strong>for</strong>e 2009.<br />
2. SB 131 protects <strong>the</strong> actual abuser from being sued. The change in statute <strong>of</strong> limitations only applies to<br />
private or non-pr<strong>of</strong>it employers like <strong>the</strong> YMCA or <strong>the</strong> Church. It does not apply to public schools, o<strong>the</strong>r<br />
public agencies or even to <strong>the</strong> perpetrator himself.<br />
3. SB 131 only applies to private and non-pr<strong>of</strong>it employers – like private schools, <strong>the</strong> Catholic Church,<br />
<strong>the</strong> YMCA, Little League and o<strong>the</strong>r, similar organizations.<br />
4. SB 131 does nothing to increase criminal penalties<br />
against <strong>the</strong> actual abuser. The bill increases penalties on<br />
private employers, but not on <strong>the</strong> perpetrator himself. SB<br />
131 proposes no increase in prison time, and more importantly,<br />
no increase in <strong>the</strong> criminal statute <strong>of</strong> limitations<br />
that would let victims get <strong>the</strong> justice <strong>the</strong>y deserve.<br />
The Cali<strong>for</strong>nia legislature already passed a similar measure<br />
10 years ago which eliminated <strong>the</strong> statute <strong>of</strong> limitation <strong>for</strong> a<br />
one year window (2003) resulting in lawsuits against private<br />
and Catholic employers – some <strong>of</strong> which dated back more than<br />
50 years. SB 131 would restart that process again.<br />
The Cali<strong>for</strong>nia Catholic Conference is opposing this bill,<br />
along with <strong>the</strong> YMCA/YWCA, <strong>the</strong> Cali<strong>for</strong>nia Council <strong>of</strong> Nonpr<strong>of</strong>it<br />
Organizations, and o<strong>the</strong>r religious organizations and private<br />
schools.<br />

Helping victims <strong>of</strong> abuse<br />
The first obligation <strong>of</strong> <strong>the</strong> Church with<br />
regard to victims is <strong>for</strong> healing and reconciliation.<br />
The Archdiocese continues to reach<br />
out to every person who has been a victim <strong>of</strong><br />
sexual abuse as a minor by anyone in church<br />
service, whe<strong>the</strong>r that abuse is recent or occurred<br />
in <strong>the</strong> past.<br />
The Archdiocese’s Victims Assistance<br />
Ministry helps victims/survivors who have<br />
been victims <strong>of</strong> sexual abuse by - priests,<br />

Catholic Social Teaching and Luke’s Gospel<br />
Luke’s Gospel this Sunday presents <strong>the</strong> parable <strong>of</strong> <strong>the</strong><br />
Good Samaritan. We need to understand some things<br />
which make <strong>the</strong> story more pr<strong>of</strong>ound. Most <strong>of</strong> us have<br />
heard <strong>of</strong> <strong>the</strong> strained relations between <strong>the</strong> Jews and <strong>the</strong><br />
Samaritans. However, we may not be as aware that <strong>the</strong><br />
road from Jerusalem to Jericho where <strong>the</strong> story is set was<br />
known as <strong>the</strong> “Way <strong>of</strong> Blood” because <strong>of</strong> its danger and<br />
<strong>the</strong> criminal elements which haunted it. From <strong>the</strong> perspective<br />
<strong>of</strong> Catholic Social Teaching, we only need to look at<br />
those individuals who come upon <strong>the</strong> injured and beaten<br />
man in <strong>the</strong> road. The first two quite likely passed him because<br />
<strong>the</strong>y feared <strong>for</strong> <strong>the</strong>ir own safety. They asked <strong>the</strong>mselves<br />
<strong>the</strong> question, “What will happen to me if I stop to<br />
help him?” It was <strong>the</strong> Samaritan on <strong>the</strong> o<strong>the</strong>r hand who<br />
asked <strong>the</strong> question, “What will happen to him if I do not<br />
help him?” Catholic Social Teaching challenges us with<br />
tough questions – risks. Jesus makes it clear that he expects<br />
us to truly follow him, to take those risks and to<br />
reach out in many ways to o<strong>the</strong>rs. He puts it quite bluntly,<br />
in fact: “Go thou and do likewise.” (See also Page 2.)<br />
