Bulgarian municipalities spend approximately 4-8% of their annual budgets for fuel<br />

and energy costs. Compared with the respective expenditure of municipalities in the<br />

developed European states the share of these costs is significantly higher. This is due<br />

to both the unsatisfactory state of repair of the buildings and in-house systems, and<br />

the obsolete and poorly maintained technical facilities and equipment. <strong>Municipal</strong><br />

decision-makers are constantly seeking for ways and means to alleviate the burden of<br />

energy costs. Some local authorities impose restrictions on energy consumption by<br />

switching off street lighting or keeping indoor temperatures in buildings below the<br />

minimum standards. Others orient themselves towards implementation of isolated<br />

measures or full-scale projects for energy efficiency improvement. These efforts of<br />

local authorities, however, stumble upon a number of regulatory, financial and<br />

technical barriers, which no municipality may overcome if acting in isolation.<br />

The mission<br />

In their attempt to unite their efforts and increase the effectiveness<br />

of their actions, in February 1997 23 Bulgarian municipalities<br />

founded a voluntary non-formal association under the name<br />

<strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong> <strong>Network</strong> <strong>Eco<strong>Energy</strong></strong>. There is no time<br />

limit for the existence of the <strong>Network</strong>. The Center for <strong>Energy</strong><br />

<strong>Efficiency</strong> EnEffect has been assigned the role of Secretariat of<br />

the Association. <strong>Eco<strong>Energy</strong></strong> is operating on the basis of<br />

Intermediate Rules of Procedure, Action Programme (1997-2002)<br />

and Plan of Work for the current year, approved by the General<br />

Assembly of the Association. The activities of the <strong>Network</strong> are coordinated<br />

by a Board of Directors, elected for a one-year term-ofoffice.<br />

The founding of the <strong>Network</strong> and its initial steps were supported<br />

by the U.S. Agency for International Development (USAID) in the<br />

framework of the project <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong> Initiative.<br />

Since May 1998 the activities are financed above all by the project<br />

"<strong>Energy</strong> <strong>Efficiency</strong> Strategy for Mitigation of GHG Emissions.<br />

<strong>Energy</strong> <strong>Efficiency</strong> Demonstration Zone in the city of Gabrovo,<br />

Republic of Bulgaria", funded by the Global Environmental<br />

Facility (GEF) through the United Nations Development<br />

Programme (UNDP). This project comes to end at the end of April<br />

2004.<br />

<strong>Eco<strong>Energy</strong></strong> - <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong> <strong>Network</strong> 3


<strong>Eco<strong>Energy</strong></strong> is established in 1997 at the<br />

initiative of 23 municipalities. In 1998<br />

another 3 municipalities joinåd the network.<br />

Since 2000 the number of members<br />

is 31. One year later the number<br />

of municipalities became 35 and the<br />

number of associations of municipalities<br />

- 4. In 2002 the number of members<br />

is 39 municipalities and 6 municipal<br />

associations. At present the network<br />

includes 54 municipalities and 6<br />

associations.<br />

The mission of the <strong>Network</strong> is to contribute for establishment of efficient energy use as an<br />

important component of the sustainable development policy of municipalities in Bulgaria.<br />

Its activity focuses on municipalities as important political and socio-economic subjects of<br />

transition in Bulgaria.<br />

Objectives, tasks and activities<br />

<strong>Eco<strong>Energy</strong></strong> has three major objectives:<br />

_____ Establishment of municipal policy for efficient use of energy<br />

resources as a major component of the sustainable development<br />

policy;<br />

_____ Diminishing of the burden of fuel and energy costs on municipal<br />

budgets;<br />

_____ Diminishing of fuel and energy costs of energy end-users in<br />

municipalities.<br />

In order to assist municipalities to overcome the barriers to energy<br />

efficiency, which ensue mainly from the weakness of the responsible<br />

institutions and the shortage of funding, knowledge, skills and information,<br />

<strong>Eco<strong>Energy</strong></strong> implements the following major tasks:<br />

_____ To render assistance to municipalities to identify the opportunities<br />

for energy conservation and to formulate municipal energy<br />

efficiency projects;<br />

_____ To assist the exchange of experience in the field of efficient<br />

energy management;<br />

_____ To contribute to institutional and human capacity building for<br />

development and management of energy efficiency programmes<br />

and projects in <strong>Network</strong> member-municipalities;<br />

_____ To contribute to the development of proposals for institutional<br />

and legislative measures for energy efficiency improvement in compliance<br />

with the needs and requirements of municipalities;<br />

_____ To assist unification of the efforts for influencing the state policy<br />

related to financing of municipal energy efficiency projects from<br />

specialized public funds;<br />

_____ To collect and disseminate information about achievements in<br />

the field of energy efficiency and innovative energy conservation<br />

technologies.<br />

<strong>Eco<strong>Energy</strong></strong> works for achievement of its objectives by implementing<br />

the following activities:<br />

_____ Exchange of information and experience on the opportunities<br />

for more efficient energy use in municipalities;<br />

_____ Expert technical and methodological assistance on initiation,<br />

working out, procurement of financing and implementation of energy<br />

efficiency projects;<br />

_____ Training and skills upgrading of local management and technical<br />

personnel in the field of energy planning and management ;<br />

_____ Implementation of international contacts with municipalities<br />

and sister-organizations in other countries and with financing institutions.<br />

The interaction among <strong>Network</strong> member-municipalities is performed<br />

with the help of the Secretariat.<br />

Development strategy<br />

One of the strategic objectives of <strong>Eco<strong>Energy</strong></strong> is to create conditions<br />

for self-financing of the Association upon completion of the project<br />

currently providing funding for its activities. To this end, a Business<br />

Plan for development of the <strong>Network</strong> was drafted in 1999. According<br />

to this plan, by registration of a non-formal association as a legal<br />

entity conditions will be created for:<br />

_____ Self-financing of <strong>Network</strong> activities based on future-oriented<br />

planning of revenue and costs in compliance with an approved<br />

development strategy;<br />

_____ Acquirement of its own material stock and intellectual property,<br />

necessary for implementation of the major functions of the association;<br />

_____ Broader public recognition of the <strong>Network</strong> in the country and<br />

abroad as a potential party under local and international energy efficiency<br />

programmes and projects.<br />

The Strategy for Development of <strong>Eco<strong>Energy</strong></strong> till 2010, approved by<br />

the First Annual Conference of the <strong>Network</strong>, held in December 1998,<br />

envisaged giving priority to medium-sized and small municipalities<br />

when recruiting new members. This ensues from the fact that larger<br />

municipalities, which usually have also the highest energy costs,<br />

possess also the greatest human and technical potential for energy<br />

efficiency improvement. Usually, there are technical universities,<br />

research and development centers and consultancy companies<br />

located on their area. Quite frequently there is also a significant concentration<br />

of international programmes and investments there. For<br />

these reasons, they need to a lesser extent additional methodological<br />

and technical assistance for design and procurement of financing<br />

for new demand-side energy efficiency projects. (Fig.1)<br />

In 2003 the number of member-municipalities was 54 and that of the<br />

associated members of the <strong>Network</strong> 6 or a total of 159 municipalities,<br />

accounting for 69% of the population of Bulgaria.<br />

The Strategy for Development of the <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong><br />

<strong>Network</strong> <strong>Eco<strong>Energy</strong></strong> envisages that is shall provide services on the<br />

basis of a differentiated price list for regular and associated members<br />

and non-member municipalities. The rates will be subject to periodical<br />

updating in compliance with the changes in the average salary rates in<br />

this country. (Fig.2)<br />

From the forecast estimates, laid down in the Strategy, it is evident<br />

that with the increase of the number of members the revenue from<br />

membership fee will grow and will reach an amount covering up to<br />

one third of the provisional expenditure of the <strong>Network</strong>, while the revenue<br />

from international programmes will gradually diminish and their<br />

coverage will drop from 100% of the total volume of expenditure<br />

(1998) to 25-30% (2010). It is further estimated that the volume of<br />

revenue from paid services and achieved savings from implemented<br />

energy efficiency projects will gradually increase. (Fig.3)<br />

Partners<br />

In Bulgaria there is an acute need of the services offered by<br />

<strong>Eco<strong>Energy</strong></strong>. <strong>Municipal</strong>ities are the major customers for these services.<br />

On the market for this kind of services there is some competition<br />

mainly with private companies and individual experts, who offer a<br />

limited range of technical services. There are opportunities for beneficial<br />

partnership with governmental institutions, private companies<br />

and NGOs in the provision of services. Because of insufficient<br />

understanding of the energy efficiency issues and scanty information,<br />

the market for energy efficiency services in municipalities in<br />

general is as yet underdeveloped and may be regarded as a potential<br />

one. The customers (municipalities) do not have sufficient<br />

amounts of free financial and human resources for implementation of<br />

large-scale initiatives for energy efficiency improvement. There is<br />

also poor awareness of the external (outside the state budget and<br />

municipal budgets) financial sources for funding energy efficiency<br />

projects, nor are they adequate to meet the demand.<br />

The main groups of actors on the energy efficiency market, who are<br />

of interest to <strong>Eco<strong>Energy</strong></strong>, are as follows:<br />

a) the major customers for the services offered by the <strong>Network</strong><br />

b) competitor organizations with a similar sphere of activity<br />

c) the partners of the <strong>Network</strong>.<br />

Important conditions for MEEN <strong>Eco<strong>Energy</strong></strong> to be successful on the<br />

market of services for municipalities are as follows:<br />

a) correct selection of services and activities implemented by the<br />

<strong>Network</strong><br />

b) optimum policy of the <strong>Network</strong> with respect to the rest of the<br />

actors on the market.<br />

In implementation of a decision taken by the Annual Conference of<br />

<strong>Eco<strong>Energy</strong></strong> of 2003, in October last the non-formal <strong>Network</strong> was registered<br />

as a non-profit association under the name <strong>Municipal</strong> <strong>Energy</strong><br />

<strong>Efficiency</strong> <strong>Network</strong> <strong>Eco<strong>Energy</strong></strong>.<br />

<strong>Energy</strong> information system<br />

The availability of reliable information about energy consumption in<br />

a given municipality is an indispensable condition for management<br />

of this process and for application of the municipal energy policy.<br />

Creation of an information database on energy consumption in<br />

<strong>Eco<strong>Energy</strong></strong> member-municipalities was launched in 1998. Initially, it<br />

was compiled on the basis of quarterly reports about the actual fuel<br />

and energy consumption by municipal sectors in material expression,<br />

which municipalities attach as annexes to their reports on<br />

implementation of municipal budgets. The analyses of the initially<br />

collected information revealed the shortcomings of the data in terms<br />

of reliability for the purposes for which it was collected. The existing<br />

differences between the supplied and actually consumed quantities<br />

of fuel and energy, and the consumed and paid up quantities, were<br />

recorded in different ways in the database of the different municipalities.<br />

This has provoked a change in the basic design of the database<br />

and since 2000 it is based on data about the energy consumption<br />

by individual municipal sites.<br />

Presently, the information system gradually aggregates the information<br />

at the following levels: sites, target groups, sectors and municipalities.<br />

Basic information, comprising their general physical and<br />

functional characteristics, is collected as a single act at the beginning.<br />

Data about the type, quantity and costs of the energy carriers<br />

are collected on a periodical basis - by quarters or annually.<br />

Although much more effort is needed for collection and processing<br />

The activities for attainment of the fist major objective of <strong>Eco<strong>Energy</strong></strong> are an important<br />

prerequisite for the implementation of the rest of its tasks. They are the closest related<br />

to the major mission of the association and the national policy for sustainable development<br />

and thus form the backbone of the overall work of the <strong>Network</strong> during the<br />

initial six years of its existence. Some of the most important outputs of these activities<br />

are the energy information system, the worked out model of municipal energy<br />

programme, the number of trained municipal experts, the pilot energy programs for<br />

two municipalities (Gabrovo and Stara Zagora) and the worked out municipal energy<br />

efficiency programmes in another 35 municipalities of the <strong>Network</strong>. These results<br />

created prerequisites for overcoming of some significant barriers to energy efficiency<br />

in municipalities.


of this information, it is more reliable and represents a sound basis<br />

for management of energy consumption. The work on data collection,<br />

entry and processing is performed by the municipalities. The<br />

aggregation and analysis of the data about the entire network is performed<br />

by the <strong>Eco<strong>Energy</strong></strong> Secretariat. The aggregations and comparisons<br />

are communicated to the municipalities and posted in the<br />

<strong>Network</strong>'s website. By the end of 2003 the database contained information<br />

about more than 2200 municipal sites in 39 municipalities<br />

and about their energy consumption since 1998 to date. The analysis<br />

of the information gives an opportunity to identify the energy conservation<br />

potential and to determine correctly the priority sites and<br />

actions to be taken by the respective municipality. The data is used<br />

in the design of municipal energy programmes and concrete energy<br />

efficiency projects, as well as for survey and management of<br />

energy consumption in municipalities.<br />

The <strong>Eco<strong>Energy</strong></strong> information system is unique in terms of contents. It<br />

is the first one of this kind in the country and the only one in Europe<br />

collecting and summarizing information for more than one municipality,<br />

thus providing an opportunity for comparison of energy consumption<br />

among municipalities by municipal sectors, by target<br />

groups or by individual sites of similar characteristics. The information<br />

system software is the subject of permanent development and<br />

enrichment through adding of new types of input reports and new<br />

opportunities for analysis of the information on energy consumption<br />

at the levels single site, target group, municipal sector and municipality.<br />

In addition to the database on energy consumption, a database is<br />

kept also on completed or ongoing energy efficiency projects in<br />

<strong>Network</strong> member-municipalities, which currently comprises data for<br />

more than 50 projects. The passports of municipalities and associations<br />

of municipalities are also permanently updated. They contain<br />

information about the geographic location and natural resources of<br />

the municipalities, their climatic characteristics and the state of the<br />

environment, about the building stock, the characteristics of the<br />

local economy, about the strategic programmes, energy supply and<br />

energy consumption, and about the local energy efficiency programmes<br />

and projects. The passports are published in the<br />

<strong>Eco<strong>Energy</strong></strong> website, A reference system about information sources<br />

on energy efficiency is also maintained. It offers and opportunity for<br />

thematic retrieval of information. By the end of 2003 the reference<br />

system comprised more than 4,600 entries of information documents,<br />

available at the library of EnEffect, the <strong>Network</strong>'s Secretariat.<br />

The Secretariat of <strong>Eco<strong>Energy</strong></strong> stores also topical data about energy<br />

efficient products and materials, as well as companies supplying<br />

such products or services in the field of energy efficiency.<br />

The energy information system about <strong>Eco<strong>Energy</strong></strong> member-municipalities fills up a significant gap in the information back-up of municipal<br />

activities. Thanks to the available information it is possible to identify priority projects and activities on the basis of the real energy efficiency<br />

potential and the opportunities for its realization. The information system on energy consumption is a reliable basis for implementation of<br />

integrated planning of energy resources in <strong>Eco<strong>Energy</strong></strong> member-municipalities. The increase of the quantity of information in the database,<br />

its regular updating on the part of the municipal energy efficiency officers and the identification of the most correct form of aggregation and<br />

analysis will offer ever better possibilities for monitoring and management of energy consumption.<br />

The other specialized databases facilitate the exchange of useful experience and information among the municipalities of the <strong>Network</strong>, as<br />

well as their business contacts with specialized subcontractors and suppliers.<br />

<strong>Energy</strong> <strong>Efficiency</strong> Programme of Gabrovo <strong>Municipal</strong>ity<br />

The <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong> Programme of Gabrovo <strong>Municipal</strong>ity proclaims the following major objectives: (a)<br />

improvement of the efficiency of use of energy resources with a view to guaranteeing conservation of energy resources<br />

and diminishing of budgetary costs; (b) reduction of energy consumption; (c) reduction of harmful impacts on the environment;<br />

(d) ensuring of a healthy environment through improvement of the micro-climate; (e) creation of prerequisites<br />

for financing of energy efficiency measures; and (f) promoting energy efficiency to one of the priorities of municipal<br />

activities.<br />

The information base of the Programme is ensured through permanent monitoring and recording of the actual energy<br />

costs by types of energy sources in material and monetary expression for every site of the respective target groups.<br />

The information for each site is aggregated and stored in the information system for monitoring of energy consumption<br />

of municipal sites.<br />

The target group approach to municipal energy planning has been selected with due account of the local circumstances<br />

with respect to the structure (independent structural units), organization of accounting of budgetary expenditure, organization<br />

of the investment activity, human resources and other factors. Under this approach, the process of working out<br />

of the Programme initially extended over all sectors and activities on the area of the municipality and gradually, after<br />

auditing and analysis of the available information, several priority target groups were selected.<br />

The following system of indicators, to be used for assessment of the demand-side energy efficiency, has been defined:<br />

energy consumption, opportunity for the municipality to influence energy consumption by target groups, and preparedness<br />

and willingness of the representatives of the different target groups to participate in the energy conservation<br />

process.<br />

On the basis of the summary reports and the results from the performed assessment by target groups the following pri-<br />

ority target groups have been identified: street lighting, administrative buildings (the local authority's office building),<br />

schools, kindergartens, museums and galleries, and creches<br />

For attainment of the Programme objectives the following priority activities were proposed: (a) with respect to street<br />

lighting: implementation of a demonstration project for energy efficiency reconstruction of the street lighting system; (b)<br />

with respect to the administrative building of the municipality: reconstruction of the in-house space heating system; (c)<br />

in school buildings: weather-stripping of the joinery, replacement of broken or missing glazing, replacement of the luminaries<br />

by new, energy efficient ones, introduction of automatic control in the DH substations; (d) in kindergartens:<br />

replacement of the water heating boilers by individual electric boilers.<br />

The sources of funding for implementation of the <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong> Programme were the municipal budget,<br />

bank loans, international programmes and donations. Organization of the activities for implementation of the Programme<br />

was set in place and comprises as follows: collection of information about energy consumption by individual sites within<br />

the target groups; analysis of the collected information; identification of the sites; energy audit of the sites; identification<br />

of the energy conservation measures; working out of a plan of action, design and co-ordination of the project; conducting<br />

of a tender and selection of contractor; project implementation and investor's control on the implementation process;<br />

acceptance of the finished work and commissioning of the site; reporting of the achieved results.<br />

Model of municipal energy programme<br />

In 1999 EnEffect developed the first model of a municipal energy<br />

efficiency programme. Numerous publications and methodological<br />

guides were studied for that purpose and the expertise of foreign<br />

and local consultants was used as well. The model uses a systematic<br />

methodological approach by target groups, which determines<br />

the priorities on the basis of a study of the energy conservation<br />

potential by end-user groups having a comparative model of energy<br />

consumption. The model is applied in co-ordination with the use of<br />

technical, organizational, behavioral and regulatory measures for<br />

energy efficiency improvement. Using this model, in the period<br />

1999-2000 EnEffect and specialists from Gabrovo and Stara Zagora<br />

designed pilot energy programmes for these two municipalities. The<br />

model and the pilot draft programmes were subjected to a profound<br />

discussion with the participation of the municipalities from the<br />

<strong>Network</strong>.<br />

<strong>Energy</strong> <strong>Efficiency</strong> Programme of Srara Zagora <strong>Municipal</strong>ity<br />

The <strong>Energy</strong> <strong>Efficiency</strong> Programme builds on the priorities for improvement of the energy efficiency on the area of the<br />

municipality, declared by the municipal leadership. Transformation of Stara Zagora <strong>Municipal</strong>ity into a modern energy<br />

municipality, complying with the new challenges of our times, can be achieved through realization of the following<br />

general objectives: (a) optimization of energy consumption; (b) reduction of harmful emissions through the use<br />

of energy carriers whose generation, transportation and end-use leads to diminishing of the concentration of pollutants<br />

in the atmosphere, the soil and waters; and (c) introduction of innovative systems and technologies for energy<br />

generation.<br />

Realization of these objectives will bring about increased comfort of habitation and improved conditions of work. The<br />

priorities set in the <strong>Energy</strong> <strong>Efficiency</strong> Programme are as follows: (a) improvement of the energy behaviour of municipal<br />

sites and optimization of their energy consumption through the application of energy efficiency measures; (b) procurement<br />

of alternative energy sources for use by the inhabitants of Stara Zagora <strong>Municipal</strong>ity; and (c) reduction of harmful<br />

emissions.<br />

The target groups covered by the Programme are schools and kindergartens, creches, and street lighting. Schools have<br />

been identified to be the sites with the greatest energy consumption. The main reason for this is the large number of<br />

occupants - about 700 on the average. Completion of the construction of gas supply connections to all the sites and<br />

their equipment with new combustion systems and boilers is viewed as the first step towards improvement of the energy<br />

efficiency performance of school buildings. Upgrading of street lighting through replacement of the currently existing<br />

lighting fixtures by energy efficient ones will result in optimization of the energy consumption in this target group.<br />

Another way for influencing energy consumption in the municipal sector is to install solar collectors for domestic hot<br />

water production at some municipal sites, where domestic hot water is used the-year-round.<br />

A system for control on consumption reading will be established.This system will provide a realistic idea about the energy<br />

consumption by the sites. The application of the <strong>Energy</strong> <strong>Efficiency</strong> Programme is expected to produce 10% sustainable<br />

reduction of the energy costs of the municipality by the end of the period. The second estimated effect from<br />

the application of the energy efficiency strategy is reduction of harmful emissions. The shift to natural gas will lead to<br />

reduction of harmful emissions by about 50%. Improvement of the environmental situation is an estimated effect from<br />

the introduction of broader use of RES.<br />

The economic effect, envisaged in the strategy, is the result of reduction of energy consumption. The achieved savings<br />

will give the municipality an opportunity to realize further measures for energy efficiency improvement as well as to<br />

cover other imminent costs. The payback on investments should not exceed five years.<br />

By ensuring cost savings thanks to the energy savings, the municipality will be able to raise the level of municipal services.<br />

Making available energy from alternative energy sources (natural gas, cheap heat from co-generation facilities,<br />

energy from renewable energy sources, etc.) it will improve the living standard of the population.<br />

The model for design of municipal energy efficiency programmes reflects the current needs of municipalities to reduce their budgetary<br />

expenditures by offering a method for screening of the available capacities and selection of the most cost-effective priorities. Together with<br />

the pilot programmes and the Guide on <strong>Energy</strong> Planning the model is serving as a methodological basis for the training on municipal<br />

energy planning and management and for the design of energy efficiency programmes in the municipalities of the <strong>Network</strong>. The model of<br />

municipal energy programme is a dynamic one and is subject to permanent updating and upgrading.<br />

Specialized training on energy planning<br />

A training program on municipal energy planning has been worked<br />

out and broadly used for conducting of training courses for local<br />

experts. The training is conducted by EnEffect and by mid-2003 a<br />

total of 101 representatives from 39 <strong>Network</strong> member-municipalities<br />

have participated. Every municipality has proposed for participation<br />

teams of three specialists, usually composed of the municipal energy<br />

efficiency officer, who is typically an employee from the technical<br />

departments of the local administration, and two others, most frequently<br />

representatives of the top management and financial<br />

departments.<br />

An ever-growing number of Bulgarian municipalities declare their<br />

interest in the training activity. In response to specific requests, specialized<br />

seminars for municipal decisions makers have been conducted<br />

additionally in certain municipalities, while in others shortterm<br />

training on specific themes has been organized. Seminars on<br />

municipal energy planning and management have been conducted<br />

also for representatives of municipalities from the regional associations<br />

of municipalities, which are associated members of the<br />

<strong>Network</strong>, in compliance with the approved programmes for joint<br />

actions between <strong>Eco<strong>Energy</strong></strong> and these associations.<br />

The success of the human capacity building for Bulgarian municipalities<br />

triggered the initiation of training of specialists from other<br />

countries of Southeast Europe. Simultaneously with the training on<br />

energy planning, courses on project design and business planning<br />

were conducted in Serbia and Moldova. Eleven real projects were<br />

developed alone in Serbia, some of which are already being implemented<br />

with credits lent by local banks. Interest in such courses has<br />

been expressed by other countries of the region as well.<br />

As a result of the training on energy planning and management, units of specialists, which not only lobby in favor of energy efficiency, but<br />

also really contribute to the establishment of a municipal policy for efficient use of resources, have been set up at the municipal<br />

administrations. The training courses promoted the development of contacts among the representatives of municipalities from the <strong>Network</strong>,<br />

which contributed to its establishment as a real tool for active exchange of experience and ideas.<br />

<strong>Municipal</strong> energy efficiency programmes<br />

The model of municipal energy efficiency programme was fundamental<br />

for the conducted training on municipal energy planning and management.<br />

A total of thirty seven municipalities have worked out draft<br />

_____ Strengthening of the role of the municipality as a regulator of<br />

and investor in energy efficiency activities;<br />

_____ Strengthening of the role of the municipality as motivator and<br />

of its impact on municipal and other energy consumers on the area<br />

of the municipality.<br />

Most frequently, the energy efficiency programmes are oriented<br />

towards the following target groups: schools, kindergartens, street<br />

lighting systems, administrative buildings, buildings of social care<br />

departments. On the basis of analysis of the data for energy consumption<br />

in the database, several sites, possessing the highest<br />

energy efficiency potential, are selected for immediate action.<br />

The tools of impact, which are proposed for application in the priority<br />

sites, are technical and organizational measures, which usually<br />

comprise the following:<br />

_____ <strong>Energy</strong> audits and expert assessments of buildings;<br />

_____ Repair and weather-stripping of doors and windows;<br />

_____ Thermal insulation of roof and floor slabs;<br />

municipal energy efficiency programmes in the course of the five training<br />

courses conducted so far. The concrete work with the municipalities<br />

was a good basis for upgrading of the model and its better adaptation<br />

to the actual needs of the municipalities under the specific<br />

macro-economic conditions. The <strong>Municipal</strong> Councils of seven municipalities<br />

(Gorna Oryahovitsa, Vidin, city of Dobrich, Levski, Omurtag,<br />

Sliven and Haskovo) have approved the worked out programmes. In<br />

another eighteen municipalities the municipal programmes are implemented<br />

with success, although not formally approved by the <strong>Municipal</strong><br />

Councils.<br />

At the Fourth Annual Conference of <strong>Eco<strong>Energy</strong></strong>, held in April 2002 in<br />

Gabrovo, a separate session was devoted to the municipal energy<br />

efficiency programs. The session dealt with the methodology, experience<br />

and results from the municipal energy planning. Five municipalities<br />

presented their municipal energy efficiency programmes<br />

and the intermediate results of their implementation.<br />

Most frequently, the energy efficiency programmes in <strong>Eco<strong>Energy</strong></strong><br />

member-municipalities contain the following major objectives:<br />

_____ Reduction of the quantity of consumed energy and the related<br />

energy costs;<br />

_____ Improvement of the quality of energy services;<br />

_____ Reduction of harmful emissions in the atmosphere.<br />

For realization of these objectives the programmes envisage the<br />

implementation of different tasks, the most frequently encountered<br />

ones among them being as follows:<br />

_____ Pipeline insulation;<br />

_____ Installation of devices for control and regulation of space<br />

heating;<br />

_____ Replacement of space heating boilers;<br />

_____ Optimization of combustion processes;<br />

_____ Improvement of indoor lighting;<br />

_____ Replacement of the existing non-efficient luminaries by energy<br />

saving ones;<br />

_____ Upgrading and automation of the systems for control of street<br />

lighting;<br />

_____ Installation of two-tariff electric meters and dials for reading<br />

night-tariff electricity consumption;<br />

_____ Working out of guidelines for operation and maintenance of<br />

space heating systems and ensuring their application;<br />

_____ Introduction of energy accounting in the individual municipal<br />

sites.<br />

The estimated effects after implementation of the programme are<br />

energy savings in material and monetary expression, environmental<br />

effects and additional benefits.<br />

<strong>Energy</strong> <strong>Efficiency</strong> Programme of Vidin <strong>Municipal</strong>ity<br />

The Programme of Vidin <strong>Municipal</strong>ity, which was worked out in the course of the fourth training course in the period<br />

March-July 2002 and was approved by the <strong>Municipal</strong> Council by virtue of Decision No. 214 and Protocol No.13 of 28<br />

The implementation of the energy conservation measures in the selected sites from the target groups will produce<br />

significant environmental effect. Expressed in aggregate emissions of GHGs in CO2equivalent, the reduction will<br />

amount to 1 182 t/year. The general payback of investments (3.6 years) defines the Programme as cost-effective.<br />

The Programme will be financed with equity funds of the municipality, loan money and contributions from other<br />

sources.<br />

The additional effects in the individual target groups are as follows:<br />

(a) The implementation of the Programme in the child care and educational establishments will improve the comfort<br />

of habitation, diminish the sickness rate, increase the technical skills of the operating personnel and improve the operating<br />

conditions in the sites.<br />

(b) The implementation of the Programme in target group "Street lighting" will lead to higher traffic safety for pedestrians<br />

and vehicles, reduction of the rate of criminal assaults and improvement of the comfort of living in Vidin<br />

<strong>Municipal</strong>ity.<br />

The municipal energy efficiency programmes designed in the course of training find real application in the practice and corroborate the<br />

efficiency of the worked out model. The implementation of the programmes leads to concrete and measurable results in terms of management<br />

of energy consumption in municipalities and to actual improvement of energy efficiency. The thus started process of application of a<br />

targeted municipal energy efficiency policy enhances public interest and raises the awareness of new municipalities to the benefits of<br />

energy planning.<br />

As a result of the activities for<br />

realization of this objective of<br />

<strong>Eco<strong>Energy</strong></strong>, municipalities gain direct<br />

economic benefits. The main efforts<br />

are oriented towards implementation<br />

of concrete projects for improvement<br />

of the energy efficiency of municipal<br />

sites. This is the shortest road to<br />

diminishing of budgetary expenditure<br />

for energy. Since municipalities<br />

encounter numerous barriers of<br />

regulatory, technical, organizational<br />

and other nature in the process of<br />

preparation and implementation of<br />

projects, the activity of the <strong>Network</strong> is<br />

focused on actions through which<br />

conditions are created for their lasting<br />

or permanent overcoming. The main<br />

results in the realization of this<br />

objective of the <strong>Network</strong> are<br />

manifested in the developed and fully<br />

of partially implemented energy<br />

efficiency projects and the training<br />

and technical assistance rendered to<br />

municipalities.<br />

Demonstration projects in municipal sites<br />

The <strong>Energy</strong> <strong>Efficiency</strong> Demonstration Zone in Gabrovo made available<br />

a platform for implementation of energy efficiency projects in all<br />

major types of municipal sites - buildings, street lighting systems<br />

and district heating. The results from these projects are disseminated<br />

among and used by the rest of the <strong>Network</strong> member-municipalities.<br />

The demonstration project in the Gabrovo hospital was followed<br />

by similar projects in Stara Zagora, Varna and Gorna Oryahovitsa.<br />

The street lighting project was replicated in Stara Zagora, Rousse,<br />

Sliven. Pazardjik, Pernik, Blagoevgrad, Varna, Svishtov, Yambol.<br />

Bourgas, Kardjali, Gorna Oryahovitsa, Veliko Tirnovo, Vidin, Dobrich<br />

and other municipalities. The demonstration projects are quoted as<br />

practical examples in the course of training of municipal experts.<br />

The demonstration projects in Gabrovo confirmed the availability of considerable opportunities for improvement of the energy efficiency<br />

in municipal sites and the favorable technical and economic indicators of the majority of the projects. They contributed for<br />

enhancement of public awareness about the benefits from improved energy efficiency and encouraged many municipalities to develop<br />

their own projects.<br />

Projects in <strong>Eco<strong>Energy</strong></strong> member-municipalities<br />

Projects in municipal sites have been initiated in the rest of the<br />

<strong>Eco<strong>Energy</strong></strong> member-municipalities. Some of these projects have<br />

already been implemented and others are still underway. They<br />

have helped achieve real energy and costs savings. One of the<br />

important sources of projects is the training on business planning,<br />

in the course of which concrete projects for municipal<br />

sites proposed by the course participants are designed. In this<br />

way a total of 38 projects have been worked out by 38 municipalities.<br />

Outside the training format, municipalities initiate other projects as<br />

well, some of which are funded through international programs.<br />

Many of these projects get technical assistance by the <strong>Network</strong><br />

Secretariat for their formulation and development. Particularly stimulating<br />

are the ever more frequent cases of projects developed and<br />

financed by the municipalities themselves.<br />

The achieved real energy and costs savings through successfully implemented projects have encouraged decision-makers in municipalities<br />

to seek for opportunities to launch new projects, in which local authorities ever more willingly invest equity funds. The interest in<br />

demonstrations is already conceding to interest in energy efficiency investments.<br />

There is also a growing awareness of the additional benefits from the energy efficiency projects. Reduction of GHG emissions,<br />

improvement of the operating conditions in municipal sites, attainment of the enforced standards for space heating and indoor lighting in<br />

buildings and public lighting are already laid down among the priority objectives of municipal energy programmes.<br />

Competitions among <strong>Network</strong><br />

member-municipalities<br />

The objective of the organized competitions among municipalities<br />

is, on one hand, to stimulate initiation of municipal energy efficiency<br />

projects, and on the other hand to popularize the achievements in<br />

the field of energy efficiency and to disseminate information about<br />

good practices in municipalities. Two competitions, related to the<br />

implementation of energy efficiency projects, were conducted in the<br />

period 2002-2003.<br />

The first competition was launched in the beginning of 2002. The<br />

subject was a conceptual idea for an energy efficiency project. The<br />

three best proposals obtained free technical assistance for feasibility<br />

study and elaboration of a business plan, as well as support for<br />

the presentation of the projects to Bulgarian and foreign financing<br />

institutions. The winners were Haskovo <strong>Municipal</strong>ity (<strong>Energy</strong><br />

<strong>Efficiency</strong> in Three Schools), Gotse Delchev <strong>Municipal</strong>ity<br />

(Reconstruction of Ivan Skenderov Multi-profile Hospital for Active<br />

Treatment) and Simitly <strong>Municipal</strong>ity (System for Combined Heat and<br />

Power Generation for a Complex of <strong>Municipal</strong> Buildings).<br />

Packages of energy conservation measures were defined and business<br />

plans were worked out on the basis of the results from the energy<br />

audits of the sites. Investor from The Netherlands was attracted<br />

for the project in Gotse Delchev. The Haskovo project was proposed<br />

as a pilot project for Joint Implementation with an investor from<br />

Japan. All the three projects studied the opportunities for the use of<br />

RES: biomass (Gotse Delchev and Haskovo), geothermal energy<br />

(Simitly) and solar energy (Simitly). The project in Simitly was worked<br />

out in two versions - a conventional one and one with the use of RES<br />

(geothermal energy). These projects were presented at the Fifth<br />

Annual Conference of <strong>Eco<strong>Energy</strong></strong> in April 2003.<br />

At the beginning of 2003 the Secretariat of <strong>Eco<strong>Energy</strong></strong> launched a<br />

new competition on the theme Good Practices for <strong>Energy</strong> <strong>Efficiency</strong><br />

Improvement. The subject of the competition was the best completed<br />

project or project in the process of implementation with intermediate<br />

results achieved in the period 2000 - 2002. The candidates<br />

competed in two thematic groups - "<strong>Energy</strong> <strong>Efficiency</strong> in Street<br />

Lighting Systems" and "<strong>Energy</strong> <strong>Efficiency</strong> in Buildings". A total of 17<br />

projects from 14 municipalities were submitted.<br />

Projects from Blagoevgrad, Veliko Tirnovo, Gabrovo, Gorna<br />

Oryahovitsa, Kazanlik, and two projects each from Lovech,<br />

Pazardjik, Pernik, Svishtov and Trojan participated under the thematic<br />

group "<strong>Energy</strong> <strong>Efficiency</strong> in Street Lighting Systems". In the<br />

competition under thematic group "<strong>Energy</strong> <strong>Efficiency</strong> in Buildings"<br />

participated projects from Belogradchik, Gabrovo, Lovech,<br />

Sevlievo, Silistra and Targovishte.<br />

An expert commission ranked the presented projects according to a<br />

set of indicators. On the basis of the evaluations in the two thematic<br />

groups the following winners were nominated:<br />

Street lighting in Gabrovo; (2) Street lighting in the Mayoralties of<br />

Pernik <strong>Municipal</strong>ity; (3) Street lighting in Pazardjik.<br />

In thematic group "<strong>Energy</strong> <strong>Efficiency</strong> in Buildings": (1) Improvement<br />

of the efficiency of space heating in the Retirement Home for Old<br />

People in the city of Silistra; (2) <strong>Energy</strong> efficiency project in<br />

Targovishte <strong>Municipal</strong>ity; and (3) <strong>Energy</strong> efficiency project for the<br />

administrative building of Gabrovo <strong>Municipal</strong>ity.<br />

At the end of 2003 a new competition was launched within<br />

<strong>Eco<strong>Energy</strong></strong> - for the best municipal energy efficiency programme.<br />

The training on how to develop projects and business plans helped fill in a significant gap in the capacity level of technical specialists in<br />

municipalities. Teams of well-trained specialists, who are able to identify new projects and to manage the process of their development and<br />

implementation, were created in the <strong>Network</strong> member-municipalities. A principally new attitude towards the projects and the modalities of<br />

their financing was created, adequate to the market conditions and the increasing competition with respect to attraction of investments in<br />

municipalities.<br />

The competitions have established themselves as an effective tool for popularization of the lessons learned from the projects implemented<br />

in the municipalities and for initiation of new energy efficiency projects.<br />

Training and technical assistance<br />

The specialized training program for municipal experts offers an<br />

introduction to the process of identification, development and implementation<br />

of investment projects for energy efficiency improvement.<br />

It comprises review of the principles of energy auditing of the energy<br />

end-use sites and of development of business plans for project<br />

funding. The same as the training on energy planning, this training<br />

modality is based on interactive methodology, therefore real projects<br />

are drafted in the course of the training process. Course participants<br />

are being trained how to perform the specific tasks facing municipal<br />

administrations.<br />

Thanks to additional financing from the UN Economic Commission<br />

for Europe (UNECE) and the US Agency for International<br />

Development (USAID) specialized training on Performance<br />

Contracting was conducted for the municipalities of Blagoevgrad,<br />

Bourgas and Pernik, which have been declared energy efficiency<br />

demonstration zones. Representatives from other municipalities from<br />

the <strong>Network</strong> also took part in this training.<br />

Parallel with the training of local specialists, the <strong>Network</strong> offers<br />

through EnEffect also consultancy and technical assistance on project<br />

identification and development. Such assistance has been provided<br />

to the municipalities of Pernik, Pazardjik, Gorna Oryahovitsa,<br />

Rousse, Varna, Stamboliyski, Bourgas, Haskovo, Gotse Delchev,<br />

Veliko Tirnovo, Plovdiv, etc.The activity in this direction is expanding.<br />

In the city of Dobrich, at the initiative of and with the financial support<br />

from the municipal leadership training was provided for the<br />

technical personnel on how to conduct energy assessment and<br />

energy audits in municipal sites, in which, besides municipal officials,<br />

took part also headmasters of schools and kindergartens. The<br />

idea of the municipal leadership was to set up several teams of<br />

trained specialists, who would perform walk-through audits of a<br />

maximum number of municipal sites to collect the necessary input<br />

information for performing energy assessments and formulation of<br />

energy conservation measures.<br />

A specialized software of the Norwegian company ENSI<br />

International was used in the training on energy auditing and business<br />

planning for experts from the <strong>Network</strong> member-municipalities.<br />

The company has provided also technical assistance through lecturers<br />

on this subject. As a result of the collaboration established in<br />

the course of the project, EnEffect took part in the development of<br />

an updated Bulgarian version of the software. In a joint effort with the<br />

University on Architecture, Civil Engineering and Geodesy and with<br />

funding provided by Norway, a training course on the application of<br />

this software was conducted for municipal energy efficiency officers<br />

and specialists from the municipalities. The graduates were awarded<br />

official certificates issued jointly by the University on Architecture,<br />

Civil Engineering and Geodesy, ENSI and EnEffect.<br />

The <strong>Network</strong> Secretariat - EnEffect - has begun to get established as a consultancy and information centre, which renders reliable information and<br />

technical assistance to the member-municipalities on a permanent basis. This assistance is particularly indispensable under the conditions of the<br />

emerging, however still chaotic market for services, products and materials for energy efficiency improvement.<br />

The activities of <strong>Eco<strong>Energy</strong></strong> aimed at<br />

diminishing of the energy costs of energy<br />

end-users are in their initial phase as yet.<br />

<strong>Municipal</strong> leaderships are fully aware that<br />

the political importance of this objective<br />

does not concede in terms of significance<br />

to the direct economic benefits of the<br />

municipality from the projects in municipal<br />

sites. For this reason local authorities are<br />

ever more frequently orienting themselves<br />

to projects and activities aimed to assist the<br />

population and local businesses to save<br />

energy. The main results in this direction are<br />

popularized through the publications and<br />

other means of dissemination of information<br />

on the issues of energy efficiency, the<br />

experimental application of incentives for<br />

improved energy efficiency and the<br />

implemented concrete projects in energy<br />

end-user sites.<br />

Publications<br />

Dissemination of practical information about achievement in the field<br />

of energy efficiency in Bulgaria and abroad was the first step<br />

towards formation of a positive attitude to saving of resources in<br />

<strong>Network</strong> member-municipalities. To this end a specialized quarterly<br />

magazine is published and a website of the <strong>Network</strong> is maintained<br />

in Internet. EnEffect collects and disseminates information about the<br />

energy efficiency projects initiated and implemented in the municipalities<br />

from the <strong>Network</strong>. The results from the Gabrovo projects are<br />

published in a separate series, which is disseminated among<br />

Bulgarian municipalities, state institutions and public organizations<br />

in the country. Translated in English, this series will be made available<br />

to municipalities and organizations from Southeast Europe,<br />

which participate in the Regional <strong>Network</strong> for Efficient Use of <strong>Energy</strong><br />

and Water Resources (RENEUER), as well as to financial and donor<br />

institutions.<br />

A library of specialized Bulgarian and foreign publications and a<br />

computerized reference system about its contents are maintained.<br />

The <strong>Network</strong>'s publications are broadly accessible to all those interested.<br />

Underway is development of an Information Clearinghouse<br />

for promotion of partnerships in municipalities, through which municipalities<br />

will be able to obtain ample information from Bulgaria and<br />

abroad.<br />

The dissemination of information has contributed to gaining broad public support for the activities of municipalities in favour of energy<br />

efficiency improvement. <strong>Energy</strong> end-users have been encouraged to undertake such actions by themselves.<br />

Dissemination of adequately designed information among school pupils and children (projects for schools and kindergartens) has proven to<br />

be particularly useful. It helps shape a new attitude of the young generation towards the issues of environmental protection and rational use<br />

of resources. In this way the effects from the activity gain a long-tern and multi-facet nature.<br />

Information campaigns<br />

The events organized by representatives of the <strong>Network</strong> membermunicipalities<br />

are an effective tool for dissemination of information<br />

and exchange of knowledge and experience in the field of efficient<br />

energy use. The annual conferences of <strong>Eco<strong>Energy</strong></strong> are widely open<br />

for participation of stakeholder institutions, municipalities (including<br />

non-member municipalities), NGOs, companies and individuals.<br />

Thematic seminars and information campaigns related to specific<br />

projects are yet other forms of contacts with energy endusers.<br />

Examples of success in this respect are the campaigns,<br />

seminars and meetings with residents and pupils, implemented in<br />

the framework of the demonstration projects in the school building<br />

and the apartment block in the city of Gabrovo and the project for<br />

partial reconstruction of the district heating system in the city of<br />

Pleven.<br />

In Gabrovo, the campaign focused on two sites - the residential<br />

building and the school. In the residential building the focus was on<br />

the benefits from introduction of thermostatic valves at end-users. In<br />

the school the emphasis was laid on the benefit from the application<br />

of energy efficiency measures and on the change of pupils' attitude<br />

towards energy and energy-related issues. The benefits from efficient<br />

energy use were presented in a simple and understandable<br />

language and appropriate format. Meetings of experts from EnEffect<br />

and the Gabrovo Technical University with pupils and teaching staff<br />

were held. Folders, describing the measures to be implemented in<br />

the two buildings and the benefits from them were disseminated<br />

among the pupils and the occupants of the apartment block. The<br />

celebrations on the occasion of the 20th Anniversary of the school in<br />

Gabrovo were accompanied by an exhibition demonstrating the<br />

results from the implementation of the demonstration projects in the<br />

city. In the course of the campaign in the city of Pleven information<br />

was disseminated about the opportunities for energy conservation<br />

and the financial benefits from it. Folders with practical advice and<br />

advertisement posters were printed, demonstration stalls were set<br />

up, a special telephone post for customer information was opened,<br />

press-conferences were held, etc. An information centre for natural<br />

gas end-users was set up in the framework of the demonstration<br />

project in the city of Botevgrad.<br />

The Horizont Program of the Bulgarian National Broadcasting<br />

Company emitted in May and June 2003 six emissions, presenting<br />

the <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong> <strong>Network</strong> and its objectives and<br />

tasks and the achieved results for the period since its founding in<br />

1997 to date. Comments were made on the projects implemented in<br />

<strong>Eco<strong>Energy</strong></strong> member-municipalities and the modalities and sources<br />

of financing of energy efficiency projects. Production of a video-film<br />

about the project and <strong>Eco<strong>Energy</strong></strong> is currently in process. Its first<br />

night will take place during the Annual Conference of the <strong>Network</strong>,<br />

scheduled for April 2004.<br />

The targeted information campaigns among selected groups of the broad public are an effective tool for raising public awareness and<br />

knowledge and for gradual modeling of energy end-users' behaviour. When well prepared and correctly focused, these campaigns may<br />

achieve significant results despite the limitations imposed by the shortage of funding.<br />

Incentives for energy saving<br />

Projects, which introduce incentives for energy conservation, are<br />

welcome with great interest. For instance, a program for motivation<br />

of subscribers to the local district heating company to purchase and<br />

install thermostatic valves (TRVs) on the radiators in their flats was<br />

implemented in Gabrovo. Every household, which had purchased a<br />

TRV for its own account, obtained a second one for free. Further 204<br />

TRVs were distributed for free among low-income customers.<br />

Danfoss, the supplier of the TRVs, provided a User Guide for all subscribers,<br />

who had obtained TRVs free of charge. Thanks to this initiative,<br />

Gabrovo became the first municipality in Bulgaria in which<br />

heat accounting was introduced for all subscribers of the district<br />

heating system. The campaign was broadly reflected in the local<br />

press and on the local broadcasting stations and enjoyed wide popularity<br />

among the local inhabitants.<br />

The experimental application of incentives for energy conservation in residential and public buildings in the municipality demonstrated that it<br />

is one of the most effective tools for change of public attitude with respect to energy consumption. The incentives are welcome with great<br />

interest by energy end-users and have a real impact on their behaviour.<br />

Projects at end-user sites<br />

Parallel with the projects for reduction of energy consumption at<br />

municipal sites, municipalities orient themselves ever more often<br />

towards implementation of projects of this kind in other end-user<br />

sites on their area. Most often these are residential buildings,<br />

industrial buildings and district heating systems. Such projects<br />

have been implemented in several municipalities of the <strong>Network</strong>.<br />

The most typical among them are the projects in Gabrovo, Pleven<br />

and Botevgrad. The demonstration project in Gabrovo comprised<br />

a large panel apartment block, an industrial building and all DH<br />

substations in the city. In Pleven the project comprised five typical<br />

large panel residential buildings, a combined child care establishment,<br />

a viticulture vocational high school and a hostel to it, and an<br />

art gallery. The project in Botevgrad focused on introduction of gas<br />

supply for the residential sector. It comprised construction of a gas<br />

distribution network, founding of a gas distribution company, and<br />

connection of natural gas subscribers from the business and residential<br />

sectors. The project in Pleven was implemented in the<br />

framework of The Netherlands Program for Co-operation with the<br />

countries of Central and Eastern Europe (PSO) and was funded by<br />

the Dutch Ministry of Economic Affairs through the state agency<br />

SENTER (SENTER Internationaal), while that in Botevgrad was<br />

financed by The Netherlands Government also through the SEN-<br />

TER Stage Agency.<br />

The energy efficiency projects in residential buildings and in the district heating systems demonstrate that they can bring about dual<br />

benefits. They offer direct economic benefits for energy end-users and stimulating environmental benefits for municipalities. These projects<br />

may be implemented as component parts of targeted social assistance programs for low-income strata of the population.<br />

The projects in the residential sector feature broad public significance and impact. They affect very wide circles of the population and<br />

contribute to a high extent for the shaping of new public attitudes and behaviour<br />

Organizational consolidation of the <strong>Network</strong><br />

International co-operation<br />

The <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong> <strong>Network</strong> <strong>Eco<strong>Energy</strong></strong> is a tool for public contacts with<br />

and impact on the central and local authorities in this field of activity. Therefore,<br />

collaboration of the <strong>Network</strong> with local authorities and the Government is its permanent<br />

strategic task. In order to be able to realize its mission <strong>Eco<strong>Energy</strong></strong> co-operates<br />

with a wide range of partners. These comprise, among others, private companies,<br />

NGOs and individuals. In this respect, interaction with the National Association of<br />

<strong>Municipal</strong>ities in the Republic of Bulgaria is a matter of particular importance. The<br />

most significant result of the collaboration of the <strong>Network</strong> with the authorities and with<br />

its partners so far is the launching of joint initiatives with governmental bodies, NGOs<br />

and other organizations for upgrading of the regulatory framework concerning energy<br />

efficiency. In order to be able to achieve these results <strong>Eco<strong>Energy</strong></strong> is constantly<br />

developing and strengthening its internal organizational structure.<br />

Joint actions with the authorities<br />

and partners<br />

The initiatives implemented by the <strong>Network</strong> in a joint action with the<br />

authorities and with its partners are an important direction of<br />

<strong>Eco<strong>Energy</strong></strong>'s activity. Most often they are directed towards overcoming<br />

of the existing barriers to energy efficiency projects in municipalities,<br />

ensuing from the currently enforced laws, norm requirements<br />

and regulations. A typical example in this respect is the work<br />

of a joint Working Group on the problems of street lighting systems.<br />

It has formulated the major problems of ownership rights on and the<br />

maintenance and development of street lighting systems and has<br />

come forward with proposals for concrete actions to overcome the<br />

existing disparities and hindrances.<br />

Further examples in this respect are the working group on overcoming<br />

of certain barriers to financing of energy efficiency projects and<br />

the working group on investigation of the conditions and opportunities<br />

for and barriers to improvement of energy efficiency of school<br />

buildings. The latter made an analysis and came forward with proposals<br />

for amendment of the regulatory framework about the comfort<br />

of habitation in school buildings and worked out an efficient system<br />

for energy management of the buildings. It made also proposals<br />

for active search of funding after having studied the opportunities<br />

provided by the enforced regulation and the barriers to packag-<br />

<strong>Eco<strong>Energy</strong></strong> - <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong> <strong>Network</strong> 21


ing of projects and has worked out a system for dissemination of<br />

successful practices.<br />

At the request of several municipalities the Secretariat has contributed<br />

to the working out of proposals for resolution of the problem<br />

with the quality of the electricity supplied to municipalities through<br />

upgrading of the contracts between the municipalities and the electricity<br />

distribution companies. The proposal was sent out to all<br />

municipalities and was incorporated in the position paper of<br />

<strong>Eco<strong>Energy</strong></strong> on the draft of the <strong>Energy</strong> <strong>Efficiency</strong> Act.<br />

The investment climate in Bulgarian municipalities is the subject of<br />

periodical analysis and evaluation. Both the enforced regulatory<br />

framework and the current practice of financing of energy efficiency<br />

projects are the subject of permanent survey and study. This<br />

involves investigation of the regulatory restrictions and proposals for<br />

their dismantling. As a consequence, "Proposals for Improvement of<br />

the Regulatory Framework for Financing <strong>Energy</strong> <strong>Efficiency</strong> Projects<br />

in <strong>Municipal</strong>ities" and a "Guide to Sources of Financing in Bulgaria"<br />

have been elaborated. The latter is subject to periodical updating. A<br />

specialized website is maintained (Win-Win Business), aimed to<br />

facilitate the communication between municipalities and their potential<br />

business partners. At specially organized seminars representatives<br />

of leading Bulgarian banks are introduced to the peculiarities<br />

of and benefits from energy efficiency projects. These are forums<br />

promoting the active exchange of ideas and proposals between the<br />

credit institutions and the potential borrowers.<br />

An example of the collaboration of the <strong>Network</strong> with the authorities<br />

in the field of upgrading of the regulatory framework on energy efficiency<br />

is the detailed position paper on the draft of the new <strong>Energy</strong><br />

<strong>Efficiency</strong> Act. It was worked out by the <strong>Eco<strong>Energy</strong></strong> Board of<br />

Directors and the Secretariat and submitted to the <strong>Energy</strong> <strong>Efficiency</strong><br />

Agency with the Ministry of <strong>Energy</strong> and <strong>Energy</strong> Resources and was<br />

circulated among the <strong>Network</strong> member-municipalities.<br />

Underway is the development of an Information Clearinghouse for<br />

establishment of partnerships and relationships between membermunicipalities,<br />

financing institutions and companies active in the<br />

field of energy efficiency.<br />

The joint actions of <strong>Eco<strong>Energy</strong></strong> with the central and local authorities and the interaction with the partners are the most effective tool for identification<br />

and overcoming of the existing barriers to energy efficiency in municipalities and for setting in place of regulatory, organizational<br />

and financial prerequisites for implementation of real projects.<br />

The interaction with a broad range of partners contributes to building confidence among them. This is of particular importance for the relationships<br />

between municipalities and the banks, as well as between municipalities and the private sector. Prerequisites are created for promotion<br />

of public-private partnership for implementation of projects of high public significance.<br />

Organizational strengthening of the <strong>Network</strong><br />

For the purposes of efficient interaction with the authorities and its<br />

partners <strong>Eco<strong>Energy</strong></strong> is permanently consolidating and developing<br />

its internal structure. With the latest amendments in the Intermediate<br />

Rules of Procedure of the <strong>Network</strong> almost all the regional associations<br />

of municipalities in Bulgaria have been able to joint it. In this<br />

way it covered more than one half of the population of the country<br />

and the interest in membership in it continues to grow.<br />

In order to popularize its activities among an ever-growing number<br />

of municipalities and to attract them to the idea of implementation of<br />

a local-level municipal energy policy, since January 2003<br />

<strong>Eco<strong>Energy</strong></strong> participates with an expose in the annual conferences of<br />

the National Association of <strong>Municipal</strong>ities in the Republic of<br />

Bulgaria. This presentation has led to the acceptance of 15 municipalities<br />

as new members of the <strong>Network</strong>. After the Fifth Annual<br />

Conference, held in April 2003, the membership of <strong>Eco<strong>Energy</strong></strong> comprises<br />

54 member-municipalities and 6 regional associations of<br />

municipalities as associated members, or a total of 159 municipalities,<br />

accounting for 69% of the total population of this country.<br />

Specialized energy efficiency offices have been set up in 39 municipalities<br />

and energy efficiency officers have been nominated in all<br />

member-municipalities and regional associations of municipalities.<br />

The municipal energy efficiency offices have been equipped with<br />

computers, printers, modems and specialized software. A computerized<br />

network has been installed among <strong>Eco<strong>Energy</strong></strong> membermunicipalities.<br />

It facilitates the rapid exchange of operative information<br />

and the updating of the data on energy consumption in municipal<br />

sites.<br />

<strong>Municipal</strong> energy efficiency officers get established at a growing<br />

pace as the leading experts on the energy information system and<br />

the initiation and development of energy efficiency projects. They<br />

participate in the formulation of important management decisions.<br />

The experience and the model of the energy efficiency offices of<br />

<strong>Eco<strong>Energy</strong></strong> were replicated in the creation of the municipal energy<br />

agencies in the cities of Stara Zagora and Rousse.<br />

With the structures set up in municipalities and associations of municipalities <strong>Eco<strong>Energy</strong></strong> laid the beginning of the institutionalization of<br />

energy efficiency activities in Bulgarian municipalities. The established organizational structure, the technical equipment of the offices and<br />

the specific training of the municipal specialists in them are prerequisites for active exchange of information in the framework of the<br />

<strong>Network</strong>. With its overall territorial structure <strong>Eco<strong>Energy</strong></strong> becomes ever stronger established as a reliable partner of the state, the local<br />

authorities and the private sector.<br />

International co-operation<br />

Thanks to the results of its activity <strong>Eco<strong>Energy</strong></strong> has gained international<br />

respect and recognition. A Regional <strong>Network</strong> for Efficient Use<br />

of <strong>Energy</strong> and Water Resources (RENEUER) was built in the countries<br />

of Southeast Europe on the basis of its experience and with its<br />

active involvement. This <strong>Network</strong> functions under the auspices of<br />

UNECE and obtains financial support under different international<br />

programs.<br />

<strong>Eco<strong>Energy</strong></strong> works in close cooperation with the virtual <strong>Municipal</strong><br />

<strong>Network</strong> for Central and Eastern Europe and the former Soviet Union<br />

(MUNEE), created with financial support from the US Agency for<br />

International Development. The experience in the development and<br />

application of the <strong>Energy</strong> Information System was demonstrated at<br />

an international seminar, organized by MUNEE in Poland, and highly<br />

appreciated by the participants. The <strong>Energy</strong> Information System is<br />

being used as a model for development of analogous systems in<br />

Albania, Ukraine and other countries.<br />

Since 2003 <strong>Eco<strong>Energy</strong></strong> is member of the European energy network<br />

Energie-Cites. This membership provides an opportunity for<br />

Bulgarian municipalities to broaden their contacts with municipalities<br />

in the EU member-states, to learn from their experience and to<br />

participate in new and challenging international energy efficiency<br />

projects. The Bulgarian party was assigned the preparation of the<br />

main report for the Annual Conference of the European <strong>Network</strong>,<br />

held in Krakow in 2003. Representatives of five Bulgarian municipalities<br />

took part in this Conference. At the proposal of the Chairman of<br />

<strong>Eco<strong>Energy</strong></strong> the theme "Public-private Partnership in Implementation<br />

of <strong>Energy</strong> <strong>Efficiency</strong> Projects" was approved as the leading theme<br />

for the Annual Conference of Energie Cites in 2004.<br />

The broadened international contacts and enhanced authority of <strong>Eco<strong>Energy</strong></strong> provide opportunities for locating new partners and initiation of<br />

new activities and projects for improvement of energy efficiency in Bulgarian municipalities. <strong>Eco<strong>Energy</strong></strong> is a preferred partner to organizations<br />

from abroad in the implementation of international projects. The organizational structure and activity of the Bulgarian network are used<br />

by other countries as a source of valuable information and experience.<br />

<strong>Eco<strong>Energy</strong></strong>'s membership in the European network Energie cites provides an opportunity for Bulgarian municipalities to broaden their contacts<br />

with municipalities from the European Union, to learn from their experience and to take part in new and challenging international energy<br />

efficiency projects.<br />

The results from the <strong>Network</strong> activities so far<br />

corroborate the correctness of the initial selection of its<br />

major priorities. The new five-year strategy, approved<br />

by the Fourth Annual Conference of <strong>Eco<strong>Energy</strong></strong>, held in<br />

April 2002, re-affirmed this selection for the period<br />

2002-2007 as well. Although the <strong>Network</strong>'s priorities<br />

remain unchanged, the activity of <strong>Eco<strong>Energy</strong></strong> will be<br />

permanently aligned to the dynamic needs of<br />

municipalities. The <strong>Network</strong>'s activity during this period<br />

will be oriented towards implementation of tasks in the<br />

following four directions.<br />

Tasks ensuing from the national energy policy<br />

<strong>Energy</strong> efficiency as a component part of sustainable development<br />

It is necessary to continue to apply a targeted municipal policy for<br />

energy efficiency improvement as an important factor for ensuring<br />

sustainable development of the respective areas and society. To<br />

this end, it will be necessary to identify adequate modalities for<br />

use of the analyzed information, stored in the information system<br />

on energy consumption, by the decision-making bodies in municipalities<br />

and the state. The already established good interaction<br />

between the municipal energy efficiency officers and the <strong>Network</strong><br />

Secretariat with respect to collection and exchange of information<br />

should be preserved and supported in the future as well. The<br />

model of a municipal energy efficiency programme should be<br />

developed and enriched further, including in terms of expansion<br />

of its scope following the advance in the development of local<br />

authorities' powers to influence local energy generation. The<br />

effected start.with respect to approval and implementation of the<br />

municipal energy efficiency programmes is a success. It is necessary<br />

to collaborate with the newly elected municipal authorities<br />

after the local elections held in the fall of 2003, in order to ensure<br />

succession and provide for successful fulfillment of the programmes.<br />

It is further necessary to activate the attention of municipal<br />

leaderships to the work done so far and the achieved results<br />

from the implementation of the municipal energy efficiency programmes.<br />

The specialized training of local specialists and energy<br />

efficiency structures in municipalities should get established as a<br />

permanent process. In order to consolidate the positive results<br />

from the capacity building activities it is necessary to work for further<br />

development and upgrading of both the training programme<br />

Diminishing of fuel and energy costs of energy end-users<br />

in municipalities<br />

Another priority task of the <strong>Network</strong> should be broadening and<br />

deepening of the work with energy end-users through more active<br />

information campaigns. It is necessary to put a greater emphasis<br />

on the educational impact of these campaigns by addressing<br />

them to the young generations. The publications and the information<br />

campaigns should lay a greater focus on the social, psychological<br />

and political benefits from the implementation of a targeted<br />

energy efficiency policy. It is necessary to seek also for other<br />

methods for providing incentives aimed at promotion of energy<br />

conservation in residential and public buildings. This would have<br />

a significant social, educational and political impact. Since the<br />

projects in the residential sector have a strong social significance<br />

and contribute to shaping of a new public attitudes and behaviour,<br />

they should occupy a priority place in the future activities of<br />

<strong>Eco<strong>Energy</strong></strong>.<br />

and the training materials. In order to provide opportunities for all<br />

municipalities from the <strong>Network</strong> to acquire the necessary knowledge,<br />

skills and assistance in the field of municipal energy planning<br />

and management it is necessary to look for innovative training<br />

methods and tools, such as "Distance Learning" and Internetbased<br />

"Advanced Learning".<br />

Diminishing of the burden of fuel and energy costs on municipal<br />

budgets<br />

More active participation is necessary on the part of municipalities<br />

in the selection and processing of data about potential sites, as<br />

well as in the development of bankable projects, for the purposes<br />

of working out of project proposals for application for funding.<br />

<strong>Municipal</strong>ities should make a more active use of the results from<br />

the conducted competitions and the obtained technical assistance<br />

for performing of energy audits and development of business<br />

plans. Training on business planning and provision of technical<br />

assistance should become one of the priority activities of the network<br />

in the future. A strategic task, on which <strong>Eco<strong>Energy</strong></strong> should<br />

continue to work jointly with other associations of municipalities, is<br />

the investment independence of Bulgarian municipalities.<br />

Tasks ensuing from the national environmental<br />

protection strategy<br />

Ever greater attention should be paid to the opportunities for prevention<br />

of the negative consequences of climate change through<br />

energy efficiency projects. This is, on one hand, an approach bringing<br />

double benefits - improvement of energy efficiency and environmental<br />

benefits - and on the other hand, an approach creating new<br />

opportunities for financing. In this connection it is envisaged to orient<br />

the activities of <strong>Eco<strong>Energy</strong></strong> towards the following:<br />

_____ Support for municipalities to participate with efficiency projects<br />

and programmes for energy efficiency improvement and the<br />

use of RES, based on the opportunities provided by the flexible<br />

mechanisms under the Kyoto Protocol;<br />

_____ Creation of prerequisites for the use of RES by municipalities<br />

and other energy end-users on their area;<br />

_____ Creation of prerequisites for more active involvement of municipalities<br />

in the development of the market of low-pressure natural<br />

gas supply.<br />

Tasks ensuing from the national policy on local<br />

self-government<br />

The advance of local self-government and the enhancement of the<br />

financial independence of municipalities have a direct impact on the<br />

activities in the field of energy efficiency and addressing climate<br />

<strong>Eco<strong>Energy</strong></strong> - <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong> <strong>Network</strong> 25


change issues as well. In this connection <strong>Eco<strong>Energy</strong></strong> is envisaged to<br />

continue to work for:<br />

_____ Broadening of the opportunities for municipalities to apply<br />

modern financing mechanisms for energy efficiency improvement<br />

and the use of RES;<br />

_____ Provision of opportunities for municipalities to retain the savings<br />

made through implementation of energy efficiency projects and<br />

programs and to use them for payoff of investments;<br />

_____ Broadening of the opportunities of municipalities to influence<br />

energy consumption by businesses and private end-users and to<br />

collaborate with them for energy efficiency improvement based on<br />

different forms of partnership.<br />

Tasks ensuring the organizational strengthening of<br />

the <strong>Network</strong> and conditions for its sustainable<br />

development<br />

The process of development and establishment of the institutional<br />

structure of <strong>Eco<strong>Energy</strong></strong> should continue as a basis for institutionalization<br />

of the energy efficiency activities in municipalities. It<br />

is necessary to promote and consolidate the energy efficiency<br />

offices in municipalities as driving motors of the municipal policy<br />

for efficient use of energy and water resources and as active participants<br />

in municipal planning for sustainable development of<br />

municipalities. To this end, the management of the <strong>Network</strong>, in<br />

cooperation with municipal leaderships, should support municipal<br />

energy efficiency officers and the municipal energy efficiency<br />

offices, promote their authority and ensure publicity of the<br />

results from their activities. In this way prerequisites will be created<br />

for improvement of the interaction among municipalities and<br />

for influencing the national energy policy under conditions of demonopolization<br />

and privatization. In order to consolidate the position<br />

and the role of the municipal energy efficiency officers it is<br />

necessary to alleviate them from some of the numerous other<br />

responsibilities as municipal officers and to enable them to concentrate<br />

better on the performing of the assignments related to<br />

the energy efficiency issues. In the larger municipalities it is<br />

necessary to increase the number of employees in the energy<br />

efficiency offices.<br />

The information system on energy efficiency in municipalities<br />

should ever stronger get established and upgraded as a tool for<br />

management of energy consumption and a basis for implementation<br />

of targeted energy efficiency policies. The Secretariat of<br />

the <strong>Network</strong>, EnEffect, should establish itself as an information<br />

centre on energy efficiency for the needs of the member-municipalities.<br />

The international contacts of <strong>Eco<strong>Energy</strong></strong>, which will promote it as a<br />

reliable partner for joint participation in international and bilateral<br />

energy efficiency programs and projects, should be ever further<br />

broadened and enriched. It should be a permanent task of<br />

<strong>Eco<strong>Energy</strong></strong> to strengthen the contacts and joint work with the<br />

European network "Energie cites".<br />

<strong>Eco<strong>Energy</strong></strong> should continue to work for broadening of the range of<br />

partners and to create prerequisites for establishment of effective<br />

public-private partnerships for implementation of packages of energy<br />

efficiency projects.<br />

Article Two: Strategic Objectives of the <strong>Municipal</strong> <strong>Network</strong><br />

(1) To unite the efforts of member municipalities for improvement<br />

of energy efficiency as a means of addressing important national<br />

issues of the energy and environmental policy.<br />

(2) To reduce municipal budget expenditures for energy costs so<br />

that the money saved can be used for other priority activities on<br />

the area of the municipalities.<br />

(3) To reduce the energy costs incurred by individual end-users<br />

in municipalities (business entities and households) and to create<br />

a favorable climate for broad public support for the municipal energy<br />

conservation policy.<br />

Article Three: Tasks of the <strong>Municipal</strong> <strong>Network</strong><br />

(1) To provide support to member municipalities in their efforts to<br />

save energy and to develop municipal policies that will increase<br />

the efficiency of energy use at a local level.<br />

(2) To establish and develop co-operation among municipalities<br />

for exchange of experience and sharing of know-how in the field<br />

of efficient energy use.<br />

(3) To create an institutional framework and local human capacity<br />

in municipalities for development and management of energy efficiency<br />

programs and projects.<br />

(4) To promote interaction and mutual support for overcoming<br />

barriers to efficient energy use.<br />

(5) To jointly develop proposals for institutional and legislative<br />

measures aimed at promotion of energy efficiency improvement<br />

with due account of the needs and interests of municipalities.<br />

(6) To unite the efforts for influencing the national energy policy<br />

on issues related to energy prices and tariffs.<br />

(7) To unite the efforts for impact on the national policy with a<br />

view to creating real opportunities for funding municipal energy<br />

conservation projects.<br />

(8) To collect and disseminate information about achievements in<br />

the field of rational energy use and innovative energy efficient technologies.<br />

Article Five: Representative Body, Planning and Coordination of<br />

<strong>Network</strong> Activities<br />

(1) The <strong>Network</strong> is represented by a Board of Directors, composed of<br />

representatives from member-municipalities.<br />

(2) The Board of Directors consists of Chairman, Vice-Chairman and<br />

members. The Chairman, Vice-Chairman, and the members are elected<br />

on the principle of rotation for a one-year term-of-office by the plenary of<br />

representatives of the member municipalities. Elected to the Board of<br />

Directors are municipalities, not individuals. The municipalities are represented<br />

at the Board of Directors by their Mayors.<br />

(3) The annual Plan of Work of the <strong>Network</strong> is approved by the general<br />

assembly of representatives of the MEEN <strong>Eco<strong>Energy</strong></strong> member-municipalities.<br />

(4) Decisions for amendments to the Statute of MEEN <strong>Eco<strong>Energy</strong></strong> are<br />

approved by the general assembly of representatives of the membermunicipalities.<br />

(5) Decisions about membership of MEEN <strong>Eco<strong>Energy</strong></strong> in national or<br />

international associations of municipalities are taken by the Board of<br />

Directors.<br />

(6) The activity of the <strong>Network</strong> is coordinated by the Center for <strong>Energy</strong><br />

<strong>Efficiency</strong> EnEffect, legal address 1164 Sofia, 1, Hristo Smirnenski Blvd.,<br />

3rd Floor, which performs the function of Secretariat. The Executive<br />

Director of EnEffect is ex-officio member of the Board of Directors.<br />

Article Six: Participation in <strong>Network</strong> Activities<br />

(1) Eligible to participate in the <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong><br />

<strong>Network</strong> either as members or as associate members are all<br />

Bulgarian municipalities upon submition to the <strong>Network</strong> Secretariat<br />

of a specific application to that effect, signed by the Mayor of the<br />

respective municipality.<br />

(2) Members of the <strong>Network</strong> may be Bulgarian municipalities that<br />

agree to work actively for:<br />

(a) Implementation of the Action Plan of MEEN <strong>Eco<strong>Energy</strong></strong> and<br />

nominate a municipal energy efficiency officer in the structure of<br />

the municipal administration, who will be responsible for the liaison<br />

with the Secretariat of the <strong>Network</strong>;<br />

(b) Dissemination of information, obtained through the <strong>Network</strong>,<br />

among the broadest possible circle of institutions, businesses and<br />

non-profit entities, experts and individuals on the area of the<br />

respective municipality.<br />

(c) Participation in the training programs, conducted in the<br />

framework of MEEN <strong>Eco<strong>Energy</strong></strong>.<br />

(d) Assistance for the Secretariat of the <strong>Network</strong> in implementation<br />

of its functions.<br />

(3) Associate members of the <strong>Network</strong> may be Bulgarian municipalities<br />

that agree to:<br />

(a) Appoint a municipal energy efficiency officer, who will act as<br />

liaison with the Secretariat of the <strong>Network</strong>;<br />

(b) Disseminate information , obtained through MEEN <strong>Eco<strong>Energy</strong></strong>,<br />

among the broadest possible circle of institutions, businesses and<br />

non-profit entities, experts and individuals on the area of the<br />

respective municipality;<br />

(c) Participate in training programs, conducted in the framework<br />

of MEEN <strong>Eco<strong>Energy</strong></strong><br />

(d) Assist the Secretariat of the <strong>Network</strong> in implementation of its<br />

functions.<br />

(4) Associations of municipalities may participate in the <strong>Network</strong><br />

as associated members provided they agree to:<br />

(a) Nominate an energy efficiency officer within the structure of the<br />

association, who will be responsible for liaison with the Secretariat<br />

of the <strong>Network</strong>;<br />

(b) Disseminate the information, obtained through the <strong>Network</strong>,<br />

among the municipalities members of the association, which are<br />

not individual members of MEEN <strong>Eco<strong>Energy</strong></strong>;<br />

(c) Contribute to the organization of the training programs and<br />

other events implemented by MEEN <strong>Eco<strong>Energy</strong></strong>;<br />

(d) Contribute to the collection of information about energy consumption<br />

in the municipalities, which are not individual members of<br />

MEEN <strong>Eco<strong>Energy</strong></strong>;<br />

(5) <strong>Municipal</strong> energy agencies and regional energy centers may<br />

participate in the work of the <strong>Network</strong> as members, provided they<br />

agree to:<br />

(a) assist the energy efficiency offices in the implementation of<br />

the energy policy at the local level;<br />

(b) Contribute to the collection of information on energy consumption<br />

in municipalities.<br />

Article Seven: Discontinuation of Membership<br />

(1) Every member or associate member may, at its discretion, discontinue<br />

its participation in <strong>Network</strong> activities by submitting a written<br />

notice of such discontinuation to the Board of Directors, via the<br />

Secretariat.<br />

(2) Any member or associate member of the <strong>Network</strong> shall automatically<br />

loose its membership rights provided it has not participated<br />

in any <strong>Network</strong> activities for a period of more than six months.<br />

(3) A member or associate member of the <strong>Network</strong>, that has lost its<br />

membership rights, may regain them under the general application<br />

procedure.<br />

Article Eight: Discontinuation of <strong>Network</strong> Activities<br />

Discontinuation of <strong>Network</strong> activities may be decided by a general<br />

assembly of representatives of the <strong>Network</strong> member-municipalities.<br />

Article Nine: Term of Validity of the Intermediate Rules of Procedure<br />

These rules of procedure are valid for an unlimited period of time.<br />

OBJECTIVES<br />

Mission<br />

The mission of <strong>Eco<strong>Energy</strong></strong> is to contribute for establishment of<br />

energy efficiency as an important component of the s u s t a i n a<br />

b l e d e v e l o p m e n t policy in Bulgarian municipalities and<br />

regions.<br />

III. Tasks, ensuing from the national policy on local self-government.<br />

IV. Tasks, ensuring organizational strengthening of the <strong>Network</strong> and<br />

conditions for its sustainable development.<br />

Major objectives<br />

The major objectives of <strong>Eco<strong>Energy</strong></strong> are as follows:<br />

A. To unite the efforts of municipalities to improve energy efficiency<br />

as a means to resolve important national tasks of the energy and<br />

environmental policy and for achievement of sustainable development.<br />

B. To create conditions for diminishing of energy costs paid from<br />

municipal budgets and for use of the money saved for funding of other<br />

priority activities of public benefit on their area.<br />

C. To contribute for diminishing of the energy costs of end-users -<br />

households, local enterprises, etc.<br />

Major directions of activity<br />

During the period 2002-2007 the activity of <strong>Eco<strong>Energy</strong></strong> will be directed<br />

towards implementation of tasks in the following four directions:<br />

I. Tasks, ensuing from the national energy policy.<br />

II. Tasks, ensuing from the national strategy for protection of the environment.<br />

_____ Formulation of joint positions on the <strong>Network</strong> on major issues related<br />

to the restructuring of the energy sector, which affect municipalities,<br />

and lobbing in defense of their interests (jointly with the National<br />

Association of <strong>Municipal</strong>ities in the Republic of Bulgaria and other<br />

organizations);<br />

_____ Elaboration of consolidated positions and proposals by the<br />

<strong>Network</strong> for development of the regulatory framework related to the energy<br />

sector and energy efficiency at the national and local level;<br />

_____ Participation in the development of regulatory acts related to restructuring<br />

and privatization of the local district heating companies;<br />

_____ Active participation in the regional strategic energy planning at the<br />

national and the local level;<br />

_____ Training and methodological assistance to <strong>Network</strong> membermunicipalities<br />

with respect to implementation of their major functions in<br />

the energy field;<br />

_____ Assistance for early and active involvement of municipalities in the<br />

implementation of the national plan for accelerated development of RES<br />

and creation of prerequisites for their active use by municipalities and<br />

other end-users;<br />

_____ Ensuring access of municipalities to the incentives for promotion<br />

of energy efficiency investments envisaged in the National <strong>Energy</strong><br />

Strategy. Assistance to municipalities to apply for funding under the EU<br />

pre-accession programs.<br />

TASKS<br />

Tasks, ensuing from the national energy policy<br />

The latest amendments to the <strong>Energy</strong> and <strong>Energy</strong> <strong>Efficiency</strong> Act and the<br />

concept paper on the Strategy for Development of the Bulgarian <strong>Energy</strong><br />

Sector predetermine the following tasks of the <strong>Network</strong> in terms of rendering<br />

support and assistance to municipalities:<br />

1. Conducting of a targeted municipal policy for energy efficiency<br />

improvement as an important factor for ensuring sustainable development<br />

through:<br />

_____ Development of municipal programs for energy efficiency<br />

improvement and the use of RES at energy supply and end-use, related<br />

to the functions of municipalities and the capacities of local budgets;<br />

_____ Methodological and technical assistance for maintaining and<br />

development of the energy databases in <strong>Network</strong> member-municipalities;<br />

_____ Working out of methodological guidelines, manuals and guides for<br />

development of municipal programs for energy efficiency improvement<br />

and the use of RES;<br />

_____ Assistance to <strong>Network</strong> member-municipalities in connection with<br />

the development of municipal programs for energy efficiency improvement<br />

and the use of RES;<br />

_____ Specialized training on municipal energy planning and management<br />

for decision-makers in municipalities.<br />

2. Strengthening of the interaction among municipalities for broadening of<br />

the abilities of local authorities to influence the national energy policy under the<br />

conditions of de-monopolization and privatization through:<br />

3. Establishment of institutional framework for energy efficiency in<br />

municipalities through:<br />

_____ Setting up and strengthening of specialized energy efficiency<br />

structures (offices) with municipal administrations and the centers of<br />

associations of municipalities-members of MEEN <strong>Eco<strong>Energy</strong></strong>;<br />

_____ Setting up and strengthening of the energy efficiency centers and<br />

municipal and district energy agencies in MEEN <strong>Eco<strong>Energy</strong></strong> membermunicipalities<br />

with the status of non-profit NGOs;<br />

_____ Nomination of officials to be responsible for energy efficiency at<br />

end-user sites in <strong>Network</strong> member-municipalities and rendering of technical<br />

and advisory assistance with respect to the legislative regulation<br />

and implementation of their activity;<br />

_____ Establishment of active interaction and collaboration of the<br />

<strong>Network</strong> with the municipal and district energy efficiency centers and<br />

agencies.<br />

4. Specialized training on energy efficiency of experts and specialized<br />

structures in municipalities through:<br />

_____ Continuation and further development of the training program for<br />

experts from <strong>Eco<strong>Energy</strong></strong> member-municipalities on how to develop energy<br />

efficiency programs and projects;<br />

_____ Training of managers and energy experts from energy end-use<br />

sites - hospitals, schools, sports centers etc. in <strong>Eco<strong>Energy</strong></strong> membermunicipalities;<br />

_____ Training on specific themes related to energy efficiency and the<br />

use of renewable energy sources;<br />

Tasks ensuing from the National Environmental<br />

Protection Strategy<br />

The National Environmental Protection Strategy predetermines the following<br />

tasks of municipalities in the field of energy efficiency:<br />

1.1. Support for municipalities to participate with projects and programs<br />

for energy efficiency improvement and promotion of the use of RES<br />

under the flexible mechanisms of the Kyoto Protocol through:<br />

_____ Assistance to <strong>Eco<strong>Energy</strong></strong> member-municipalities for development of<br />

projects for efficient use of energy and water;<br />

_____ Specialized training of municipal decision-makers and experts on<br />

participation of municipalities in the development and implementation of<br />

the national climate change policy and the Kyoto mechanisms;<br />

_____ Assistance for establishing contacts with donors and financing institutions<br />

on the basis of elaborated projects for efficient use of energy and<br />

water resources;<br />

_____ Methodological assistance to municipalities and end-users for development<br />

of projects under the Joint Implementation or Emissions Trading<br />

mechanisms;<br />

1.2. Creation of prerequisites for the use of RES in municipalities and<br />

other end-users on their area through:<br />

_____ Assistance for priority development of projects for the use of RES and<br />

above all biomass, solar and geothermal energy;<br />

_____ Assistance for investigation of the opportunities for construction of<br />

mini hydro-power plants;<br />

_____ Specialized training of municipal decision-makers and experts on the<br />

use of RES.<br />

1.3. Creation of prerequisites for more active participation of municipalities<br />

in the development of the market for low-pressure natural gas:<br />

_____ Support for the development and implementation of projects for<br />

broader use of natural gas as a relatively clean energy source;<br />

_____ Assistance to municipalities for establishment of public-private partnerships<br />

for implementation of large-scale initiatives in the field of locallevel<br />

gas supply networks.<br />

Tasks ensuing from the national policy on local<br />

self-government<br />

The national policy on local self-government and the European trends in<br />

this fiels predetermined the following tasks of the <strong>Network</strong>:<br />

1. To expand the opportunities for municipalities to apply modern<br />

financial mechanisms for energy efficiency improvement and the use of<br />

RES through:<br />

_____ Training and methodological assistance for introduction of modern<br />

mechanisms for financing of projects for improvement of the efficiency<br />

of energy and water use;<br />

_____ Assistance for the development and implementation of pilot investment<br />

projects for application of innovative mechanisms for financing and<br />

analysis and dissemination of the results from them;<br />

_____ Assistance for the establishment of contacts with donors and<br />

financing institutions;<br />

_____ Assistance for joint development of proposals for amendment of<br />

regulatory acts or elaboration of new ones aimed at overcoming of the<br />

barriers to the use of efficient financial mechanisms;<br />

2. To ensure the opportunities for municipalities to keep the savings<br />

achieved from the implementation of energy efficiency projects and programs<br />

and to use them for repayment of the investments made through:<br />

_____ Joint development of proposals for amendment of the regulatory<br />

framework and legislation on the budget in order to promote the implementation<br />

of energy efficiency projects and to ensure retention of the<br />

savings achieved from projects implemented by the municipalities;<br />

_____ Preparation and implementation of pilot projects for testing of<br />

financing schemes, under which the savings achieved from<br />

energy/water efficiency projects are retained by the implementing<br />

municipality and may be used for payoff of the investments made (for<br />

instance, in the event of third party financing);<br />

_____ Legislative provisions ensuring financial guarantees on the liabilities<br />

of municipalities under ESCo contracts.<br />

3. To broaden the opportunities of municipalities to influence energy<br />

consumption by business entities and private end-users and to interact<br />

with them for the purposes of energy efficiency improvement on the<br />

basis of different modalities of partnerships, through:<br />

_____ Training and methodological assistance to <strong>Eco<strong>Energy</strong></strong> membermunicipalities<br />

in the event of establishment of public-private partnership<br />

for implementation of significant energy efficiency projects;<br />

_____ Assistance to municipalities for development and introduction of<br />

municipal programs for promotion of efficient use of energy and water.<br />

Tasks ensuring organizational strengthening of the<br />

<strong>Network</strong> and conditions for its sustainable development<br />

In order to realize its functions and implement its tasks <strong>Eco<strong>Energy</strong></strong><br />

should finalize its constitution and get stabilized as a voluntary association<br />

of Bulgarian municipalities. This requirement is related to the implementation<br />

of the following tasks:<br />

1. Establishment of the information system on energy efficiency in<br />

municipalities as a tool for management of energy consumption and a<br />

basis for conducting of an energy efficiency policy through:<br />

_____ Keeping and development of the information database on energy<br />

efficiency in <strong>Eco<strong>Energy</strong></strong> member-municipalities;<br />

_____ Analysis of the trends in energy consumption in <strong>Eco<strong>Energy</strong></strong> member-municipalities<br />

and formulation of recommendations to the local and<br />

central authorities.<br />

_____ Development of the <strong>Eco<strong>Energy</strong></strong> information system into national<br />

information system on energy efficiency.<br />

2. Establishment of the energy efficiency offices in municipalities<br />

into driving motors of municipal policies for efficient use of energy and<br />

water resources and active participants in municipal planning for sustainable<br />

development of municipalities through:<br />

_____ Further strengthening and development of the municipal energy<br />

efficiency offices in <strong>Eco<strong>Energy</strong></strong> member-municipalities;<br />

_____ Training and skills upgrading for experts from municipal and district<br />

energy efficiency offices, centers and agencies in <strong>Eco<strong>Energy</strong></strong> member-municipalities.<br />

3. Establishment of the role and influence of <strong>Eco<strong>Energy</strong></strong> and<br />

broadening of its opportunities for for impact and attainment of its strategic<br />

objectives through:<br />

_____ Attraction of new members of the <strong>Network</strong>, especially among the<br />

large municipalities and district centers;<br />

_____ Attraction of the associations of municipalities, which are not yet<br />

members of the <strong>Network</strong>, and broadening of the modalities of collaboration<br />

with them;<br />

_____ Broadening of the modalities of interaction among the municipalities<br />

and associations participating in the <strong>Network</strong>.<br />

4. Broadening and enrichment of the international contacts of the<br />

<strong>Network</strong> and its establishment as a reliable partner for joint participation<br />

in international and bilateral energy efficiency programs and projects<br />

through:<br />

_____ Strengthening and expansion of the partnership of <strong>Eco<strong>Energy</strong></strong> with<br />

the European network Energie Cites;<br />

_____ Establishment of new partnerships with networks and organizations<br />

from Europe and the USA;<br />

_____ Further consolidation of the collaboration with the <strong>Municipal</strong><br />

<strong>Energy</strong> <strong>Efficiency</strong> <strong>Network</strong> for Central and Eastern Europe and the former<br />

Soviet Union (MUNEE);<br />

_____ Expansion of the collaboration with the Regional <strong>Network</strong> for<br />

Efficient Use of <strong>Energy</strong> and Water Resources in Southeast Europe<br />

(RENEUER);<br />

_____ Target-oriented collection of information about partners, programs<br />

and funds and its it dissemination to the municipalities of the <strong>Network</strong>;<br />

_____ Identification of appropriate modalities for presentation of<br />

<strong>Eco<strong>Energy</strong></strong> as a reliable partners to organizations abroad.<br />

5. Setting up of an energy efficiency information center at EnEffect<br />

for the needs of <strong>Eco<strong>Energy</strong></strong> member-municipalities through:<br />

_____ Keeping, development and enrichment of the <strong>Eco<strong>Energy</strong></strong> website;<br />

_____ Creation of information reference databases on: energy efficiency<br />

products and services; energy efficiency projects implemented in<br />

municipalities; current prices of energy efficiency materials, products<br />

and technologies;<br />

_____ Introduction of modern forms for information exchange among<br />

<strong>Eco<strong>Energy</strong></strong> member-municipalities with the use of innovative information<br />

technologies.<br />

of conditions for utilization of the money saved for other priority<br />

activities in municipalities<br />

To encourage energy end-users in municipalities (households and business<br />

entities) to diminish their energy costs<br />

DATABASE<br />

<strong>Eco<strong>Energy</strong></strong> maintains an information database on energy sources and<br />

energy consumption in <strong>Network</strong> member-municipalities. The information<br />

is used in the process of development of municipal energy efficiency<br />

strategies and programmes and for identification, design and implementation<br />

of specific investment projects. The members of the <strong>Network</strong> set<br />

up specialized <strong>Municipal</strong> <strong>Energy</strong> <strong>Efficiency</strong> offices, which are the first<br />

steps towards the development of a modern institutional base of rational<br />

use of resources in Bulgarian municipalities<br />

EnEffect is a non-profit NGO, founded in 1992, with the aim to support the efforts of<br />

improvement and reduction of GHG<br />

emissions and other environmental<br />

polluters.<br />

The project comprises two major components:<br />

Local capacity building in Bulgarian<br />

municipalities in the field of energy<br />

efficiency;<br />

Supporting demonstration projects<br />

in typical energy end-user municipal sites.<br />

The Global Environment Facility (GEF) is a financing<br />

mechanism. It is structured as a thrust fund, operating<br />

in collaboration and partnership with its three<br />

executive agencies - the United Nations<br />

Development Programme (UNDP), the United<br />

Nations Environmental Programme (UNEP) and the<br />

World Bank, with the aim to achieve global environmental<br />

benefits.<br />

The activities incorporated in the first project<br />

component are its core. They comprise<br />

introduction of energy efficiency<br />

management in municipalities, training of<br />

local decision-makers and experts and<br />

introduction of financial tools and<br />

mechanisms for implementation of energy<br />

efficiency projects.<br />

The demonstrations under the second<br />

project component aim at supporting the<br />

development of local institutional and human<br />

capacity and consolidating its importance for<br />

and impact on the municipal policy. They<br />

comprise representative projects in the field<br />

of street lighting, district heating and<br />

buildings. The demonstration projects<br />

illustrate how the local institutions and the<br />

newly acquired knowledge and skills might<br />

be applied under real conditions.<br />

The activities under the two project<br />

components are concentrated in Gabrovo.<br />

This municipality acts as a specific<br />

laboratory in which different management<br />

and technical approaches and solutions are<br />

elaborated and tested. In fact, the impact of<br />

the project is spread among all the<br />

municipalities-members of the <strong>Municipal</strong><br />

<strong>Energy</strong> <strong>Efficiency</strong> <strong>Network</strong> <strong>Eco<strong>Energy</strong></strong> and<br />

in a number of cases even beyond its<br />

boundaries. The number of municipalities<br />

influenced by the experience of the <strong>Energy</strong><br />

<strong>Efficiency</strong> Demonstration Zone in the city of<br />

Gabrovo provides grounds to consider that<br />

the reforms in the field of sustainable<br />

management of natural resources are<br />

welcome throughout the country.<br />

The United Nations Development Programme<br />

(UNDP) is the UN global network for introducing<br />

change and facilitating the exchange of knowledge,<br />

experiences and resources among the states with<br />

the aim to help people build a better life. UNDP is<br />

present in 166 states and works jointly with them for<br />

resolution of global issues and the national problems<br />

they stumble upon. Until they deve-lop their own<br />

local capacity they may draw on the experience of<br />

UNDP and its numerous partners.<br />

UNDP/GEF support environmental projects in the<br />

field of biodiversity, climate change, international<br />

waters, depletion of the ozone layer in the atmosphere,<br />

durable organic polluters and soil erosion.<br />
