Mission<br />

The <strong>Child</strong> <strong>Guidance</strong> <strong>Center</strong> <strong>of</strong> <strong>Southern</strong><br />

<strong>Connecticut</strong> is a pr<strong>of</strong>essionally-staffed<br />

outpatient mental health center for<br />

children and adolescents who experience<br />

psychological, behavioral, development,<br />

social or family problems.We are<br />

dedicated to reducing emotional<br />

suffering and dysfunctional behavior<br />

and to helping each individual achieve<br />

optimal potential.<br />

Philosophy<br />

Our services are guided by a philosophy that emphasizes understanding the unique qualities and experience <strong>of</strong><br />

each child as influenced by the complex interaction <strong>of</strong> personality, emotional and cognitive development, family<br />

situation, and social environment.<br />

We view psychotherapy with children as a dynamic, interactive assessment and treatment process that examines<br />

problems while building on strengths, and believe our intervention is most effective when parenting figures are<br />

actively involved.<br />

We are committed to making our services accessible to all children and families in the community who can safely<br />

and productively participate in outpatient mental health treatment, while <strong>of</strong>fering referral and advocacy for those<br />

who may require a more restrictive and structured environment.


MESSAGE FROM THE EXECUTIVE DIRECTOR AND THE PRESIDENT<br />

Dear Friends,<br />

As the <strong>Child</strong> <strong>Guidance</strong> <strong>Center</strong> <strong>of</strong> <strong>Southern</strong> <strong>Connecticut</strong>(CGC) closes the books on our<br />

52nd year <strong>of</strong> providing pr<strong>of</strong>essional mental health services to children, adolescents and their families<br />

we celebrate the community’s collective commitment to help troubled children and families.<br />

There is strong evidence that interagency<br />

collaboration is a more cost effective way to deliver<br />

services. But beyond the considerable financial<br />

advantages, we are committed to collaboration<br />

because it has been our experience that the families<br />

who turn to us for help are far more likely to do<br />

well when the community comes together to<br />

provide a seamless network <strong>of</strong> support.<br />

Our ability to reach out to children and<br />

teens struggling to cope with traumatic events,<br />

difficult family circumstances or mental illness<br />

is strengthened by the conscientious efforts <strong>of</strong><br />

community pr<strong>of</strong>essionals who identify youngsters<br />

who need our help and make referrals to the<br />

CGC. Our success in helping youngsters overcome<br />

problems and reach optimal potential is dependent<br />

not only on the pr<strong>of</strong>essional expertise and compassionate<br />

engagement <strong>of</strong> our staff, but also on the<br />

dedication <strong>of</strong> highly skilled pr<strong>of</strong>essionals from a<br />

variety <strong>of</strong> community agencies that we work with<br />

on a daily basis in each <strong>of</strong> the four towns we serve.<br />

Our partnerships with local public and non<br />

pr<strong>of</strong>it agencies are grounded in our belief that each<br />

child is influenced by the interaction <strong>of</strong> personality,<br />

emotional and cognitive development, family<br />

situation and social environment.To effect positive<br />

change we are committed to reaching out to our<br />

community partners to help each family access the<br />

specific help and supports they need.<br />

Over the past two decades, the <strong>Child</strong><br />

<strong>Guidance</strong> <strong>Center</strong> has developed and continues to<br />

coordinate three interagency teams for sexually<br />

abused children, youngsters with serious emotional<br />

and behavioral problems, and families with<br />

multiple needs, especially those with issues <strong>of</strong> child<br />

abuse and neglect. Our interagency teams bring<br />

together police, court, educational, protective and<br />

human services agencies to enhance the human<br />

services network that responds to our communities’<br />

families when they need help.<br />

In the last year, in recognition <strong>of</strong> our success<br />

developing and leading strong collaborations, the<br />

<strong>Connecticut</strong> Department <strong>of</strong> <strong>Child</strong>ren and Families<br />

(DCF) awarded CGC a grant to establish a<br />

Managed Service System.With this initiative we<br />

hired an Enhanced Care Coordinator to work<br />

directly with DCF staff to identify those children<br />

who can return to their homes from long term<br />

placements and to determine the specific supports<br />

that are required to help their families, schools and<br />

communities sustain them.<br />

We are just beginning to see the success <strong>of</strong><br />

the efforts that began this winter as several<br />

youngsters who had been in residential treatment<br />

for many months or more than a year, began<br />

returning home.Through collaboration with<br />

agencies like Domus, Family <strong>Center</strong>s,The<br />

Exchange Club, and countless others, our therapists<br />

are better equipped to help these youngsters and<br />

their families build on their strengths to achieve a<br />

more stable and happier future.<br />

Last year the <strong>Child</strong> <strong>Guidance</strong> <strong>Center</strong><br />

provided mental health diagnostic and treatment<br />

services to 2229 youngsters and families. In almost<br />

every instance, our work with families included<br />

reaching out to schools and making referrals to<br />

other community agencies to assure that the<br />

broader range <strong>of</strong> the family’s needs were being met.<br />

And just as each child we work with relies on an extensive network <strong>of</strong> support<br />

systems, the <strong>Child</strong> <strong>Guidance</strong> <strong>Center</strong> relies on a network <strong>of</strong> individuals, corporations<br />

and foundations to give us the support we need to help these youngsters and their<br />

families.We are grateful for your generous contributions; for the high priority so many<br />

<strong>of</strong> you have placed on the mental health services we provide directly to families and<br />

the time we dedicate to collaboration with our community partners.<br />

<strong>Child</strong>, Adolescent and Family Therapy – The cornerstone <strong>of</strong> the <strong>Child</strong><br />

<strong>Guidance</strong> <strong>Center</strong> for over 50 years, this program utilizes a multidisciplinary team<br />

approach to provide a broad range <strong>of</strong> mental health assessments and treatment<br />

services tailored to meet the individual needs <strong>of</strong> children and families referred<br />

under non-emergency circumstances. Comprehensive assessments are conducted<br />

for all children and families referred to CGC. An interdisciplinary team reviews<br />

the assessment and develops a treatment plan tailored to meet the individual<br />

needs <strong>of</strong> each child and family. Specialized evaluations, such as developmentals<br />

for preschoolers, psychological and neuropsychological testing, and psychiatric<br />

assessments, are provided to understand more complex situations.Treatment<br />

services include individual, group, or family therapy, parent guidance and play<br />

therapy, or medications as needed. Care coordination services are provided to<br />

assist families in accessing other community services to meet the multiple needs<br />

<strong>of</strong> the child and family.<br />

Emergency Mobile Crisis Services – Since 1987, the Crisis program has<br />

provided immediate mental health assessment and crisis stabilization services for<br />

children and adolescents experiencing serious psychiatric symptoms or severe<br />

reactions to a recent traumatic event.With a special focus on youth suicide prevention,<br />

mobile services are available 24 hours a day, 7 days a week, successfully<br />

intervening with many critically disturbed youngsters, avoiding the more costly<br />

and disruptive alternatives <strong>of</strong> hospitalization and out-<strong>of</strong>-home placement.<br />

Lower Fairfield County <strong>Child</strong> Sexual Abuse Response Team (SART) –<br />

Since 1989, CGC has coordinated an interagency team integrating criminal<br />

justice and protective services investigations while providing comprehensive<br />

services for child sexual abuse victims and non-<strong>of</strong>fending parents. Specially<br />

trained <strong>Child</strong> <strong>Guidance</strong> <strong>Center</strong> therapists conduct investigative interviews at<br />

the request <strong>of</strong> the police or the state child protection agency and provide crisis<br />

therapy for the child and supportive services for the family to help them cope<br />

with the trauma <strong>of</strong> victimization.This team was the first in <strong>Connecticut</strong> to<br />

achieve national accreditation and services as a model program in New England,<br />

providing training throughout the region.<br />

agencies know each other and maintain ongoing contact to better serve their<br />

clients.There are <strong>of</strong>ten times when we refer individuals within families that we<br />

are serving to one another realizing that both agencies have specific expertise<br />

that may be more appropriate given each person’s unique needs.”<br />

HIV-Affected <strong>Child</strong>ren - Specialized mental health services are provided<br />

for children with HIV/AIDS or affected by the disease <strong>of</strong> their parents or<br />

close relatives, or the death <strong>of</strong> family members from AIDS. Services<br />

include permanency planning, legacy tapes, and bereavement counseling<br />

for HIV affected children and their parents and prospective guardians.<br />

Crime Victims Assistance Program – Comprehensive services are<br />

provided to children who have been witnesses or victims <strong>of</strong> crime to<br />

reduce immediate and potential long-term emotional consequences.<br />

Community Education – Mental health seminars and workshops are<br />

conducted for the general public and pr<strong>of</strong>essionals working with children<br />

to increase awareness <strong>of</strong> issues affecting child development and enhance<br />

the emotional well being <strong>of</strong> children and families.<br />

Consultation Services – CGC provides pr<strong>of</strong>essional consultation to area<br />

preschools and schools, courts, residential facilities and shelters, substance<br />

abuse programs and other youth serving agencies to help them more<br />

effectively respond to the special needs <strong>of</strong> youngsters with emotional or<br />

behavioral problems.<br />

Community Emergency Response Program – On site assistance and<br />

counseling are provided in response to emergencies impacting large groups<br />

in the community. (i.e. suicide, terrorism, school violence, death <strong>of</strong> a<br />

youngster or teacher, natural disasters, etc.)<br />

“The Sexual Assault Crisis and Education <strong>Center</strong> is very proud <strong>of</strong> its strong collaborative relationship with the <strong>Child</strong><br />

<strong>Guidance</strong> <strong>Center</strong> <strong>of</strong> <strong>Southern</strong> <strong>Connecticut</strong>. Since 1989, the SACEC has been part <strong>of</strong> the Sexual Abuse Response Team.<br />

We work closely with the staff at CGC to make referrals for child victims and to provide ongoing support and<br />

education to families from the time the abuse is disclosed and throughout the legal process.As the agency responsible<br />

for coordinating the SART team, <strong>Child</strong> <strong>Guidance</strong> ensures that a coordinated effort is made to investigate and treat<br />

cases <strong>of</strong> child sexual abuse reducing trauma to children and their families and increasing the likelihood <strong>of</strong> the successful<br />
