REQUESTED ACTION:
Consideration and appropriate action regarding Resolution 5363, authorizing the submission of
an amendment to the HOPE VI plan for Victoria Commons; for the submission of a disposition
application to HUD for the site known as Victoria Commons Park Property consisting of
approximately 1.95 acres in San Antonio, Texas; the transfer of such property to the City of San
Antonio for park development and the execution of documents necessary to consummate such
transaction.
PURPOSE:
To facilitate the transfer of the .95 acre Victoria Park to SAHA from the City of San Antonio in
exchange for 1.95 acres owned by SAHA adjacent to the Administration Building and located at
400 Labor Street. This will result in the creation of a 1.95 acre community park at 400 Labor
and the opportunity for mixed-use development, led by SAHA, at the corner of Labor and
Durango.
FINANCIAL IMPACT:
The proposed land exchange is comparable in value and will have limited financial impact.
SUMMARY:
As part of the Victoria Commons Master Plan process, residents identified an interest in locating
a community park adjacent to the Administration Building, located at 400 Labor Street. The
expectation was that a community park would be created, and that the park would be
maintained by the City of San Antonio. In return, SAHA would acquire .95 acres at the
southwest corner of Durango and Labor for a mixed-use development. The attached master
plan concept identifies the location and a rough sketch of potential uses for the two parcels.
The Center City Development Office (CCDO) is taking the lead for the City of San Antonio on
this exchange. This transaction is possible because SAHA can transfer the property to another
governmental entity for fair market value without a bid process, and appraisals have found that
both parcels have similar appraised values:
The Victoria Park is located on the southwest corner of Labor and Cesar Chavez Streets, is
owned by the City, and consists of 41,613 square feet or .95 acres and is valued at $1.365
million.
SAN ANTONIO HOUSING AUTHORITY August 1, 2013
The SAHA site is approximately 1.95 acres and is adjacent to the vacant administration building
located at 400 Labor Street and is valued at $1.360 million.
As proposed, SAHA will take the lead in the design and final development of the park, with the
City of San Antonio providing on-going maintenance. The August 24, 2013 design workshop
will include discussion on the amenities for the proposed park. Based on the input through the
master planning process it is expected that amenities may include:
o
o
o
o
o
o
o
Tot lots, secure play/sitting areas
Neighborhood gardens
of the Agency’s priority to empower and equip families to improve their quality of life and
achieve economic stability. Those events include the 2013 Father’s Day event, the Jobs-Plus
luncheon, and the Education Investment Foundation (EIF) Education Summit.
Enhanced make readies and work orders
To reduce turnover of units, the Public Housing Department is working to make the units as
attractive as private market units. Staff is working with paint color choices, light fixtures, blinds,
cabinet knobs, and ceramic tile.
In June, the responsibility for taking all work order requests from residents was assigned to
Calls Plus. Calls Plus has been handling work orders at night and on weekends. In June it
began 24/7 coverage. Calls Plus is a Louisiana-based firm that serves the public health, social
service, transportation, and housing industries. The operators were also trained to enter only
one task per work order, to aid SAHA management in analyzing work order trends and costs, to
better organize manpower and project needs.
Update on the on-line applications
SAHA’s consultant for this activity, Cindi Herrera, met with staff for a full day, meticulously
documenting and understanding every step of application procedures. Besides recommending
different procedures for processing applications, Herrera recommended that SAHA consider
San Antonio Housing Authority September 5, 2013
combining Section 8 and Public Housing functions into a combined unit. The web-based on-line
application module is ready to deploy.
Rent payment methods
Some Public Housing residents recently asked if they could pay their rent using a debit or credit
card, swiping it through a terminal much like those at many stores. Staff conducted a poll of
1,114 residents at 8 Senior sites. Of these, 265, or 24% were returned. Nine percent (97
residents) said they would use a debit card to pay rent, and eleven percent (119) said they
would use an ATM. Parkview had a higher number and percentage of residents who would do
both, so it is the best site to test. Staff has recommended that SAHA install only the card
readers, and not the ATMs. Staff would monitor usage in case there is a dramatic rise in use
(and therefore cost to SAHA).
Voter Registration activities
Staff can make voter registration material available to residents but cannot solicit their
registration nor assist them in completing registration unless they are trained and certified as
Volunteer Deputy Registrars. Some Public Housing staff had been trained and certified in 2011,
but their certification expired at the end of 2012. The Bexar County Election Center will hold two
training sessions on August 20, 2013 at their warehouse at 1381 N. Brazos. SAHA
management is encouraging staff to attend the training. Lydia Camarillo, with the Southwest
Voter Registration Education Project (SVREP), offered some additional updates regarding voter
ID laws.
SAHA safety and Security action plan
Staff provided a report on some property crime data. The Department of Safety and Security
has been developing comprehensive security plans, along with completing and following up on
written agreements with the San Antonio Police Department (SAPD) and Bexar County Sheriff’s
Department. Staff was asked to provide a similar report to the next Board of Commissioners
meeting, and to also develop some property crime data specifically related to SAISD attendance
zone properties.

MEMORANDUM
TO:
FROM:
Board of Commissioners
Karina Cantu, Chair, Finance Committee
SUBJECT: Update regarding the Finance Committee meeting held on August 26, 2013
A Finance Committee meeting was held on August 26, 2013. Attendees included Chair Karina Cantu,
Commissioner Morris Stribling, Commissioner Stella Molina, Commissioner Yolanda Hotman,
Commissioner Richard Gambitta, Board Counsel Doug Poneck, SAHA President and CEO Lourdes
Castro Ramirez, and various SAHA staff.
The Finance Committee focuses on matters relating to the fiscal year goals and budgets, insurance
policies, and internal audits affecting the San Antonio Housing Authority. The following topics were
discussed at the committee meeting:
Update of the Governance Letter and 2012/2013 audit report
Ed Hinojosa and Diana Fieldler provided an update on the items pending from the audit for the fiscal year
ending June 30, 2012. They reported that each of the items had been addressed by management and a
response was sent, as required, to the U.S. Department of Housing and Urban Development (HUD),
detailing the agency’s related plan. The single outstanding issue is the working capital deficit at the
Springhill and Sendero I PFCs. The Sendero I deficit has been partially addressed by drawing available
reserves to reduce debt, and staff is actively working to refinance the property. The plan for the
Springhill PFC is to refinance or restructure the existing debt on the properties, which should provide a
reduction in the deficit.
SAHA’s independent audit firm of Padgett, Stratemann & Co. LLP also presented the Governance Letter
to the Board of Commissioner, and provided an update on the plans for the current audit.
Financial report for the San Antonio Housing Authority
Mr. Hinojosa and Ms. Fiedler provided the quarterly financial reports for the San Antonio Housing
Authority for the fiscal year ended June 30, 2013.
Operating revenues are trending below budget primarily as a result of unfavorable variances in Grant
revenues, more specifically Capital Grants, which ended the period $4 million under budget. The
unfavorable variance in this category can be largely attributed to timing differences between the
budgeting and actual occurrence of expenditures for approved Replacement Housing Fund (RHF) grant
projects, including new construction developments for San Juan Square III and Sutton II. In addition,
lower than expected revenues for Public Housing Operating Subsidy grants and Project Based Housing
Assistance Payment (HAP) rents also contributed to the unfavorable outcome. Tenant revenues in both
the Public Housing and Non-Profit sectors were also below budget, due primarily to: higher than
expected vacancies, increasing number of bad debt write-offs, and lower than expected tenant revenues
at several properties
Operating Expenses ended the period $4.7 million below budget, due to lower than expected
expenditures for salaries and benefits, consulting, technology and licensing fees, utilities, and protective
services. The favorable variance for salaries and benefits can be attributed to vacant positions in all
sectors. The agency also posted favorable variances for Non-Operating Income of $2.7 million. Loan
forgiveness for Park Place Mortgage debt is the primary contributor to the favorable outcome. Overall
change in net assets ended the year with a $917,000 favorable variance
The Comparative Balance Sheet reflects an overall decrease in total assets and total liabilities from June
30, 2012 to June 30, 2013. The reduction in total assets was primarily the result of the routine recording
San Antonio Housing Authority September 5, 2013
of depreciation for fixed assets, the recognition of the Artisan Park economic impairment, and the
transfer of project streets to the City of San Antonio. The large decrease in liabilities was primarily the
result of a reduction in mortgage related debt including the $4 million loan forgiveness of the Park Place
mortgage and amortization of deferred ground leases.
Update on the Internal Audit department
Muriel Rhoder provided a presentation summarizing the internal audit activities for the previous quarter.
She advised the committee that this status report includes some deviations from the adopted 2012-2013
Internal Audit Plan, primarily the combining of the Maintenance Audit scheduled for the 2012-2013
Internal Audit Plan with the audits scheduled for 2013-2014.

REQUESTED ACTION:
Consideration and approval of Resolution 5365, supporting the VIA streetcar; and supporting alternative
routes 5 and 6, based on proximity to SAHA’s existing low-income communities and SAHA’s planned
future investments at Victoria Commons, near Cesar Chavez Blvd.
PURPOSE:
SAHA supports investments that improve the transportation options of our clients. SAHA has
committed, by adopting Strategic Plan Goal #3, to “Preserve and improve existing affordable housing
resources and opportunities.” One way the agency has proposed to accomplish this goal is to
“Develop and implement a plan for each SAHA community to effectively access health, education,
transportation, and employment resources.” VIA’s proposed modern streetcar project promises to
improve accessibility between SAHA’s downtown properties and health, education, transportation,
and employment resources. The streetcar will provide direct access to those resources downtown, as
well as connectivity to resources located outside of downtown through transfers at multimodal
stations.
FINANCIAL IMPACT:
None.
SUMMARY:
VIA Metropolitan Transit has hosted a series of public meetings, starting in November 2012, regarding
proposed streetcar alignments through downtown San Antonio. Various SAHA staff have participated
in these and other related discussions. SAHA staff analyzed eight alignment alternatives in relation to
existing SAHA properties in the downtown area.
Initial Analysis of SAHA Properties Impacted
In June 2013, SAHA staff analyzed six alternatives in relation to existing SAHA properties in the
downtown area. In July 2013, two additional alternatives were brought to the public for consideration.
These alternatives, 7 and 8, replace Cesar Chavez with service on Commerce / Buena Vista.
Alternatives 1-4 are no longer under consideration.
The properties most impacted by the alignment choices are HemisView, Refugio, Victoria Plaza,
Artisan Park and future phases of Victoria Commons. These four existing properties feature more
than 650 units; of those, 350 units are occupied by low-income and/or senior households, many of
which rely on public transportation for daily needs, such as groceries, medical care, etc. The
HemisView, Refugio and Artisan Park properties represent a $61.2 investment by SAHA over the past
10 years, and the future phases for Victoria Commons, which are presently being developed through
a collaborative community process, are expected to include approximately 400 new units, for an
estimated future investment of another $50 million.
SAN ANTONIO HOUSING AUTHORITY August 1, 2013
Other properties that will see some benefit regardless of alignment choice include Villa Hermosa and
Marie McGuire. Downtown properties that are not impacted one way or the other include O.P.
Schnabel.
Additional Analysis
On August 26, 2013, staff presented an update to the Operations and Human Resources Committee
regarding the proposed streetcar alignments. The Committee asked for additional information
regarding the following:
1. What impact will the streetcar construction schedule have on SAHA projects?
a. Construction on the streetcar is slated to begin in 2015 and the project is scheduled to
be open for service in December 2017.
b. Streetcar construction and SAHA development schedules for properties on Cesar
Chavez could overlap, but there are sufficient alternate routes and other mitigation
measures to ensure no negative impact to SAHA construction schedules.
2. What are the projected costs of construction, per alignment?
a. According to VIA staff analysis from July 30, 2013, Capital Costs (without contingency)
are as follows:
i. Alternative 5: $201-228 million
ii. Alternative 6: $240-272 million
iii. Alternative 7: $196-216 million
iv. Alternative 8: $204-231 million
3. What will the fare structure be for the streetcar?
a. According to VIA staff, streetcar fares will be the same as bus fares.
4. What would the economic impact of the proposed alignments be on SAHA properties?
a. No economic impact analysis has been done specifically for SAHA properties
b. According to VIA staff analysis, all alignment alternatives are projected to provide a
positive economic impact
i. Potential for up to $600+ million added assessed valuation
ii. Potential for creation of over 3,300 net new jobs
iii. Projected ad valorem revenues of almost $13 million (largest recipient would be
SAISD)
Recommendation
Staff recommends support for the VIA streetcar because it improves the transportation options of our
clients. Based on their analysis, Staff also recommends support for alignment alternatives 5 and 6,
because both of these alignments run on Cesar Chavez, providing convenient service to HemisView,
Refugio, Victoria Plaza, Artisan Park, and future planned phases of Victoria Commons, as discussed
above. An additional benefit of alignment alternatives 5 and 6 is the possibility of additional funding
availability for Transit Oriented Development (TOD) at the Victoria Commons site.
Alternatives 7 and 8 would not provide convenient service to HemisView, Refugio, Victoria Plaza,
Artisan Park, or future phases of Victoria Commons. Nor would these alternatives increase service to
Villa Hermosa or Marie McGuire.
Staff will provide a presentation of the specific analysis at the September 5, 2013 Board of
Commissioners meeting.
REQUESTED ACTION:
Consideration and approval regarding Resolution 5364, authorizing the award of up to five (5)
project based vouchers to Madhouse Development Services, Inc. for a term of up to seven (7)
years.
PURPOSE:
To advance efforts to improve the quality and type of affordable housing resources in the
community. Based on community needs and demographics, as confirmed by analysis of wait
list data for its assisted housing programs, SAHA has determined that there is a need for
affordable project based housing. In furtherance of addressing that needs while maintaining
rent affordability, staff recommends the allocation of a portion of the Housing Choice Voucher
program to existing or new affordable housing in San Antonio. A contract award of up to five (5)
vouchers would be issued after completion of new construction, or after January 2014, upon
Madhouse Development Services, Inc. fulfilling all requirements pertaining to 24CFR 983 and
SAHA’s Administrative Plan.
FINANCIAL IMPACT:
With a commitment of five (5) vouchers at an average Housing Assistance Payment (HAP) cost
of $576 per month, the anticipated annual commitment will be approximately $34,560.00. This
amount will not exceed SAHA’s current capacity.
SUMMARY:
On August 9, 2013 SAHA issued a “Request for Proposals” (RFP) #1308-952-96-4072 for
Project Based Placement which closed on August 26, 2013. The RFP was published on our
website, Electronic State Business Daily (ESBD), La Prensa, the Express-News, direct solicited
21 local contractors, posted on NAHRO and Public Purchase, etc. (See Advertisement List).
A total of one proposal was received in response to the RFP, from Madhouse Development
Services. This Contractor self-certifies as an HABE, and is also certified by the State of Texas
as a HUB.
This proposal was evaluated on the following criteria: comparable amenities, ratio of PBV to
total units; well-planned facility; financial capacity; supportive services being provided to
residents, and rental subsidy needed.
Based on the above criteria, the evaluation committee is recommending Madhouse
Development Services, Inc., as a responsive and responsible proposer.

Recommendations for Community
Vulnerabilities:
Create dynamic communities by encouraging
cooperation between Security Officers,
Property Managers, and Residents.
Draft SOPs that establish guidelines for
Security Officers, Property Managers, and
Central Office to transform core operations.
Integrate training programs with the monthly
Manager meetings to address safety in
communities and the workplace.
Recommendations for Resident
Vulnerabilities:
Empower residents by incentivizing them to
report crime in order to improve their lives.
Encourage residents to know their neighbors
by holding safety & security events / officer
meet & greets to transform their communities.
Promptly enforce lease violations and
evictions to allow the community to thrive.
Partner with SAPD / other local law
enforcement to revitalize the Neighborhood
Watch program.
Recommendations for Central Office
Vulnerabilities:
Draft SOPs that establish guidelines for
Security Officers to preserve and improve the
security of the building.
Expand the current electronic access control
system to proactively deny unauthorized
access.
Mimic the layout of the Section 8 lobby for
Public Housing for improved security.
Establish monthly / quarterly training to invest
in our greatest resources.
The Department of Safety & Security believes
that this Action Plan will serve as a foundation to
diminish negative activity on SAHA properties
and improve the lives of our residents.
We would like to continue to shape the growth of
these programs, in hopes that they will empower
families to improve their quality of life.
All of these plans will directly contribute to the
transformation of core operations to be a high
performing organization.
We are looking forward to developing a local and
national reputation for being an effective leader,
partner, and advocate in the safety & security of
our residents.
