has a vacancy <strong>for</strong> a <strong>PO</strong>LICY OFFICER<br />
on <strong>Climate</strong> and <strong>Energy</strong><br />
The Policy Officer will be based at the <strong>EEB</strong> headquarters in Brussels and will report to<br />
the <strong>EEB</strong> Policy Director.<br />
She/he will focus on climate and energy issues with particular emphasis on the<br />
review and revision of the F-Gas Regulation. Other tasks will include work on the<br />
implementation and review of the <strong>Energy</strong> Efficiency Directive in addition to tracking<br />
developments on EU climate policy in general.<br />
The successful candidate will:<br />
• Maintain up-to-date knowledge of the relevant topics and carry out specific indepth<br />
research where required;<br />
• Lead the <strong>for</strong>mulation of <strong>EEB</strong> policy and strategy on the relevant topics and draft<br />
<strong>EEB</strong> positions;<br />
• Advocate be<strong>for</strong>e policymakers on administrative and legislative matters, including<br />
be<strong>for</strong>e the European Commission, European Parliament, the Council of the<br />
European Union, and Member States;<br />
• Network with <strong>EEB</strong> members to promote activities to influence EU decision-making<br />
in the relevant fields, in particular coordinating the <strong>EEB</strong> Working Groups on F-Gases<br />
and <strong>Energy</strong> Savings;<br />
• Collaborate, coordinate and exchange in<strong>for</strong>mation with actual and potential<br />
partners (e.g. Green 10, Coalition <strong>for</strong> <strong>Energy</strong> Savings, Green Budget Europe);<br />
• Publicly present and defend <strong>EEB</strong>’s positions, including with the media, in<br />
collaboration with the Policy Director and the Press and Publications Officer; and<br />
• Provide input to general <strong>EEB</strong> documents and processes (e.g. memoranda to<br />
Presidencies, reports to <strong>EEB</strong> Board, relevant web pages, etc).<br />
Qualities and Experiences sought:<br />
• Have a relevant academic degree (additional work experience may be accepted<br />
in lieu of this);<br />
• Have at least two years of work experience with EU environmental policy,<br />
preferably but not necessarily with NGOs, including analysis and <strong>for</strong>mulation of<br />
policy;<br />
• Have in-depth familiarity with climate and energy issues and a good<br />
understanding of key elements of EU environmental legislative processes;<br />
• Be capable of understanding and presenting, in written and oral <strong>for</strong>m, the key<br />
scientific, economic and legal dimensions of the relevant topics;<br />
• Have a sound grasp of the operation of EU institutions and EU environmental law;
• Have good communications and networking skills;<br />
• Speak and write English fluently, with fluency in other EU languages being<br />
considered an asset;<br />
• Be well organized and able to work independently and as part of a team;<br />
• Be prepared to work outside normal office hours if necessary and to travel at<br />
short notice.<br />
<strong>EEB</strong> offers:<br />
• a gross monthly salary of € 3,209 plus benefits [holiday bonus, 13th month, pension<br />

1) What do you think are the benefits of a phase-out of F-Gases as opposed to a<br />
phase down under a new F-Gas Regulation<br />
2) The EU’s recently adopted <strong>Energy</strong> Efficiency Directive will already be revised<br />
in 2014. What do you think <strong>EEB</strong> should do to ensure that in this revision<br />
binding targets <strong>for</strong> Member States will be adopted<br />
