New MM&P Jobs With APL
news briefs
MM&P is pleased to announce that there will be new jobs for MM&P members at American President Lines (APL). Over the course of
the next six months, this long-time MM&P employer will be replacing its four U.S.-flag C-10 Class vessels with four newer S-12 Class
vessels as part of its Maritime Security Program
(MSP) fleet.
Two of the four S-12 Class vessels are currently
under contract with the American Maritime
Officers. These vessels, the MV Cyprine and the
MV Pearl, will join the MV Agate and the
MV Coral under MM&P contract. The transfer of
MSP vessels and the resulting terms of employment
are in accordance with the existing collective
bargaining agreement between MM&P and
APL.
Although the C-10 Class ships—MV President
Adams, MV President Jackson, MV President
Polk and MV President Truman—will be leaving
the MSP program, they are slated to remain
in U.S.-flag operation under the terms of the
MM&P-APL collective bargaining agreement for
non-MSP vessels. These developments will result
in a net gain of two ships under contract and will
safeguard the jobs of all MM&P members currently
employed aboard the vessels.
APL President Truman. Although the C-10 Class ships will be leaving the MSP program, they
are slated to remain under U.S.-flag operation under the terms of the MM&P-APL collective
bargaining agreement for non-MSP vessels.
Puerto Rico Has Jones Act to Thank
For 20,000 Maritime Jobs, MM&P Tells GAO
Representatives of MM&P met in San Juan in April with officials
of the U.S. Government Accountability Office (GAO), a research
arm of the federal government. Participants in the meeting
included MM&P Pilot Group member Capt. Roberto Candelario,
MM&P Puerto Rico Representative Eduardo Iglesias and MM&P
International Counsel Gab Terrasa.
The meeting took place in the context of a study requested by
a politician, Puerto Rico Resident Commissioner Pedro Pierluisi,
who has asked the GAO to examine “the impact of the Jones Act
on the economy of Puerto Rico.” The Jones Act is the body of law
that requires that ships in America’s domestic trades be built in
U.S. shipyards, crewed by U.S.-citizen mariners and operated by
U.S. companies. Pierluisi says his goal is “to determine once and
for all the impact the Jones Act has on our economy… [because]
a broad array of economists in Puerto Rico have expressed concern
that the Jones Act hinders the island’s economic growth…”
First off, the MM&P representatives told GAO that the
Jones Act guarantees thousands of well-paying maritime jobs
to residents of Puerto Rico. Candelario, who is president of
the San Juan Pilots Association, also underlined the fact that
only American maritime workers are subject to Department of
Homeland Security background and security checks. He pointed
out that exempting Puerto Rico from the Jones Act would give
access to the island’s waterways and ports to foreign companies
and foreign maritime workers not subject to U.S. background
and security checks.
Transportation costs of Jones Act ships do not have a significant
influence on the final market price of goods in Puerto Rico,
the three MM&P representatives told GAO. In the U.S. Virgin
Islands, for example, market prices of U.S. manufactured goods
are comparable to or higher than those in Puerto Rico. The
Virgin Islands, which are part of the United States and in close
proximity to Puerto Rico, are outside the Jones Act and completely
open to foreign-flag ships.
Candelario, Iglesias and Terrasa told the GAO officials that
higher market prices in Puerto Rico and the Virgin Islands
compared to mainland U.S. prices are due to a lack of economy
of scale in the distribution system and control of the distribution
system by a limited number of suppliers.
“We don’t believe the final market prices of goods going into
or out of Puerto Rico would be significantly changed if U.S.
ships were replaced by foreign-flagged ships,” Candelario said.
“The major impact would be to shift wages, profits, taxes and
the economic contributions of U.S. jobs into the hands of foreign
interests—to the detriment of the U.S. economy and U.S. jobs.”
Maritime Unions Call on
Congress to Take Action
on Insufficient
Shipboard Manning
Burgeoning paperwork loads and regulatory duties are increasing
the risk of maritime accidents worldwide. At a time when carriers
have reduced crewing levels, ships’ officers are required to
manage the workload generated by a rapidly expanding number of
government regulations. Representatives of officers aboard U.S.-
flag ships are calling on Congress to urgently review the situation
and respond to the growing risks it entails for people, the environment
and professional mariners—who are increasingly being held
criminally liable for accidents.
“The criminalization of simple professional error—often the
result of fatigue or excessive workload—is without justification
when there is no oversight regarding the sufficiency of personnel
available to carry out shipboard responsibilities,” says the MM&P
International Secretary-Treasurer. “While the number of crewmembers
has been reduced, the number of international, federal
and state regulations that must be complied with and documented
has grown exponentially.”
The MM&P official made the remarks in Congressional testimony
April 26 before members of the House Subcommittee on
Coast Guard and Maritime Transportation. He spoke on behalf of
members of MM&P, the Marine Engineers’ Beneficial Association
(MEBA) and the American Maritime Officers (AMO). Together,
the three unions represent almost all the captains and licensed
engineering and deck officers aboard U.S.-flag merchant vessels in
the international trade.
“The choice is often between attending to the traditional duties
that affect the safe operation of the ship or documenting compliance
with a multitude of regulations,” the MM&P International
Secretary-Treasurer told members of Congress.
“Regrettably, paperwork and perfunctory reporting requirements
are often prioritized at the expense of real safety.”
U.S. maritime officers are calling on Congress to direct the
Coast Guard to conduct an assessment of fatigue and crewing
levels based on the recommendations of independent professionals
experienced in workplace fatigue. To read the testimony in its
entirety, go to www.bridgedeck.org and click on “What’s New.”
Note: MM&P members are reminded that it is necessary to
comply with all applicable international and federal rest requirements.
If there are instances in which the level of work exceeds
the permissible hours of duty, safety must be the priority and
non-conformity reports must be submitted to the employer in
accordance with the requirements of the International Ship
Management Code.
This letter was distributed to all MM&P LDOs
and posted in all MM&P Union Halls.
MM&P Brothers and Sisters:
As you know, effective Jan. 1, new international STCW
regulations pertaining to rest hours have been enacted.
Unfortunately, at this time the U.S. Coast Guard has
not provided any guidance or regulation to address the
changes. It appears that each company will attempt to
comply with the international regulations on an individual
basis.
MM&P has long held the position that the crewing
scales used by vessels in today’s environment are inadequate:
the present crewing scales required by the USCG
were adequate for a vessel trading in the 1950s or 1960s.
Under today’s regulatory scheme and operational tempo,
it is clear that the minimum crewing requirements are
deficient.
MM&P has sought a process to address the fatigue that
results from inadequate crewing levels. We have investigated
the USCG’s “Crew Endurance Management” program
and, with different employers, have experimented
with alternate watch schedules. It is clear to anyone
familiar with the current practices aboard liner vessels that
the problem is not with the management of available work
hours. The problem is that there are not enough officers
aboard ship to do the required work.
Economic competition has prevented progress in the
area of adequate crewing scales: if one of our contracted
companies wanted to hire sufficient officers to accomplish
the assigned tasks, it would find itself at a significant economic
disadvantage.
In recent years, MM&P has worked to focus attention
on crewing scales. The union participates as an active
delegate in many international rule-making forums and
working groups. We have asked regulators to address
fatigue and crewing levels in a practical manner. One
of the results of our efforts and the work of other concerned
organizations was the adoption last year by the
International Maritime Organization (IMO) of revised
“Principles of Minimum Safe Manning.” Unfortunately,
the principles are voluntary guidelines, and the Coast
Guard has not changed its regulations or processes to
comply with them.
The new work hour regulations represent one method
of addressing fatigue issues. Establishing appropriate
crewing levels is a top-down approach; a mandatory rest
hour requirement is a bottom-up approach. If there are
not enough available man hours to complete the job, in
May - June 2012 - 2 - The Master, Mate & Pilot

accordance with the ISM process, companies should be
required to address the work load placed on ship’s officers.
MM&P’s position on the issue is as follows.
MM&P strongly advises all members to follow U.S.
and international regulations completely. If a regulation
cannot be complied with, the employer should be notified
immediately so that the employer can take corrective
action. Violations of STCW work hour limits should also
be reported to your MM&P Area Vice President. The ISM/
SMS process is the appropriate process for notifying your
employer. This process protects you and, if properly followed,
places the ultimate responsibility for safe crewing
levels on the employer.
MM&P is aware that there will be significant pressure
to use the available work hours to the maximum extent
possible. MM&P cautions its officers standing Navigational
Watches against any activity that detracts from the constant
vigilance required in proper watch keeping.
The MM&P master collective bargaining agreement is
clear regarding what can and what cannot be done while
standing a Navigational Watch. The language has not
changed or been otherwise modified since at least 1975. It is
the standard that all MM&P officers should adhere to.
Section XXXIX Part 4
4. Navigation Watches
a. A navigation watch shall be defined as a watch stood by
a Licensed Deck Officer on the bridge when the vessel
is underway. Except in the event of an emergency, or for
reasons of personal privilege, the Licensed Deck Officer
in charge of the navigating watch shall not be relieved
by the Master, nor sent away from the immediate vicinity
of the navigating bridge, wheelhouse or chartroom
unless relieved by a Licensed Deck Officer other than
the Master.
b. No restrictions shall be placed on the use of any aid to
navigation located on the bridge or on the use of charts
or publications. Violations of this Subsection shall be
brought to the attention of the Joint Safety Committee
for action.
c. When a vessel is manned by less than the number of
Licensed Deck Officers required by this Agreement,
the Licensed Deck Officers, excluding the Master, shall
divide the watches.
d. A Licensed Deck Officer in charge of a navigation
watch shall not perform any paperwork other than that
connected with the immediate navigation of the vessel.
This specifically means that they shall not:
(i) Correct charts, light lists, or any other aid to
navigation document not immediately in use.
(This does not mean that a watch officer will make
corrections from Notices to Mariners or any other
source on a sea watch. It does mean that notations
may be made on a chart or in a publication relating
to things like incorrect characteristics of lights,
wrecks sighted, etc.)
(ii) Work on Commander’s reports, voyage abstracts,
port reports, abstracts of passages, whether separate
or incorporated on other than the daily working
page of the Log Book, weather maps, special
position or weather reports (excluding NOAA
or U.S. Weather Bureau messages or USMER or
AMVER messages) required by the Company or
a Charterer. All such work when authorized to
be performed at sea shall be performed on the
Officer’s watch below.
e. When a vessel is at anchor in open roadsteads or
congested waters an alert anchor watch shall be maintained
on the bridge when working barges, for the
safety of the vessel, its crew and cargo.
MM&P understands the stress that each officer will face
under the new regulations. We believe the pressure will
continue to escalate unless all vessel operators are required
to crew their vessels adequately. MM&P members: it is
necessary to comply with the international and U.S. laws
and regulations regarding the mandatory hours of rest.
Comply with these first, and then attempt to accomplish
the myriad of non-critical company requirements second.
This is the best way to protect your license/Merchant
Mariner Credential and your union brothers and sisters
from regulatory action.
Strong Opposition Meets U.S.-U.K. Proposal
To “Discourage Ransom Payments to Pirates”
A proposal by British Prime Minister David Cameron to “discourage the payment of ransoms to pirates” is evoking sharp criticism
from shipping organizations, labor unions, seafarers’ rights groups and the marine insurance industry.
The Round Table of international shipping associations and the Save Our Seafarers campaign (SOS) have written to Cameron
and other U.K. government officials to say they are “highly disturbed” by statements made by U.K. and U.S. officials at the
London Somalia Conference earlier this year. During the conference, Cameron and U.S. Secretary of State Hilary Clinton discussed
creating an international task force to study policies to discourage ransom payments.
The proposal “is a continuation of the U.S. State Department’s ill-conceived notion that piracy can be stopped by denying the
payment of ransom, a position which ignores the human cost of sacrificing the lives of innocent seafarers,” says the MM&P Pilots
Group Vice President. “It is particularly troubling that governments have not mounted a robust and effective campaign against
acts of piracy, the shore bases that permit pirates to operate and the tracking of ransom money to the financiers of piracy,” he
adds. “There is no doubt that denying the payment of ransom will result in the death of seafarers, which is totally unacceptable to
the maritime community.”
“This could be a disaster for the shipping industry,” says Alistair Evitt, chairman of Save Our Seafarers, who was quoted in an
interview published in the April 26 issue of Fairplay. “There has to be a system to get the seafarer released.”
MM&P, the Marine Engineers’ Beneficial Association and other U.S. maritime unions have spoken out strongly against the
idea of blocking ransom payments since it was first floated in a 2010 Obama Administration Executive Order.
“There is a vast difference between blocking the payment of funds to criminals where there are no consequences… and blocking
ransom payments intended to protect the lives of innocent hostages,” the unions say. They are calling on the United States
instead to place armed military detachments exercising governmental authority aboard U.S.-flag ships transiting waters subject to
pirate attacks.
Re-Elect U.S. Representative
Colleen Hanabusa!
America’s maritime unions are expressing strong support
for Colleen Hanabusa, a member of the House of
Representatives who is campaigning for re-election to
the seat she won in 2010.
Hanabusa, a labor lawyer, says she chose a career in
public service to fight for low-income communities like
the ones on Oahu’s Leeward Coast, where she grew up.
The granddaughter of sugar cane workers, Hanabusa
was elected President of the Hawaii State Senate in 2006,
becoming the first woman to lead either house of the
state legislature.
A strong supporter of the Jones Act and maritime
labor, Hanabusa is credited with fighting back an attempt
to shut down the Pacific Tsunami Warning Center in
Oahu. She also played a central role in the fight to secure
more than $500 million for vital military construction
projects in Hawaii.
MM&P Honolulu Representative Randy Swindell (left) and Jeremiah Harrington, a
member of the Seafarers International Union, show their support for Rep. Colleen
Hanabusa, a strong advocate for maritime labor who is running for re-election to the
House seat she won in 2010.
Maersk Wyoming!
En route to the United Arab Emirates via the Suez Canal. Capt. Kevin Coulombe
flurries and Force 6 winds only three days prior.
Aboard Maersk Wyoming. Third Officer R. Fred Tinney manning
his lifeboat during a boat launching exercise.
Last year the Maersk Wyoming participated in a company-sponsored fund-raising
campaign for United Seamen’s Service (USS). The ship’s crew collected over
$1,000, which was matched by Maersk Line Limited. The vessel and its crew were
awarded a USS banner for their efforts. Pictured are (left) Bosun Lech Jankowski,
Scott Reed, who accepted the banner on behalf of the members of the crew who
contributed to the fundraising drive. The USS banner will go on permanent
display in the ship’s trophy hall.
Sen. John McCain Thwarted
In Yet Another Attempt to Repeal the Jones Act
Arizona Republican Sen. John McCain failed March 26 in an attempt to attach legislation repealing the Jones Act to an energy bill.
The Jones Act protects the jobs of American mariners by requiring that ships that are American-built, -flagged and -crewed carry
goods between U.S. ports. McCain has made repealing the Jones Act a central point of his career. His most recent attempt to eliminate
the Jones Act was blocked by Senate Majority Leader Harry Reid (D-Nev.), who restricted the number of amendments that could be
attached to the energy bill, S 2204. McCain had filed four amendments that would have repealed or waived the Jones Act as it applies to
oil and petroleum product tank vessels, liquefied natural gas carriers and small passenger vessels.
MM&P Members in San Francisco
Pilot Supersize Containership
Capt. John Carlier and Capt. Ed Melvin of the San
Francisco Bar Pilots were at the conn of the giant
containership MSC Fabiola on March 22 when it
made a port call in Oakland, becoming the largest
vessel ever to enter San Francisco Bay.
At 1,201 feet MSC Fabiola is longer than an aircraft
carrier and has a capacity of approximately 12,500
20-foot-long containers. At full load, the ship moves
166,000 tons. On its arrival in San Francisco, it drew
36 feet of water while only half full.
A total of 19 pilots were involved in the five-daylong
simulator study to prepare for the ship’s arrival
and departure. Capt. Carlier brought MSC Fabiola in
from the sea, carefully timing its entrance with the
currents in the bay. Capt. Melvin turned it around
in the estuary, a particularly complicated maneuver
MSC Fabiola, the world’s largest container ship. Nineteen members of the San Francisco
Bar Pilots were involved in planning for and executing the ship’s arrival and departure
from Oakland in March.
because the turning basin is about 1,500 feet wide, leaving only 150 feet of clearance at each end of the ship.
The pilots carried special computer navigation devices so they would have their own information as to course, speed and heading.
Equally critical was another data set elaborated by the independent pilot computers: the rates of turn at the bow and the stern. It’s very
important that both ends move at as close to the same speed as possible so that the ship remains in the center of the turning circle without
gaining headway, sternway or sliding away from the center.
MM&P Stands Shoulder to Shoulder
With Workers at Verizon!
Members of the Communications Workers of America (CWA) who rallied
recently in Long Beach, Calif., for a fair contract got some support from the
maritime unions: they were joined by MM&P member Robin Llewellyn and
members of the Marine Fireman’s Union (MFOW) and the Sailors’ Union of
the Pacific (SUP). Members of CWA and the International Brotherhood of
Electrical Workers (IBEW) have been battling for a fair contract for almost
a year. Verizon’s demands include: freezing the value of pensions for active
workers and eliminating them entirely for new workers; slashing disability
benefits for workers injured on the job; eliminating all job security language
and continuing outsourcing of work to low-wage, low-benefit, non-union
contractors domestically and overseas; imposing health care payments up to
$6,700 on retired workers and $6,800 on active workers; eliminating paid sick
days entirely for new workers; limiting paid sick days to no more than five for
all other workers.
MM&P member Robin Llewellyn participated in the demonstration in Long Beach in support
of a fair contract for Verizon workers. Among the company’s demands: elimination of paid sick
days for new workers.
WAshington Observer
Protecting Our Industry
Through Advocacy in Washington and on the Home Front
MM&P members, union officials and representatives
of MM&P-contracted companies
were part of a 155-person group that visited
the offices of 170 members of Congress on
May 9 to call attention to the important role
played by the American maritime industry in
our country’s security, economy and national
defense. The meetings were part of the third annual
Maritime Industry Congressional Sail-In.
In discussions with members of Congress and their
staffs, Sail-In participants underlined the importance of
the Jones Act, the Maritime Security Program (MSP) and
cargo preference laws. A major focus of the discussions: the
hundreds of thousands of Americans who work directly or
indirectly for the U.S.-flag fleet and the contributions they
make to our nation’s economy.
“No industry has been more vital to the success of our
country than America’s maritime industry,” according to a
report released in conjunction with the Sail-In by the Navy
League of the United States. “Our U.S.-flag fleet provides
jobs for hundreds of thousands of ‘Maritime Americans’
in every corner of our nation: from longshoremen in ports
along our four seacoasts, to towboat operators navigating
the Mississippi, to shipbuilders in East Coast dry docks, to
the men and women who crew American-flag vessels of all
types.”
The report, “America’s Maritime Industry: The
Foundation of American Seapower,” is an unprecedented
look at our industry as a whole. It describes the relationships
among industry participants and explains why weakening
any one of the key maritime programs that support it would
compromise the entire U.S.-flag fleet.
Supporting our forces overseas
The Sail-In aims to educate legislators and their staffs on a
number of topics. Few people outside the maritime industry
are aware, for example, that our government has dramatically
increased its reliance on privately owned U.S.-flag
commercial vessels and civil service mariners for the sealift
capability needed to deploy and sustain U.S. forces overseas.
Since 2008, as noted in the Navy League report, the share
of dry cargo moved by U.S.-flag commercial vessels and
C. James Patti
their civilian American crews has increased to 95
percent.
The American maritime industry moves
cargo and troops around the world in far greater
volume and with far greater efficiency than
any other transportation mode. “Whether by
U.S.-flag vessels in commercial service or by
U.S.-government or chartered American ships, since
2004 virtually 100 percent of all equipment and supplies
for our forces in Iraq and Afghanistan has been transported
by U.S.-flag ships manned by U.S. citizen mariners,” the Navy
League says.
These statistics demonstrate a fundamental truth of which
we in the maritime industry are well aware: that the Maritime
Americans who own, operate and crew the U.S.-flag fleet guarantee
that our forces overseas have what they need to do their
jobs on our behalf. A major goal of the Sail-In is to get the word
out: to legislators in Washington and to the public at large.
Feeding the world’s hungry
Few people outside the maritime industry are aware that many
of the same companies and individuals who transport supplies
to our forces overseas are also engaged in international relief
efforts. America is, in fact, the world’s largest provider of food
aid. Through the Food for Peace Program, since 1954 more than
three billion people in 150 countries have benefitted from the
generosity of the American people.
Just as Maritime Americans deliver the goods to American
troops, they deliver the food that feeds the world’s hungry and
advances America’s longstanding humanitarian objectives. In
the words of the Navy League, Maritime Americans are the ones
who “ensure U.S. food aid reaches people in need, and in the
process generate international goodwill, building connections
between the United States and developing nations.” Participants
in the Sail-In are working to spread the word about the importance
of food aid cargos that move by sea.
An essential source of jobs
The Jones Act, the body of law that ensures that America’s
domestic trades are served by American vessels and crews, is of
inestimable importance to our military, economic and homeland
security, as well as to our national and local tax base. Along with
May - June 2012 - 8 - The Master, Mate & Pilot

MSP and the cargo preference laws, the Jones Act is a fundamental
pillar of the U.S.-flag fleet.
The operation of Jones Act vessels supports approximately
500,000 American jobs. Equally important, the
operation of U.S.-flag vessels in the domestic trades helps
ensure that our nation maintains the cadre of trained, loyal
civil service mariners essential to the Department of Defense
in time of war or other international emergency.
A key objective of the Sail-In is to educate members of
Congress and their staffs about the number and variety of
American jobs that depend, either directly or indirectly,
on the U.S.-flag fleet, and about how important our cadre
of highly trained professional mariners is to maintaining
America’s defense capabilities in the short- and long-term.
The need for grassroots action
The Sail-In is unique in that it brings individuals who
work in our industry to the nation’s capital to visit with
their members of Congress as constituents, as Maritime
Americans and as a united maritime industry. But as
important as the Sail-In is, it is not enough. We must work
year-round to educate and inform. For this reason, MM&P,
the Marine Engineers’ Beneficial Association (MEBA)
and others have joined forces to implement a broad-based
campaign. The grassroots education program is based on
Maritime Action Committees comprised to the fullest extent
possible of individuals who live in each member’s district or
state.
The premise is simple: the more members of Congress
know about our industry and about how important it is to
their constituents and to the United States as a whole, the
more they will understand that the programs and policies that
support the U.S.-flag merchant marine should be fully funded
and implemented. This information, in turn, puts each member
of Congress in a better position to respond to attacks against our
industry and to advocate on its behalf.
The grassroots campaign is a sustained effort. It will take time,
energy and money, and it will require the involvement of all who
share our concern about the future of our industry. Please contact
me at jpatti@miraid.org to find out how you can get involved.
And please remember that if you work aboard a U.S.-flag vessel—if
your job is dependent on the Jones Act, the cargo preference
statutes or the Maritime Security Program—you owe it to
yourself and to your family to make a contribution to the MM&P
PCF. Remember: the stronger the PCF, the greater our ability to
elect supporters of our industry to Congress. Please go to
www.bridgedeck.org to make a donation or to find out more.
Health & Benefit Plan
PMR/CNW Group
Stop-Loss Insurance
The Segal Company, the Health & Benefit Plan’s
consultant, has recommended to the Trustees
that the PMR/CNW Group purchase stop-loss
insurance to minimize the impact of future
catastrophic and unforeseen medical claims on
the Group’s rates. The insurance would help
minimize potential future rate increases by
stabilizing the Group’s claims experience. The Chairman and the
Secretary, in consultation with the United Inland Group Vice
President, have agreed to this recommendation.
The Segal Company is obtaining bids from insurance carriers
through a Request for Proposal (RFP) to determine what options
for this type of insurance coverage are available. It is estimated
that the Plan will be able to have this insurance in place for an
effective date of July 1, 2012, and that the policy period will be for
one year. Segal has estimated that the cost of coverage will be $30
to $40 per participant per month and that all individuals (members
and dependents) will be covered. The estimated premium
amount was included in the April 1 rate increase.
When the coverage is in place, the Plan will be required to
report monthly to the insurance carrier all individuals on whose
behalf the Plan has paid claims in the amount of at least $50,000
during the policy period. When claims for an individual meet
the $150,000 or $200,000 deductible for the stop-loss coverage
(depending on what insurance is purchased), the insurance
company will reimburse the Plan any amount above that dollar
amount.
The Plan will handle all the premium payments and filings
required by the insurance company. The participant or dependent
should carefully review all charges on every Explanation of
Benefits (EOB) statement to make sure that all the medical care
billed has actually been received. If you notice any discrepancy,
please contact your provider and question the charges. If the
charges are not correct, please notify the Plan Office.
Medicare Part D
For pensioners and their dependents who are covered under
Medicare and are secondary under the MM&P Health & Benefit
Plan, the Plan’s Prescription Drug Program has been and continues
to be comparable to the prescription coverage offered
by the Medicare Part D Program. The Plan in September 2011
sent participants the required annual notice explaining that
the Plan’s prescription coverage is “creditable” for 2012. This is
why we advise pensioners and dependents not to enroll in the
Medicare Part D program. The only exception is for retirees and
dependents belonging to the Columbia Northwest Group; their
prescription drug coverage is “non-creditable.” Participants and
dependents in the Columbia Northwest Retiree Group should
enroll in the Medicare Part D Prescription Drug Program.
Because the MM&P Health & Benefit Prescription Drug
Program is “creditable,” the Plan has applied for and received a
subsidy for a percentage of the prescription drug costs incurred
by Medicare-eligible Offshore retirees and dependents. To
receive the subsidy, every year the Plan must file an application
with the Center for Medicare and Medicaid Services (CMS).
The subsidy equals approximately 28 percent of the cost of the
prescription drug benefit of this Group.
For the 2012 calendar year, the Plan’s application has been
approved. For 2011, the Plan requested and received approximately
$1,074,800 in subsidies, which have helped defray the
costs of providing this benefit to the Plan’s Offshore retirees and
dependents.
Pension Plan
Annual Funding Notice
As required by federal law, the Plan has mailed the Annual
Funding Notice for Plan Year Jan. 1, 2011 through Dec. 31, 2011
to: all participants and beneficiaries, participating employers
and the International Organization of Masters, Mates & Pilots.
The notice was also e-mailed to the Pension Benefit Guaranty
Corporation (PBGC). The notice was mailed at the end of April
2012.
The Plan is required to report in the notice on how well
funded it is on the basis of a measure called “funded percentage.”
The percentage is calculated by dividing the Plan’s assets by its
liabilities on the Valuation Date for the Plan Year. The notice
is required to include the Plan’s funded percentage for the Plan
Year and for each of the two preceding Plan Years. The notice
also includes the year-end Fair Market Value of Assets as of the
last day of the Plan Year and each of the two preceding Plan
Years.
The notice includes the total number of participants in the
Plan and a breakdown of how many were active, retired or separated
from service and receiving benefits, as well as how many
participants were retired or separated from service and entitled
to future benefits. The last chart on the notice shows how the
Plan’s assets were allocated in accordance with the Plan’s investment
policy. The chart shows these allocations as percentages of
total assets.
MM&P members can view a copy of the Annual Funding
Notice in PDF format by going to www.bridgedeck.org and
entering the Members Only pages. (You must have an account to
log in.) Scroll down to “Offshore Pension Plan Information,” click
Vacation Plan
Electronic Funds Transfer/Direct Deposit
The Plan would like to remind Vacation Plan participants that
they have the option of receiving their vacation benefits and
Port Relief Officer (PRO) payments as a paper check or as an
electronic funds transfer (EFT)/direct deposit into their designated
bank account. An authorization to perform the transaction
electronically must be on file. For any change to your bank and/
or account information, the Plan is required to process a verification
(called a pre-note process) through the banking system.
Once this process has been completed, each time you apply
for a vacation or PRO benefit you have the option of receiving a
check or having your benefit processed by EFT/direct deposit.
The Plan Office processes the EFTs on a daily basis which allows
members to have their benefits credited into their account in a
shorter time frame. If you have any questions, please contact the
Vacation Plan benefit staff at the Plan Office at 410-850-8625.
Crossing the Bar
Sunset and evening star,
And one clear call for me!
And may there be no
moaning of the bar,
When I put out to sea,
But such a tide as moving
seems asleep,
Too full for sound and foam,
When that which drew from
out the boundless deep
Turns again home.
Twilight and evening bell,
And after that the dark!
And may there be no
sadness of farewell,
When I embark;
For tho’ from out our
bourne Time and Place
The flood may bear me far,
I hope to see my pilot face to face
When I have crossed the bar.
