Public Works • Renewable Energy Action Plan: Goal to be 90% renewable by 2025 – Renewable assets in place as of FY08 = 8300 KW * – Projects underway: • 1.5 MW Wind turbine at MCLB Barstow • Up to 30 MW Geothermal at NAS Fallon – Examples of projects currently in development: • 750 KW PV at various locations • 250 KW Wind turbine at San Nicolas Island • 15-22 MW Biomass/waste plant at Camp Pendleton • 3 MW PV Power Purchase Agreement at NAS Fallon • 5 MW PV Power Purchase Agreement at NAWS China Lake • 3 MW Landfill gas Power Purchase Agreement at MCAS Miramar – Investigating large scale opportunities - NAWS China Lake solar - SEMPRA and SCE partnering opportunities being explored - Geothermal at NAF El Centro, 29 palms, and other smaller sites. Public Works • Energy Project Development: NAVFAC moving forward on funded and financed projects. –Energy conservation improvement projects (ECIP), Utility energy service contracts (UESC), Energy savings performance contracts (ESPC). –FY08 execution anticipated to be 23+ projects valued at $45M. All FY09 and beyond ECIP projects going renewable. Out years look equally favorable in terms of execution $. • Water Conservation Initiatives –Reduced Navy Region water consumption ~1 billion gallons annually compared to 2001 –Water infrastructure efficiency improvements included in energy projects • Energy Management: Resource Efficiency Managers (REM) at all Navy installations saving several $M per year – Identification of energy opportunities, key players in data analysis, energy project development and program support • Commodity Procurement- Direct access purchase through Western Area Power Administration. Locking in favorable rates two years in advance. • Utilities Operation Major Maintenance Projects: Approximate $20M annual program. FEC owned utilities infrastructure recapitalization. Budget is limited as a result of DOD financial model. Executed through the IPTs and FEADS. MACC and sole source 8a procurement. 43 NAVFAC <strong>Southwest</strong> 9/10/2008
