1. WELCOME AND INTRODUCTION<br />

1.1 Cllr Noad welcomed Jenny Dibsdall and Lindsay Knight to their first meeting<br />

<strong>of</strong> the <strong>Trust</strong> <strong>Board</strong>.<br />

1.2 Jenny Dibsdall is the new Independent Chairman for the <strong>Bromley</strong><br />

Safeguarding Children <strong>Board</strong>.<br />

1.3 Lindsay Knight has recently taken over as Interim Chair <strong>of</strong> the Children and<br />

Families Voluntary Sector Forum.<br />

1.4 Appendix A provides an amended membership list for the <strong>Trust</strong> <strong>Board</strong>.<br />

4. MINUTES OF MEETING (MONDAY 21 SEPTEMBER 2009) AND MATTERS<br />

ARISING<br />

4.1 <strong>Item</strong> 8: MyFuture Project<br />

4.1.1 Michael Watts provided an update on the discussions between Paul King and<br />

Robert South.<br />

4.1.2 The multi-agency Positive Activities Commissioning Group is currently<br />

identifying the service level that the borough requires from the project.<br />

4.1.3 For 2010/11, it is intended that the present commissioning arrangement with<br />

<strong>Bromley</strong> Mytime will continue for delivery <strong>of</strong> MyFuture’s, but there will be a<br />

tendering activity for the delivery <strong>of</strong> a similar programme to commence in<br />

2011, to which <strong>Bromley</strong> Mytime would be invited to apply for.<br />

4.1.4 The <strong>Trust</strong> <strong>Board</strong> noted the update.<br />

4.2 <strong>Minutes</strong> <strong>of</strong> the meeting on 21 September 2009<br />

4.2.1 The minutes <strong>of</strong> the meeting on 21 September 2009 were agreed and will be<br />

published on the <strong>Trust</strong> website.<br />

• ACTION: Michael Watts to add to the website.<br />

5. UPDATES FROM OTHER PARTNERSHIPS<br />

5.1 Local Strategic Partnership Executive<br />

5.1.1 Due to the meeting <strong>of</strong> the Local Strategic Partnership Executive on Monday<br />

12 October 2009 being cancelled, there was no update for this meeting.<br />

5.2 <strong>Bromley</strong> Safeguarding Children <strong>Board</strong> (BSCB) Executive<br />

5.2.1 Merlin Joseph provided an update from the BSCB Executive.<br />

5.2.2 The <strong>Trust</strong> <strong>Board</strong> were asked to note that updates from the BSCB Executive<br />

will be provided by Jenny Dibsdall from the next meeting <strong>of</strong> the <strong>Trust</strong> <strong>Board</strong>.<br />

5.3 Health, Social Care and Housing (HSCH) Partnership <strong>Board</strong><br />

5.3.1 Mike Carney provided a verbal update from the HSCH Partnership <strong>Board</strong><br />

meeting on 18 November 2009, in addition to the written report for the<br />

meeting on 17 September 2009.<br />

5.4 Safer <strong>Bromley</strong> Partnership<br />

5.4.1 Karen Fletcher-Wright provided an update from the Safer <strong>Bromley</strong><br />

Partnership.<br />

5.4.2 Colin Newman informed the <strong>Trust</strong> <strong>Board</strong> that the indicator for ‘reducing levels<br />

<strong>of</strong> violent crime’ had levelled out during Quarter 2.<br />

5.5 <strong>Bromley</strong> Economic Partnership<br />

5.5.1 The written report was noted.<br />

5.5.2 Stephen Whitmore raised a concern that the report did not provide an update<br />

on activities for young people. Michael Watts to ensure future reports focus<br />

on young people.<br />

6. GYPSY AND TRAVELLER HEALTH AND EDUCATION NEEDS<br />

ASSESSMENT<br />

6.1 Jenny Selway introduced the Gypsy and Traveller Health and Education Needs<br />

Assessment report, which sought to:<br />

• Improve the health and well-being <strong>of</strong> Gypsies and Travellers in <strong>Bromley</strong><br />

• Improve the life chances and social well-being <strong>of</strong> Gypsies and Travellers<br />

through programmes to improve educational achievement, training and<br />

employment<br />

• Ensure that all services are delivered in a way that is accessible to<br />

members <strong>of</strong> the Gypsy and Traveller community<br />

• Improve the links and engagement <strong>of</strong> the Gypsy and Traveller community<br />

with agencies and service providers<br />

6.2 Cllr Humphrys requested further clarification <strong>of</strong> the funding <strong>of</strong> some posts<br />

detailed within the report. Gillian Pearson agreed to review and report back<br />

to Cllr Humphrys outside <strong>of</strong> the meeting.<br />

• ACTION: Gillian Pearson to review and report back to Cllr Humphrys<br />

6.3 Jenny Dibsdall highlighted the need for the <strong>Bromley</strong> Safeguarding Children<br />

<strong>Board</strong> to consider the needs <strong>of</strong> Gypsies and Travellers.<br />

6.4 Gillian Pearson highlighted that page 8 <strong>of</strong> the report does not fully reflect the<br />

work undertaken by the ‘Education’ section <strong>of</strong> the Children and Young People<br />

Services department, and the success <strong>of</strong> the Children and Family Centres.<br />

• ACTION: Jenny Selway to ensure that these areas are reflected within<br />

the next version <strong>of</strong> Needs Assessment<br />

6.5 Stephen Whitmore raised a concern that dentistry services are not fully<br />

reflected within the report.<br />

• ACTION: Jenny Selway to consider and incorporate within the next<br />

version <strong>of</strong> Needs Assessment<br />

6.6 Jenny Selway highlighted that the strategic lead (Strategic Commissioner for<br />

Health Improvement) from the London Borough <strong>of</strong> <strong>Bromley</strong> is soon to leave.<br />

Gillian Pearson agreed to identify an appropriate strategic lead from the<br />

Children and Young People Services department outside <strong>of</strong> the meeting.<br />

• ACTION: Gillian Pearson to identify an appropriate strategic lead from<br />

the Children and Young People Services department<br />

6.7 The <strong>Trust</strong> <strong>Board</strong> noted and agreed the recommendations within the report.<br />

7. DISABILITY STRATEGY 2009-2011<br />

7.1 Karen Fletcher-Wright introduced the report which supported the draft<br />

Disability Strategy for 2009-2011.<br />

7.2 The <strong>Trust</strong> <strong>Board</strong> received a presentation on the emerging Joint Disability<br />

Service from Helen Norris, Jane Ching and Debby Battista.<br />

7.4 The <strong>Trust</strong> <strong>Board</strong> noted and agreed the recommendations within the report.<br />

8. THE LONDON SERIOUS YOUTH VIOLENCE FRAMEWORK<br />

8.1 Colin Newman gave a presentation to provide details <strong>of</strong> the London Serious<br />

Youth Violence Framework.<br />

8.2 The presentation can be viewed at: http://bit.ly/8moBmv.<br />

8.3 Cllr Noad questioned how Council Members can be involved within this<br />

programme. Colin Newman suggested that it could be possible to use the<br />

joint Children and Young People, and Public Protection and Safety Policy<br />

Development and Scrutiny Committee on 2 December 2009.<br />

8.4 Gillian Pearson suggested that a priority action that needs to be undertaken<br />

through the London Serious Youth Violence Framework is cross-borough<br />

working to support the high level <strong>of</strong> movement <strong>of</strong> young people between<br />

south-east London boroughs.<br />

8.5 Dave Prebble suggested that the Safer Schools Partnerships would be a good<br />

mechanism to help support the work <strong>of</strong> this programme.<br />

8.6 Gillian Pearson requested that an item is added to the agenda for future<br />

meetings <strong>of</strong> Primary and Special School Heads, and Secondary School Heads.<br />

8.7 The <strong>Trust</strong> <strong>Board</strong> noted and agreed the recommendations within the report.<br />

9. TRUST FORUM 2010 ARRANGEMENTS<br />

9.1 Martin Mason presented the report which provided an update on the<br />

arrangements for the annual <strong>Trust</strong> Forum to be held on Tuesday 23 March<br />

2010.<br />

9.2 The <strong>Trust</strong> <strong>Board</strong> agreed to allocate a full day to the conference, to having an<br />

over-arching theme <strong>of</strong> ‘young people and crime’, and to involve the Safer<br />

<strong>Bromley</strong> Partnership in the arrangements for the event.<br />

9.3 The <strong>Trust</strong> <strong>Board</strong> requested that further consideration is given to the possible<br />

venue to be used to ensure that the most cost effective choice is made.<br />

10. CHILD AND ADOLESCENT MENTAL HEALTH SERVICES (CAMHS)<br />

STRATEGY ACTION PLAN<br />

10.1 Clive Uren presented the report which provided an update on the CAMHS<br />

Strategy Action Plan.<br />

10.2 Gillian Pearson highlighted the need to ensure that services for children and<br />

young people throughout the four Tiers have adequate resources.<br />

10.3 Jenny Dibsdall highlighted the need to ensure that the ‘Did Not Attend (DNA)’<br />

rates remain low, and that all vulnerable children and young people are<br />

supported.<br />

10.4 Janet Ettridge confirmed that the Community Provider Unit (within NHS<br />

<strong>Bromley</strong>) had implemented a programme to tackle DNA rates.<br />

10.5 The <strong>Trust</strong> <strong>Board</strong> noted the update and endorsed the proposal to combine<br />

CAMHS Tiers 2 and 3.<br />

11. WORK PROGRAMME<br />

11.1 The Work Programme was noted.<br />

11.2 Appendix B sets out the meeting dates for the <strong>Trust</strong> <strong>Board</strong> for 2010.<br />
