Why the <strong>SCALOG</strong><br />
The purpose of the System on Competency<br />
Assessment for Local Governments (<strong>SCALOG</strong>),<br />
as a self assessment tool, <strong>is</strong> to promote<br />
continuous improvement in local government<br />
units through the identification of organizational<br />
strengths and areas for development that can be<br />
addressed through capacity building.<br />

<strong>What</strong> <strong>is</strong> <strong>SCALOG</strong><br />
<strong>SCALOG</strong> <strong>is</strong> a self-assessment tool for LGUs to<br />
measure organizational competencies.<br />
It <strong>is</strong> a complementary tool to the LGPMS.<br />

<strong>What</strong> are organizational competencies<br />
Organizational competencies are an<br />
integrated set of work processes,<br />
structures, systems and technologies that<br />
a local government unit must have to<br />
render and sustain superior performance.<br />
They may also be referred to as<br />
“institutional or organizational capacity”.<br />

<strong>SCALOG</strong> measures seven (7) organizational<br />
competencies. They are:<br />
1. Organization and Staffing<br />
2. Leg<strong>is</strong>lative Support and Other Enabling<br />
Mechan<strong>is</strong>ms<br />
3. Transparency<br />
4. Management Systems<br />
5. Participation<br />
6. Continuous Improvement/Innovations, and<br />
7. Customer Service.<br />

<strong>SCALOG</strong><br />
These are measured using a 5-point rating<br />
scale of the various performance<br />
indicators of the fourteen (14) service<br />
areas spread over the five (5) LGPMS<br />
performance areas.<br />

<strong>SCALOG</strong><br />
The indicators for each of the 14 service<br />
areas are classified into two<br />
categories: the compliance indicators<br />
and the best practice indicators.<br />

<strong>SCALOG</strong><br />
Compliance indicators reflect conformity to<br />
the Local government Code and other<br />
laws, rules and regulations, as well as<br />
other minimum basic requirements of<br />
LGUs.<br />

Best practice indicators on the other hand<br />
describe ways in which successful LGUs<br />
exhibit effective performance.<br />

Simply stated -<br />
Compliance indicators look into the degree of<br />
how the LGUs are able to meet the basic<br />
requirements as provided by the law, the rules<br />
and regulations and ex<strong>is</strong>ting policies.<br />

Best practice indicators look beyond the basic<br />
requirements to include the LGU innovative<br />
processes and practices that would serve as<br />
models along a given service area.<br />
These indicators describe the proactive<br />
initiatives of the LGUs to certain challenges<br />
on good local governance.<br />
