critical infrastructure. Plan should also<br />

support plans for elements deploying into<br />

disaster region <strong>and</strong> identify specific<br />

reception, staging, onward-movement <strong>and</strong><br />

integration (RSOI) when asking other<br />

States for support.<br />

Review Title 10/Title 32 comm<strong>and</strong> <strong>and</strong><br />

control <strong>and</strong> Unified Comm<strong>and</strong><br />

procedures.<br />

Establish clear roles, responsibilities, <strong>and</strong> Unified<br />

Comm<strong>and</strong> within State EOC, under overall control<br />

<strong>of</strong> Governor.<br />

Clarify comm<strong>and</strong> structure through published<br />

organization chart, SOPs, <strong>and</strong> EOC personnel<br />

training.<br />

Update plans to include COOP plans to address<br />

key personnel.<br />

Establish procedures <strong>and</strong> appropriate contractual<br />

arrangements to address the use <strong>of</strong> contractors <strong>and</strong><br />

other personnel necessary to support critical<br />

functions during catastrophic incidents.<br />

Develop, refine, publish, <strong>and</strong> socialize<br />

comprehensive Military Support plans that are<br />

integrated with other Federal/State/local/ regional<br />

agencies.<br />

Develop RSOI plans <strong>and</strong> processes.<br />

Conduct Title 10 Interface planning.<br />

Develop exit strategies for supported <strong>and</strong><br />

supporting States, <strong>and</strong> review decision authority for<br />

“changes <strong>of</strong> mission.”<br />

Follow NRP <strong>and</strong> NIMS guidelines, or give dual hat<br />

status to Title 32.<br />
