EcoEnergy is established in 1997 at the initiative of 23 municipalities. In 1998 another 3 municipalities joinåd the network. Since 2000 the number of members is 31. One year later the number of municipalities became 35 and the number of associations of municipalities - 4. In 2002 the number of members is 39 municipalities and 6 municipal associations. At present the network includes 54 municipalities and 6 associations. The mission of the Network is to contribute for establishment of efficient energy use as an important component of the sustainable development policy of municipalities in Bulgaria. Its activity focuses on municipalities as important political and socio-economic subjects of transition in Bulgaria. Objectives, tasks and activities EcoEnergy has three major objectives: _____ Establishment of municipal policy for efficient use of energy resources as a major component of the sustainable development policy; _____ Diminishing of the burden of fuel and energy costs on municipal budgets; _____ Diminishing of fuel and energy costs of energy end-users in municipalities. In order to assist municipalities to overcome the barriers to energy efficiency, which ensue mainly from the weakness of the responsible institutions and the shortage of funding, knowledge, skills and information, EcoEnergy implements the following major tasks: _____ To render assistance to municipalities to identify the opportunities for energy conservation and to formulate municipal energy efficiency projects; _____ To assist the exchange of experience in the field of efficient energy management; _____ To contribute to institutional and human capacity building for development and management of energy efficiency programmes and projects in Network member-municipalities; _____ To contribute to the development of proposals for institutional and legislative measures for energy efficiency improvement in compliance with the needs and requirements of municipalities; _____ To assist unification of the efforts for influencing the state policy related to financing of municipal energy efficiency projects from specialized public funds; _____ To collect and disseminate information about achievements in the field of energy efficiency and innovative energy conservation technologies. EcoEnergy works for achievement of its objectives by implementing the following activities: _____ Exchange of information and experience on the opportunities for more efficient energy use in municipalities; _____ Expert technical and methodological assistance on initiation, working out, procurement of financing and implementation of energy efficiency projects; _____ Training and skills upgrading of local management and technical personnel in the field of energy planning and management ; _____ Implementation of international contacts with municipalities and sister-organizations in other countries and with financing institutions. The interaction among Network member-municipalities is performed with the help of the Secretariat. Development strategy One of the strategic objectives of EcoEnergy is to create conditions for self-financing of the Association upon completion of the project currently providing funding for its activities. To this end, a Business Plan for development of the Network was drafted in 1999. According to this plan, by registration of a non-formal association as a legal entity conditions will be created for: _____ Self-financing of Network activities based on future-oriented planning of revenue and costs in compliance with an approved development strategy; _____ Acquirement of its own material stock and intellectual property, necessary for implementation of the major functions of the association; _____ Broader public recognition of the Network in the country and abroad as a potential party under local and international energy efficiency programmes and projects. The Strategy for Development of EcoEnergy till 2010, approved by the First Annual Conference of the Network, held in December 1998, envisaged giving priority to medium-sized and small municipalities when recruiting new members. This ensues from the fact that larger municipalities, which usually have also the highest energy costs, possess also the greatest human and technical potential for energy efficiency improvement. Usually, there are technical universities, research and development centers and consultancy companies located on their area. Quite frequently there is also a significant concentration of international programmes and investments there. For these reasons, they need to a lesser extent additional methodological and technical assistance for design and procurement of financing for new demand-side energy efficiency projects. (Fig.1) In 2003 the number of member-municipalities was 54 and that of the associated members of the Network 6 or a total of 159 municipalities, accounting for 69% of the population of Bulgaria. Network EcoEnergy envisages that is shall provide services on the basis of a differentiated price list for regular and associated members and non-member municipalities. The rates will be subject to periodical updating in compliance with the changes in the average salary rates in this country. (Fig.2) From the forecast estimates, laid down in the Strategy, it is evident that with the increase of the number of members the revenue from membership fee will grow and will reach an amount covering up to one third of the provisional expenditure of the Network, while the revenue from international programmes will gradually diminish and their coverage will drop from 100% of the total volume of expenditure (1998) to 25-30% (2010). It is further estimated that the volume of revenue from paid services and achieved savings from implemented energy efficiency projects will gradually increase. (Fig.3) Partners In Bulgaria there is an acute need of the services offered by EcoEnergy. Municipalities are the major customers for these services. On the market for this kind of services there is some competition mainly with private companies and individual experts, who offer a limited range of technical services. There are opportunities for beneficial partnership with governmental institutions, private companies and NGOs in the provision of services. Because of insufficient understanding of the energy efficiency issues and scanty information, the market for energy efficiency services in municipalities in general is as yet underdeveloped and may be regarded as a potential one. The customers (municipalities) do not have sufficient amounts of free financial and human resources for implementation of large-scale initiatives for energy efficiency improvement. There is also poor awareness of the external (outside the state budget and municipal budgets) financial sources for funding energy efficiency projects, nor are they adequate to meet the demand. The main groups of actors on the energy efficiency market, who are of interest to EcoEnergy, are as follows: a) the major customers for the services offered by the Network b) competitor organizations with a similar sphere of activity c) the partners of the Network. Important conditions for MEEN EcoEnergy to be successful on the market of services for municipalities are as follows: a) correct selection of services and activities implemented by the Network b) optimum policy of the Network with respect to the rest of the actors on the market. In implementation of a decision taken by the Annual Conference of EcoEnergy of 2003, in October last the non-formal Network was registered as a non-profit association under the name Municipal Energy Efficiency Network EcoEnergy.
