Masterplan Response
There should be no vehicle
link between Winton Road and
Mowbray Road (in DPD area
NM5C), only pedestrian and
cycle links.
Potential locations for public
art.
This link is now pedestrian and
cycle only in the masterplan.
Design guidance point B2
makes recommendation
regarding the siting of public
art.
5.18 The assessments undertaken by the consultant team, and
discussed and agreed with the Steering Group, also provided a
robust testing and support of the Preferred Masterplan
Framework. Comments were also provided from key
stakeholders on the emerging masterplan and these influenced
subsequent design development.
5.19 The emerging Preferred Masterplan was also tabled at a
meeting of the Northallerton Area Forum on 1 st February 2011.
This resulted in the following comments and responses.
Road issues: design speed
and alignment; traffic and
noise levels; access to
industrial estate; landscaping.
Flooding issues: concern with
the potential position of the
new school.
EA engagement: query over
whether the EA (Environment
Agency) were specifically
engaged by the consultants.
Extensions to the LDF
allocation
boundary
(specifically land parcel NM5c)
and the additional housing
proposed.
A traffic model was
commissioned to test the road
design. Noise reduction and
landscaping is addressed in
masterplan amendments.
Ultimately a dual solution was
reached – providing a
separate access to the
industrial estate.
It is confirmed that this location
is outside of the EA flood
zone.
Confirmation that WYG did
interview the EA and that the
EA also attended workshops
and meetings during the study.
A further meeting was held
with the EA - who confirmed
that areas of flooding concern
could be resolved by improved
surface water drainage in the
development).
Confirmation that the
extension represented 3.08 Ha
and approximately 48
dwellings, although total
numbers still did not exceed
the Allocations DPD total.
Further Forum consultation. The masterplan was also
