She was elected to the Board of the British Council<br />

in September 1999 and has chaired its Northern<br />

Ireland Committee. Dr. Smyth has a BSc (Econ) from<br />

Queen’s University, Belfast and is a Companion of<br />

the Institute of Personnel and Development. She<br />

was awarded an Honorary Doctor of Laws from the<br />

University of Ulster in 2000. She has been used as<br />

an Independent Assessor for Public Appointments.<br />

Dr. Smyth is also a past Federation President of<br />

Soroptimist International of Great Britain and<br />

Ireland. She was awarded a CBE in the 1998 New<br />

Year’s Honours List.<br />

Richard Sterling<br />

Richard Sterling was appointed to the Board in<br />

June 2009 for a five year term. He is former<br />

Managing Director of Coolkeeragh Power<br />

Limited based in Derry and is a past President<br />

of Londonderry Chamber of Commerce. He was<br />

appointed a Board Member of Ilex, the Urban<br />

Regeneration Company for the Derry City Council<br />

area in 2003, and during his six year term he<br />

served as Acting Chairman and Deputy Chairman.<br />

Richard was awarded an OBE in 2003 for services<br />

to the Basic Skills Committee and to business in<br />

Northern Ireland.<br />

Regina Moran<br />

Regina Moran was appointed to the Board in<br />

September <strong>2011</strong> for a five year term. Regina Moran,<br />

a chartered engineer, was appointed CEO of Fujitsu<br />

(Ireland) Ltd in 2009. She leads a 350 strong team<br />

focussed on delivering ICT services to the Irish<br />

marketplace.<br />

Following her third level education in Engineering<br />

undertaken in Waterford and Cork, Regina’s career<br />

began as an Electronics Engineer with Amdahl,<br />

a computer mainframe manufacturer progressing<br />

to become a co-founder of the services and<br />

consulting group there.<br />

In 1997, Regina was co-founder of DMR Consulting<br />

Ireland where she held the role of Director of<br />

Operations responsible for Project Delivery.<br />

From there she moved to DMR Consulting, which<br />

became Fujitsu Consulting and subsequently merged<br />

with Fujitsu Services in April 2004. Regina was<br />

appointed CEO of Fujitsu Services in August 2006.<br />

Regina is the current Chair of ICT Ireland within<br />

IBEC. She is an elected member of the Council<br />

of Dublin Chamber of Commerce and sits on the<br />

Executive. Regina is a member of the Dublin City<br />

University Governing Authority and sits on the<br />

Audit Committee. She is a Fellow of the Institution<br />

of Engineers Ireland (FIEI). Regina holds an MBA<br />

from Dublin City University, which she achieved<br />

with First Class Honours, coming first in her group.<br />

She was also awarded the ‘Sir Charles Harvey Award’<br />

for outstanding contribution in her post-graduate<br />

studies.<br />

Dr. Gary Healy<br />

Dr. Gary Healy was appointed to the Board in<br />

September <strong>2011</strong> for a five year term. Dr. Gary Healy<br />

is the head of regulation and public policy<br />

at Telefonica O2 and vice-chair of the<br />

Telecommunications Internet Federation in IBEC.<br />

Dr. Healy was Director of Market Development in<br />

the Commission for Communication Regulation<br />

(ComReg) and a regulatory consultant with Jacobs<br />

& Associates and PriceWaterhouseCoopers.<br />

Dr. Healy has advised clients in Ireland on regulatory<br />

and public policy and on projects supporting<br />

governments in Eastern Europe and the Middle<br />

East. Prior to joining ComReg, Dr. Healy was Country<br />

Manager with Thomson Reuters and CFO for a<br />
