wastewater services to support intensification appropriate<br />
areas for focusing intensification such as intensification<br />
corridors urban nodes Major Transit Station Areas and other<br />
appropriate intensification areas the appropriate type and<br />
scale <strong>of</strong> development in intensification areas barriers to<br />
intensification and measures for overcoming identified barriers<br />

Introduction<br />
To create compact efficient and complete communities the<br />
Growth Plan requires that Greenfield development within each<br />
upper or<br />
single tier municipality be planned to meet a density<br />
target <strong>of</strong> 50 residents and jobs combined per hectare<br />
In response to this Provincial direction<br />
the Region <strong>of</strong> Peel<br />
Official Plan area<br />
municipalities state that the Region will plan<br />
to achieve a minimum Greenfield density <strong>of</strong> 50 residents and<br />
jobs combined per hectare by 2031 The Region <strong>of</strong> Peel will<br />
complete<br />
an<br />
analysis in collaboration with the area<br />
municipalities to demonstrate how the allocation <strong>of</strong> the<br />
Regional forecasts will be planned at the municipal level to<br />
contribute to the achievement <strong>of</strong> the minimum combined<br />
Regional Greenfield density target<br />
The Region will only consider approving settlement boundary<br />
expansions for Rural Service Centres if they contribute to the<br />
achievement <strong>of</strong> the Regional minimum Greenfield Density<br />
Target established for 2031 Regional approval will be required<br />
for expansions to rural settlement areas if the expansion will<br />
adversely affect the achievement <strong>of</strong> the Regional Greenfield<br />
density target<br />
<strong>Caledon</strong> will make its best efforts to contribute to the<br />
achievement <strong>of</strong> the Regional Greenfield Density Target<br />
however this will be very difficult as employment lands in<br />
<strong>Caledon</strong> are<br />
generally at a density far below the Greenfield<br />
Density Target and are not expected to achieve 50 jobs per<br />
hectare in the future Compensating for lower density<br />
employment lands will necessitate higher residential and<br />
population related employment densities in the Rural Service<br />
Centres Higher densities may be accommodated in part<br />
through the development <strong>of</strong> high density nodes such as the<br />
potential Major Transit Station Areas but would not be<br />
desirable in residential neighbourhoods due to the lack <strong>of</strong><br />
public transit and other necessary services and objectives for<br />
community form and character<br />
A built boundary and Designated Greenfield Area have been<br />
identified by the province in the Palgrave Estate Residential<br />
Community The Palgrave Estate Residential Community is<br />
approved to be developed at a very low density in this Plan and<br />
40
