Update and discussion regarding Choice activities relating <strong>to</strong> <strong>Housing</strong> and People.<br />

Ms. McCormick reported that MBS is working with SAHA Procurement <strong>to</strong> establish and meet Section 3<br />

and MWBE goals, and this will be included in the contract solicitations for work as part of the Wheatley<br />

Courts redevelopment. MBS, SAHA and Urban Strategies will work <strong>to</strong>gether <strong>to</strong> identify jobs and match<br />

job training opportunities for residents. MBS, in collaboration with SAHA, is proposing a networking<br />

session in the fall, w<strong>here</strong> potential contrac<strong>to</strong>rs will be invited <strong>to</strong> attend and learn more about the project.<br />

The focus of the networking session is on the construction-related trades.<br />

Item 9:<br />

Update on the housing-related <strong>agenda</strong> for the Texas 83 rd Legislative Session.<br />

Ms. Villalobos stated SAHA was actively engaged, along with other housing authorities throughout the<br />

state, in the housing-related matters that arose during the Texas 83 rd legislative session. The session<br />

opened on January 8, 2013 and closed on May 27, 2013. Villalobos reported on the five primary housing<br />

bills that were passed and signed in<strong>to</strong> law.<br />

Commissioners requested <strong>to</strong> receive the recent at<strong>to</strong>rney general’s opinion.<br />

REQUESTED ACTION:<br />

Consideration and appropriate action regarding Resolution 5363, authorizing the submission of<br />

an amendment <strong>to</strong> the HOPE VI plan for Vic<strong>to</strong>ria Commons; for the submission of a disposition<br />

application <strong>to</strong> HUD for the site known as Vic<strong>to</strong>ria Commons Park Property consisting of<br />

approximately 1.95 acres in <strong>San</strong> An<strong>to</strong>nio, Texas; the transfer of such property <strong>to</strong> the City of <strong>San</strong><br />

An<strong>to</strong>nio for park development and the execution of documents necessary <strong>to</strong> consummate such<br />

transaction.<br />

PURPOSE:<br />

To facilitate the transfer of the .95 acre Vic<strong>to</strong>ria Park <strong>to</strong> SAHA from the City of <strong>San</strong> An<strong>to</strong>nio in<br />

exchange for 1.95 acres owned by SAHA adjacent <strong>to</strong> the Administration Building and located at<br />

400 Labor Street. This will result in the creation of a 1.95 acre community park at 400 Labor<br />

and the opportunity for mixed-use development, led by SAHA, at the corner of Labor and<br />

Durango.<br />

FINANCIAL IMPACT:<br />

The proposed land exchange is comparable in value and will have limited financial impact.<br />

SUMMARY:<br />

As part of the Vic<strong>to</strong>ria Commons Master Plan process, residents identified an interest in locating<br />

a community park adjacent <strong>to</strong> the Administration Building, located at 400 Labor Street. The<br />

expectation was that a community park would be created, and that the park would be<br />

maintained by the City of <strong>San</strong> An<strong>to</strong>nio. In return, SAHA would acquire .95 acres at the<br />

southwest corner of Durango and Labor for a mixed-use development. The attached master<br />

plan concept identifies the location and a rough sketch of potential uses for the two parcels.<br />

The Center City Development Office (CCDO) is taking the lead for the City of <strong>San</strong> An<strong>to</strong>nio on<br />

this exchange. This transaction is possible because SAHA can transfer the property <strong>to</strong> another<br />

governmental entity for fair market value without a bid process, and appraisals have found that<br />

both parcels have similar appraised values:<br />

The Vic<strong>to</strong>ria Park is located on the southwest corner of Labor and Cesar Chavez Streets, is<br />

owned by the City, and consists of 41,613 square feet or .95 acres and is valued at $1.365<br />

million.


SAN ANTONIO HOUSING AUTHORITY August 1, 2013<br />

The SAHA site is approximately 1.95 acres and is adjacent <strong>to</strong> the vacant administration building<br />

located at 400 Labor Street and is valued at $1.360 million.<br />

As proposed, SAHA will take the lead in the design and final development of the park, with the<br />

City of <strong>San</strong> An<strong>to</strong>nio providing on-going maintenance. The August 24, 2013 design workshop<br />

will include discussion on the amenities for the proposed park. Based on the input through the<br />

master planning process it is expected that amenities may include:<br />

The undersigned officer of the <strong>San</strong> An<strong>to</strong>nio <strong>Housing</strong> <strong>Authority</strong>, a Texas housing authority<br />

created pursuant <strong>to</strong> the laws of the State of Texas (“SAHA”), <strong>here</strong>by certifies as follows:<br />

“Open Meetings Act”), and the bylaws of SAHA, the Board of Commissioners of SAHA (the<br />

WHEREAS, THE <strong>San</strong> An<strong>to</strong>nio <strong>Housing</strong> <strong>Authority</strong> (“SAHA”) owns the vacant parcel of<br />

land described on EXHIBIT A, attached <strong>here</strong><strong>to</strong> (the “Property”); and currently known as Vic<strong>to</strong>ria<br />

Commons Park Property; and<br />

WHEREAS, SAHA, as a governmental entity, may transfer the property under Texas<br />

Local Government Code Section 282.001(b) <strong>to</strong> another governmental entity with power of<br />

eminent domain for its fair market value; and<br />

WHEREAS, SAHA desires <strong>to</strong> transfer the property <strong>to</strong> the City of <strong>San</strong> An<strong>to</strong>nio in<br />

exchange for other property that is closely situated <strong>to</strong> the Property; and<br />

WHEREAS, in connection with such transfer it will be necessary <strong>to</strong> transfer site control<br />

of the Property and all improvements <strong>to</strong> the City of <strong>San</strong> An<strong>to</strong>nio; and,<br />

WHEREAS, such transfer requires the submission of an amendment <strong>to</strong> the HOPE VI<br />

Update regarding the August 8, 2013 Resident Services Committee<br />

A Resident Services Committee meeting was held on August 8, 2013, at Villa Tranchese, 307<br />

Marshall. Attendees included Chair Yolanda Hotman, Commissioner Stella Molina,<br />

Commissioner Richard Gambitta, Board Counsel Doug Poneck, SAHA staff, and approximately<br />

31 residents.<br />

Villa Tranchese, an elderly/disabled community, was built in 1967, and consists of 201 units<br />

housed in an 11-s<strong>to</strong>ry building. The common areas and community room have recently been<br />

refurbished, utilizing American Recovery and Reinvestment Act (ARRA) funds.<br />

The Resident Services Committee focuses on matters affecting the residents of the agency’s<br />

Public <strong>Housing</strong> and Mixed- Income properties. The following <strong>to</strong>pics were discussed at the<br />

committee meeting:<br />

Affordable Healthcare Act<br />

In March 2010, President Obama signed the Patient Protection and Affordable Care Act (ACA),<br />

in<strong>to</strong> law. SAHA staff has met with several organizations that have interest in working with SAHA<br />

<strong>to</strong> begin an outreach and education campaign for SAHA residents.<br />

Community Development Initiatives Events<br />

SAHA’s Community Development Initiatives department hosted several recent events in support<br />

of the Agency’s priority <strong>to</strong> empower and equip families <strong>to</strong> improve their quality of life and<br />

achieve economic stability. Those events include the 2013 Father’s Day event, the Jobs-Plus<br />

luncheon, and the Education Investment Foundation (EIF) Education Summit.<br />

Enhanced make readies and work orders<br />

To reduce turnover of units, the Public <strong>Housing</strong> Department is working <strong>to</strong> make the units as<br />

attractive as private market units. Staff is working with paint color choices, light fixtures, blinds,<br />

cabinet knobs, and ceramic tile.<br />

In June, the responsibility for taking all work order requests from residents was assigned <strong>to</strong><br />

Calls Plus. Calls Plus has been handling work orders at night and on weekends. In June it<br />

began 24/7 coverage. Calls Plus is a Louisiana-based firm that serves the public health, social<br />

service, transportation, and housing industries. The opera<strong>to</strong>rs were also trained <strong>to</strong> enter only<br />

one task per work order, <strong>to</strong> aid SAHA management in analyzing work order trends and costs, <strong>to</strong><br />

better organize manpower and project needs.<br />

Update on the on-line applications<br />

SAHA’s consultant for this activity, Cindi Herrera, met with staff for a full day, meticulously<br />

documenting and understanding every step of application procedures. Besides recommending<br />

different procedures for processing applications, Herrera recommended that SAHA consider

combining Section 8 and Public <strong>Housing</strong> functions in<strong>to</strong> a combined unit. The web-based on-line<br />

application module is ready <strong>to</strong> deploy.<br />

Rent payment methods<br />

Some Public <strong>Housing</strong> residents recently asked if they could pay their rent using a debit or credit<br />

card, swiping it through a terminal much like those at many s<strong>to</strong>res. Staff conducted a poll of<br />

1,114 residents at 8 Senior sites. Of these, 265, or 24% were returned. Nine percent (97<br />

residents) said they would use a debit card <strong>to</strong> pay rent, and eleven percent (119) said they<br />

would use an ATM. Park<strong>view</strong> had a higher number and percentage of residents who would do<br />

both, so it is the best site <strong>to</strong> test. Staff has recommended that SAHA install only the card<br />

readers, and not the ATMs. Staff would moni<strong>to</strong>r usage in case t<strong>here</strong> is a dramatic rise in use<br />

(and t<strong>here</strong>fore cost <strong>to</strong> SAHA).<br />

Voter Registration activities<br />

Staff can make voter registration material available <strong>to</strong> residents but cannot solicit their<br />

registration nor assist them in completing registration unless they are trained and certified as<br />

Volunteer Deputy Registrars. Some Public <strong>Housing</strong> staff had been trained and certified in 2011,<br />

but their certification expired at the end of 2012. The Bexar County Election Center will hold two<br />

training sessions on August 20, 2013 at their warehouse at 1381 N. Brazos. SAHA<br />

management is encouraging staff <strong>to</strong> attend the training. Lydia Camarillo, with the Southwest<br />

Voter Registration Education Project (SVREP), offered some additional updates regarding voter<br />

ID laws.<br />

SAHA safety and Security action plan<br />

Staff provided a report on some property crime data. The Department of Safety and Security<br />

has been developing comprehensive security plans, along with completing and following up on<br />

written agreements with the <strong>San</strong> An<strong>to</strong>nio Police Department (SAPD) and Bexar County Sheriff’s<br />

Department. Staff was asked <strong>to</strong> provide a similar report <strong>to</strong> the next Board of Commissioners<br />

meeting, and <strong>to</strong> also develop some property crime data specifically related <strong>to</strong> SAISD attendance<br />

zone properties.

A Finance Committee meeting was held on August 26, 2013. Attendees included Chair Karina Cantu,<br />

Commissioner Morris Stribling, Commissioner Stella Molina, Commissioner Yolanda Hotman,<br />

Commissioner Richard Gambitta, Board Counsel Doug Poneck, SAHA President and CEO Lourdes<br />

Castro Ramirez, and various SAHA staff.<br />

The Finance Committee focuses on matters relating <strong>to</strong> the fiscal year goals and budgets, insurance<br />

policies, and internal audits affecting the <strong>San</strong> An<strong>to</strong>nio <strong>Housing</strong> <strong>Authority</strong>. The following <strong>to</strong>pics were<br />

discussed at the committee meeting:<br />

Update of the Governance Letter and 2012/2013 audit report<br />

Ed Hinojosa and Diana Fieldler provided an update on the items pending from the audit for the fiscal year<br />

ending June 30, 2012. They reported that each of the items had been addressed by management and a<br />

response was sent, as required, <strong>to</strong> the U.S. Department of <strong>Housing</strong> and Urban Development (HUD),<br />

detailing the agency’s related plan. The single outstanding issue is the working capital deficit at the<br />

Springhill and Sendero I PFCs. The Sendero I deficit has been partially addressed by drawing available<br />

reserves <strong>to</strong> reduce debt, and staff is actively working <strong>to</strong> refinance the property. The plan for the<br />

Springhill PFC is <strong>to</strong> refinance or restructure the existing debt on the properties, which should provide a<br />

reduction in the deficit.<br />

SAHA’s independent audit firm of Padgett, Stratemann & Co. LLP also presented the Governance Letter<br />

<strong>to</strong> the Board of Commissioner, and provided an update on the plans for the current audit.<br />

Financial report for the <strong>San</strong> An<strong>to</strong>nio <strong>Housing</strong> <strong>Authority</strong><br />

Mr. Hinojosa and Ms. Fiedler provided the quarterly financial reports for the <strong>San</strong> An<strong>to</strong>nio <strong>Housing</strong><br />

<strong>Authority</strong> for the fiscal year ended June 30, 2013.<br />

Operating revenues are trending below budget primarily as a result of unfavorable variances in Grant<br />

revenues, more specifically Capital Grants, which ended the period $4 million under budget. The<br />

unfavorable variance in this category can be largely attributed <strong>to</strong> timing differences between the<br />

budgeting and actual occurrence of expenditures for approved Replacement <strong>Housing</strong> Fund (RHF) grant<br />

projects, including new construction developments for <strong>San</strong> Juan Square III and Sut<strong>to</strong>n II. In addition,<br />

lower than expected revenues for Public <strong>Housing</strong> Operating Subsidy grants and Project Based <strong>Housing</strong><br />

Assistance Payment (HAP) rents also contributed <strong>to</strong> the unfavorable outcome. Tenant revenues in both<br />

the Public <strong>Housing</strong> and Non-Profit sec<strong>to</strong>rs were also below budget, due primarily <strong>to</strong>: higher than<br />

expected vacancies, increasing number of bad debt write-offs, and lower than expected tenant revenues<br />

at several properties<br />

Operating Expenses ended the period $4.7 million below budget, due <strong>to</strong> lower than expected<br />

expenditures for salaries and benefits, consulting, technology and licensing fees, utilities, and protective<br />

services. The favorable variance for salaries and benefits can be attributed <strong>to</strong> vacant positions in all<br />

sec<strong>to</strong>rs. The agency also posted favorable variances for Non-Operating Income of $2.7 million. Loan<br />

forgiveness for Park Place Mortgage debt is the primary contribu<strong>to</strong>r <strong>to</strong> the favorable outcome. Overall<br />

change in net assets ended the year with a $917,000 favorable variance<br />

The Comparative Balance Sheet reflects an overall decrease in <strong>to</strong>tal assets and <strong>to</strong>tal liabilities from June<br />

30, 2012 <strong>to</strong> June 30, 2013. The reduction in <strong>to</strong>tal assets was primarily the result of the routine recording

of depreciation for fixed assets, the recognition of the Artisan Park economic impairment, and the<br />

transfer of project streets <strong>to</strong> the City of <strong>San</strong> An<strong>to</strong>nio. The large decrease in liabilities was primarily the<br />

result of a reduction in mortgage related debt including the $4 million loan forgiveness of the Park Place<br />

mortgage and amortization of deferred ground leases.<br />

Update on the Internal Audit department<br />

Muriel Rhoder provided a presentation summarizing the internal audit activities for the previous quarter.<br />

She advised the committee that this status report includes some deviations from the adopted 2012-2013<br />

Internal Audit Plan, primarily the combining of the Maintenance Audit scheduled for the 2012-2013<br />

Internal Audit Plan with the audits scheduled for 2013-2014.

PURPOSE:<br />

SAHA supports investments that improve the transportation options of our clients. SAHA has<br />

committed, by adopting Strategic Plan Goal #3, <strong>to</strong> “Preserve and improve existing affordable housing<br />

resources and opportunities.” One way the agency has proposed <strong>to</strong> accomplish this goal is <strong>to</strong><br />

“Develop and implement a plan for each SAHA community <strong>to</strong> effectively access health, education,<br />

transportation, and employment resources.” VIA’s proposed modern streetcar project promises <strong>to</strong><br />

improve accessibility between SAHA’s down<strong>to</strong>wn properties and health, education, transportation,<br />

and employment resources. The streetcar will provide direct access <strong>to</strong> those resources down<strong>to</strong>wn, as<br />

well as connectivity <strong>to</strong> resources located outside of down<strong>to</strong>wn through transfers at multimodal<br />

stations.<br />

FINANCIAL IMPACT:<br />

None.<br />

SUMMARY:<br />

VIA Metropolitan Transit has hosted a series of public meetings, starting in November 2012, regarding<br />

proposed streetcar alignments through down<strong>to</strong>wn <strong>San</strong> An<strong>to</strong>nio. Various SAHA staff have participated<br />

in these and other related discussions. SAHA staff analyzed eight alignment alternatives in relation <strong>to</strong><br />

existing SAHA properties in the down<strong>to</strong>wn area.<br />

Initial Analysis of SAHA Properties Impacted<br />

In June 2013, SAHA staff analyzed six alternatives in relation <strong>to</strong> existing SAHA properties in the<br />

down<strong>to</strong>wn area. In July 2013, two additional alternatives were brought <strong>to</strong> the public for consideration.<br />

These alternatives, 7 and 8, replace Cesar Chavez with service on Commerce / Buena Vista.<br />

Alternatives 1-4 are no longer under consideration.<br />

The properties most impacted by the alignment choices are HemisView, Refugio, Vic<strong>to</strong>ria Plaza,<br />

Artisan Park and future phases of Vic<strong>to</strong>ria Commons. These four existing properties feature more<br />

than 650 units; of those, 350 units are occupied by low-income and/or senior households, many of<br />

which rely on public transportation for daily needs, such as groceries, medical care, etc. The<br />

HemisView, Refugio and Artisan Park properties represent a $61.2 investment by SAHA over the past<br />

10 years, and the future phases for Vic<strong>to</strong>ria Commons, which are presently being developed through<br />

a collaborative community process, are expected <strong>to</strong> include approximately 400 new units, for an<br />

estimated future investment of another $50 million.

Other properties that will see some benefit regardless of alignment choice include Villa Hermosa and<br />

Marie McGuire. Down<strong>to</strong>wn properties that are not impacted one way or the other include O.P.<br />

Schnabel.<br />

Additional Analysis<br />

On August 26, 2013, staff presented an update <strong>to</strong> the Operations and Human Resources Committee<br />

regarding the proposed streetcar alignments. The Committee asked for additional information<br />

regarding the following:<br />

1. What impact will the streetcar construction schedule have on SAHA projects?<br />

a. Construction on the streetcar is slated <strong>to</strong> begin in 2015 and the project is scheduled <strong>to</strong><br />

be open for service in December 2017.<br />

b. Streetcar construction and SAHA development schedules for properties on Cesar<br />

Chavez could overlap, but t<strong>here</strong> are sufficient alternate routes and other mitigation<br />

measures <strong>to</strong> ensure no negative impact <strong>to</strong> SAHA construction schedules.<br />

2. What are the projected costs of construction, per alignment?<br />

a. According <strong>to</strong> VIA staff analysis from July 30, 2013, Capital Costs (without contingency)<br />

are as follows:<br />

i. Alternative 5: $201-228 million<br />

ii. Alternative 6: $240-272 million<br />

iii. Alternative 7: $196-216 million<br />

iv. Alternative 8: $204-231 million<br />

3. What will the fare structure be for the streetcar?<br />

a. According <strong>to</strong> VIA staff, streetcar fares will be the same as bus fares.<br />

4. What would the economic impact of the proposed alignments be on SAHA properties?<br />

a. No economic impact analysis has been done specifically for SAHA properties<br />

b. According <strong>to</strong> VIA staff analysis, all alignment alternatives are projected <strong>to</strong> provide a<br />

positive economic impact<br />

i. Potential for up <strong>to</strong> $600+ million added assessed valuation<br />

ii. Potential for creation of over 3,300 net new jobs<br />

iii. Projected ad valorem revenues of almost $13 million (largest recipient would be<br />

SAISD)<br />

Recommendation<br />

Staff recommends support for the VIA streetcar because it improves the transportation options of our<br />

clients. Based on their analysis, Staff also recommends support for alignment alternatives 5 and 6,<br />

because both of these alignments run on Cesar Chavez, providing convenient service <strong>to</strong> HemisView,<br />

Refugio, Vic<strong>to</strong>ria Plaza, Artisan Park, and future planned phases of Vic<strong>to</strong>ria Commons, as discussed<br />

above. An additional benefit of alignment alternatives 5 and 6 is the possibility of additional funding<br />

availability for Transit Oriented Development (TOD) at the Vic<strong>to</strong>ria Commons site.<br />

Alternatives 7 and 8 would not provide convenient service <strong>to</strong> HemisView, Refugio, Vic<strong>to</strong>ria Plaza,<br />

Artisan Park, or future phases of Vic<strong>to</strong>ria Commons. Nor would these alternatives increase service <strong>to</strong><br />

Villa Hermosa or Marie McGuire.<br />

Staff will provide a presentation of the specific analysis at the September 5, 2013 Board of<br />

Commissioners meeting.<br />

REQUESTED ACTION:<br />

Consideration and approval regarding Resolution 5364, authorizing the award of up <strong>to</strong> five (5)<br />

project based vouchers <strong>to</strong> Madhouse Development Services, Inc. for a term of up <strong>to</strong> seven (7)<br />

years.<br />

PURPOSE:<br />

To advance efforts <strong>to</strong> improve the quality and type of affordable housing resources in the<br />

community. Based on community needs and demographics, as confirmed by analysis of wait<br />

list data for its assisted housing programs, SAHA has determined that t<strong>here</strong> is a need for<br />

affordable project based housing. In furtherance of addressing that needs while maintaining<br />

rent affordability, staff recommends the allocation of a portion of the <strong>Housing</strong> Choice Voucher<br />

program <strong>to</strong> existing or new affordable housing in <strong>San</strong> An<strong>to</strong>nio. A contract award of up <strong>to</strong> five (5)<br />

vouchers would be issued after completion of new construction, or after January 2014, upon<br />

Madhouse Development Services, Inc. fulfilling all requirements pertaining <strong>to</strong> 24CFR 983 and<br />

SAHA’s Administrative Plan.<br />

FINANCIAL IMPACT:<br />

With a commitment of five (5) vouchers at an average <strong>Housing</strong> Assistance Payment (HAP) cost<br />

of $576 per month, the anticipated annual commitment will be approximately $34,560.00. This<br />

amount will not exceed SAHA’s current capacity.<br />

SUMMARY:<br />

On August 9, 2013 SAHA issued a “Request for Proposals” (RFP) #1308-952-96-4072 for<br />

Project Based Placement which closed on August 26, 2013. The RFP was published on our<br />

website, Electronic State Business Daily (ESBD), La Prensa, the Express-News, direct solicited<br />

21 local contrac<strong>to</strong>rs, posted on NAHRO and Public Purchase, etc. (See Advertisement List).<br />

A <strong>to</strong>tal of one proposal was received in response <strong>to</strong> the RFP, from Madhouse Development<br />

Services. This Contrac<strong>to</strong>r self-certifies as an HABE, and is also certified by the State of Texas<br />

as a HUB.<br />

This proposal was evaluated on the following criteria: comparable amenities, ratio of PBV <strong>to</strong><br />

<strong>to</strong>tal units; well-planned facility; financial capacity; supportive services being provided <strong>to</strong><br />

residents, and rental subsidy needed.<br />

Based on the above criteria, the evaluation committee is recommending Madhouse<br />

Development Services, Inc., as a responsive and responsible proposer.

Company Profile<br />

Madhouse Development Services, Inc. was established in September 1999 and<br />

the company is headquartered in Austin, Texas and has 2 full time employees.<br />

The principals in the firm have more than 35 years of combined experience in the<br />

multifamily housing industry. The firm is self-certified as an HABE and is also<br />

certified by the State of Texas as a HUB. The firm has developed more than<br />

3,300 rental apartment units throughout the Southwest with particular focus in<br />

Texas, Mississippi and Colorado. Madhouse has not previously done work for<br />

the <strong>San</strong> An<strong>to</strong>nio <strong>Housing</strong> <strong>Authority</strong>. Madhouse has established a Section 3 goal<br />

of 5% new hires.

WHEREAS, a Request For Proposals was issued on August 9, 2013 and subsequently closed on<br />

the due date; and<br />

WHEREAS, after evaluation Madhouse Development Services, Inc. (HABE, Section 3 Business), was<br />

determined <strong>to</strong> be eligible for award; ; and<br />

WHEREAS, the company has agreed <strong>to</strong> comply with their Section 3 Compliance Good Faith Effort<br />

Plan and provide subcontracting opportunities <strong>to</strong> SWMBE and Section 3 companies as needed.<br />

WHEREAS, staff requests that the Board of Commissioners authorize the President and CEO or her<br />

designee <strong>to</strong> execute all documents <strong>to</strong> enter in<strong>to</strong> these contracts.<br />

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of SAHA <strong>here</strong>by:<br />

1) Approves Resolution 5364, authorizing the award of contract for up <strong>to</strong> five (5) Project Based<br />

The Department of Safety & Security has been<br />

working with law enforcement entities, SAPD Fusion<br />

Center, and SAHA’s GIS Department.<br />

Goal of gathering / analyzing social data in SAHA’s<br />

Public <strong>Housing</strong> / Non-Profit <strong>Housing</strong> portfolios.<br />

communities and the workplace.

Vulnerabilities:<br />

Empower residents by incentivizing them <strong>to</strong><br />

report crime in order <strong>to</strong> improve their lives.<br />

Encourage residents <strong>to</strong> know their neighbors<br />

by holding safety & security events / officer<br />

meet & greets <strong>to</strong> transform their communities.<br />

Promptly enforce lease violations and<br />

evictions <strong>to</strong> allow the community <strong>to</strong> thrive.<br />

Partner with SAPD / other local law<br />

enforcement <strong>to</strong> revitalize the Neighborhood<br />

Watch program.


Recommendations for Central Office<br />

Vulnerabilities:<br />

Draft SOPs that establish guidelines for<br />

Security Officers <strong>to</strong> preserve and improve the<br />

security of the building.<br />

Expand the current electronic access control<br />

system <strong>to</strong> proactively deny unauthorized<br />

access.<br />

Mimic the layout of the Section 8 lobby for<br />

Public <strong>Housing</strong> for improved security.<br />

Establish monthly / quarterly training <strong>to</strong> invest<br />

in our greatest resources.


The Department of Safety & Security believes<br />

that this Action Plan will serve as a foundation <strong>to</strong><br />

diminish negative activity on SAHA properties<br />

and improve the lives of our residents.<br />

We would like <strong>to</strong> continue <strong>to</strong> shape the growth of<br />

these programs, in hopes that they will empower<br />

families <strong>to</strong> improve their quality of life.<br />

All of these plans will directly contribute <strong>to</strong> the<br />

transformation of core operations <strong>to</strong> be a high<br />

Update and discussion regarding procurement items and activities<br />

SUMMARY:<br />

The Procurement Department currently has no items on the September 5, 2013 <strong>agenda</strong> for the<br />

Board of Commissioner’s meeting.<br />

The Procurement Department is continuing outreach efforts by participating in the <strong>San</strong> An<strong>to</strong>nio<br />

Business Opportunity Council (SABOC) conference on April 13, 2013. Staff also attended the<br />

Fair Contracting Coalition (FCC) meeting on August 27, 2013, in which information was<br />

provided regarding upcoming contracting opportunities. Additionally, Staff will be initiating the<br />

Business Opportunity Academy with thirteen (13) governmental organizations on September 18,<br />

2013.<br />

Open Solicitations: T<strong>here</strong> are currently three open solicitations that involve products and<br />

services estimated <strong>to</strong> cost over $50,000. They include Roof Repair at Sunshine Plaza, Real<br />

Estate Broker Services and Bad Debt Collection Services.<br />

Closed/Pending Solicitations: T<strong>here</strong> are currently three solicitations that have closed and will be<br />

brought forward <strong>to</strong> the Operations Committee after completion of evaluation and due diligence.<br />

They include Development Services With or Without Local Unit-Based Subsidy Program or<br />

Capital Funds (Large Lots), Bond/Mixed Finance Counsel, and Legal Services – Real Estate.<br />

Solicitations in Development: In the near future, we will be soliciting for hosting of JDE, rent<br />

comparison studies for Non-profits, document s<strong>to</strong>rage for Legal and Answering Services. In<br />

addition, several solicitations are currently being developed for advertisement. These include<br />

pavement improvements, landscaping, and property management software.<br />

PRESIDENT’S REPORT<br />

Groundbreaking for <strong>San</strong> Juan III<br />

• SAHA and the NRP group<br />

hosted the groundbreaking of<br />

the final phase of the <strong>San</strong><br />

Juan development on<br />

Wednesday, August 28, 2013<br />

at the <strong>San</strong> Juan Development<br />

Site.<br />

• Councilwoman Shirley<br />

Gonzales was present and<br />

other officials included HUD<br />

field Office Direc<strong>to</strong>r Richard<br />

Lopez, SAHA Representatives<br />

and The NRP Group<br />

Representatives.<br />

• Special thanks <strong>to</strong> Chairman<br />

Cavazos and Vice Chariman Gambitta for their participation in the event.<br />

• <strong>San</strong> Juan Phase III will consist of 252 units, a clubhouse, and 4,200 square feet of<br />

commercial space.<br />

Corporate Hero Award<br />

• The annual Bexar County Consumer and Family Support Services Awards event was held<br />

on Thursday, August 15-17, 2013, at the El Tropicano Hotel in <strong>San</strong> An<strong>to</strong>nio.<br />

• SAHA was honored at the event with the Corporate Hero Award, for the Agency’s “vision,<br />

dedication and commitment in establishing innovative community program <strong>to</strong> provide stable<br />

and supportive housing for persons with mental disabilities enabling self-sufficiency and<br />

independent living.”<br />

• Adrian Lopez, SAHA’s Direc<strong>to</strong>r of Community Development Initiatives accepted the award<br />

on SAHA’s behalf.<br />

September Monthly bike ride<br />

• The September Bike ride is scheduled for Saturday, September 14, 2013 at 10:00 am.<br />

• The event is in conjunction with Changing Gears Bicycle Rally and will start at SAHA Central<br />

Office and end at Burbank High School and is sponsored by Wecycle bikes and Burbank<br />

High School Cycle Dawgs.<br />

• T<strong>here</strong> will be free bike repairs, food, and a bike show, with prizes and activities for adults<br />

and children.<br />

Property Auction<br />

• Based on approvals from the Board of Commissioners, a plan is being implemented <strong>to</strong> sell<br />

85 SAHA properties via a public auction, facilitated by AmeriBid, <strong>to</strong> be held at 10 a.m. at the<br />

Henry B. Gonzalez Convention Center on September 21, 2013.<br />

• The auction will be and consists of more than 80 homes and lots in <strong>San</strong> An<strong>to</strong>nio.


• A Buyers Seminar <strong>to</strong>ok place on August 28, 2013.<br />

• Information is available on SAHA’s website with a link <strong>to</strong> AmeriBid.com, information has<br />

been shared with elected offices, and the advertising campaign is underway.<br />

Vic<strong>to</strong>ria Commons update<br />

• On August 24, 2013 a design workshop <strong>to</strong>ok place <strong>to</strong> discuss the designs and amenities for<br />

the Leigh Street homes.<br />

• Approximately 40 area residents attended the discussion, which was facilitated by Ximenes<br />

and Associates and Alamo Architects, with assistance from other area architects.<br />

• The information gat<strong>here</strong>d during the workshop will be used <strong>to</strong> inform the design guidelines,<br />

which are being developed by Alamo Architects.<br />

• The next community meeting is tentatively planned for late September.<br />

• The market studies for the area are underway, which reports expected by late Oc<strong>to</strong>ber.<br />

Sustainable Accreditation<br />

• SAHA has participated in the Sustainable Performance Institute (SP) - HUD Green<br />

Organizational Accreditation Pilot, and has fulfilled the requirements for Provisional<br />

Accreditation.<br />

• The Provisional Accreditation is valid for two years, and means that SAHA has made<br />

commitments <strong>to</strong> implement best practices in both the management of our housing portfolio<br />

and the effectiveness of our operations.
