State Increase number <strong>of</strong> emergency response<br />

personnel.<br />

Begin work between the State, parishes,<br />

regions to improve <strong>and</strong> exp<strong>and</strong> ICS <strong>and</strong><br />

NIMS training at all levels <strong>of</strong> government.<br />

The training program should increase<br />

overall underst<strong>and</strong>ing <strong>of</strong> the NRP, clarify<br />

State involvement in the JFO structure,<br />

provide training for elected <strong>and</strong> appointed<br />

<strong>of</strong>ficials, including State cabinet-level<br />

<strong>of</strong>ficials, create participation st<strong>and</strong>ards,<br />

<strong>and</strong> clarify chain <strong>of</strong> comm<strong>and</strong> within<br />

EOC operations.<br />

Improve education <strong>and</strong> training as they<br />

relate to the use <strong>of</strong> predisaster funds from<br />

Federal <strong>and</strong> State funding mechanisms.<br />

Develop <strong>and</strong> improve existing regional<br />

<strong>and</strong> statewide MAAs.<br />

The State should review <strong>and</strong> revise<br />

existing plans to ensure vertical <strong>and</strong><br />

horizontal integration <strong>of</strong> plans <strong>and</strong> plan<br />

transparency. Emergency response plans<br />

should also m<strong>and</strong>ate that jurisdictions are<br />

self-sustaining for—at minimum—72<br />

hours.<br />

Create staffing augmentation plan to reallocate State<br />

agency personnel to emergency response positions<br />

<strong>and</strong> cross-train State agency personnel.<br />

Secure additional State funds for emergency<br />

response personnel.<br />

Consider the creation <strong>of</strong> a policy for termination <strong>of</strong><br />

employment because <strong>of</strong> nonparticipation.<br />

State agencies should send representatives to a class<br />

which provides education on funding.<br />

Conduct training on ESF #14 – Economic<br />

Stabilization, Community Recovery <strong>and</strong><br />

Mitigation.<br />

Ensure regions are uniform <strong>and</strong> get buy in from<br />

local elected <strong>of</strong>ficials.<br />

M<strong>and</strong>ate 72 hour self-sustainment capability for<br />

every jurisdiction’s emergency response personnel.<br />
