Preamble<br />
1 All Home Ownership Scheme (HOS) buildings, Tenants Purchase Scheme (TPS) buildings, and 3<br />
divested retail and carparking (RC) facilities together with the public rental housing (PRH)<br />
blocks situated within the same lease with the divested RC facilities are subject to building<br />
control under the Buildings Ordinance (BO). The Independent Checking Unit (ICU) <strong>of</strong> the<br />
Housing Department performs building control under the BO on these buildings under the<br />
delegated authority by the Director <strong>of</strong> Buildings.<br />
2 Any applicant intends to conduct building works involving building structures or material 4<br />
change <strong>of</strong> use within those BO applied housing estates / courts and RC facilities should apply for<br />
approval and consent from ICU <strong>of</strong> HD. The applicant should appoint Authorized Person (AP)<br />
and Registered Structural Engineer (RSE), use the BD prescribed forms and pay the required<br />
fee.<br />
Although HA's new PRH projects and existing PRH estates in non-divested lots are exempted<br />
from the BO, the ICU exercises building control on these buildings through admistrative<br />
procedures which are consistent with BD's standards. However, the applicant is not required to<br />
pay fee under this mechanism, and should use the ICU forms.<br />
