Emissions. <strong>Energy</strong> <strong>Efficiency</strong><br />

Demonstration Zone in the city of Gabrovo<br />

The project is financed by the Global<br />

Environment Facility through the UNDP. It<br />

aims at dissemination among Bulgarian<br />

municipalities of policies and practices that<br />

can assist them to overcome successfully<br />

the barriers to energy efficiency<br />

improvement and reduction of GHG<br />

emissions and other environmental<br />

polluters.<br />

The project comprises two major components:<br />

Local capacity building in Bulgarian<br />

municipalities in the field of energy<br />

efficiency;<br />

Supporting demonstration projects<br />

in typical energy end-user municipal sites.<br />

The Global Environment Facility (GEF) is a financing<br />

mechanism. It is structured as a thrust fund, operating<br />

in collaboration and partnership with its three<br />

executive agencies - the United Nations<br />

Development Programme (UNDP), the United<br />

Nations Environmental Programme (UNEP) and the<br />

World Bank, with the aim to achieve global environmental<br />

benefits.<br />

The activities incorporated in the first project<br />

component are its core. They comprise<br />

introduction of energy efficiency<br />

management in municipalities, training of<br />

local decision-makers and experts and<br />

introduction of financial tools and<br />

mechanisms for implementation of energy<br />

efficiency projects.<br />

The demonstrations under the second<br />

project component aim at supporting the<br />

development of local institutional and human<br />

capacity and consolidating its importance for<br />

and impact on the municipal policy. They<br />

comprise representative projects in the field<br />

of street lighting, district heating and<br />

buildings. The demonstration projects<br />

illustrate how the local institutions and the<br />

newly acquired knowledge and skills might<br />

be applied under real conditions.<br />

The activities under the two project<br />

components are concentrated in Gabrovo.<br />

This municipality acts as a specific<br />

laboratory in which different management<br />

and technical approaches and solutions are<br />

elaborated and tested. In fact, the impact of<br />

the project is spread among all the<br />

municipalities-members of the <strong>Municipal</strong><br />

<strong>Energy</strong> <strong>Efficiency</strong> <strong>Network</strong> <strong>Eco<strong>Energy</strong></strong> and<br />

in a number of cases even beyond its<br />

boundaries. The number of municipalities<br />

influenced by the experience of the <strong>Energy</strong><br />

<strong>Efficiency</strong> Demonstration Zone in the city of<br />

Gabrovo provides grounds to consider that<br />

the reforms in the field of sustainable<br />

management of natural resources are<br />

welcome throughout the country.<br />

The United Nations Development Programme<br />

(UNDP) is the UN global network for introducing<br />

change and facilitating the exchange of knowledge,<br />

experiences and resources among the states with<br />

the aim to help people build a better life. UNDP is<br />

present in 166 states and works jointly with them for<br />

resolution of global issues and the national problems<br />

they stumble upon. Until they deve-lop their own<br />

local capacity they may draw on the experience of<br />

UNDP and its numerous partners.<br />

UNDP/GEF support environmental projects in the<br />

field of biodiversity, climate change, international<br />

waters, depletion of the ozone layer in the atmosphere,<br />

durable organic polluters and soil erosion.<br />
