Cancer Awareness<br />

Aboriginal Health Work<br />

Elective<br />

Students currently enrolled with us in the<br />

Certificate III in Aboriginal Health Work<br />

need to complete an elective block to finish<br />

their course. We are offering this new<br />

elective block on 6-9 December as a 4 day<br />

block of education which will include a visit<br />

to a Cancer Treatment facility. The course is<br />

also likely to offer opportunities to gain<br />

further clinical practice skills in Cancer<br />

Awareness in the future.<br />

This course is also open to:<br />

All those who wish to do this as a short<br />

course or to do this as an elective in<br />

Aboriginal Health work<br />

Preference is given to:<br />

Certificate III and IV students wishing to do<br />

this as an elective.<br />

This course is being co-facilitated by the<br />

Cancer Council of NSW and the Cancer<br />

Institute NSW and the AH&MRC.<br />

The course also marks the beginning of a<br />

significant new partnership arrangement.<br />

On 13-15 December 2010 the<br />

Aboriginal Health College will hold<br />

a block for students seeking to<br />

undertake the Certificate IV in<br />

Aboriginal and Torres Strait<br />

Islander Primary Health care<br />

(Community Care ) or (Practice)<br />

This is to sign off on Recognition<br />

for the required Certificate III prerequisite<br />

units to make sure that<br />

students can have a smooth<br />

passage into their Certificate IV<br />

studies next year.<br />

This block is designed for all<br />

students who have not completed<br />

the current Certificate III in<br />

Aboriginal and Torres Strait<br />

Islander Health with us or another<br />

provider.<br />

Student Travel and Accommodation processes and bookings.<br />

will be requested at this time to fill<br />

the Aboriginal Health College.<br />

students/attendees may not require<br />

travel and accommodation bookings<br />

but we still require your service<br />

We often get asked about Governance courses for Boards of Management and if we run<br />

them. The short answer is yes we offer Governance units of competence under our<br />

management education stream. At the moment these take the form of 1- 2 day<br />

workshops with practical assessments based on the Board’s context. For instance if the<br />

Board is putting together a Strategic Plan or Business Plan then their assignment in this<br />

area will be based upon the work they are doing.<br />

The course aim is to improve the skills of<br />

elected directors and relevant staff of<br />

member services. The Certificate IV in<br />

Business Governance* course is built upon<br />

the Managing in Two Worlds model but<br />

customised for the specific AMS context.<br />

The course is offered as a series of<br />

Competency Clusters with attached<br />

assessment activities that will ground the<br />

training, making it community and board<br />

relevant and linking theory to practice and<br />

reality. Board members can then do the<br />

most relevant Competency Clusters or<br />

work through the whole course to gain<br />

the full qualification. Successful<br />

completion of a Competency Cluster<br />

would mean that the board member<br />

would be deemed competent against<br />

the related relevant Unit or Units of<br />

Competence. Successful completion of<br />

the whole course would lead to the<br />

awarding of a Certificate IV<br />

University pathways<br />

The Aboriginal Health College is<br />

working in collaboration with Charles<br />

Sturt University and the University of<br />

Wollongong to establish articulation<br />

pathways into their Degree courses in<br />

Indigenous Health Science and other<br />

similar courses.<br />

At present we are at the Memorandum<br />

of Understanding stage and looking to<br />

formalise the number of credits that<br />

will be granted.<br />

This is an exciting step forward in<br />

ensuring valid pathways for student<br />

into higher education<br />

AOWS Training and<br />

Orientation<br />

The Aboriginal Health College has<br />

received some funding to deliver<br />

Orientation Training for the newly<br />

created positions of Aboriginal<br />

Outreach Workers in NSW.<br />

We plan to run the 2 day course in<br />

the New Year and are currently taking<br />

Expressions of Interest. If you have<br />

an Outreach Worker who would<br />

benefit from this workshop or are<br />

likely to have an Outreach Worker in<br />

the near future and would like to<br />

access this opportunity please let us<br />

know by contacting us directly. You<br />

can also use the enquiry form on the<br />

backpage of the <strong>Newsletter</strong>.<br />

If you have any areas you would like<br />

to see specifically covered or any<br />

materials you would like to have<br />

incorporated into this workshop we<br />

The full Certificate II/III education<br />

program is also available and will<br />

begin in early 2011. Please feel free to<br />

contact us to enrol your Outreach<br />

Recognition for experienced workers<br />

coming to a town near you!<br />

We often get enquiries regarding Recognition for existing experience and<br />

enquiries about what's involved. We have received funding from OATSIH<br />

to conduct some Recognition (sometimes referred to as Recognition or<br />

Prior Learning or RPL) workshops and to then organise gap training for<br />

those who need it.<br />

The focus here is on experienced Aboriginal Health Workers. If you are<br />

somebody who fits this category or your organisation has a number of people<br />

for whom Recognition is a realistic option then we would like you to register<br />

your interest using the enquiry form on the last page. Please let us know<br />

whether you are looking for Certificate III, IV or Diploma level Recognition or<br />

part Recognition. Also please tell us what towns are convenient for you to<br />

attend a 1 or 2 day Recognition workshop, and what days of the week would<br />

best suit. From this information we can then plan our visits strategically to<br />

maximise attendance and minimise workplace disruption.<br />

If you are not sure if you would be eligible please feel free to ring Gwen<br />

Troutman-Weir or Terry Smith to discuss. In terms of the process basically<br />

what happens is that we look at what you have done before in terms of<br />

learning (short courses and full qualifications) and the experience you have in<br />

your current job and previous relevant jobs. We then talk with you about<br />

what you know. Together we then make a decision on what units can be<br />

offered to you. We may ask for extra evidence. If you don't have the evidence<br />

your studies are not disadvantaged and we discuss other options with you.<br />

It really helps us to make an assessment if you can put together and provide<br />

to us: current job descriptions; your resumes (curriculum vitae (CVs)); copies<br />

of courses and subjects you have done (if any).<br />

If you would like to seek Recognition against other courses that we run we<br />

may also be able to arrange to do this as well. So please feel free to contact us<br />

telling us which course you are seeking Recognition for by using the enquiry<br />

form on the last page.<br />

It is important to remember that you don't have to be seeking Recognition<br />

for the whole qualification. The Recognition process is built bit by bit on the<br />

basis of units of competency that you are assessed against as having<br />

sufficient previous competence. We look forward to hearing from you.<br />

About Us<br />

Recently we had the opportunity to present to the AH&MRC AGM our<br />

report. This provided us with an opportunity to reflect on who we are as<br />

an education provider and what we have achieved in recent years. Some<br />

of the key information that we presented at that meeting provides a<br />

snapshot of who we are and how we are travelling. In essence we have<br />

gone from 4 to 100 full-time full qualification students in 5 years and<br />

now maintain this number of student enrolments.<br />

Our satisfaction ratings taken from a recent anonymous survey of<br />

students and employers on key indicators are over 75% in all categories<br />

and specifically:<br />

TNA<br />

Training Needs Analysis (TNA) for the<br />

SEWB, AOD and related workkforce<br />

We have recently been advised by<br />

OATSIH that our submission to provide<br />

both education and to conduct a<br />

workforce Training Needs Analysis<br />

(TNA) for the NSW community<br />

controlled sector Social and Emotional<br />

Wellbeing (SEWB) and Alcohol Other<br />

Drug (AOD) Workforce has been<br />

successful however we are still<br />

finalising contractual arrangements.<br />

Once contractual arrangements are<br />

finalised we will be contacting<br />

individual workforce members to build<br />

a picture of the their current<br />

qualifications and to identify their<br />

future training needs. It is likely that we<br />

will run regional workshops and<br />

conduct site visits. We will be in touch<br />

with the SEWB & AOD workforce in the<br />

near future regarding the process, so<br />

please stay tuned for further<br />

Why is it $35<br />

That is the current Abstudy Away from Base<br />

approved amount for students studying away<br />

from home and is based on the Australian Taxation<br />

Office Travel Rate.<br />

Can I use the $35 elsewhere<br />

No, Abstudy only covers meals at the<br />

accommodation. You can use your own money to<br />

eat elsewhere but please let us know if you do not<br />

eat at the Cambridge so that we can keep a tab on<br />

charges.<br />

What happens if I go over the $35<br />

Can I have a partner, friends or family eat there<br />

People can join you for dinner but it is at their cost<br />

or your cost. You must fix the bill up regarding<br />

your guest at the time.<br />

Can I make a complaint How do I complain<br />

Yes you can by seeing reception and asking for a<br />

complaint form for you to complete and return to<br />

reception. You can also make a complaint to<br />

College staff. One advantage of the Cambridge<br />

accommodation is that they always listen to our<br />

complaints and do their best to help. All places will<br />

get some things wrong sometimes . We do ask<br />

that you be courteous if you have a complaint.<br />

What does the $35 cover<br />

Dinner (2 courses) and a drink.<br />

Is room service available<br />

No it is not. You can only have breakfast in the<br />

restaurant area. Breakfasts in your room is very<br />

expensive and is not covered by Abstudy or the<br />

College.<br />

Can I order poached or fried eggs in the<br />

restaurant<br />

Yes you can, by asking a staff member at the<br />

cambridge hotel.<br />

Who is responsible for additional charges<br />

The student must cover additional costs when<br />

checking out at reception, you are able to<br />

determine and pay up to where your tab is at<br />

anytime during the week.<br />

Is there a limit<br />

$50 per day we have to impose this due to some<br />

students leaving hefty bills behind.<br />

If I do not pay my bill what will happen<br />

You and/or your workplace will receive an invoice<br />

from the College and you will have to pay it. If you<br />

still do not pay then debt collection action will be<br />

taken and your ability to graduate will be affected.<br />

Who is responsible for damages and fines<br />

The student is responsible for any damages or<br />

fines.<br />

What happens if someone charges to my room<br />

You will need to advise the college staff and it will<br />

be investigated but to avoid this happening please<br />

ensure that you sign for anything and everything<br />

charged to your room.<br />

Daily parking<br />

The college covers the cost of parking at the<br />

Cambridge which is currently $20 per day. This<br />

cost and the cost of the bus service is not covered<br />

by Abstudy Away from Base funding. We do not<br />

charge you or your service. For these cost all<br />

students are welcome to drive their car out to the<br />

college and park in the car park and use the bus<br />

during the week.<br />

Costs not covered by Abstudy Away from<br />

Base or by their service are the<br />

responsibility of the student - where a<br />

student requests a flight change they will<br />

be charged for the extra costs incurred in<br />

Statement and read and sign the Release<br />

of Personal Information Waiver form and<br />

Sign the image consent form is optional;<br />

Where information is required or a<br />

complaint or suggestion needs to be made<br />

then College procedures need to be<br />

Students must wear appropriate work<br />

clothes at all times including covered<br />

Students must acknowledge when they<br />

need support and extra tuition;<br />

Students must attend classes and advise<br />

when they are not able to attend. When<br />

the Aboriginal Health College has to cancel<br />

your accommodation without sufficient<br />

notice or when we are charged for a room<br />

that you did not occupy students or their<br />

service will be invoiced for this cost;<br />

All equipment/books borrowed must be<br />

appropriately checked out;<br />

Students must return all borrowed<br />

equipment/books on time;<br />

Swipe/Access cards must be returned or a<br />

fee of 12.00 will be charged to the student<br />

to cover the replacement cost.<br />

Outstanding costs and outstanding items<br />

will result in graduation being delayed until<br />

the situation is corrected;<br />

Students are expected to behave in a<br />

professional and ethical manner as if they<br />

were in the workplace.<br />

Personal conduct<br />

All students must:<br />

Treat all employees, honorary appointees,<br />

consultants, contractors, volunteers, any<br />

other members of the public and other<br />

students with respect, dignity, impartiality,<br />

courtesy and sensitivity;<br />

Maintain a cooperative and collaborative<br />

approach to inter-personal relationships;<br />

Act honestly and ethically in their dealings<br />

with Aboriginal Health College employees,<br />

honorary appointees, consultants,<br />

contractors, volunteers any other members<br />

of the public and other students;<br />

Respect the privacy of employees, honorary<br />

appointees, consultants, contractors,<br />

volunteers, any other members of the<br />

public and other students;<br />

Ensure that they do not act in a manner<br />

that unnecessarily or unreasonably<br />

impedes the ability of employees, honorary<br />

appointees, consultants, contractors,<br />

volunteers, any other members of the<br />

public and other students to carry out their<br />

study, research or work at the Aboriginal<br />

Health College and it’s associated buildings<br />

and environs;<br />

Ensure that they do not become involved<br />

in or encourage discrimination against or<br />

harassment or bullying or engage in<br />

conduct that could be considered to be<br />

offensive to employees, honorary<br />

appointees, consultants, contractors,<br />

volunteers, or any other members of the<br />

public or other students.<br />

Academic Conduct<br />

All students must:<br />

Ensure that their enrolment and progress<br />

in their award course is lawful and<br />

consistent with the statutes, rule and<br />

resolutions of the Aboriginal Health<br />

College. It is a student’s responsibility to<br />

ensure we have current information<br />

regarding them on the student information<br />

system, and to observe key dates and<br />

deadlines;<br />

Read all official correspondence from the<br />

Aboriginal Health College, including email;<br />

Act ethically and honestly in the<br />

preparation, conduct, submission and<br />

publication of any work undertaken within<br />

an Aboriginal Health Context , and during<br />

all forms of assessment, including formal<br />

examinations and informal tests;<br />

Avoid any activity or behaviour that would<br />

unfairly advantage or disadvantage another<br />

student in their learning and assessment;<br />

Conform to the Aboriginal Health College’s<br />

requirements for working with humans,<br />

animals and biohazards;<br />

Student rights<br />

In return for meeting your obligations as<br />

a student you can expect when working<br />

with the Aboriginal Health College:<br />

To be treated with courtesy and respect;<br />

To be treated equitably irrespective of<br />

gender, sexual orientation, race, disability,<br />

medical condition, cultural background,<br />

religion, age, political conviction;<br />

To be able to freely communicate and voice<br />

alternative points of view in a rational<br />

debate provided that it does not vilify or<br />

decry another and provided the debate is<br />

not a personalised attack or character<br />

assassination;<br />

To participate in a learning environment<br />

free of sexual, racial or gender based<br />

harassment or otherwise intimidating;<br />

To rely on the protection of personal<br />

information that accords with the release<br />

of information as per the signed Consent<br />

information as it pertains to courses,<br />

enrolment and all administrative matters;<br />

Abstudy<br />

We get asked quite a few<br />

questions about Abstudy<br />

Away From Base<br />

payments so we are<br />

providing you with some<br />

key information for easy<br />

reference.<br />

Abstudy Away From Base is different to<br />

standard Abstudy in that it provides an<br />

incidental allowance for students when<br />

starting an approved course and a way that<br />

education providers cover the travel and<br />

accommodation costs of eligible students.<br />

Therefore it is not means tested, but the<br />

rules on payment are very strict.<br />

Away From Base<br />

So who is eligible for Abstudy away from<br />

base<br />

In order for a student to be eligible for<br />

assistance through Abstudy Away From<br />

Base Allowance, the student must:<br />

• be of Aboriginal and or Torres Strait<br />

Islander descent (according to<br />

Abstudy's policy on Aboriginality);<br />

• live outside a 90 minute travelling<br />

radius from the Aboriginal Health<br />

College at Little Bay;<br />

• be enrolled in an approved course<br />

and must be attending an<br />

approved tuition or assessment<br />

block. (that is an approved course<br />

for Abstudy purposes)<br />

What is covered if a<br />

Abstudy Away From Base <br />

Accommodation that Abstudys' Away<br />

From Base Allowance Covers<br />

Accommodation is twin share (current rate<br />

$62.50); Breakfast in the dining room at the<br />

accommodation venue only; lunch at the<br />

Aboriginal Health College (AHC); dinner<br />

allowance at the accommodation venue<br />

only to the value of $35.00 (includes one<br />

drink). For dinner, any cost above this<br />

amount or food purchased elsewhere must<br />

be paid for by the student. Please note, we<br />

are obliged under away from base<br />

conditions, to provide breakfast, lunch and<br />

dinner at the same place as training and<br />

accommodation occurs. Therefore we can<br />

not pay for outside meals. We are aware<br />

that some students also get sustenance<br />

allowance (TA) from their service in<br />

addition to this arrangement. We do not<br />

recommend this as a process. Ultimately,<br />

the decision to provide sustenance<br />

allowance (TA) is an internal management<br />

decision for your organisation;<br />

If a student requires or requests single<br />

accommodation, then the cost difference<br />

will have to be covered by the student<br />

and/or their service, this is currently set at<br />

approx. $62.50 per night.<br />

Forms of Travel that<br />

Abstudys' Away from Base<br />

Allowance covers<br />

Coach/Bus or Rail Travel<br />

The Aboriginal Health College needs to<br />

act as a central agent for reimbursement<br />

from Abstudy so we need<br />

your rail or bus travel receipt in order to<br />

re-imburse you or your service.<br />

Car<br />

If a student travels in their own car then<br />

they can claim re-imbursement for fuel<br />

and meals directly from Abstudy by lodging<br />

a Form N (available from AHC reception)<br />

directly to Abstudy. The student would<br />

need to keep fuel receipts, meal receipts<br />

from the trip and kilometrage. If you travel<br />

in an organisation's vehicle then this cost<br />

cannot be claimed back from Abstudy.<br />

Flights: Abstudy Away From Base<br />

Allowance only covers the cost of approved<br />

air travel from certain areas (Coomealla,<br />

Balranald, Tweed Heads). If you or a<br />

student wishes to use flights as opposed<br />

to land travel in all other circumstances<br />

then flights are booked by the Aboriginal<br />

Health College only after pre-approval is<br />

given that the student or their<br />

service/employer will meet the difference<br />

in cost between land transport (rail or<br />

coach/bus) and the airfare. Flights must be<br />

booked by the Aboriginal Health College<br />

unless your service/employer is meeting<br />

the whole costs of travel in which case<br />

they can book the flights. When booking<br />

flights, students must be aware that<br />

Abstudy does not pay for air travel unless it<br />

has been approved. Abstudy is very strict<br />

on this and only certain areas are approved<br />

by Abstudy for air travel.<br />

When changing flight<br />

details<br />

Students must be aware that when<br />

booking flights through the Aboriginal<br />

Health College, that flights cannot be<br />

changed without charges applying.<br />

These charges vary in cost throughout the<br />

year and is dependent upon a range of<br />

contributing factors. It is the students sole<br />

responsibility to be certain of times and<br />

dates and anything else that may affect<br />

their travel, when advising us of their<br />

booking requirements for attendance. The<br />

Aboriginal Health College does not pay for<br />

fees that apply to flight changes and/or rebookings<br />

brought about by students or<br />

their service/employer needing to change.<br />

It is the student’s or the service’s<br />

responsibility to cover these fees.<br />

Conditions<br />

Please note, that if we do not receive the<br />

T&A (Travel and Accommodation) forms<br />

by close of business COB (Close of<br />

Business) on the Wednesday before the<br />

block is due to commence, we will not be<br />

able to organise the T&A for the students.<br />

Cancellation / Fail to show<br />

In addition when a student cancels,<br />

accommodation or fails to show on one or<br />

more nights for accommodation without<br />

appropriate notice (12pm Friday before the<br />

week of accommodation at the latest) and<br />

the AH&MRC Aboriginal Health College is<br />

then charged for this room, the Aboriginal<br />

Health College will Invoice for this cost to<br />

be reimbursed by either the service or the<br />

student, depending on the circumstances.<br />

We ask you that you be aware of all of the<br />

above when arranging travel and<br />

accommodation for your students. In order<br />

for us to ensure a streamlined process and<br />

to assist our administrative processes it<br />

would assist us if you could sign the<br />

attached costing & invoice agreement<br />

form to acknowledge that you have<br />

understood the terms and conditions<br />

associated with Abstudy Away From base<br />

Payments and extra costing arrangements.<br />

Please return a copy of the last page by<br />

mail or fax. You can also email us a scanned<br />

copy of the last page as a <strong>PDF</strong> document.<br />

We would also appreciate if you could<br />

nominate the delegated managers - both<br />

position and current incumbent who are<br />

able to sign off as an appropriate delegate<br />

for the organisation to authorise single<br />

accommodation or extra travel costs. In<br />

addition if you could advise how invoices<br />

should be addressed to for payment that<br />

would also be greatly appreciated.<br />
