• Energy Project Development: NAVFAC moving forward on funded and financed<br />

projects.<br />

–Energy conservation improvement projects (ECIP), Utility energy service<br />

contracts (UESC), Energy savings performance contracts (ESPC).<br />

–FY08 execution anticipated to be 23+ projects valued at $45M. All FY09 and<br />

beyond ECIP projects going renewable. Out years look equally favorable in terms<br />

of execution $.<br />

• Water Conservation Initiatives<br />

–Reduced Navy Region water consumption ~1 billion gallons annually compared<br />

to 2001<br />

–Water infrastructure efficiency improvements included in energy projects<br />

• Energy Management: Resource Efficiency Managers (REM) at all Navy installations<br />

saving several $M per year – Identification of energy opportunities, key players in data<br />

analysis, energy project development and program support<br />

• Commodity Procurement- Direct access purchase through Western Area Power<br />

Administration. Locking in favorable rates two years in advance.<br />

• Utilities Operation Major Maintenance Projects: Approximate $20M annual<br />

program. FEC owned utilities infrastructure recapitalization. Budget is limited as a<br />

result of DOD financial model. Executed through the IPTs and FEADS. MACC and<br />

sole source 8a procurement.<br />
