a. Work through the Chicago Metropolitan
Agency for Planning (CMAP) and the
Metropolitan Mayor’s Caucus to eliminate the
archaic entitlement-based formula distribution
of state/federal funds in favor of need-based
allocations.
b. Encourage the Illinois Department of
Transportation (IDOT) to remove the arbitrary
cap placed on Safe Routes to School funding;
instead, apply the formula the federal
government uses in providing the funding to
states (i.e., by number of school-age children
enrolled).
c. Determine the amount of funds needed for high
safety risk location improvements and identify
additional, dedicated funding sources beyond
the Federal Highway Administration’s (FHWA)
discretionary Highway Safety Improvement
Program.
