rapid reporting <strong>and</strong> data analysis. The<br />

system should be more user-friendly <strong>and</strong><br />

should provide greater situational<br />

awareness. Also, Federal, State, <strong>and</strong> local<br />

agencies should improve the ability <strong>of</strong><br />

their existing communications systems to<br />

operate in a catastrophic event <strong>and</strong><br />

establish redundant communications<br />

systems.<br />

Create a Unified Comm<strong>and</strong> <strong>and</strong><br />

communications plan to address issues<br />

relating to communications at State <strong>and</strong><br />

local levels across all disciplines.<br />

Distribute updated plans.<br />

Establish training <strong>and</strong> exercises for all agencies <strong>and</strong><br />

ensure attendance <strong>of</strong> elected <strong>of</strong>ficials.<br />

Identify interim corrective measures, such as<br />

modifications to current s<strong>of</strong>tware systems.<br />

Identify robust redundant communications<br />

capabilities (e.g., emergency satellite capability).<br />

Consider modifications to existing systems.<br />

Existing working groups should determine whether<br />

State agencies need an interoperable<br />

communications capability.<br />

Identify <strong>and</strong> document the Unified Comm<strong>and</strong><br />

structure <strong>and</strong> Unified Comm<strong>and</strong> protocols.<br />

Develop communications plan.<br />

Test the communications plan in a tabletop exercise<br />

(TTX).<br />

Develop statewide 700 MHz system with an ACU-<br />

1000 unit with backup satellite <strong>and</strong> microwave<br />

capabilities.<br />
