Sandringham <strong>Hospital</strong> Temporary Closure 1-3 June<br />
Dear colleagues<br />
Sandringham <strong>Hospital</strong> will close temporarily from Saturday 1 June at 12 noon<br />
to Monday 3 June at 8am.<br />
This closure is necessary to upgrade the hospital’s power supply, part of the<br />
State Government’s $6.5 million emergency department redevelopment due to<br />
open later this year. We have been advised by independent electrical<br />
engineers that closing the hospital is the only safe option for undertaking the<br />
electrical works.<br />
To maintain patient care over this coming weekend, all Sandringham <strong>Hospital</strong><br />
services will temporarily relocate to The <strong>Alfred</strong> or Caulfield <strong>Hospital</strong> – or to<br />
other neighbouring and specialised hospitals.<br />
Specific arrangements include:<br />
Emergency care (including paediatrics) – available at The <strong>Alfred</strong>,<br />
Monash Medical Centre and Frankston <strong>Hospital</strong><br />
Inpatient wards – transfer to The <strong>Alfred</strong> and Caulfield <strong>Hospital</strong><br />
Renal dialysis – session held at Caulfield <strong>Hospital</strong> on Sunday 2 June<br />
Maternity – care provided by The Royal Women’s <strong>Hospital</strong><br />
Special care nursery – transfer to The <strong>Alfred</strong> Centre.<br />
These changes will affect many departments across <strong>Alfred</strong> Health and the<br />
support shown by all staff is much appreciated. Throughout this week we will<br />
continue to work through the details with relevant parties to ensure the closure<br />
is as seamless and coordinated as possible.<br />
Community awareness of the closure is important and a local information<br />
campaign is well underway, supported by media coverage, local letterbox<br />
drops and the circulation of materials to schools, aged care facilities and<br />
interest groups.<br />

NATIONAL STANDARDS UPDATE<br />

ACHS Surveyors for <strong>Alfred</strong> Health Accreditation<br />
There will be 9 ACHS Surveyors on site at <strong>Alfred</strong> Health for 5 days between the 24th and<br />
28th June.<br />
Kaye Hogan will be the lead Surveyor and was also the Coordinator for our November<br />
Consultancy visit. Together with A/Prof Peter Kendall, Natalie Lloyd, Glynda Summers and<br />
Helen Dowling, they will be focussing on the National Standards only. Dr John Reilly, Janne<br />
McMahon (the consumer surveyor) and Kaye Smith will be reviewing aspects of both the<br />
Mental Health and National Standards and Rosemary Snodgrass will be surveying<br />
Department of Health funded HACC services.<br />
All Surveyors will commence the survey process at The <strong>Alfred</strong> and a number will then visit<br />
Caulfield, Sandringham and Mental Health sites on the following days. Detailed planning<br />
of the timetable is currently underway and it consists of meetings with key staff, followed<br />
by visits and observations in clinical areas. Keep working on the Key questions in the<br />
National Standards resource folders, as these are an excellent preparation for the<br />
questions a surveyor might ask you.<br />
Blood and Body Fluids (BBFE) Flowchart<br />
Occupational exposures to blood and body fluids (BBFE) require swift and efficient<br />
management to reduce anxiety and increase safety among staff at <strong>Alfred</strong> Health.<br />
Everyone should be familiar with the Blood and Body Fluid Exposure Guideline and be<br />
aware of the immediate measures to take.<br />

Posters outlining the process for dealing with blood and body<br />
fluids exposure will be distributed to the wards shortly.<br />

On the 6 of June, the <strong>Alfred</strong> Nursing Forum will present the<br />
National Standards Game Show. Hosted by Bill O’Shea, the game<br />
show will put nursing staff to the test on their knowledge of the<br />
National Standards knowledge in the lead-up to accreditation.<br />
The Nursing Forum will be held from 14.15 – 15.30 in the AMREP<br />
Seminar Room.<br />

Is a project budget required for<br />
submission for ethics or governance?<br />
The budget needs to be considered for<br />
both. Insufficiently funded research is<br />
an ethical concern, as this may lead to<br />
incomplete research, which is an unfair<br />
burden on participants.<br />
From a governance point of view an<br />
incomplete budget also represents poor<br />
use of limited resources. Resources<br />
allocated for clinical care should not<br />
normally be used to cover research<br />
activities. A detailed budget helps to<br />
clarify whether an assessment is clinical<br />
care or is being carried out for research<br />
purposes. Misrepresenting a procedure<br />
or test as standard of care when it is in<br />
fact additional to routine care, impacts<br />
on funds available for patient care.<br />
Consideration must be given to the<br />
importance of research versus the<br />
provision of service.<br />
Should a Medical Physicist Report be<br />
obtained as part of ethics or<br />
governance?<br />
A completed Medical Physicist report is<br />
required for both.<br />
The Medical Physicist determines the<br />
radiation dose, which might have<br />
implications for the risk wording in the<br />
PICF. From an ethical perspective,<br />
participants need to understand the risk<br />
associated with a procedure in order to<br />
be able to give informed consent.<br />
In the governance context, radiation<br />
services are a hospital resource. These<br />
need to be requested and accounted for<br />
via a Radiation Resource Centre<br />
Declaration.<br />

Responsible Conduct of Research<br />
(2007) specifies that written approval<br />

research without ethics approval may<br />
constitute research misconduct, which<br />
would, if proven, lead to disciplinary<br />

As per section 3.3.12 of the National<br />
Statement researchers should register<br />
their trial in a publicly accessible<br />
register before commencement of their<br />
study. This enables researchers and<br />
participants access to a comprehensive<br />
database of ongoing and past research.<br />
The International Committee of Medical<br />
Journal Editors (ICMJE) has adopted a<br />
policy in 2004 that the member journals<br />
will only consider publication of clinical<br />
trials (see definition as per ICMJE in the<br />
Module One guideline), if the trial has<br />
been registered in a World Health<br />
Organisation (WHO)-accredited clinical<br />
trial registry. This generates an<br />
incentive for researchers to register their<br />
trial.<br />
Creating the registry entry does not<br />
conclude a researcher’s responsibility.<br />
Researchers have an ongoing obligation<br />
to review their entries regularly to keep<br />
the information up to date, so that the<br />
registry’s purpose can be fulfilled.<br />

while you are younger will reduce your health risks more,<br />
but quitting at any age can give back years of life that<br />

Later this week, the Minister for Innovation, Services and Small Business will officially call for<br />
applications for the 2013 Victoria Prize for Science & Innovation and the Victoria Fellowships.<br />
Once the Minister has announced the details of the 2013 Victoria Prize for Science &<br />
Innovation and the Victoria Fellowships, veski will email you and your institute with information<br />

Victoria Prize for Science & Innovation<br />
The Victorian Government will fund two Victoria Prizes for Science & Innovation, which<br />
celebrate leadership, determination, endeavour and creativity. These prestigious prizes, worth<br />
$50,000 each, are for a scientific discovery or technological innovation, or a series of such<br />
achievements that significantly advances knowledge. The clear potential to produce a<br />
commercial outcome or other substantial benefit to the community will be highly regarded.<br />
Victoria Fellowships<br />
There will be up to 12 Victoria Fellowships awarded providing up to $18,000 each for<br />
international study missions. Study missions offer Victoria Fellows the opportunity to broaden<br />
their experience, develop networks and better understand where their activities fit into the local<br />
and international community. The Fellowship also provides an opportunity for recipients to<br />
develop commercial ideas.
