Sandringham Hospital Temporary Closure 1-3 June
Dear colleagues
Sandringham Hospital will close temporarily from Saturday 1 June at 12 noon
to Monday 3 June at 8am.
This closure is necessary to upgrade the hospital’s power supply, part of the
State Government’s $6.5 million emergency department redevelopment due to
open later this year. We have been advised by independent electrical
engineers that closing the hospital is the only safe option for undertaking the
electrical works.
To maintain patient care over this coming weekend, all Sandringham Hospital
services will temporarily relocate to The Alfred or Caulfield Hospital – or to
other neighbouring and specialised hospitals.
Specific arrangements include:
Emergency care (including paediatrics) – available at The Alfred,
Monash Medical Centre and Frankston Hospital
Inpatient wards – transfer to The Alfred and Caulfield Hospital
Renal dialysis – session held at Caulfield Hospital on Sunday 2 June
Maternity – care provided by The Royal Women’s Hospital
Special care nursery – transfer to The Alfred Centre.
These changes will affect many departments across Alfred Health and the
support shown by all staff is much appreciated. Throughout this week we will
continue to work through the details with relevant parties to ensure the closure
is as seamless and coordinated as possible.
Community awareness of the closure is important and a local information
campaign is well underway, supported by media coverage, local letterbox
drops and the circulation of materials to schools, aged care facilities and
interest groups.
For more information, speak with your unit manager, visit our intranet or see
online at www.sandringhamhospital.org.au/upgrade.
Sincerely
ALFRED HEALTH ACCREDITATION
NATIONAL STANDARDS UPDATE
Issue 7 | May 2013
ACHS Surveyors for Alfred Health Accreditation
There will be 9 ACHS Surveyors on site at Alfred Health for 5 days between the 24th and
28th June.
Kaye Hogan will be the lead Surveyor and was also the Coordinator for our November
Consultancy visit. Together with A/Prof Peter Kendall, Natalie Lloyd, Glynda Summers and
Helen Dowling, they will be focussing on the National Standards only. Dr John Reilly, Janne
McMahon (the consumer surveyor) and Kaye Smith will be reviewing aspects of both the
Mental Health and National Standards and Rosemary Snodgrass will be surveying
Department of Health funded HACC services.
All Surveyors will commence the survey process at The Alfred and a number will then visit
Caulfield, Sandringham and Mental Health sites on the following days. Detailed planning
of the timetable is currently underway and it consists of meetings with key staff, followed
by visits and observations in clinical areas. Keep working on the Key questions in the
National Standards resource folders, as these are an excellent preparation for the
questions a surveyor might ask you.
Blood and Body Fluids (BBFE) Flowchart
Occupational exposures to blood and body fluids (BBFE) require swift and efficient
management to reduce anxiety and increase safety among staff at Alfred Health.
Everyone should be familiar with the Blood and Body Fluid Exposure Guideline and be
aware of the immediate measures to take.
• First Aid
• Page 3000
• Report via Riskman
Posters outlining the process for dealing with blood and body
fluids exposure will be distributed to the wards shortly.
Have you completed all of your eLearning mandatory
training?
If not, now is a great time to do so. Book in to any of our dedicated training sessions
in the Ian Potter Library (AMREP) and receive a FREE voucher for Alf’s Café.
FAQs about Ethics
and Governance
Why does The Alfred combine ethical
review and governance review (i.e.
researchers hand in all forms together)
and other sites separate both processes?
It is difficult to really separate ethics
and governance. There is some overlap
and we (to some extent) combine the
two processes to avoid double handling.
We do, however, have Research
Governance Officers – Nicole Rosenow
and Emily Bingle, who are largely
concerned with the ongoing monitoring
of research, while the Ethics Officers
mostly deal with the original
submissions.
Is a project budget required for
submission for ethics or governance?
The budget needs to be considered for
both. Insufficiently funded research is
an ethical concern, as this may lead to
incomplete research, which is an unfair
burden on participants.
From a governance point of view an
incomplete budget also represents poor
use of limited resources. Resources
allocated for clinical care should not
normally be used to cover research
activities. A detailed budget helps to
clarify whether an assessment is clinical
care or is being carried out for research
purposes. Misrepresenting a procedure
or test as standard of care when it is in
fact additional to routine care, impacts
on funds available for patient care.
Consideration must be given to the
importance of research versus the
provision of service.
Should a Medical Physicist Report be
obtained as part of ethics or
governance?
A completed Medical Physicist report is
required for both.
The Medical Physicist determines the
radiation dose, which might have
implications for the risk wording in the
PICF. From an ethical perspective,
participants need to understand the risk
associated with a procedure in order to
be able to give informed consent.
In the governance context, radiation
services are a hospital resource. These
need to be requested and accounted for
via a Radiation Resource Centre
Declaration.
Welcome to Kevin
Ethics approval
required for study
A reminder for researchers, that human
research may be conducted only with
ethics approval. The granting and
continuation of approval is dependent
on conditions set out in section 3 of the
National Statement on Ethical Conduct
in Human Research (2007).
The Australian Code for the
Responsible Conduct of Research
(2007) specifies that written approval
must be obtained and states supervisors’
obligations to guide their trainees
through the process of obtaining ethics
approval.
It should be noted that conducting
research without ethics approval may
constitute research misconduct, which
would, if proven, lead to disciplinary
actions by the institution (refer to the
Code).
Requirement to
update study
information in
Clinical Trials
Registries
As per section 3.3.12 of the National
Statement researchers should register
their trial in a publicly accessible
register before commencement of their
study. This enables researchers and
participants access to a comprehensive
database of ongoing and past research.
The International Committee of Medical
Journal Editors (ICMJE) has adopted a
policy in 2004 that the member journals
will only consider publication of clinical
trials (see definition as per ICMJE in the
Module One guideline), if the trial has
been registered in a World Health
Organisation (WHO)-accredited clinical
trial registry. This generates an
incentive for researchers to register their
trial.
Creating the registry entry does not
conclude a researcher’s responsibility.
Researchers have an ongoing obligation
to review their entries regularly to keep
the information up to date, so that the
registry’s purpose can be fulfilled.
Please note that for trials registered with
http://www.clinicaltrials.gov, there is
the option to include a contact person,
who will receive email reminders for
required updates.
Quit Smoking
Explore your reasons to stop smoking.
Although most people understand that smoking harms a person’s health, most smokers believe it helps them cope with
stress. Since nicotine is a psychoactive (mood altering) drug, tobacco use does seem to make the subjective effects of
stress (such as feelings of frustration, anger, and anxiety) less severe.
Smoking is a cruel illusion; while people may feel calmer and less stressed when they smoke, their body is experiencing
just the opposite reaction. Blood pressure rises, heart rate increases, muscles tense, blood vessels constrict and less
oxygen is available to the brain and body. In short, smoking increases the stress level on the body.
Health benefits of quitting over time
20 minutes after quitting
Your heart rate and blood pressure drops.
12 hours after quitting
The carbon monoxide level in your blood drops to normal.
2 weeks to 3 months after quitting
Your circulation improves and your lung function increases.
1 to 9 months after quitting
Coughing and shortness of breath decrease; cilia (tiny hairlike
structures that move mucus out of the lungs) start to
regain normal function in the lungs, increasing the ability
to handle mucus, clean the lungs and reduce the risk of
infection.
1 year after quitting
The excess risk of coronary heart disease is half that of a
continuing smoker.
5 years after quitting
Risk of cancer of the mouth, throat, esophagus and
bladder are cut in half. Cervical cancer risk falls to that of
a non-smoker. Stroke risk can fall to that of a non-smoker
after 2-5 years.
10 years after quitting
The risk of dying from lung cancer is about half that of
a person who is still smoking. The risk of cancer of the
larynx (voice box) and pancreas decreases.
15 years after quitting
The risk of coronary heart disease is that of a nonsmoker’s.
These are just a few of the benefits of quitting smoking
for good. Quitting lowers the risk of diabetes, lets blood
vessels work better and helps the heart and lungs. Quitting
while you are younger will reduce your health risks more,
but quitting at any age can give back years of life that
would be lost by continuing to smoke.
1

Tips to help you quit
There is no short cut to quit smoking. Only determination
and a real want to get rid yourself of the habit can help
you quit. People do successfully quit smoking. If you are
thinking about quitting here are a few tips to help you kick
the habit:
Get a support group
Enlist the help of family, friends and relatives. Ask people
you know who have quit smoking to support you. They are
the best, because they know how it is done and what to
expect.
Education
Knowing what to expect can really help in quitting such
as understanding the side effects, including physical
withdrawal symptoms. The more knowledge you have
the easier it will be to understand the ups and downs of
quitting.
Remember the benefits
Every time you start feeling yourself being drawn to that
cigarette, think about the benefits of quitting.
Have patience
Smoking is very addictive and therefore it will take time to
quit. Just give yourself some time and you will be able to
Do things that will take your mind off smoking. For
Later this week, the Minister for Innovation, Services and Small Business will officially call for
applications for the 2013 Victoria Prize for Science & Innovation and the Victoria Fellowships.
Once the Minister has announced the details of the 2013 Victoria Prize for Science &
Innovation and the Victoria Fellowships, veski will email you and your institute with information
about the application process and links to our dedicated webpages.
Details and application forms will be available from this time.
We would be grateful if you could please promote these two Victorian programs within your
organisation, and encourage your researchers to apply for the Victoria Fellowships or
colleagues to nominate for the Victoria Prize for Science & Innovation.
Victoria Prize for Science & Innovation
The Victorian Government will fund two Victoria Prizes for Science & Innovation, which
celebrate leadership, determination, endeavour and creativity. These prestigious prizes, worth
$50,000 each, are for a scientific discovery or technological innovation, or a series of such
achievements that significantly advances knowledge. The clear potential to produce a
commercial outcome or other substantial benefit to the community will be highly regarded.
Victoria Fellowships
There will be up to 12 Victoria Fellowships awarded providing up to $18,000 each for
international study missions. Study missions offer Victoria Fellows the opportunity to broaden
their experience, develop networks and better understand where their activities fit into the local
and international community. The Fellowship also provides an opportunity for recipients to
develop commercial ideas.
