A Case Study of Vancouver Area Network of Drug Users (<strong>VANDU</strong>)<br />
throughout the country, with the long-term goal of <strong>VANDU</strong> being a part of a national<br />
network of persons who use drugs. “Whether it’s MANDU in Montreal or WANDU in<br />
Winnipeg, we’re interested in a national network eventually, and a national harm<br />
reduction strategy.” That national strategy, the group claims, would include<br />
establishing safe injection sites where users would have access to sterile injecting<br />
equipment, treatment services and medical staff, as well as implementing opiate and<br />
stimulant maintenance programs. Despite these far-reaching goals, the organization<br />
remains focused on the present challenges with the belief that long-term goals will be<br />
accomplished by taking one step at a time, whether that’s taking members of<br />
parliament on a tour of the Downtown Eastside’s alleys, or pressing the municipal<br />
government to provide washroom facilities to people on the streets at night.<br />
Service agencies and providers stand to gain a great deal from <strong>VANDU</strong>, as one<br />
founder noted: “I think there is a hesitancy amongst agencies to make use of <strong>VANDU</strong> to<br />
the capacity that they could. If they actually had adequate support, they are far more<br />
capable than has yet been realized.” Indeed, Sam Friedman, in his review of the HIV<br />
prevention efforts in Vancouver, recommended that:<br />
“[u]sers who have experience in harm reduction activities can also accompany<br />
outreach workers, nurses, and others on the street and into hotels. This will have<br />
several advantages. It will enhance the credibility of the staff members to the<br />
users they encounter. It will help train them in street realities. To the extent that<br />
it relieves the perceived need for staff to operate in pairs for safety (since the user<br />
accompanying them can help protect them), it can also increase the impact of the<br />
outreach and other programs.” 6<br />
Most importantly <strong>VANDU</strong>’s future may be contingent upon developing creative<br />
ways to support the membership and staff. Since its inception, this organization has<br />
assumed considerable responsibility with little support, financial or otherwise. While<br />
the rewards enjoyed by staff and members are obvious, they come with a cost. It seems<br />
unlikely that the current level of work by <strong>VANDU</strong> could hold up under such<br />
