<strong>Eco<strong>Energy</strong></strong> is established in 1997 at the<br />

initiative of 23 municipalities. In 1998<br />

another 3 municipalities joinåd the network.<br />

Since 2000 the number of members<br />

is 31. One year later the number<br />

of municipalities became 35 and the<br />

number of associations of municipalities<br />

- 4. In 2002 the number of members<br />

is 39 municipalities and 6 municipal<br />

associations. At present the network<br />

includes 54 municipalities and 6<br />

associations.<br />

The mission of the <strong>Network</strong> is to contribute for establishment of efficient energy use as an<br />

important component of the sustainable development policy of municipalities in Bulgaria.<br />

Its activity focuses on municipalities as important political and socio-economic subjects of<br />

transition in Bulgaria.<br />

Objectives, tasks and activities<br />

<strong>Eco<strong>Energy</strong></strong> has three major objectives:<br />

_____ Establishment of municipal policy for efficient use of energy<br />

resources as a major component of the sustainable development<br />

policy;<br />

_____ Diminishing of the burden of fuel and energy costs on municipal<br />

budgets;<br />

_____ Diminishing of fuel and energy costs of energy end-users in<br />

municipalities.<br />

In order to assist municipalities to overcome the barriers to energy<br />

efficiency, which ensue mainly from the weakness of the responsible<br />

institutions and the shortage of funding, knowledge, skills and information,<br />

<strong>Eco<strong>Energy</strong></strong> implements the following major tasks:<br />

_____ To render assistance to municipalities to identify the opportunities<br />

for energy conservation and to formulate municipal energy<br />

efficiency projects;<br />

_____ To assist the exchange of experience in the field of efficient<br />

energy management;<br />

_____ To contribute to institutional and human capacity building for<br />

development and management of energy efficiency programmes<br />

and projects in <strong>Network</strong> member-municipalities;<br />

_____ To contribute to the development of proposals for institutional<br />

and legislative measures for energy efficiency improvement in compliance<br />

with the needs and requirements of municipalities;<br />

_____ To assist unification of the efforts for influencing the state policy<br />

related to financing of municipal energy efficiency projects from<br />

specialized public funds;<br />

_____ To collect and disseminate information about achievements in<br />

the field of energy efficiency and innovative energy conservation<br />

technologies.<br />

<strong>Eco<strong>Energy</strong></strong> works for achievement of its objectives by implementing<br />

the following activities:<br />

_____ Exchange of information and experience on the opportunities<br />

for more efficient energy use in municipalities;<br />

_____ Expert technical and methodological assistance on initiation,<br />

working out, procurement of financing and implementation of energy<br />

efficiency projects;<br />

_____ Training and skills upgrading of local management and technical<br />

personnel in the field of energy planning and management ;<br />

_____ Implementation of international contacts with municipalities<br />

and sister-organizations in other countries and with financing institutions.<br />

The interaction among <strong>Network</strong> member-municipalities is performed<br />

with the help of the Secretariat.<br />

Development strategy<br />

One of the strategic objectives of <strong>Eco<strong>Energy</strong></strong> is to create conditions<br />

for self-financing of the Association upon completion of the project<br />

currently providing funding for its activities. To this end, a Business<br />

Plan for development of the <strong>Network</strong> was drafted in 1999. According<br />

to this plan, by registration of a non-formal association as a legal<br />

entity conditions will be created for:<br />

_____ Self-financing of <strong>Network</strong> activities based on future-oriented<br />

planning of revenue and costs in compliance with an approved<br />

development strategy;<br />

_____ Acquirement of its own material stock and intellectual property,<br />

necessary for implementation of the major functions of the association;<br />

_____ Broader public recognition of the <strong>Network</strong> in the country and<br />

abroad as a potential party under local and international energy efficiency<br />

programmes and projects.<br />

The Strategy for Development of <strong>Eco<strong>Energy</strong></strong> till 2010, approved by<br />

the First Annual Conference of the <strong>Network</strong>, held in December 1998,<br />

envisaged giving priority to medium-sized and small municipalities<br />

when recruiting new members. This ensues from the fact that larger<br />

municipalities, which usually have also the highest energy costs,<br />

possess also the greatest human and technical potential for energy<br />

efficiency improvement. Usually, there are technical universities,<br />

research and development centers and consultancy companies<br />

located on their area. Quite frequently there is also a significant concentration<br />

of international programmes and investments there. For<br />

these reasons, they need to a lesser extent additional methodological<br />

and technical assistance for design and procurement of financing<br />

for new demand-side energy efficiency projects. (Fig.1)<br />

In 2003 the number of member-municipalities was 54 and that of the<br />

associated members of the <strong>Network</strong> 6 or a total of 159 municipalities,<br />

accounting for 69% of the population of Bulgaria.<br />
