Objective: Introduce Facility Managers to the assessment findings and best practices model.<br />

Synopsis: During the last fiscal year, LCE has performed maintenance program assessments of seven garrisons, medical centers and<br />

hospitals. This session will present the overall findings and relate these findings to the Reliability Excellence model of best practices used<br />

for the assessment.<br />

Session 3 and 4: Best Value Risk Management<br />

Speaker: Dr. Dean Kashiwagi, ASU<br />

Objective: Introduce Facility Managers to risk management processes.<br />

Synopsis:<br />

10:15 Best Value-PIPS Overview - (What is it)<br />

• It is the <strong>MEDCOM</strong> Way<br />

• It is reality<br />

• If you don’t know about it, it’s time to learn<br />

• It is not the PBSRG way, or the Nathan Chong way, it is the Medcom way….and the COE may not be far behind…..<br />

• 10 to 1; ten times the amount of work; ten times as efficient<br />

• New Project Management model, new risk management model, transfer of risk and accountability, and efficiency.<br />

• <strong>MEDCOM</strong> is in a situation where we do not have the luxury of management of our contractors.<br />

• Management of contractors is too manpower intensive.<br />

• Contractors must be able to do their own work efficiently.<br />

• This is not a construction management issue, it is an alignment of resources, and the best value PIPS system is a structure that forces<br />

contractor performance.<br />

• Best value PIPS also represents the following:<br />

1. Minimized decision making.<br />

2. Accountability.<br />

3. Measurement.<br />

4. Preplanning.<br />

5. Risk management.<br />

6. Alignment of participation, expectations, and risk.<br />

Session 5: Reliability Centered <strong>Maintenance</strong> Overview<br />

Speaker: Clyde Wood, Principal Consultant, LCE<br />

Objective: Introduce participants to concepts and practices of Reliability Centered <strong>Maintenance</strong>. Identify differences between performing<br />

maintenance and creating reliability. Introduce participants to improvement strategy recommended by LCE.<br />

Synopsis: Reliability Centered <strong>Maintenance</strong> is a business philosophy that focuses all maintenance strategies, processes, and practices on<br />

creating reliability in equipment systems and structure. Achieving a Reliability Excellence level of performance requires cultural change that<br />

engages both <strong>Maintenance</strong> and tenant organizations in processes and practices that utilize systems and maintenance resources more effectively.<br />

A maintenance program effectively using resources and achieving reliability will be characterized by reduced failures, extended life cycle, improved<br />

facility sustainment, improved safety, and reduced costs. This session will provide an overview of Reliability Centered <strong>Maintenance</strong> and will include<br />

discussion of LCE recommendations for <strong>MEDCOM</strong> maintenance program improvements.<br />

Session 6: Chiller design, operations, and <strong>Maintenance</strong> Strategies<br />

Speaker: Scott Meyerkord and Dick Grant, TRANE, Inc.<br />

Objective: The learning objective here is to increase the knowledge of maintenance managers about chiller design, interaction with other system<br />

components, recommended maintenance, and common problems.<br />

Synopsis: TRANE will brief participants on chiller design, construction, operations, interaction with other system components, recommended<br />

maintenance, and life cycle. Discussion will include interaction with the audience on common problems and maintenance issues.<br />

Session 7: Reliability Engineering; Engineered <strong>Maintenance</strong> Strategies, Failure Mode<br />

Analysis, Root Cause Analysis, Equipment History<br />

Speaker: Mike Poland, Managing Principal, LCE<br />

Objective: Introduce participants to the disciplines, processes and practices of reliability engineering.<br />

Synopsis: Life Cycle Engineering, Inc. (LCE) will discuss the role of Reliability Engineering in creating reliability. Presentation will include r<br />

eliability engineering processes and practices including: Engineered <strong>Maintenance</strong> Strategies, Failure Analysis, Root Cause Analysis, collection<br />

and use of Equipment History and related data.<br />

Session 8: Energy Star Program – DoE<br />

Speaker: Terry Sharp, Oak Ridge National Laboratory, Department of Energy<br />

Objective: Provide or refresh FM knowledge of program and procedures.<br />

Synopsis: Terry Sharpe will provide an overview of the Energy Star Portfolio being used by <strong>MEDCOM</strong> to track facilities energy consumption.<br />

The overview will discuss the program’s features, including the unique healthcare model, and provide instruction on entering data, navigating the<br />

system, and applying for Energy Star recognition.<br />

Session 9: Overview of Preventive and Predictive <strong>Maintenance</strong> Strategies and<br />

Program Management<br />

Speaker: Mike Poland, Managing Principal, LCE<br />

Objective: Increase Facility Manager understanding of processes and practices of effective PM and PdM maintenance programs.<br />

Synopsis: Preventive and Predictive <strong>Maintenance</strong> procedures, technology, and practices are tools for creating reliability. However, resources are<br />

frequently wasted on these programs. This session will present examples and introduce the elements of effective program management.<br />

Session 10: PM/PdM Applications to Chillers<br />

Speaker: Mike Poland, Managing Principal, LCE<br />

Objective: Dialogue and increased understanding of PM and PdM program applications<br />

Synopsis: This session provides opportunity for interaction between participants, LCE, and TRANE on common problems and maintenance<br />

strategies for chillers as well as other equipment and the more general issue of maintenance program management.<br />

Session 11: Performance Management; Key Performance Indicators / DMLSS Interface<br />

Objective: Increase FM knowledge of KPI role in performance management.<br />

Synopsis: Tips on developing successful work description, project justification and required information to use in a DD 1391 and cover memo<br />

when seeking project approval.<br />

Session 13 and 14: Work Classification and Relocatable <strong>Facilities</strong><br />

Speaker: Anthony White, PWD, HQ IMCOM<br />

Objective: Increased understanding of work classification and project submittal requirements.<br />

Synopsis: Regulations governing work classification. Examples and situations will be included. Program and project development package<br />

submission requirements will be discussed.<br />

Session 15: <strong>MEDCOM</strong> Sustainability Strategy<br />

Speaker: Cheryl Koshuta, Weston<br />

Objective: Introduce the Vision and Goals of the <strong>MEDCOM</strong> Sustainability Strategy.<br />

Synopsis: Session will introduce the goals and vision of the <strong>MEDCOM</strong> Sustainability<br />

Strategy with emphasis on the triple bottom line: Mission, Environment<br />

and Community.<br />

Session 16: DMLSS-FM Module/Submission Process<br />

Speaker: Rodney Tolbert<br />

Objective: Refresh FM knowledge of project documentation in DMLSS-FM<br />

Synopsis: Provide a timely overview of ACSIE&FM MRR Data Call policy as it applies to project documentation in DMLSS-FM. Review methods<br />

to create projects, associate requirements, process funding, record construction award, and produce management reports. Question and user<br />

input will be encouraged.<br />

Session 17: Real Property Update (Leasing)<br />

Speaker: Deborah Hamlin<br />

Objective: Increase FM’s knowledge of real property leasing requirements and processes.<br />

Synopsis: Presentation will cover the process for requesting a change to the <strong>MEDCOM</strong> baseline inventory; Capitalization Threshold Policy for<br />

Real Property; ISR Mission Support Functional Capability F-Rating; and Leasing.<br />

Session 18: FD Summary of Findings; Panel Discussion<br />

Speaker: Mike Sartori<br />

Objective: Provide opportunity for feedback and clarification of training or strategic issues<br />

Synopsis: A panel of speakers and managers will be convened to answer questions from participants.
